Fire NOC in Lakshadweep: the 2026 Regulation and Rules
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
Lakshadweep's fire safety certificate is free and valid 5 years under the Lakshadweep Fire and Emergency Services Rules, 2026, in force since 3 September 2026. Resorts and guest houses of 30 rooms or more need one, and the Station Fire Officer issues it in Form H within 1 month.
The islands' first fire law, Regulation 3 of 2026, took effect on 27 May 2026. No power, water or occupancy certificate is given to a covered building without the certificate, and a provisional certificate comes before the building permit. The Lakshadweep Fire Force, under a Chief Fire Officer at Kavaratti, covers all 10 inhabited islands.

How to get a fire safety certificate in Lakshadweep, step by step
Check whether your building is covered
Match it to section 29(2) of the Regulation and rule 11(2) of the Rules: over 15 m, a resort or guest house of 30 rooms or more, an office over 1,000 m², a school or godown over 500 m², or a fuel or LPG store.
Get the provisional certificate before the building permit
Send the building plan to the island's Station Fire Officer. The Fire Prevention Wing checks it, the Chief Fire Officer approves, and the Station Fire Officer issues Form E.
Use a qualified agency for the fire systems
Only a qualified agency may install fire prevention and life safety measures. An agency empanelled in any other State or UT counts as empanelled in Lakshadweep under rule 14(2).
File Form F with Form G and the 10 documents
At completion, the owner or a family member or regular employee holding a power of attorney files Form F, the self-appraisal in Form G and the documents on the Form F checklist.
Inspection and Form H within 1 month
The Station Fire Officer inspects and reports through the Deputy Chief Fire Officer. Once the Chief Fire Officer approves, Form H is issued, valid 5 years.
Display it, staff it, declare every July
Display a photocopy, appoint a Fire Safety Officer if Schedule II lists your building, file Form I each July, and send a self-declaration after 30 months.
Renew in Form G
Apply for renewal in Form G before the 5 years run out; it is processed like a new application, with an inspection.
How Lakshadweep's fire rules reach resorts, guest houses and tents
Tourism is the islands' largest class of covered building. The room count decides what a resort, guest house or tent needs.
| Provisional certificate and Form H | Fire Safety Officer | Where it is written | |
|---|---|---|---|
| Hotel, resort or tourist huts under 30 rooms Lakshadweep Gazette | Hotels and resorts are named in the Regulation with no size line; the Rules' list starts at 30 rooms | Not required | Regulation s.29(2)(b)(i) |
| Tourist accommodation of 30 to 49 rooms Lakshadweep Gazette Extraordinary Vol. LXII No. 42, 3 September 2026 | Required | Not required | Rules r.8(1)(i) and r.11(2)(a)(i) |
| 50 or more guest rooms, Government guest houses included Lakshadweep Gazette Extraordinary Vol. LXII No. 42, 3 September 2026 | Required | Required, enrolled by the Chief Fire Officer in Form J | Rules Schedule II item 2 and r.5 |
| Eating house or restaurant Lakshadweep Gazette | Named in the Regulation with no size line | Not listed | Regulation s.29(2)(b)(i) |
| Tent, shamiyana or mandap over 1,000 m² Lakshadweep Gazette Extraordinary Vol. LXII No. 42, 3 September 2026 | Provisional certificate required | Not listed | Rules r.11(2)(a)(viii) |
| Temporary structure under 1,000 m² Lakshadweep Gazette Extraordinary Vol. LXII No. 42, 3 September 2026 | Form A self-declaration to the fire station at least 48 hours before the event, displayed on site | Not listed | Rules r.9(1) and (2) |
SPORTS, the Society for Promotion of Nature Tourism and Sports that the Administration formed in 1982, runs the resorts at Bangaram, Thinnakara, Kadmat, Minicoy and Kavaratti. The Administration's 2019 package page gives Bangaram 60 beach cottages and Thinnakara tents. The Rules do not mention ships, so the cruise berths on M.V. Kavaratti fall outside this table.

What the Lakshadweep Rules say about a 5-year certificate
One sub-rule sets the term for every building in the islands, with no shorter term for hotels or hospitals.
Word for word
The Fire Safety Certificate issued under Sub-rule (1), unless sooner cancelled, shall be valid for a period of five years for all buildings. Provided that the Government, by a general or special order, may increase such period of validity of the Fire Safety Certificate after recording the reasons therefore.
Form H itself grants a no objection "only for a period of five (5) years", on condition that no change is made to the firefighting arrangements. The 5 years are not left alone: rule 12(4) asks for a Form I maintenance declaration every July, and section 29(4) of the Regulation adds a self-declaration of operational fitness after 30 months. The provisional certificate in Form E has a blank for its term, which the Rules do not fill.

Lakshadweep fire certificate mistakes that hold up power, water or an OC
Seven traps in the islands' rules, each with the fix.
If Applying for an electricity or water connection before the certificate
Section 29(3) bars both, and the occupancy certificate, for a covered building without a Fire Safety Certificate. Get Form H first. Lakshadweep Gazette
If Starting work on a building permit without the provisional certificate
The proviso to section 29(3) puts the provisional certificate before plan approval; the OC waits until its conditions are met (rule 11(3)). Lakshadweep Gazette Extraordinary Vol. LXII No. 42, 3 September 2026
If Sending an agent to pursue the file
Rule 11(10) allows only the owner or an authorised family member or employee; anyone else faces action under section 41. Lakshadweep Gazette Extraordinary Vol. LXII No. 42, 3 September 2026
If Treating Form I as optional because the certificate lasts 5 years
The July declaration is due every year of the term. Lakshadweep Gazette Extraordinary Vol. LXII No. 42, 3 September 2026
If Waiting for a mainland agency to be empanelled in Lakshadweep
Rule 14(2) treats an agency empanelled in any other State or UT as empanelled in the islands. Lakshadweep Gazette Extraordinary Vol. LXII No. 42, 3 September 2026
If Missing the 15-day reply to a show-cause notice
Without compliance, the Chief Fire Officer cancels the certificate and asks for the building's operating permission to be cancelled (rule 12(9)). Lakshadweep Gazette Extraordinary Vol. LXII No. 42, 3 September 2026
If Hoping to compound a missing sprinkler or alarm
Rule 20 rules out compounding where a mandatory rule 11 installation is missing. Lakshadweep Gazette Extraordinary Vol. LXII No. 42, 3 September 2026

What Flamekite could not confirm about fire NOC in Lakshadweep
Nine points that no official Lakshadweep source we read settles, as of 24 October 2026.
The address of the "official online Fire Service portal" in rule 11(9). No portal was found, and the Administration's 38-department list has no fire entry.
Whether the Gazette of India copy of the Regulation (CG-DL-E-18052026-272606) matches the Lakshadweep Gazette reprint line for line: egazette.gov.in failed its security certificate check on 24 October 2026, and Flamekite does not bypass that.
Whether a hotel, resort, eating house, shop or office below the Rules' lines (30 rooms, 500 m², 1,000 m²) needs a certificate. Section 29(2) names those classes with no size; the Rules add lines "apart from" them.
Whether a guest house under 30 rooms is covered at all: the Regulation names hotels and resorts, not guest houses.
How section 29(3), which bars power and water to "any building" without a certificate, applies to a house under 15 m that is in no listed class.
The term of the provisional certificate (Form E leaves it blank) and the form for the 30-month self-declaration, which the Rules do not prescribe.
The fire tax rate, the standby and deployment charges, any qualified-agency empanelment notice and any nominated-authority notification: none had appeared in the gazette list up to No. 60 of 16 October 2026.
Whether the Police page that names the Superintendent of Police as Chief Fire Officer is still current, and the Fire Force's office phone, which neither notice prints.
What the draft Town and Country Planning and Development Rules, listed for objections on 22 September 2026, say about fire: the notice had no readable text when opened.
Questions about fire NOC in Lakshadweep
Is fire NOC mandatory in Lakshadweep?
- Yes, for buildings over 15 m, resorts and guest houses of 30 rooms or more, schools and godowns over 500 m², offices over 1,000 m², fuel and LPG stores, and large tents. Without the certificate, a covered building gets no power, water or occupancy certificate under section 29(3).
Who issues the fire safety certificate in Lakshadweep?
- The Lakshadweep Fire Force under the Home Department. The island's Station Fire Officer inspects, the Deputy Chief Fire Officer forwards the report, and Form H is issued over the Chief Fire Officer's name at Kavaratti after approval.
When did the Lakshadweep Fire and Emergency Services Rules 2026 come into force?
- On 3 September 2026, the day they were published in Lakshadweep Gazette Extraordinary Vol. LXII No. 42. The Regulation they are made under had come into force on 27 May 2026.
How much does a fire NOC cost in Lakshadweep?
- Nothing for the certificate itself: the Rules prescribe no fee for the provisional certificate, Form H or a renewal. A first appeal costs Rs 1,000 and a second appeal Rs 5,000, both paid by bank draft.
How long is a Lakshadweep fire safety certificate valid?
- 5 years for all buildings under rule 12(3), unless cancelled earlier, and the Administration may extend it by order. The owner still files Form I every July and a self-declaration after 30 months.
Does a resort in Lakshadweep need a fire NOC?
- Yes. The Regulation names hotels and resorts, and the Rules list tourist accommodation of 30 or more rooms for both certificates. A resort or Government guest house of 50 or more guest rooms must also appoint a Fire Safety Officer.
Can I apply for a Lakshadweep fire NOC online?
- Rule 11(9) refers to an official online Fire Service portal, but no address is given and none was found on 24 October 2026. File Form F with the Station Fire Officer of your island and ask there how the file is received.
Can a mainland fire consultant work in Lakshadweep?
- A qualified agency empanelled in any other State or UT is treated as empanelled in Lakshadweep under rule 14(2). Its staff need an entry permit to travel, and only the owner or an authorised family member or employee may pursue the file.
