ADIS course: eligibility, fees, dates and what the 2026-27 prospectus says about recognition

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

ADIS is the one-year, full-time Advanced Diploma in Industrial Safety run by the Directorate General Occupational Safety and Health (DGOSH) at the Central Labour Institute (CLI), Mumbai, and at the Regional Labour Institute (RLI), Kolkata. The course fee is ₹25,000 plus ₹2,500 refundable caution money. You need an engineering or technology degree or diploma, or a science degree with Physics or Chemistry, and 2 years (degree) or 5 years (diploma or B.Sc) of supervisory work experience.

The 2026-27 batch at CLI Mumbai took applications by email until 5 August 2026 and starts on 14 August 2026. Its prospectus no longer calls ADIS a recognised statutory qualification, as the 2024-25 and 2025-26 prospectuses did. It now says recognition for a safety officer post follows the OSH Code 2020, its rules and the government concerned, and that admission gives no right to appointment.

ADIS eligibility: qualification and 2 or 5 years of work

Two things are tested: a base degree or diploma, and supervisory experience gained after it in a listed kind of workplace.

  • Base: a recognised degree or diploma in any branch of engineering or technology, or a science degree with Chemistry or Physics as a major subject. CLI Mumbai 2026-27
  • A B.Sc or M.Sc counts only from a UGC-approved college or university; an engineering diploma only from a State Board, Directorate or Council of Technical Education or an AICTE-approved institute; B.E., B.Tech, M.E. and M.Tech only from AICTE or UGC approved institutes. CLI Mumbai 2026-27
  • Experience, preferably supervisory: 2 years with an engineering or technology degree, 5 years with an engineering diploma or a science degree. CLI Mumbai 2026-27
  • Qualifying workplaces: manufacturing, maintenance or safety work in a factory under the Factories Act 1948 (attach the factory licence), a registered building or construction establishment, a DGOSH-approved OSH research or training institute, a government department administering safety law, or port or dock work under the Dock Workers (Safety, Health and Welfare) Act 1986. CLI Mumbai 2024-25
  • Not counted: training, probation or apprenticeship periods, and work abroad. A provisional degree certificate is not accepted. CLI Mumbai 2026-27
  • Not eligible: anyone who has already passed ADIS, PDIS or DIS under a State Board, Council or Directorate of Technical Education. RLI Chennai 2026-27
  • Reservation follows central or state policy: ex-servicemen under state rules, EWS under central guidelines (2024-25 edition). CLI Mumbai 2024-25
  • Kanpur PDIS 2026-27, for comparison, asks 2 years for a degree, a diploma or a science degree alike, counted to 31 July 2026. RLI Kanpur 2026-27

ADIS fees: course fee, caution money and hostel rent

The CLI Mumbai fee in 2026-27 is the same ₹25,000 as in 2024-25 and 2025-26, and the Kolkata, Chennai and Kanpur prospectuses print the same figure.

As published

  • Course fee₹25,000Not refunded once paid; payment mode is told to selected candidates CLI Mumbai 2026-27
  • Caution money deposit₹2,500Refundable at the end of the course, subject to recoveries CLI Mumbai 2026-27

ADIS application: email in 2026-27, post in earlier years

The way to apply changed in 2026-27: the 2024-25 and 2025-26 forms went by post, the 2026-27 form by email.

  1. Check the zone and the cut-off

Check the states the institute serves and count experience to the prospectus cut-off date. Kanpur's 2026-27 count is to 31 July 2026. RLI Kanpur 2026-27

  2. Fill the prescribed form

Name and date of birth must match the school leaving certificate. The sponsor's certificate must follow the format printed in the form, or sponsorship is not considered. CLI Mumbai 2025-26

  3. Add the 2026-27 undertaking

CLI Mumbai asks for an undertaking in the form of Annexure I with the application. No application without it is considered. CLI Mumbai 2026-27

  4. Send one PDF by email by 5 August 2026

Form and self-attested copies go as a single PDF to safety@dgfasli.nic.in, subject line naming ADIS 2026-2027 at CLI, Mumbai. The 2025-26 form was due by speed or registered post to the Principal by 16 May 2025, 5.45 p.m. CLI Mumbai 2026-27

  5. Wait for the lists, then verify originals

Provisional, waitlist and out-of-jurisdiction lists appear on the DGOSH website; originals are checked in person on 10, 11 or 13 August 2026. CLI Mumbai 2026-27

ADIS selection: sponsorship, experience and tie-breaks

If more eligible candidates apply than there are seats, an institute-set merit weightage decides; the Kolkata prospectus prints how ties break.

  • Weightage

    Qualification, sponsorship, length of experience

Every prospectus gives weightage on these three under the institute's criteria. The CLI Mumbai text does not print the score table, so this page cannot give marks per factor. CLI Mumbai 2026-27

  • Kolkata, first

    Qualified, experienced and sponsored

RLI Kolkata ranks first the candidate with the required qualification and relevant supervisory experience who is sponsored by the present employer. The last rank is a candidate with the qualification but no experience and no employment. RLI Kolkata 2025-26

  • Tie 1

    Older candidate first

Where two candidates have equal marks at Kolkata, the senior in age ranks higher. RLI Kolkata 2025-26

  • Tie 2

    Earlier qualification first

If age is equal too, the earlier completion of the minimum essential qualification ranks higher. RLI Kolkata 2025-26

  • Seats

61 at Kolkata, 60 at Mumbai

Kolkata's cap of 61 includes 6 EWS seats. Seats of selected candidates who do not join go to the next eligible candidates; a candidate who leaves the course is not considered again and the fee is not refunded. RLI Kolkata 2025-26

  • Self-sponsored

    Employer NOC needed

In 2024-25, a self-sponsored candidate needed a no-objection certificate from the employer; a sponsor not releasing the candidate gave an undertaking. CLI Mumbai 2024-25

ADIS, PDIS and DIS by institute: 4 prospectuses compared

ADIS recognition: what the 2026-27 prospectus now says

The 2024-25 and 2025-26 CLI Mumbai prospectuses called the course a recognised statutory qualification for safety officers under section 40-B of the Factories Act 1948. The 2026-27 text does not.

Word for word

Recognition, acceptability, or eligibility of this course for appointment as Safety Officer or for any statutory/employment purpose shall be based on the applicable provisions of the Occupational Safety, Health and Working conditions Code, 2020 and the Rules framed thereunder, and orders/decisions of the respective Appropriate Government/Competent Authority.

ADIS prospectus 2026-27, Central Labour Institute, Mumbai, section 17 (disclaimer) CLI Mumbai 2026-27

The same section adds that the institute does not guarantee recognition, equivalence or acceptance of the qualification by any government, employer or statutory authority, and that admission confers no automatic right to employment or appointment as a safety officer. The Chennai and Kanpur 2026-27 prospectuses carry the same disclaimer. Section 40-B belongs to the Factories Act, which the OSH Code 2020 replaced; the state rule texts that name an industrial-safety diploma are on the safety officer page.

ADIS prospectus changes: 2024-25, 2025-26 and 2026-27

Across three CLI Mumbai prospectuses the fee, seats and experience rule stayed fixed. The method of applying, the zone rule, the start date and the recognition wording moved.

ADIS approval: MSBTE affiliation and state letters

ADIS at CLI Mumbai is a state-approved short-term diploma, categorised as non-AICTE, with a sanctioned intake of 60 students.

The 2026-27 prospectus gives the course approvals: the Government of Maharashtra letter PTI202K/182/02/TE-2 of 4 July 2002 and the Directorate of Technical Education, Maharashtra letter 10/DIPLOMA/NON-AICTE/2007/631 of 3 August 2007. The institute code is 0414 and the institute ID is 13133.

The diploma is awarded by the Maharashtra State Board of Technical Education (MSBTE). Affiliation for 2026-27 was granted by MSBTE certificate MSBTE/D-54/AC/2026-2027 dated 17 July 2026, ten days before the brochure was published. Admission stays subject to MSBTE's final verification of the students' documents.

At Chennai, the Director of Technical Education wrote on 28 July 2026 (letter 23175/H5/2020) that the institute follows Tamil Nadu's reservation policy, that the DoTE approves the syllabus and runs the final examination, and that admission to the 50 seats is confirmed subject to its approval. Chennai's course is a DIS, not an ADIS.
