Fire AMC in India: the annual maintenance contract for fire systems, and what the law asks of it
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
A fire AMC (annual maintenance contract) is the agreement under which an agency inspects, tests, services and repairs a building's fire systems for a year: extinguishers, hydrants and hose reels, sprinklers, pumps and the detection and alarm system. A comprehensive AMC (CAMC) also replaces faulty parts at no extra charge; a non-comprehensive one bills spares separately.
No Indian law calls the contract compulsory by name, but the fire laws make upkeep a duty and reserve the work for licensed or qualified agencies. In Maharashtra the AMC or CAMC order, without the price, must go with every January and July Form B since the guidelines of 7 July 2026, and the agency must test each system on the daily to yearly cycle its Indian Standard sets.
- Hydrant output, quarterly test
- 1,125 litres a minute
- From 3 adjacent hydrants, MFS guidelines
- Test intervals

How to set up a fire AMC that a fire officer will accept: 7 steps
List every system in the building
Count extinguishers by type and size, hydrants, hose reels, sprinkler heads and alarm valves, pumps with their make and rating, detectors, call points and panels. Government buyers attach such an inventory to the tender, as the MFS Academy and AIIMS Bhubaneswar did.
Check who your law lets do the work
A Licensed Agency in Maharashtra, Goa and Nagaland, a qualified agency in Uttar Pradesh and Manipur. In Maharashtra the licence is issued for each system type and class, so read the class against your systems.
Award one agency per system group
Water systems with the pumps, detection with alarm and suppression, and passive measures: Maharashtra wants one agency for each group across the whole building, not one per floor or shop.
Choose comprehensive or non-comprehensive
Decide who pays for parts. Write the excluded items into the contract, as the MFS Academy tender excluded only the hydrant piping.
Write the test schedule and service levels into the order
Name the daily to yearly checks of each Indian Standard, the response time for a breakdown and the service report after each visit, signed by both sides on the day of testing.
Keep the order and reports ready for filing
Form B in Maharashtra needs the AMC or CAMC order without the price, the last month's, quarter's or half year's service report and the last site inspection report.
Diary the renewal of the contract and the licence
Renew the AMC before it lapses, and check the agency's licence date: a Form B signed more than 3 months after the licence expired may be refused.
What a fire AMC is, and what it is not
A fire AMC is a private contract for upkeep. Form B, a fire audit and a renewal are papers the law names; the AMC is what makes the first of them truthful.
Maharashtra's guidelines define maintenance as a systematic regime of scheduled and emerged works on a system and its parts, so that they perform as planned, designed and installed: preventive, predictive, corrective and predetermined maintenance over the whole life of the system, by cleaning, lubrication, inspection, test checks, overhaul, repair, replacement and training.
The contract that buys that regime has no statutory form. What the law fixes is the certificate the agency signs at the end of each period, the duty of the owner to keep the systems in good repair, and who may touch them. An AMC with an agency the law does not recognise does not meet the duty, however good the work.
Three papers are often confused with the AMC. Form B is the agency's January and July certificate that the systems were maintained; the fire audit is an independent check of the whole building by a separately licensed auditor; renewal is the fire service's further term for its certificate, which Maharashtra no longer asks for where Form B is filed.
| What | The rule | Source |
|---|---|---|
| Fire AMC | A contract between the owner and an agency for a year of inspection, testing and repair; no statutory form | MFS Form B guidelines |
| Form B (Maharashtra) | The Licensed Agency's certificate that the installations were maintained in good repair over the six months, filed by the owner every January and July | Rules 2009 |
| Fire audit | Section 45A: every 2 years for section 45 buildings, by a licensed Fire and Life Safety Auditor, not by the maintenance agency | Amendment Act 2023 |
| Renewal | Not insisted on in Maharashtra where Form B is furnished each January and July (circular MFS/51/2025/64, 31 January 2025) | MFS circular 64 |
Fire AMC test intervals by system, from daily to every 5 years
Clause 8 of the Maharashtra guidelines turns the Indian Standards into a schedule for each system. It is the most detailed official maintenance schedule an Indian fire service has published.
| Daily or weekly | Monthly or quarterly | Six-monthly or yearly | Longer, or after use | |
|---|---|---|---|---|
| Fire extinguishers (IS 2190, IS 15683) MFS Form B guidelines | Not set in the clause; IS 2190 clause 8 and Annexes E and F apply | Not set in the clause | Cartridges and charges weighed; refill or replace at a loss of more than 10% of mass or pressure | Water stored-pressure types: discharge test every 2 years; gauges and safety valves on large units calibrated once in 3 years |
| Hose reels (Maharashtra guidelines; IS 3844 cl. 9.7 asks only the yearly 30 litres a minute) MFS Form B guidelines | Routine: inlet valve, glands, tubing, swivel joint and drum checked, cleaned and lubricated | Not set | Yearly: hose run out under pressure; at least 30 litres a minute at the highest reel and a jet of at least 6 m | None |
| Hydrants (Maharashtra guidelines; IS 3844 sets only 6-monthly valve and box checks) MFS Form B guidelines | Weekly: every hydrant inspected; isolating valves locked open | Monthly: each hydrant opened and washers checked; quarterly: 3 adjacent hydrants give at least 1,125 litres a minute at 5.25 kgf/cm² | Six-monthly: landing, drain and sectional valves, hose cabinet hinges and the fire service inlet | None |
| Sprinklers (Maharashtra guidelines on IS 15105; the code itself asks heads to be examined at least every 6 months) MFS Form B guidelines | Daily: installation valve, alarm gong and gauges; weekly: visual check, gauges logged, tanks full | Quarterly: alarm gong assembly and every head for position, loading and corrosion | Six-monthly: discharge test; yearly: piping examined, system flushed, valves serviced | Tanks cleaned once in 1 or 2 years; operated heads replaced after a fire |
| Fire pumps (headed IS 13039) MFS Form B guidelines | Daily: jockey pump cut-in timed, main pump run at least 5 minutes; weekly: bearings greased, starter contacts cleaned, insulation tested, diesel engine run 10 minutes with fuel for 4 hours | Not set in the clause | Not set in the clause | On commissioning: flow at 7 and 4.5 kgf/cm² displayed in the pump house; alignment checked after a 15-minute run |
| Detection and alarm (Maharashtra guidelines; IS 2189:2026 adds a yearly test of every smoke detector) MFS Form B guidelines | Daily: panel normal; weekly: one device per zone, no zone left untested more than 13 weeks | Quarterly: batteries, every zone, sounders, panel functions; detectors cleaned every 3 months | Yearly: quarterly routine repeated and at least 20% of devices tested | Every device every 5 years; electrical installation every 3 years |
The pump table carries the heading IS 13039 although the pump code in clause 5 is IS 15301:2003, and the hydrant pressure is printed kgf/cm3. The checklist page lists each check line by line.
Why Maharashtra allows one fire AMC agency per system group
The July 2026 guidelines stopped the practice of a different agency for each floor, flat or shop in one building, and gave the reason.
Word for word
When the maintenance is split in between multiple agencies, it is difficult to maintain the integrity of the fire system resulting poor maintenance of the system.
The clause then names 3 groups, each to be kept by one agency for the entire building or occupancy: pumps, hydrants, sprinklers and other water systems; detection, alarm and suppression; and passive measures such as fire doors, sealants, pressurisation and smoke management. A housing society with several AMCs signed flat by flat needs to bring them under one contract per group.
Fire AMC scope of work: 14 items government contracts write in
The MFS Academy CAMC of 2021, the SBI Hyderabad AMC of 2026 and a GeM contract of 2021 spell out what a fire AMC buys. These are the items they share or add.

Comprehensive vs non-comprehensive fire AMC: 4 models in government contracts
No Act defines comprehensive or non-comprehensive; they are contract terms. Four published government contracts show what each word buys.
Comprehensive
CAMC with parts included
MFS Academy, 2021: repair first, and a device beyond repair replaced free of charge; every part of the systems other than the hydrant piping included. Emergencies attended within 2 hours and resolved within 24. MFS CAMC tender 2021
Non-comprehensive
AMC with spares billed
SBI Hyderabad, 2026: the rate covers labour and consumables for preventive maintenance; spares and major components are paid extra at the prevailing market rate, and breakdown or modification work is charged separately. SBI tender 2026
Comprehensive, on GeM
CMC at a fixed monthly charge
CDSCO, New Delhi, 2022: a GeM contract for fire detection, alarm, hydrant and sprinklers billed monthly for 12 months, with consumables at no extra charge and a replaced part covered by the maker's warranty or for at least 6 months. CDSCO GeM contract
Operation and maintenance
Manpower plus a priced spares list
AIIMS Bhubaneswar, 2026: 4 semi-skilled and 1 skilled staff for the year, minor spares at the agency's cost, and pipes, valves, refills and tests paid at the rates in a schedule of quantities. AIIMS Bhubaneswar NIT

Changing your fire AMC agency in Maharashtra: 6 stops
Clause 4 of the guidelines sets how a contract ends and the next agency takes over, with a route for owners whose agency will not let go.
1. One month's notice
Either the owner or the agency tells the other 1 month before the work stops. MFS Form B guidelines
2. The outgoing agency's no-objection
The agency taking over obtains a No-Objection from the earlier licensed agency. MFS Form B guidelines
3. If no NOC comes
The owner may approach the Director, who may authorise another licensed agency under section 10 without the earlier agency's NOC. MFS Form B guidelines
4. Poor work reported
Where an agency did not finish the work in time or did it below standard, the Director may refuse to renew its licence for the next term (section 9(3)). MFS Form B guidelines
5. The new agency's licence checked
Confirm the class and system type, the expiry date and that the agency is not on the MFS suspended or blacklisted list. MFS blacklist
6. The next Form B
The old Form B stays valid until the next scheduled maintenance or the next Form B, unless the earlier agency's contract has ended or been terminated. MFS Form B guidelines
Fire AMC red flags that cost a building its Form B
Each of these leaves an owner with a maintenance paper a fire officer may refuse, or with a false certificate on file.
If A Form B on letterhead with a stamp and a copied signature
It must carry the same digital signature as the agency's licence issued by the Director; fire officers check it (circular of 15 February 2022). MFS circular 236
If The MFS logo printed on the agency's certificate, or words added to the form
The guidelines bar the logo and any addition or deletion of words in Form B. MFS Form B guidelines
If Different agencies for different floors or shops
One agency for each of the 3 system groups across the whole building. MFS Form B guidelines
If The agency's licence lapsed more than 3 months ago
Form A or B may be accepted only within 3 months of expiry; check the date on the licence copy you file. MFS Form B guidelines
If Service reports signed later, or by the agency alone
They must be signed by both sides on the day of testing, and the last site inspection report digitally signed by both. MFS Form B guidelines
If The signatory has no qualification
Since 12 June 2025 Forms A, B, A-1 and B-1 must be signed by a person holding the rule 12 qualification (rule 14(4)). Amendment Rules 2025
If A certificate with no visit behind it
Giving a certificate without actual maintenance is an offence under section 10(2), punished under section 36(1)(f)(ii). MFS Act 2006 copy
Fire AMC for owners and housing societies: 4 dos and 4 don'ts
The owner or occupier carries the duty, not the agency. These follow from the laws and the guidelines.
Do
- Keep the AMC order, with the period, the systems and the agency named, ready to attach to each January and July Form B without the price. MFS Form B guidelines
- Be present, or send a representative, when the pumps, sprinklers and alarm are tested, and keep the dated photographs the covering letter asks for. MFS Form B guidelines
- Hold a periodic mock drill and keep the attendance sheet: the owner's covering letter declares it. MFS Form B guidelines
- In Uttar Pradesh, have the qualified agency countersign the Form A-8 every January and July. UP Rules 2024
Don’t
- Don't let anyone but a Licensed Agency work on the systems in Maharashtra; work by any other person is an offence under section 36(1)(f)(i). MFS Act 2006 copy
- Don't tamper with or switch off an installed system to save on the AMC: section 3(4) forbids it. MFS Act 2006 copy
- Don't treat a Manipur agency's service report as the filing: the January and July paper is the owner's Form C, countersigned by the Fire Safety Officer. Government of Manipur
- Don't ask your maintenance agency to sign a Gujarat Form B-15: regulation 6.7 bars the building's own Licensed Agency. Gujarat Fire Safety Compliance Portal

Questions about fire AMC
What is a fire AMC?
- An annual maintenance contract under which an agency inspects, tests, services and repairs a building's fire systems for a year, on the cycle the Indian Standards set, and reports after each visit.
What is the full form of AMC in fire safety?
- Annual Maintenance Contract. CAMC, or CMAC in the Maharashtra Fire Services' own tender, is a Comprehensive Annual Maintenance Contract, where replacing faulty parts is part of the price.
Is a fire AMC mandatory?
- No law names the contract, but the fire laws make maintenance a duty and reserve it for licensed or qualified agencies. In Maharashtra the AMC or CAMC order must be attached to each January and July Form B under the July 2026 guidelines.
What is the difference between a comprehensive and a non-comprehensive fire AMC?
- A comprehensive AMC includes replacement parts in the price; a non-comprehensive one covers labour and consumables and bills spares extra. The words are contract terms, so read the list of exclusions in your contract.
Who can do a fire AMC?
- The agency your state's law names: a Licensed Agency in Maharashtra, Goa and Nagaland, a licensed qualified agency in Uttar Pradesh, an empanelled agency in Tripura. In Maharashtra the licence class and system type must cover your systems.
How often should a fire fighting system be tested under an AMC?
- On several cycles at once: pumps and alarm panels daily, hydrants and alarm zones weekly, hydrant output quarterly, sprinkler discharge every 6 months and a full sprinkler service yearly, per Maharashtra's guidelines.
Is the fire AMC the same as Form B?
- No. The AMC is the contract; Form B is the licensed agency's January and July certificate that the systems were maintained, which the owner files. The AMC order, without the price, is attached to Form B.
Can a housing society change its fire AMC agency?
- Yes. In Maharashtra either side gives one month's notice, the new agency obtains the old one's no-objection, and if it is refused the society may ask the Director to authorise another agency under section 10.
How much does a fire AMC cost?
- No state publishes a rate. Government contracts give a scale: about Rs 1 lakh a year for SBI Hyderabad's non-comprehensive AMC, Rs 20,45,880 for a year of CDSCO's comprehensive GeM contract and Rs 78,75,183 for AIIMS Bhubaneswar.
