Fire NOC fees in India 2026: the rate, basis and renewal fee in all 36 states and UTs
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
Fire NOC fees run from Rs 1 to Rs 60 per m² of built-up area. Only 17 of 36 states and UTs publish a rate, and 7 charge nothing: Tamil Nadu, Uttar Pradesh, Jharkhand, Arunachal Pradesh, Puducherry, Himachal Pradesh and Lakshadweep.
The cheapest published rate is Odisha's Rs 1 per m² for a home; the dearest is Karnataka's Rs 60 per m² for non-residential high-rises, with a Rs 5,00,000 minimum, then Kerala's and Gujarat's Rs 50 per m². Mizoram caps a home at Rs 5,000, Kerala sets a Rs 20,000 floor, and Andhra Pradesh and Bihar add a 15% bank guarantee on the fire system.

How to calculate your fire NOC fee, step by step
Find the instrument that sets your fee
Look up your state in the table below and open the notification it names. Mizoram's rates, for example, come from notification G/262/2026-HM (F&ES) of 6 May 2026, which replaced the 2016 rates the same day.
Fix the occupancy group and height band
Most schedules price by use and height. Gujarat charges a 15 to 35 m apartment block Rs 10 per m² but a block above 60 m Rs 20 per m²; Assam uses three height bands: under 10 m, 10 to 15 m, and 15 m or more.
Measure the area the rule names
Andhra Pradesh counts total built-up area including basements and stilts, DNH and DD counts total built-up area including the basement, and Mizoram and West Bengal use floor area. Use the area on the approved plan.
Multiply, then apply the floor or the cap
Area times rate gives the base. Kerala then lifts any result below Rs 20,000 (homes, schools, hotels) or Rs 26,000 (other uses) to that minimum; Mizoram cuts any result above Rs 5,000 for homes or Rs 6,000 for other buildings.
Add the flat stage fees
Gujarat adds a flat plan-approval fee of Rs 1,000 to Rs 7,000 before the per-m² certificate fee, and the same flat sum again at each renewal. Tripura charges Rs 3,000 a service instead of a rate.
Add security and inspection charges
Andhra Pradesh and Bihar want a bank guarantee of 15% of the fire-system cost for 5 years. Telangana bills Rs 10,000 for a renewal inspection on top of its Rs 10 per m² fee.
Budget the renewal and its late fee
Write down the renewal fee and the day the late fee starts. Meghalaya charges nothing for 7 days after expiry, then Rs 5 a day; Gujarat charges 25% of the certificate fee for every 90-day block of delay.
Check the demand before you pay
Pay the amount the portal or demand note shows, not your own estimate. Meghalaya's 2018 notification and its single-window SOP disagree on whether any fee is due, so the payment screen is the final word.

Fire NOC fee calculation: worked examples by state
Flamekite’s working from the official rules; no government publishes this figure.
Flamekite's own arithmetic from each state's published rate, for buildings we describe. These are not quotes: the fire service's demand note is the amount you pay.
Case 1
A 30 m apartment block of 5,000 m² in Gujarat
Residential, 15 to 35 m band
What applies Plan approval Rs 1,000, then 5,000 m² x Rs 10 = Rs 50,000 for the certificate: Rs 51,000 for the two stages. Each renewal then costs a flat Rs 1,000. Gujarat Fire Safety Compliance Portal
Case 2
The same 5,000 m² homes in Mizoram
Residential building
What applies 5,000 m² x Rs 2 = Rs 10,000, but the cap cuts it to Rs 5,000. Under the 2016 rates replaced on 6 May 2026 the cap was Rs 2,000. Mizoram Fire and Emergency Services
Case 3
A 14 m apartment building of 1,200 m² in Kerala
Apartment house up to 16 m (A4)
What applies 1,200 m² x Rs 12 = Rs 14,400, below the floor, so the fee is the Rs 20,000 minimum. The annual renewal for a home up to 16 m is Rs 2,500; a 5-year term costs 5 x Rs 2,500 = Rs 12,500. Kerala Fire and Rescue Services
Case 4
A 20 m hotel of 3,000 m² in Kerala
Hotel (A5), above 16 m
What applies 3,000 m² x Rs 40 = Rs 1,20,000, well above the Rs 20,000 minimum. Kerala Fire and Rescue Services
Case 5
An 8,000 m² commercial building in Andhra Pradesh
Fire installation estimated at Rs 60 lakh
What applies Fire precaution fee 8,000 m² x Rs 10 = Rs 80,000, plus a bank guarantee of 15% x Rs 60 lakh = Rs 9 lakh, held for 5 years. AP State Disaster Response and Fire Services
Case 6
A 2,000 m² high-risk building in West Bengal
Group A or Group D under the 2020 notification
What applies Group A: 2,000 m² x Rs 4.35 = Rs 8,700. Group D: 2,000 m² x Rs 13.05 = Rs 26,100, three times as much for the same floor area. WBXPressstudy
Case 7
A 1,500 m² hotel below 5 stars in Meghalaya
Hotel up to 4-star
What applies 1,500 m² x Rs 5 = Rs 7,500 for the certificate, valid 3 years, then a Rs 2,000 renewal fee (whether charged once or for each year of the term is not confirmed). Fire and Emergency Services, Meghalaya
Case 8
Renewing a 3,000 m² office in Odisha
Non-residential building
What applies 3,000 m² x Rs 2 = Rs 6,000 for the renewal certificate. A 3,000 m² home would pay Rs 3,000. Odisha Fire Service
Case 9
A 10,000 m² building in Daman
Total built-up area including the basement
What applies 10,000 m² x Rs 10 = Rs 1,00,000 at the provisional stage, nothing more at the final stage, then Rs 2,500 at each renewal. DNH and DD fire SOP
Case 10
A Gujarat hospital renewing 208 days late
Hospital of 15 to 24 m, 4,000 m² built-up
What applies Certificate fee 4,000 m² x Rs 10 = Rs 40,000. 208 days is 3 blocks of 90 days begun, so the late fee is 3 x 25% x Rs 40,000 = Rs 30,000, on top of the Rs 2,500 renewal fee. Gujarat Fire Safety Compliance Portal

Late fees when a fire NOC renewal lapses, by state
A missed renewal costs from Rs 5 a day in Meghalaya to Rs 500 a day in Tripura, and Gujarat multiplies its late fee by every 90 days of delay.
| Offence | Penalty | Law |
|---|---|---|
| Renewal not filed after expiry (Meghalaya) | Nothing for 7 days; Rs 5 a day from day 8 to day 15; Rs 15 a day after that | Notification HPL.179/2017/85 of 12 June 2018, Annexure C Fire and Emergency Services, Meghalaya |

| Licence renewed after expiry (Andhra Pradesh) | The renewal fee plus 25% | Levy of Fee Rules 2006, rule 21 AP State Disaster Response and Fire Services |
| Certificate renewal filed late (Gujarat) | N x 25% of the certificate (FSCA) fee, N being each 90-day block | Regulations 2023, Regulation 11.1, Table 3 Gujarat Fire Safety Compliance Portal |
| Annual declaration filed late (Gujarat) | N x 100% of the plan approval (FSPA) fee | Regulations 2023, Table 3 Gujarat Fire Safety Compliance Portal |

| Fresh application after a cancelled or rejected certificate (Gujarat) | 25% of the certificate (FSCA) fee | Regulations 2023, Table 3 Gujarat Fire Safety Compliance Portal |
| Occupying without a Fire Safety Certificate (Assam) | Rs 10,000 to Rs 5 lakh by risk class | Assam Fire and Emergency Services Act 2025, section 26 Assam Act LIII of 2025 |
| Multistorey building left non-compliant (Bihar) | A collective fine of double the provisional NOC fee | Bihar Fire Service Rules 2021, rule 22(j) Bihar Rules 2021 |
| Fire Safety Officer training certificate not filed (Bihar) | Penal fee of Rs 5,000 a month | Bihar Fire Service Rules 2021, rule 20(f) Bihar Rules 2021 |
| Renewal missed (DNH and DD) | No late fee at present | Renewal SOP of 4 August 2025 DNH and DD fire SOP |
Late fees are separate from the penalties for running a building without a fire NOC, which the Fire NOC guide lists state by state. Rajasthan's 2023 order adds a Rs 5,000 penalty for late renewal (direction 11).
How Gujarat's 90-day late-fee formula works, in its own words
Gujarat is the only state whose fee rules include a worked illustration. It counts delay in blocks of 90 days, and a block once begun is charged in full.
Word for word
If an owner/occupier delay making an application for renewal by 208 days, then he or she has to pay 3 times of (25% of FSCA fee) as 208 days = 90+90+28 days
The same illustration says a 24-day delay in the annual declaration costs 100% of the FSCA fee, but Table 3 itself charges 100% of the FSPA fee for that delay. The regulation contradicts itself, so ask the Regional Fire Officer or Chief Fire Officer which fee applies before paying.
Fire NOC bank guarantees and deposits on top of the fee
Two states make the owner lodge security worth 15% of the fire system for 5 years, and agencies that inspect or install pay their own deposits and licence fees.
In Andhra Pradesh, rule 15 of the 2006 Levy of Fee Rules adds a bank guarantee of 15% of the fire-installation cost, for 5 years, to the Rs 10 per m² fire precaution fee. On a Rs 60 lakh fire system that is Rs 9 lakh of bank limit tied up while the building is built and occupied.
Bihar's Rules 2021 ask for the same 15% bank guarantee, valid for 5 years, with the provisional NOC application in Form B. Rule 22(j) can also charge a non-compliant multistorey building a collective fine of double its provisional NOC fee.
A bank guarantee is security, not a fee: the rules state its size and term, but Flamekite found no published rule on when or how it is released. Ask for the release condition in writing when you lodge it.
Agencies carry their own costs. Tripura's November 2025 call for empanelled inspection agencies asks for a Rs 2,000 application fee, a Rs 5 lakh security deposit and a Rs 20,000 licence fee, and Uttar Pradesh licenses a qualified agency for a Rs 10,000 fee under rule 51 of its 2024 Rules.
| What | The rule | Source |

Questions about fire NOC fees
How much is the fire NOC fee in India?
- There is no single fee: each state sets its own. Published rates run from Rs 1 per m² for an Odisha home to Rs 60 per m² for a Karnataka non-residential high-rise, and Tamil Nadu, Uttar Pradesh, Jharkhand, Arunachal Pradesh, Puducherry, Himachal Pradesh and Lakshadweep charge nothing. Only 17 of 36 states and UTs publish a rate Flamekite could read.
How is the fire NOC fee calculated?
- Usually area times rate: the built-up or floor area on the approved plan multiplied by your state's rate for the occupancy and height. Then apply any minimum (Rs 20,000 in Kerala) or cap (Rs 5,000 for a Mizoram home), and add flat stage fees such as Gujarat's Rs 1,000 to Rs 7,000 plan fee.
What is the fire NOC renewal fee?
- It depends on the state: Rs 2,500 in DNH and DD and Tripura, 10% of the NOC fee in Assam, Rs 2,500 to Rs 12,000 a year for Kerala high-rises, Rs 500 to Rs 3,500 in Meghalaya (headed annual, for a certificate now valid 3 years), and Rs 1 or Rs 2 per m² in Odisha.
Is there a late fee for fire NOC renewal?
- Yes, in several states. Meghalaya charges Rs 5 a day after 7 free days and Rs 15 a day after day 15, Tripura Rs 500 a day up to Rs 2 lakh under a July 2025 notice (unconfirmed since its 2025 Act), Andhra Pradesh 25% extra, and Gujarat 25% of the certificate fee for each 90-day block. DNH and DD charges none at present.
What are the fire NOC charges in Gujarat?
- A flat plan fee of Rs 1,000 to Rs 7,000, a certificate fee of Rs 7 to Rs 50 per m² of built-up area, and a flat renewal fee of Rs 1,000 to Rs 7,000, by occupancy and height, under Annexure 8 of the 2023 Regulations. A temporary structure pays Rs 2,000.
What is the fire NOC fee in Kerala?
- Rs 12 to Rs 50 per m² of built-up area, with a minimum of Rs 20,000 for homes, schools and hotels or Rs 26,000 for other buildings, under G.O.(Ms)No.272/2024. High-rises then pay Rs 2,500 to Rs 12,000 a year to renew.
Do I need a bank guarantee for a fire NOC?
- In Andhra Pradesh and Bihar, yes: a bank guarantee of 15% of the fire-system cost, valid 5 years, on top of the fee. Flamekite found no such guarantee in the other states' published rules.
Do I have to pay fire tax as well as the fire NOC fee?
- Often, yes, through your property tax rather than at the fire office: Uttar Pradesh adds 1% of house tax and Bihar 2.5% of property tax, and Karnataka may add up to 10%. Assam's 2025 Act leaves its rate to a notification not yet made.
