Fire audit in Telangana: which buildings upload, in which month, and who signs

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

Telangana fire audit: high-rises with an occupancy NOC upload a third-party certificate each January, or January and July for hospitals, malls and 45 m flats. The rule is the Director General's circular Rc.No.6402/MSB/2019 of 28 January 2020, made under section 19 of the Telangana Fire Service Act, 1999, which makes the owner or occupier keep every fire system in good repair at all times.

Since 20 January 2026, G.O.Ms.No.15 empanels the third-party fire and life safety auditors and asks the owner for a certificate every January and July, but its five annexures were not published. A wilful breach of the Act carries up to 3 months or a fine of up to Rs 25,000, and Rs 3,000 a day if it continues after conviction (section 31).

How a Telangana owner files the fire audit on the department's portal

  1. Find your tier and month

Read your building's use and height against the 2020 circular: once a year in January, or every January and July. Diarise both months if your use is in the six-monthly list.

  2. Engage an empanelled third-party auditor

Pick a Third-Party Fire and Life Safety Auditor empanelled under G.O.Ms.No.15 of 2026, not one affiliated with the owner or occupants. Ask for the licence number the certificate must carry.

  3. Have every system tested before the visit

The certificate marks each of 13 measures working or not working, from extinguishers to stair pressurisation, and the auditor signs that any deviation found later is on him.

  4. Register on the Fire Audit module

On fire.telangana.gov.in, click Apply for a Fire Audit and register with a valid mobile number, e-mail and date of birth in DD/MM/YYYY; the user ID and password come by e-mail.

  5. Fill the Fire Audit Application

Owner details and the year construction finished, the third party filling the form (7 fields), building height and site area, open spaces, staircases, floor-wise built-up area and occupancy, fire installations, gates, travel distance, fire lifts and generator kVA.

  6. Upload 8 PDFs under 3 MB each

Site, basement, stilt or ground, floor-wise and terrace plans, section, elevation and proof of the year of completion.

  7. Pay and keep the receipt

Proceed to Payment takes you to the Telangana cyber treasury, net banking only. The status page lets you finish the form or pay later.

  8. Repeat on the cycle and fix what fails

File again next January, or next July, and repair anything marked not working at once: section 19 requires the systems in good repair at all times, not only on audit day.

Section 19: the Telangana owner's duty behind every fire audit

Every Telangana fire audit instrument rests on one sentence of the 1999 Act. The 2020 audit circular and the 2024 inspection circular both quote it in full.

Word for word

The owner or occupier or both, of a building or part thereof shall provide fire safety measures in it and maintain them in good repair and efficient condition at all times, in accordance with the building bye-laws.

Telangana Fire Service Act, 1999, section 19(1), as printed in the department's copy of the Act TG Fire Service Act

Its proviso reaches buildings finished or under construction when the Act came into force on 1 February 2001: they must add the measures named in a notice under section 21. Section 19(2) forbids anyone to tamper with, alter, remove or damage fire equipment, or to get someone else to. The Act defines an occupier widely, from a tenant paying rent to a licensee in occupation, so a tenant running a hospital floor carries the duty as well as the landlord.

Which Telangana fire audit cycle applies to your building?

Two facts decide it: the use and the height. Buildings without an occupancy NOC fall outside the 2020 circular but not outside section 19.

  1. If A hospital above 15 m, a mall or a multiplex

A third-party certificate every January and July, once the building holds an occupancy NOC. TG fire circular 2020

  2. If A residential tower of 45 m, a hotel above 30 m, or an office or shop building above 30 m

Every January and July. TG fire circular 2020

  3. If A residential building above 30 m and below 45 m

Once a year, in January. Fire Audit for Housing Society TG fire circular 2020

  4. If An office, shop, school or factory above 15 m and below 30 m, or a hotel up to 30 m

Once a year, in January. TG fire circular 2020

  5. If An apartment block of 18 m to 30 m with an occupancy NOC

The circular names no tier for it. It still owes section 19 upkeep, and its NOC renewal and R4 random inspection once in 5 years. Fire NOC Telangana TSDRFS circular 2016

  6. If A hospital, pharma unit, mall or office below 15 m, outside GHMC and GWMC

No audit upload, but the District Fire Officer inspects it under circular 15009 of 17 December 2024 and may serve notice. TG circular 15009

Telangana's fire audit orders compared: 2020 circular, G.O.Ms.No.44, G.O.Ms.No.15

Three instruments in six years, and only the first is fully published. Each row is what the document itself says.

G.O.Ms.No.44 borrowed Maharashtra's Licensed Agency model almost word for word, down to a class table and a ban on certifying without actual compliance. Its paragraph 5 says the licence is issued in the format at Annexure III, which is in fact the owner's certificate: a slip in the order itself.

Who may sign a Telangana fire audit certificate

Telangana's papers name 5 kinds of signatory. Which one your building needs depends on the instrument and the stage.

  • 2020 circular

Third-party fire safety auditor or consultant

Signs the 13-row certificate with a licence number and accepts responsibility for any deviation found. Para 3 asked the Regional Fire Officer, Central Region, to display the retired fire officers and organisations who can inspect. TG fire circular 2020

  • Since 2026

Third-Party Fire and Life Safety Auditor

An empanelled organisation or individual, not directly affiliated with the owners or occupants, who assesses the measures, identifies hazards and recommends corrective measures under the NBC and BIS standards. G.O.Ms.No.15

  • Installs, not audits

Fire and Life Safety System Integrator

Empanelled under the same G.O. to install fire prevention, life safety and protection systems. The G.O. defines the two roles separately. G.O.Ms.No.15

  • 2023 to 2026

    Licensed Agency (revoked)

Under G.O.Ms.No.44 it signed the January and July certificate with its licence number. It needed an NFSC or IFE fire qualification with 3 years at Station Fire Officer rank or in fire protection work, or an engineering degree and a qualified employee. G.O.Ms.No.44

  • High-rise hospitals

    Empanelled agency or NFPA-certified auditor

Rule 24.0, added by G.O.Ms.No.162 of 2023, has the applicant engage one, with at least 5 years of similar experience, to review the fire and life safety design, inspect the installation and certify compliance for the Occupancy NOC. G.O.Ms.No.162

After the Telangana fire audit: inspection, Form 12 notice, prosecution

A certificate does not end the department's role. The Act and the 2006 Rules set 6 steps from a fire officer's visit to a court.

  1. 1. Notice of inspection

An officer not below Station Fire Officer gives 3 hours' notice in Form 9 and inspects between sunrise and sunset, or at any time if an industry is working or for recorded urgent reasons (section 20, rule 25(1)). TG Fire Service Act

  2. 2. Self-appraisal check list

The owner or occupier fills the officer's self-appraisal check list of existing fire measures within 2 to 4 weeks, as the officer stipulates (rule 25(4)). TG Fire Service Act

  3. 3. Inspection report

The officer records deviations and shortfalls against the bye-laws in Form 10 or 11 (rule 26(1)). TG Fire Service Act

  4. 4. Form 12 notice

A notice under section 21 directs the owner to carry out the measures within 30 days (rule 26(2)). TG Fire Service Act

  5. 5. Steps on non-compliance

The officer may take the steps necessary to secure compliance (section 22, rule 27). TG Fire Service Act

  6. 6. Prosecution or compounding

Wilful contravention is punishable under section 31; the Director General may compound the offence or withdraw before or after proceedings begin (section 33). TG Fire Service Act

Telangana fire audit penalties under the 1999 Act, with the amounts

The amounts below are from the department's own copy of the Act, checked on the page image on 25 October 2026. The Act names no offence for a missed upload; an owner whose systems are found unmaintained faces the general offence in section 31.

OffencePenaltyLaw
Wilfully contravening the Act or rules, or ignoring a lawful requisition, such as a Form 12 noticeUp to 3 months or a fine up to Rs 25,000, or both; at least 1 month and Rs 5,000 unless the court records special reasonsSection 31, Telangana Fire Service Act, 1999 TG Fire Service Act

Trading without, or in breach of, a fire licence after a show-cause noticeUp to 3 months or Rs 5,000, or bothSection 30(2) TG Fire Service Act
Offence by a company, firm or associationThe company and every person in charge of its business; a director, manager or secretary by consent, connivance or neglectSection 32 TG Fire Service Act

Draft amendments to the Act were open for comment until 13 May 2026; a news report of 14 August 2026 describes up to 3 years and Rs 5 lakh where negligence causes death. Flamekite found no enacted amendment by 25 October 2026, so the amounts above stand.

Telangana fire audit fees: what is set and what is not

No Telangana document Flamekite read sets the price of the audit itself. These are the official figures that sit around it.

As published

  • Fire Audit application on the portalNot publishedNet banking through the Telangana cyber treasury; the manual gives no amount TG Fire Audit manual
  • Third-party auditor's chargeNot regulatedG.O.Ms.No.15's annexures, which might set it, are not published G.O.Ms.No.15
  • Department inspection of fire safety measuresRs 10,000User charge under G.O.Ms.No.71 of 2010, tabled in the 2016 circular TSDRFS circular 2016
  • Inspection for renewal of NOCRs 10,000 TSDRFS circular 2016
  • Inspection on a complaintRs 2,500 TSDRFS circular 2016
  • Mock drill in a multi-storeyed or hazardous buildingRs 5,000Government buildings excepted TSDRFS circular 2016
  • Licensed Agency registration, 2023 regimeRs 25,000 or Rs 15,000Municipal Corporations or other municipalities; solvency Rs 15 lakh or Rs 10 lakh; revoked in 2026 G.O.Ms.No.44

Flamekite's arithmetic, not a department figure: a hospital above 15 m on the six-monthly tier pays for 2 audits a year, against 1 for a 25 m office block, so its audit bill is roughly double for the same floor area.

What the Telangana Fire Audit application asks for

The department's 15-page manual sets out every screen. Have these 8 items ready before you log in.

  • Owner, builder or occupier: name, age, father's name, 10-digit mobile, e-mail, address, PIN and the year construction was completed TG Fire Audit manual
  • The broker or third party filling the form: name, mobile, e-mail, firm name, firm address, firm e-mail and contact number TG Fire Audit manual
  • Building: number of blocks, name, address with district, mandal and village, government property or not, road-widening surrender, total height with stilt, stilt height, site area and type TG Fire Audit manual
  • Open spaces on 4 sides and the abutting road width; the manual notes a minimum of 7 m open on all sides where land was surrendered TG Fire Audit manual
  • Means of escape: each staircase type, width, number and floors served, and the total aggregate width TG Fire Audit manual

Telangana fire audit for 7 Hyderabad buildings, by type and height

Worked by Flamekite from the circulars and the Act. Heights are as your sanctioning authority measures them.

  1. Case 1

    A 50-bed hospital, 18 m, in Banjara Hills

Institutional use above 15 m with an occupancy NOC.

What applies Third-party certificate every January and July, on top of the department's R2 random inspection once a year: up to 3 visits a year between them. TG fire circular 2020

  2. Case 2

    A 12 m nursing home in Nizamabad

Below 15 m, so outside section 13 and the audit circular.

What applies No upload, but outside the GHMC and Greater Warangal areas the District Fire Officer must inspect it and can serve notice under circular 15009 of 2024. TG circular 15009

  3. Case 3

    A 40 m apartment tower in Kokapet

Residential, above 30 m and below 45 m, occupancy NOC held.

What applies One certificate a year, in January. Random inspection by the department only once in 5 years (R4). TG fire circular 2020

  4. Case 4

    A 60 m apartment tower in Gachibowli

    Residential above 45 m.

What applies Every January and July. The 24 m change of October 2026 does not touch it: that circular moved only the Provisional NOC line for apartments below 24 m. TGFD circular 3455

  5. Case 5

    A 21 m apartment block filed after 7 October 2026

Residential below 24 m, fresh Provisional NOC application.

What applies No Provisional NOC under Rc.No.3455/MSB/2026 and no audit tier in the 2020 circular. Section 19 upkeep still applies to every building. TGFD circular 3455

  6. Case 6

A 25 m IT office in HITEC City

    Business, above 15 m and below 30 m.

What applies Once a year, in January; R3 random inspections twice in 5 years. TG fire circular 2020

  7. Case 7

    A 35 m hotel in Begumpet

    Hotel above 30 m.

What applies Every January and July. Had it stood at 30 m or less, January alone. TG fire circular 2020

Telangana hospital fire audits: 4 dos and 3 don'ts

Hospitals carry Telangana's heaviest audit load: the six-monthly tier from 15 m, special high-rise rules and the 2026 inspection drive.

Do

  • Diarise both January and July for any hospital block above 15 m with an occupancy NOC. TG fire circular 2020
  • Run fire drills every 3 months for the first 2 years after occupation and at least every 6 months after that, across all shifts, under the high-rise hospital rules. G.O.Ms.No.162
  • For a new high-rise hospital, engage the rule 24.0 reviewer at design stage: the same reviewer certifies the installation for the Occupancy NOC. G.O.Ms.No.162
  • Appoint a Building Evacuation Supervisor to run and record the drills. G.O.Ms.No.162

Don’t

  • Don't assume a hospital below 15 m is exempt: circular 15009 of 2024 names hospitals among the hazardous premises fire officers must inspect. TG circular 15009
  • Don't treat an old hospital as grandfathered: rule 25.0 lets the high-rise hospital rules reach existing buildings. G.O.Ms.No.162
  • Don't store oxygen cylinders in a confined basement: it was among the faults reported in Hyderabad's 2026 hospital drive. Medical Dialoguesnews report

Telangana fire audit mistakes that leave owners exposed

Gaps Flamekite found by reading the circulars, the G.O.s and the Act side by side.

  • If Reading 5-year NOC renewal as a 5-year audit

The 2016 circular moved renewal to 5 years for occupancy-NOC holders; the 2020 circular still wants a certificate every January, or January and July. They run side by side. TSDRFS circular 2016

  • If Filing in January only for a building on the six-monthly list

Hospitals above 15 m, malls, multiplexes, 45 m flats and hotels, offices and shops above 30 m also file in July. TG fire circular 2020

  • If Hiring the firm that maintains your systems to audit them

G.O.Ms.No.15 defines the auditor as not directly affiliated with the owners or occupants; an in-house or tied auditor defeats that. G.O.Ms.No.15

  • If Relying on a Licensed Agency licence issued under the 2023 order

G.O.Ms.No.15 revoked G.O.Ms.No.44, and its licences ran only 1 year. Ask for the auditor's empanelment under the 2026 order. G.O.Ms.No.44

  • If Looking for a certificate upload slot in the manual

The public manual lists 8 uploads, all drawings and the year of completion; none is named as the third-party certificate. Keep the signed certificate on file and ask the department how it wants it. TG Fire Audit manual

  • If Ignoring a self-appraisal check list

Rule 25(4) gives 2 to 4 weeks to return it; a Form 12 notice then gives 30 days, and ignoring a lawful requisition is a section 31 offence. TG Fire Service Act

What Telangana has not published about its fire audit

Five things an owner would expect to find, which no official Telangana page Flamekite read on 25 October 2026 states.

The 2 pages of G.O.Ms.No.15 point to 5 annexures: auditor guidelines, integrator guidelines, the licence application, the owner's January and July certificate and the show-cause form. None is online, so the auditor's qualification, fee, licence term and the owner's form are unknown. The revoked G.O.Ms.No.44 of 2023 did publish its annexures, which shows what such terms looked like, but they no longer apply.

Nor has the department said whether G.O.Ms.No.15's six-monthly owner's certificate now covers every building or only the 2020 circular's six-monthly tier. Until it does, a building on the yearly tier that files in January meets the circular, and filing in July as well costs only a second audit.

The Fire Audit fee, the list of empanelled auditors and a named upload slot for the signed certificate are behind the module's login or absent from the manual.

Questions about Telangana

Is a fire audit mandatory in Telangana?

Yes, for high-rise buildings that hold an occupancy NOC. Circular Rc.No.6402/MSB/2019 of 28 January 2020 has the owner or occupier upload a third-party fire safety certificate every January, or every January and July for hospitals above 15 m, malls, multiplexes, 45 m flats and tall hotels and offices.

How often must a Hyderabad hospital upload a fire audit?

Every January and July if it is above 15 m and holds an occupancy NOC. High-rise hospitals also run fire drills every 3 months for the first 2 years and every 6 months after, under G.O.Ms.No.162 of 2023.

Who can do a third-party fire audit in Telangana?

A Third-Party Fire and Life Safety Auditor empanelled under G.O.Ms.No.15 of 20 January 2026, independent of the owners and occupants. The certificate format of 2020 asks for the auditor's licence number and makes the auditor responsible for any deviation found later.

What is the fee for the Telangana fire audit application?

Not published. The department's manual says the fee is paid online by net banking through the Telangana cyber treasury but gives no amount; the module shows it after you register. The auditor's own charge is a private price.

What happens if I do not upload the fire audit in Telangana?

The Act names no separate offence for a missed upload, but section 19 requires working fire systems at all times. An inspection can bring a Form 12 notice with 30 days to comply, and wilful breach carries up to 3 months or Rs 25,000 under section 31.

Does a fire audit replace fire NOC renewal in Telangana?

No. Renewal of the NOC is a separate application, every 5 years under the 2016 circular though the department's FAQ still says yearly. The audit certificate is filed every January, or January and July, in between.

Do apartments below 24 m need a fire audit in Telangana?

The 2020 circular sets no audit tier for residential buildings up to 30 m, and since 7 October 2026 fresh apartment applications below 24 m need no Provisional NOC. The owners' section 19 duty to keep any fire systems working still applies.
