Quick answer

In Gurugram (Gurgaon) the fire NOC is the Fire Safety Certificate of the Haryana fire service, issued under the Haryana Fire and Emergency Services Act, 2022; MCG, GMDA, DTCP and HSIIDC do not issue it. The fire fighting scheme is approved after the building plans, and the certificate follows installation and inspection; DTCP grants an occupation certificate only after it.

It is needed for homes above 16.5 m, for every assembly building, for schools from 9 m and for shops, offices and factories with more than 500 m² on a floor. The first certificate runs 3 years, or 5 for homes above 16.5 m; under the December 2025 policy an empanelled agency certifies and the certificate issues online.

How Flamekite runs a Gurugram fire NOC file

  1. Place the plot

DTCP licensed colony, MCG sector, HSIIDC estate in Udyog Vihar or IMT Manesar, or the Manesar, Sohna or Pataudi civic area: each decides who holds the plans and the occupation papers.

  2. Test the building against section 18(2)

16.5 m for homes, 500 m² on any floor, 9 m for schools and institutions, every assembly building. The free check gives the line your building crosses.

  3. Get the fire fighting scheme approved

After the building plans: valid 5 years for a high-rise and 2 years for a special building, so it must not lapse before construction ends.

  4. Install, certify and pass the checks

Under the December 2025 policy a randomly allotted empanelled agency certifies the building, and 25% of certificates are re-checked by a fire officer within 30 days.

  5. Keep it alive

A self-declaration every year that nothing changed, renewal every 3 years, and a revised scheme before any addition or alteration.

Who handles a Gurugram building's fire papers, by where it stands

The fire certificate always comes from the Haryana fire service. What changes with the address is who holds the plans and the occupation papers, and which local body is copied.

  1. IfYour project is in a DTCP licensed colony

DTCP's occupation certificate is granted only after it has considered the fire NOC; in the 2019 to 2021 certificates read, that NOC came from the Director General, Fire Services, at Panchkula. DTCP Haryana

  2. IfYour building is in the Municipal Corporation Gurugram area

MCG sanctions the plans. While fire services sat under Urban Local Bodies, the fire NOC was applied for on SARAL and tracked by a SARAL ID; the department changed on 1 January 2023, as reported. SARAL Haryana

  3. IfYour unit is in an HSIIDC estate (Udyog Vihar or IMT Manesar)

HSIIDC's Estate Manager handles the plot; the fire certificate still comes from the fire service. A factory over 500 m² on a floor is a special building. DC Gurugram

  4. IfYour building is in Manesar, Sohna, Pataudi or Farrukhnagar

A separate civic body (Municipal Corporation Manesar, Municipal Council Sohna, Municipal Committees Pataudi and Farrukhnagar) holds the plans; the fire office is the same. DC Gurugram

  5. IfYour home is 16.5 m or lower with no special use

Outside section 18(2)(a), unless 2 basements or a basement over 500 m² bring it in as a special building. Government of Haryana

  6. IfYour certificate is due for renewal

Renewals run 3 years; file early, as a Haryana renewal letter of 2022 asked for 2 months' notice. Renewal date calculator Faridabad fire letter

Five Gurugram buildings and what the Haryana Act makes each do

Flamekite’s working from the official rules; no government publishes this figure.

Real-shaped Gurugram premises run through section 18 and the DTCP occupation chain. Your own building may differ.

  1. Case 1

    A stilt plus 4 builder floor in DLF Phase 3, 15 m

4 floors of flats over stilt parking, one basement of 300 m².

What applies At or under 16.5 m with no special use, section 18(2) does not reach it; a second basement would. Government of Haryana

  2. Case 2

    A 45 m group housing tower in a Sector 65 licensed colony

14 floors of flats, 2 basements, DTCP licence.

What applies Clause (a): scheme approval, then a 5-year first certificate; DTCP's occupation certificate waits for it. DTCP Haryana

  3. Case 3

A rooftop club in Sector 29

A bar and dance floor on the terrace of a 3-storey block.

What applies Assembly at any size is a special building. Clubs and bars were inspected in December 2025 after the Goa fire. Republic Worldnews report

  4. Case 4

    A 26 m factory in IMT Manesar

Moderate-hazard assembly line with offices on the top floor at 21 m.

What applies Within the 30 m industrial cap, but no continuous habitation above 18 m: the offices must move down before the scheme is approved. Government of Haryana

  5. Case 5

    A 22 m warehouse near Pataudi

Storage racks planned to 22 m.

What applies Storage is capped at 21 m by section 18(5): redesign before applying. Government of Haryana

Why Gurugram fire certificates stall before an occupation certificate

Five problems that recur in the Gurugram record, with the fix for each.

  • If The scheme approval lapsed during a long build.

A special building's scheme runs only 2 years, a high-rise's 5. Track the date and revise before it ends. Haryana Gazette

  • If Floors or basements added after the scheme was approved.

Any addition or alteration needs a revised fire fighting scheme before the certificate. Government of Haryana

  • If An office floor above 18 m in an industrial building.

Section 18(7) bars continuous habitation above 18 m; plan the offices lower. Government of Haryana

  • If The yearly self-declaration was never filed.

File it every year; the 2022 and 2026 audits found many lapsed certificates. The Tribunenews report

  • If Assuming the agency's certificate ends the matter.

A quarter of certificates are re-checked on site within 30 days; keep the building as certified. The Weeknews report

  • The address and phone of the District Fire Officer and each Gurugram station: no Haryana fire service website resolved on 28 October 2026.
  • The name of the online portal under the 9 December 2025 policy, and whether it went live by 31 March 2026.

  • Whether the Sector 92 Manesar, Sector 23A and Sector 43 stations are working.
  • A fee or a time limit for the certificate under the 2022 Act: the 60 days and nil fee come from the old ULB page.
