Fire AMC format: 21 clauses of a fire fighting maintenance contract, from official documents
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
A fire AMC format has 21 clauses when it is read from GeM, CPWD-based, SBI and Maharashtra Fire Services contracts: the parties and the agency's licence, an equipment schedule, visits and tests to named IS codes, response times in hours, spares and exclusions, records, certificates such as Form B, penalties with a cap, insurance, notice, take-over and hand-back.
No Act or rule prescribes the contract itself. Maharashtra fixes only what the order copy filed with Form B shows: the AMC period, the systems and the agency, without the amount (clause 6(c) of the guidelines of 7 July 2026). The rest of the format comes from government contracts, and Flamekite marks the one clause no document states.
- Notice before an agency stops work
- 1 month
- Either side, under clause 4 of the Maharashtra Form B guidelines
- Take-over to hand-back
- GeM cap on all penalties
- 10%
- Of the contract value for the period; the buyer may then terminate
- Penalty clauses

How to draft a fire AMC format in 8 steps
List the systems and count them
Attach an equipment schedule: each pump with its flow, head and power, the tanks in litres, and counts of hydrants, hose reels, sprinklers, detectors, call points and extinguishers by type.
Split the work by system group
In Maharashtra one agency keeps each group for the whole building: water-based systems, detection and alarm, and passive measures. Give each agency its own contract or schedule naming its group.
Check and copy the licence
Write the agency's licence number, system type, class and expiry as the MFS list prints them. An applied-for licence is not a licence.
Name the tests and the codes
Require the daily to yearly tests of the Indian Standards, naming each code with its year, such as IS 2189:2026 for detection and IS 2190:2024 for extinguishers.
Fix service levels in hours
Write the time to attend, the time to repair with and without a spare part, and the deduction for each hour or day of delay, with a cap.
Say what the price covers
List the parts, consumables and refills that are included, those billed extra and at what rate, and every exclusion, such as spares still under the installer's warranty.
Name the records and certificates
Log books, a service report signed by both sides on the day of testing, and in Maharashtra a Form B every January and July signed by a rule 12 qualified person.
Close the contract and issue the order page
End with notice, take-over and hand-back, insurance and disputes, then issue a one-page work order confirmation without the price for the Form B file.
The 21 clauses of a fire AMC format, and where each comes from
Flamekite read 12 official documents and lists here every clause they share or add. The last column says whether the clause rests on fire law, on government contract practice that Flamekite recommends for any building, or on Flamekite's advice alone.

Fire law here means the Maharashtra Act and Rules, the MFS Form B guidelines and the UP Rules; outside Maharashtra and Uttar Pradesh those 7 rows are good practice, not law. Government contract clauses bind only the parties who sign them.
What Form B asks of a fire AMC format: clause 6(c) of the 2026 guidelines
This is the only sentence in Maharashtra's fire rules about the contract document itself. It decides how the first page of the AMC should be laid out.
Word for word
Order Copy of Contract of Annual Maintenance (AMC) or Annual Comprehensive Maintenance (CAMC) (without quoting the Amount) or Work Order Confirmation Letter mentioning the period of AMC / CAMC, systems maintained and the name of the Agency that has been awarded with the AMC / CAMC, as case may be.
So the order page must carry 3 things on its face, the period, the systems and the agency, and must not carry the price. Flamekite's reading: keep the amount in a separate price schedule, so the order page can go into every January and July file without masking. 4 other lines of the rules reach into the contract: clause 4 expects the agency to work until the Form A or B due "as per the condition prescribed in work order / contract agreement"; clause 6.1 asks for one agency per system group; clauses 6(d) and 6(e) want the test report signed by both sides on the day of testing and the site inspection report signed digitally by both; and rule 14(4) needs a rule 12 qualified signatory.

Slips in official fire AMC formats, and what to write instead
Copying a government format copies its mistakes. Flamekite found 7 in the documents read on 25 October 2026.
If The live GeM terms for fire detection, alarm, hydrant and sprinkler maintenance check "output water TDS level" and speak of a "PURIFIER"
Replace those lines in your own terms: parts of the same make and rating as the installed fire equipment, and no water-quality test. GeM SLA

- Ask for the escalation matrix and the names of the people who will attend, at award, as the GeM terms do. CDSCO GeM contract
- Hold back the last payment until the systems are handed back in working order and the defects list is closed. YASHADA quotation
Don’t
- Don't sign without a list of exclusions: AIIMS Rishikesh wrote its warranty exclusion, with a date, into the scope. AIIMS Rishikesh tender
- Don't allow subletting: SBI's 2026 terms and the MFS Academy tender both bar it. SBI tender 2026

Fire AMC formats worked through: 4 buildings
Flamekite's reading of the documents for 4 example buildings. The buildings are illustrations; the clauses come from the sources named.
Case 1
A 14-storey housing society in Thane, renewing in April 2027
One agency keeps the pumps, hydrants and sprinklers; another keeps the fire alarm.
What applies 2 agreements, each naming its system group for the whole building, the agency's licence number, class and expiry, a rule 12 qualified signatory and a Form B every January and July. The secretary files each agency's one-page order confirmation, without the price, with its Form B. MFS Form B guidelines
Case 2
A central government office buying on GeM
Hydrants, sprinklers and an addressable alarm, bought under the fire detection, alarm, hydrant and sprinkler terms.
What applies The buyer keeps the 24-hour and 72-hour limits, the 95% uptime and the 10% cap, and adds its own bid terms: a monthly report format, the building's fire certificate filings, and fire-specific wording in place of the purifier lines. GeM SLA
Case 3
A 300-bed hospital commissioning in 2027
The installer's defect liability period runs 12 months after handover.
What applies Following AIIMS Rishikesh: operation and maintenance from day one with staff by qualification and a daily log, spares excluded until the defect liability period ends, then comprehensive, and a mock drill every 6 months with the local fire office. AIIMS Rishikesh tender
Case 4
A school with 60 extinguishers and no fixed systems
Water, ABC powder and CO2 extinguishers across 3 blocks.
What applies A per-extinguisher rate, as at IISc in 2026: a building-wise log sheet with location, type, capacity and refill dates, records under IS 2190:2024, and no unit condemned without telling the school. IISc tender
The life of a fire AMC under its format: take-over to hand-back in 7 stops
The order in which the clauses come into play, from award to the last day.
1. Award and start
Under GeM terms the AMC must start within 2 weeks of the order, or the contract may be terminated. GeM SLA
2. Taking-over inspection
The agency inspects the systems on the day it takes over and reports the defects it finds, as YASHADA's clause 7.16 asks. YASHADA quotation
3. Rectification window
The MFS Academy gave its agency 60 days to put the system right; the first payment fell due after 90 days. MFS CAMC tender 2021
4. Schedule agreed
The agency submits its quarterly and yearly maintenance schedule, agreed with the fire officer or the owner. Railways GeM contract
5. Visits, reports and slips
A report after every visit, and a slip on each item giving the date of the visit and the next due date. SBI tender 2026
6. Form B each January and July
In Maharashtra the agency issues Form B every 6 months under section 3(3), as the Fire Services' own contract required. MFS CAMC tender 2021
7. Notice and hand-back
One month's notice by either side before work stops, then the systems handed back in working order. MFS Form B guidelines
Money clauses in a fire AMC format: deposits, deductions and extras
Not the contract price, but the money terms around it, as 6 official documents set them.

What official fire AMC formats leave open, and what Flamekite could not confirm
5 gaps a reader should know before relying on any format, this one included.
No state Flamekite has read prescribes a fire AMC format. Maharashtra's 2026 guidelines say what the order copy must show and set 1 month's notice; Uttar Pradesh's Form A-8 asks for the maintaining agency's licence number and the date the maintenance began. Everything else is contract practice.
AIIMS Rishikesh's 2023 tender works to the CPWD General Specifications for Electrical Works Part V (2020) and Part VI (2018) and to CPWD's general conditions for maintenance works of 2020. Flamekite could not find official copies of those 3 CPWD documents online on 25 October 2026, so this page cites them only as the tender does.
The GeM page read is the SLA page of 1 bid; GeM's terms for extinguisher refilling were not found as a public page. Tenders on CPWD's, the Railways' and the states' e-procurement portals need a login and were not used.
Whether a fire AMC must be on stamp paper is a stamp-duty question Flamekite did not research. YASHADA asked for its agreement on stamp paper under a Maharashtra circular of 18 August 2017; GeM contracts are generated online; IISc signs an MOU.
- Not confirmed: any official fillable fire AMC format from a fire service.
- Not confirmed: CPWD's own fire maintenance clauses, read at source.
- Not used: prices from private quotations, marketplaces and vendor pages.
Questions about the fire AMC format
Is there an official fire AMC format?
- No fire Act, rule or circular Flamekite read prescribes one. Government buyers use GeM's service terms or their own tenders, and Maharashtra fixes only what the AMC order copy filed with Form B shows: the period, the systems and the agency, without the amount.
What clauses should a fire fighting AMC agreement contain?
- Parties and premises, the agency's licence, the signatory, an equipment schedule, term, visits, tests to named IS codes, response times, spares and exclusions, records, certificates, NOC duties and drills, penalties with a cap, insurance, notice, take-over and hand-back, the order page for Form B, price and payment, disputes, and a clause for code changes.
What AMC document goes with Form B?
- The AMC or CAMC order copy without the amount, or a work order confirmation letter giving the AMC period, the systems maintained and the agency's name, under clause 6(c) of the Maharashtra guidelines of 7 July 2026.
What response time should a fire AMC set?
- GeM's fire terms set 24 hours to attend when no spare part is needed and 72 hours to resolve when one is, with 95% uptime. SBI's 2026 contract set 4 hours for minor and 2 days for major repairs.
Should a fire extinguisher AMC be a separate contract?
- It can be. IISc's 2026 extinguisher AMC is a per-extinguisher rate contract with records under clauses 13 and 14.1 of IS 2190:2024. The MFS Academy's 2021 CAMC put extinguishers in its detection part, with the alarm, gas flooding and PA systems.
Can one AMC cover hydrants and the fire alarm?
- Yes, if one licensed agency holds licences for both system types. Maharashtra's guidelines require one agency per system group across the whole building, not one agency for all groups; the MFS Academy tendered both, as 2 parts, in one CAMC tender in 2021.
Is a penalty clause in a fire AMC limited?
- Only if the contract says so. GeM caps all penalties at 10% of the contract value for the period, after which the buyer may terminate; YASHADA caps each penalty head at 10% of the contract value.
Does Flamekite give a downloadable fire AMC template?
- No. Flamekite links the official GeM terms and published government tenders and sets out their clauses on this page. A contract for your building should be drafted for it and checked before signing.
