Fire tower: the firefighting shaft in a building, and how it differs from a fire escape staircase

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

A fire tower is a firefighting shaft: an enclosed 120-minute stair, lobby and fireman's lift. NBCS 2026 plans one for each high-rise tower of 24 m or more.

It is built first for fire fighters, who ride the fireman's lift up and fight the fire from a hydrant in its lobby, and it doubles as a protected way out for occupants. An external fire escape staircase is a different thing: an open stair on the outside wall. States set their own triggers: Telangana moved its fire tower line from above 15 m to 24 m on 7 October 2026, and Goa asks for one above 8 storeys or 24 m.

How a fire tower is planned in a high-rise

  1. Count the towers and compartments

Plan one fire tower for each residential tower or educational block, and one for each compartment of an institutional, assembly, business or mercantile floor. Three or more compartments on a floor need at least two.

  2. Put it on the outside wall

Under 60 m the shaft keeps one side on the external wall and opens straight outside. In a tower of 60 m or more with the shaft in the core, it reaches outside through an exit passageway.

  3. Size the lobby

Make the lobby big enough for at least two wheelchairs, and for refuge spaces if the design uses them instead of refuge areas: 12 m² or more.

  4. Fit the fire fighting kit

Place the wet riser, landing valve, hydrant, hose reel and talk-back in the lobby, and take the fireman's lift down to every basement.

  5. Control the smoke

Pressurise the lift lobby at 25 to 30 Pa behind 120-minute doors unless it is naturally ventilated, and pressurise the stair as Table 5 sets. Over 60 m, keep the force to open a door at or under 133 N.

Fire tower meaning in NBCS 2026 clause 2.24

The national standard gives the fire tower its newer name, firefighting shaft, and defines it by what is inside.

Word for word

An enclosed shaft having a protected area of 120 min fire resistance rating

SP 7:2026, National Building Construction Standards 2026, Part F, clause 2.24 (opening words) BIS, SP 7:2026

The clause goes on: the shaft holds a protected lobby, a staircase and a fireman's lift, and connects directly to the way out at ground level or through an exit passageway with 120-minute walls. Every floor is reached from it, so fire fighters can get onto the floor on fire and help people out by the lift. The same shaft is also part of the occupants' exit plan. Part F's index lists both names, so a plan or a state rule that says fire tower means this shaft.

Inside a fire tower, from the floor to the street

The path a fire fighter climbs and an occupant descends, piece by piece.

  1. The floor door

A 120-minute fire door that closes by itself and is never held open. BIS, SP 7:2026

  2. The protected lobby

Pressurised or naturally ventilated, with the hydrant, landing valve, wet riser and talk-back, and room for 2 wheelchairs. BIS, SP 7:2026

  3. The fireman's lift

Opens into the lobby, serves the basements, and on a habitable terrace goes up to it as well. BIS, SP 7:2026

  4. The staircase

Non-combustible, at least 120 minutes, not wrapped round a lift shaft, with no pipes, ducts or panels inside. BIS, SP 7:2026

  5. The exit discharge

Straight outside, or along an exit passageway with 120-minute walls; homes and schools must go straight outside. BIS, SP 7:2026

Flamekite's reading of the clauses for described buildings. The fire service's approval of your plans decides.

  1. Case 1

30 m apartment tower in Hyderabad

Residential apartments, filed after 7 October 2026.

What applies 24 m or more, so Telangana's circular requires a fire tower and a Fire Command Centre room; under NBCS 2026 the tower's shaft must open straight outside. TGFD circular 3455

  2. Case 2

    20 m office in Hyderabad

    Business occupancy, 20 m, filed after 7 October 2026.

What applies Still needs a fire NOC as a business building over 15 m, but no longer a fire tower, which now starts at 24 m. TGFD circular 3455

  3. Case 3

    40 m mall with 3 compartments a floor

Mercantile and assembly floors divided into three fire compartments.

What applies At least 2 fire towers, with every compartment able to reach one. BIS, SP 7:2026

  4. Case 4

    Small office with one stair

Business occupancy of 12 m and 600 m², under the Part F triggers of 15 m and 750 m².

What applies Its single stair must still be a firefighting-shaft type on the outside edge, with a ventilated lobby, a 2-hour lobby door and a 1-hour stair door. BIS, SP 7:2026

  5. Case 5

75 m office tower with a central core

Shafts placed in the structural core.

What applies Allowed at 60 m and above, but each shaft must reach the outside through an exit passageway; the lobby door force should stay at or under 133 N. BIS, SP 7:2026

Fire tower design mistakes

Each one turns the fire tower into a chimney or a dead end.

  • If Ending the shaft in the main entrance lobby

A fire tower may not discharge through a large lobby; homes and schools must open straight outside. BIS, SP 7:2026

  • If Wedging the lobby doors open

Fire doors in exits must stay closed under a spring closer, never on hold-open. BIS, SP 7:2026

  • If Running cables, ducts or gas pipes through the stair

None may pass through or open into the staircase. BIS, SP 7:2026

  • If Calling an open steel stair a fire tower

An external stair has its own rules; a fire tower is enclosed and holds a fireman's lift. BIS, SP 7:2026

  • If Stopping the fireman's lift at ground level

Lifts in the shaft must go down to the basements, with a pressurised lobby. BIS, SP 7:2026

  • If Leaving windows next to an external escape stair

Openings within 3 m need fire-rated doors or windows of at least 60 minutes. BIS, SP 7:2026

Fire tower upkeep for building managers

Do

  • Test the lobby and stair pressurisation fans on alternate power during drills. MFS Form B guidelines
  • Keep the hydrant cabinet in the shaft lobby marked FIRE HOSE CABINET in 75 mm letters, with a glass panel. BIS, SP 7:2026
  • Keep the firemen's talk-back in the shaft lobby working on every floor. BIS, SP 7:2026

Don’t

  • Don't store anything in the lobby or on the stair: no store or living space may open into it. BIS, SP 7:2026
  • Don't rehang a door to open against the escape: doors in fire exits open in the direction of exit (clause 4.2.9). BIS, SP 7:2026
  • Don't extend ordinary lifts into the basement: Part F wants regular lifts to stop at the ground exit level and basement lifts kept separate. BIS, SP 7:2026

What Flamekite could not confirm about fire tower rules

Four things a reader may expect here were not verified on 24 October 2026.

The wording and clause number of fire tower in NBC 2016 Part 4 and NBC 2005. BIS sells both texts and Flamekite did not read them. The NBCS 2026 foreword says the 2016 revision built in the firefighting shaft, and Telangana's above-15 m trigger matched NBC 2016's 15 m high-rise line.

Maharashtra's stair and shaft rules in UDCPR 2020 and Mumbai's DCPR 2034, and Delhi's in its Unified Building Bye-Laws 2016. Delhi's Fire Service Rules 2010 leave exits to the bye-laws or NBC 2005.

Telangana's own definition of a fire tower: the circular of 26 September 2026 changes the trigger but does not define the term.

NBCS 2026 itself binds no one. Only Assam had written NBCS 2026 into its fire law by 24 October 2026, and Uttar Pradesh's OSH Rules 2026 apply Part F to workplaces of 5 or more floors or 20 m.

Questions about Fire tower

What is the meaning of fire tower in a building?

A fire tower is a firefighting shaft: an enclosed shaft of 120-minute fire resistance holding a protected lobby, a staircase and a fireman's lift, opening straight outside or through a protected passage. Fire fighters use it to reach the fire, and occupants use it to escape.

Is a fire tower the same as a fire escape staircase?

No. A fire escape staircase can be an open stair on the outside wall with no lift. A fire tower is enclosed and contains a fireman's lift and a lobby with fire fighting equipment. Some state rules, such as Gujarat's, use the two names together, so read the clause.

Above what height is a fire tower required?

Under NBCS 2026, in high-rise buildings of 24 m or more. States set their own lines: Telangana requires one at 24 m and above from 7 October 2026, and Goa above 8 storeys or 24 m.

What is a fireman's lift?

The lift inside the fire tower. Fire fighters use it to reach floors quickly, it goes down to the basements, and it also brings down people who cannot use the stairs.

How many fire towers does a high-rise need?

NBCS 2026 plans one for each residential tower and educational block, and one for each compartment of offices, shops, hospitals and assembly buildings, with at least two where a floor has three or more compartments.

Can a fire tower open into the ground floor lobby?

Not into a large lobby. NBCS 2026 lets a fire tower discharge straight outside or through an exit passageway with 120-minute walls; in homes and schools it must open straight outside.
