Fire NOC consultants in Mumbai: who issues your fire NOC, where to file and what it costs
Updated By Flamekite Editorial DeskFacts checked against official sources on
Fire NOC in Mumbai: MCGM's Chief Fire Officer or MIDC, autoDCR filing in 7 and 15 working days, 2026-27 trade fees from ₹8,070, and the 2025-26 drives.
Quick answer
In Mumbai the fire NOC is issued by the Chief Fire Officer of the Mumbai Fire Brigade, MCGM's fire department, under the Maharashtra Fire Prevention and Life Safety Measures Act, 2006; a plot inside an MIDC industrial area goes to MIDC's own fire service instead.
For a new building your architect applies through the Common Application Form on MCGM's autoDCR single window, where the Right to Service limit is 7 working days for the building NOC and 15 for the occupation NOC. A shop, eatery or clinic gets its own trade NOC under section 394 of the MMC Act on the MCGM portal, a 10-working-day process.

How to get a fire NOC for a new Mumbai building
Confirm the plot's fire authority
Inside MCGM's 24 administrative wards the Mumbai Fire Brigade decides. A plot in an MIDC industrial area, such as the Marol estate in Andheri East, goes to MIDC's fire service and its single window.
File the CFO NOC with the building proposal
The architect applies on autoDCR through the Common Application Form, with the CTS number, ward, height to the terrace slab, the gross built-up area certificate and 3 plan sets. No separate application to the fire department is needed.
Receive the building NOC
The Right to Service limit for a fresh or revised building fire NOC is 7 working days. The fire brigade does not inspect the site at plan stage.
Build to the NOC and keep revisions minor
A minor amendment that leaves open spaces, refuge floors, exits and travel distance unchanged needs no revised CFO NOC at intermediate stages; the change is checked at the occupation NOC.
Install through a licensed agency
A Maharashtra-licensed agency installs the fire systems and issues Form A, which the Mumbai Fire Brigade asks for with its annexure at the occupation stage.
Apply for the fire occupation NOC
The fire brigade inspects the building. Attach earlier NOCs, the IOD or CC, a structural stability certificate and, at 24 m or more, the PWD lift certificates. The Right to Service limit is 15 working days.
Start the Form B calendar
Once occupied, the building files Form B from a licensed agency every January and July with the Mumbai Fire Brigade.
Who issues the fire NOC at your Mumbai address?
Mumbai has one municipal fire service, but not every plot answers to it. Start with where the plot sits.

Five Mumbai buildings and what the rules make each do
Real-shaped cases worked from MCGM's and MIDC's published rules. They are examples, not client stories.
Case 1
A 30 m residential building in Borivali
New G+9 housing, about 30 m to the terrace slab, R/C ward.
What applies Below 32 m, so MCGM's codified low-rise list applies: 4.5 m gate clearance, a courtyard paved for 28-tonne engines and car-park sprinklers. At 24 m or more the occupation NOC also needs the PWD lift certificates. Mumbai Fire Brigade
Case 2
A 600 m² restaurant-bar in Lower Parel
G/S ward, 12 commercial LPG cylinders.
What applies Above 500 m² and 11 to 20 cylinders: an ADFO inspects and the Divisional Fire Officer issues the trade NOC from console RCC-2-B. The 2026-27 trade compliance fee above 200 m² is ₹64,430. Mumbai Fire Brigade
Case 3
A storage shed on an 850 m² plot in Kurla
Warehouse, plot below 900 m², inside MCGM limits.
What applies No CFO NOC for construction; the architect, owner or occupant self-certifies fire compliance with the building proposal. MCGM autoDCR FAQ
Case 4
A new unit on an MIDC plot in Marol
Light-engineering building in the Marol MIDC estate, Andheri East.
What applies MIDC's fire service, not the Mumbai Fire Brigade: Provisional Fire Approval through the MIDC single window within 30 days of a complete file, Final Fire Approval in 15, and Form B online on the MIDC portal. MIDC EoDB

- For a residential tower above 70 m, book a licensed Fire and Life Safety Auditor every 2 years. Amendment Act 2023
- On an MIDC plot, file Form B online on the MIDC portal, as required since 1 January 2025. MIDC circular
- When a Mumbai trade licence is renewed, budget for the ₹4,050 to ₹32,220 compliance scrutiny fee. MCGM BRC 69
Don’t
- Don't wait for a renewal date on the NOC: the 2023 amendment issues a renewal only where another Act or rule requires one. Amendment Act 2023
- Don't use MCGM's 2021 empanelled auditor for a section 45A audit: that route certifies NOCs for residential buildings up to 32 m. MCGM auditor 2021

Mumbai fire NOC mistakes that cost weeks
Problems Flamekite sees when MCGM's published rules are read against how files are actually prepared.
If A plan revision moves a staircase or a refuge floor
Only minor amendments that keep open spaces, refuge floors, exits and travel distance unchanged skip a revised CFO NOC; anything else needs a fresh 7-working-day NOC. MCGM autoDCR FAQ
If A restaurant adds cylinders after its NOC

If A kitchen or store is built on the compulsory open space
In June 2026 such kitchens at 5 Andheri (West) venues were demolished. Keep open spaces clear for fire engines. Free Press Journalnews report
If The small-warehouse exemption is read as no fire duty at all

If An MIDC plot is filed with MCGM
