How to get a fire NOC in Gujarat on GujFireSafety CoP
Check the Third Schedule category
Find your occupancy and height in Table 1 of the Regulations. A 16 m apartment block, a school above 9 m and every shopping mall are in; a 12 m house is not.
Register on the citizen portal
Create an account on fscop.gujfiresafetycop.in with a mobile number and e-mail. Status updates arrive by SMS and e-mail.
File the Fire Safety Plan Approval
Upload the fire safety plans, countersigned by the owner and a Licensed Agency or the architect or engineer on record, and pay the FSPA fee. The RFO or CFO decides within 21 days.
Get development permission on the FSPA letter
The competent authority may grant permission under the Gujarat Town Planning and Urban Development Act, 1976 on the strength of the FSPA letter.
Build, then apply for the certificate before occupancy
File Form B-14 with 3 self-certifications: maintenance and no alteration, an annual maintenance contract, and safe electrics. A changed fire layout means a fresh plan approval first.
Pass the inspection and receive Form B-13
The RFO or CFO inspects and tests within 21 days and issues a certificate valid 3 years. No Building Use certificate can be issued without it (section 19(1)(a)).
Appoint a Fire Safety Officer 2 months before expiry
Pick an enrolled officer on the portal. The officer inspects and, after RFO or CFO approval, issues the 2-year renewal on Form B-13.3.
What Gujarat's 24 June 2024 renewal rule says
One month after the Rajkot game zone fire, Gujarat rewrote rule 25 so that a Fire Safety Officer can no longer renew a certificate alone.
Word for word
The Fire Safety Officer, suo-motu or upon the receipt of the request of renewal for fire safety certificates of its building or premises, shall inspect the said building or premises for which he is appointed under rule 21, to verify the compliance of the provisions of the Act, rules and regulations and thereafter issue a Fire Safety Certificate Renewal in "Form-B13.3" based on the verification and approval by the Regional Fire Officer or Chief Fire Officer, as the case may be.
Rule 25(1) now also tells the owner to apply at least two months before expiry, and the new Form B-13.3 records the inspection dates, two mock drills and the date of the RFO or CFO approval, with copies to the fire officer and the Town Planning Office. The notification gives no reason for the change and does not mention Rajkot.
Which Gujarat buildings need a fire safety certificate
Table 1 of the 2023 Regulations sorts 46 building categories by occupancy, height and floor area. A building that crosses any listed line needs the certificate.

Gujarat fire NOC mistakes that get a renewal rejected
Most Gujarat refusals come from timing, from choosing the wrong officer, or from changing the building after approval.
If Appointing the Fire Safety Officer in the last month
Appoint and upload the officer at least 2 months before the 3-year or 2-year term ends; rule 25(1) also wants the renewal application by then. Gujarat Gazette 2024
If Hiring the firm that installed the systems as your officer
Regulation 6.6 bars an officer who installed the measures, and 6.7 bars your own Licensed Agency. Gujarat Fire Safety Compliance Portal
If An officer of too low a grade for the building
Check the grade in Table 2: a tower above 45 m or a 5-star hotel needs a Specialist. Gujarat Fire Safety Compliance Portal
If Changing the use of a floor between renewals
The officer must reject the renewal on Annexure 6 and tell the RFO or CFO. Get the change approved first. Gujarat Fire Safety Compliance Portal
If Altering the fire layout after the plan approval
Re-apply for the plan approval and pay its fee again before the certificate application can proceed. Gujarat Fire Safety Compliance Portal
If Missing a 6-monthly Form B-15

What Flamekite could not confirm about Gujarat fire NOC
Six points about the Gujarat regime that no official source we read settles, as of 24 October 2026.
What a factory pays. The 2021 Third Schedule does bring industrial buildings in (light hazard from 15 m, moderate hazard over 500 m², high hazard over 50 m²; its note leaves light hazard below 15 m to the Factories Act, 1948, which the OSH Code replaced on 21 November 2025; the Gujarat OSH Rules 2025 superseded the Gujarat Factories Rules, 1963 the same day, and no updated note was found), and Annexure 8's fee table has no industrial row.
What a Fire Safety Officer may charge. The portal lists a notification on the fee an officer charges for renewal, but its file returned 404 on 24 October 2026.
Which renewal fee a business pays. The Investor Facilitation Portal states Rs 2,500 per block plus Rs 1,000 and 7 working days; Annexure 8 sets a flat renewal fee. We show both and could not reconcile them.
A conflict inside Regulation 11. Table 3 charges a late yearly declaration at 100% of the plan approval fee, while its own illustration says 100% of the certificate fee.
Which National Building Code applies. Regulation 31.4 reads every NBC reference as the latest edition. BIS withdrew NBC 2016 on 30 April 2026 and replaced it with NBCS 2026; we found no Gujarat notice on this, and only Assam had written NBCS 2026 into its fire law by 24 October 2026. The portal still offers NBC 2016 for download.
Whether the High Court's May 2024 order stopping gaming zones has been lifted, and when the 2024 gaming-zone safety rules (notified by District Magistrates and Police Commissioners from July 2024) were published in the Gazette. We found neither.
Questions about Gujarat
Is fire NOC mandatory in Gujarat?
- Yes, for every building in the Third Schedule: homes of 15 m and above, schools above 9 m, hotels with a floor over 500 m², every shopping mall and 5-star hotel, godowns over 250 m² and more. Without the certificate no Building Use certificate can be issued.
Who issues fire NOC in Ahmedabad?
- The Chief Fire Officer of Ahmedabad Municipal Corporation, who is also the Regional Fire Officer for the city. Outside AMC limits, the RFO Ahmedabad covers Ahmedabad, Botad, Kheda and Surendranagar districts. Both work only through GujFireSafety CoP.
What is GujFireSafety CoP?
- The Gujarat Fire Safety Compliance Portal at gujfiresafetycop.in, run by the Urban Development and Urban Housing Department. Every plan approval, certificate and renewal must be filed and paid there, and Fire Safety Officers enrol and train through its FSO Corner.
How long is a Gujarat fire safety certificate valid?
- 3 years from issue for the first certificate, unless cancelled. After that an enrolled Fire Safety Officer renews it for 2 years at a time, after the Regional Fire Officer or Chief Fire Officer verifies and approves the renewal.
How do I become a Fire Safety Officer in Gujarat?
- Apply on fso.gujfiresafetycop.in with a qualifying degree or diploma, pay Rs 500 (Rs 250 for women), clear the 4, 6 or 8-week course for the General, Advance or Specialist grade, and pass the exam within 3 attempts. Enrolment lasts 3 years.
Is fire NOC required for a factory in Gujarat?
- Often, yes. The Third Schedule of the 2021 Amendment Rules lists industrial buildings: light hazard at 15 m and above, moderate hazard with more than 500 m² covered area, and high hazard with more than 50 m². A light-hazard unit below 15 m is left by the Schedule's note to the Factories Act, 1948, which the OSH Code replaced on 21 November 2025, so such a unit now looks to the OSH Code and Gujarat's rules under it. The fee for an industrial building is not in the published table, so ask the RFO for your district.
What happens if a Gujarat certificate is not renewed in time?
- Each 90-day block of delay costs 25% of the certificate fee, and if no Fire Safety Officer is appointed the RFO or CFO can move to stop use of or close the building under Regulation 7.8.
Did Gujarat change its fire rules after the Rajkot game zone fire?
- On 24 June 2024, a month after the fire, Gujarat made every certificate renewal subject to RFO or CFO approval. The notification does not name Rajkot, and the High Court separately stopped all gaming zones from 27 May 2024.
