Fire NOC in Uttarakhand: the UFES certificate under the 2016 Act and its 2022 amendment

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

Uttarakhand needs a fire NOC for homes of 12 m and up and for big public buildings. It is free on the single window and valid 5 years for homes, 3 for others. The 12 m line comes from Uttarakhand Act No. 06 of 2022, and the terms from Home Department notification No. 342/XX-3/2021.

Uttarakhand Fire and Emergency Services issues it in two stages, a pre-establishment NOC in 15 working days and a pre-operational NOC in 30, through ukfireservices.com or Invest Uttarakhand. Holders upload a self-declaration every six months, and hotels and homestays also register with the Tourism Development Board.

How to get a fire NOC in Uttarakhand, step by step

  1. Test the building against the 12 m and 500 m² lines

A home needs a NOC at 12 m and above. A hospital, hotel, school, shop or hall needs plan permission when it is above 12 m and above 500 m², and a store of explosive or highly inflammable substances above 500 m².

  2. Design to NBC Part 4 or the 2025 low-rise tables

UFES applies Table 7 of NBC 2016 Part 4. For buildings below 12 m, the government order of 6 June 2025 sets lighter Uttarakhand kits for hotels, hospitals, schools, offices, shops and stores.

  3. Apply for the pre-establishment NOC

Apply on ukfireservices.com or Invest Uttarakhand service 26.0 with the full drawings and a letter from the approving authority. It is free, with a 15 working day limit, and you get a unique ID to track it.

  4. Build, fit the systems and get the map approved

SIDA, MDDA, HRDA or the local authority approves the map showing the fire measures the fire officer suggested, which is the main enclosure for the next stage.

  5. Apply for the pre-operational NOC

File service 27.0 with the approved map and a list of fire equipment and its condition. A Fire Station Officer verifies, the Chief Fire Officer approves, all within 30 working days and at no fee.

  6. Download the NOC

UFES uploads the NOC to the website and sends it by email with an SMS. A reverted application is not a rejection: correct it and resubmit under the same unique ID.

  7. Self-declare every six months and renew in time

Upload the six-monthly self-declaration and renew before the 5 or 3 year term ends, with the treasury challan, the extinguishers' hydraulic test certificate and the old NOC.

Section 15(4) of the Uttarakhand fire Act as amended in 2022

Since 20 July 2022 the residential NOC line in Uttarakhand is 12 m, down from 15 m, and the line for industrial or commercial stores of hazardous substances is 500 m², down from 5,000 m².

Word for word

All residential building of twelve meters and above height and industrial /commercial (covered area above 500 sq. meters) establishments dealing with storage or using explosive and highly inflammable substances shall require no objection certificate from the Deputy Director(Technical) or Chief Fire Officer, as the case may be, on the basis of recommendation of Fire Station Officer / Nominated authority, no objection certificate shall be issued by the Chief Fire Officer after approval of Deputy Director(Technical).

Section 15(4) of Uttarakhand Act No. 37 of 2016, substituted by section 2 of the Amendment Act, 2022 (Uttarakhand Act No. 06 of 2022), English translation in the Uttarakhand Gazette Extraordinary of 21 July 2022 Uttarakhand Gazette 2022

The amendment gives its reason: the Act's heights and areas did not match the Housing Department's building bye-laws, which made fire clearances hard to issue. Section 3 of the same Act moved section 18 to 12 m as well, and added the 500 m² test.

Does your Uttarakhand building need a fire NOC?

Find the line that describes your premises. Each one says which Uttarakhand rule applies.

  1. If Your apartment block in Dehradun or Haldwani is 12 m or taller

Yes. Section 15(4) as amended in 2022 requires a NOC, and it runs 5 years under notification No. 342. Validity, all states Uttarakhand Gazette 2022

  2. If You run a hotel, hospital, school, shop or hall above 12 m and above 500 m²

Section 18 makes you submit plans and get permission that fire safety is attainable; the certificate then runs 3 years. Uttarakhand Gazette 2022

  3. If Your factory or warehouse stores or uses explosive or highly inflammable substances over 500 m²

Yes, whatever its height: apply through Invest Uttarakhand for the pre-establishment and pre-operational NOCs. Uttarakhand Gazette 2022

  4. If Your building is below 12 m

The Act sets no NOC duty, but the fire service issues one when a development authority asks, may still inspect under section 17, and the 2025 order sets the equipment. Uttarakhand Home notification

  5. If You run a homestay, B&B or guest house for tourists

Register with the Tourism Development Board under the 2026 rules, with one fire appliance per room; a NOC follows only if the building crosses the Act's lines. UTDB rules 2026

  6. If You sell fireworks, store LPG or run a petrol pump

These have their own UFES services with 7 to 30 day limits in the citizen charter. UFES charter

Uttarakhand fire NOC time limits and counts

Uttarakhand sets its limits twice over: under the 2012 single window Act and under the Right of Service charter.

Hotels, homestays and B&Bs in Uttarakhand: registration and fire safety

A tourist unit in Uttarakhand answers to two regimes: the fire Act for its building, and the Tourism and Travel Business Registration Rules, 2026 for the business.

  1. 1. Test the building against the fire Act

A hotel or guest house above 12 m and above 500 m² needs section 18 plan permission and a NOC valid 3 years; hotels never get the 5-year residential term. Uttarakhand Home notification

  2. 2. Fit at least 1 per room

Rule 4(7) of the 2026 rules: every residential unit must be "protected with fire safety equipment (one fire appliance per room)". UTDB rules 2026

  3. 3. Size a homestay or B&B

At most 8 rooms and 24 beds; a homestay must be owned and lived in by permanent residents, in Nagar Panchayat or rural areas. UTDB rules 2026

  4. 4. Register with the Tourism Development Board

Notification No. 531 of 5 June 2026 replaced the 2014 and 2015 rules. Units running before that date had 180 days to apply. UTDB rules 2026

  5. 5. Swear the fire affidavit

Hotels and other non-homestay units file an affidavit that fire fighting equipment meeting the standards is installed; a breach of Fire Department conditions can cost the registration. UTDB rules 2026

  6. 6. Renew both in time

Tourism registration lasts 5 years; the fire NOC 3 years for a hotel, with a self-declaration every six months. UTDB rules 2026

Dehradun, Haridwar and Nainital buildings: worked Uttarakhand cases

Flamekite’s working from the official rules; no government publishes this figure.

Five common premises, run through the 2016 Act as amended, notification No. 342, the 2025 order and the 2026 tourism rules. Your building may differ.

  1. Case 1

    A 14 m apartment block in Dehradun

Flats on 5 floors, 60 homes.

What applies Over 12 m, so it needs a NOC under section 15(4). It runs 5 years, with a self-declaration every six months; at 60 flats it is far below the 500-flat line for a fire safety officer. Uttarakhand Gazette 2022

  2. Case 2

    A 20-room hotel in Mussoorie, 10 m

Ground plus 2 floors of 280 m² each.

What applies Below 12 m, so section 18 does not bite, but the 2025 kit A2 applies: down comer, detection, a 20,000 L tank and a 900 LPM pump. Tourism registration costs ₹20,000 and needs one fire appliance in each of the 20 rooms. Uttarakhand GO 2025

  3. Case 3

    A 6-room homestay in a Nainital village

    The owner's two-storey house.

What applies Within the 8-room, 24-bed homestay limit. Registration is ₹1,000 for 5 years with 6 fire appliances; the fire Act sets no NOC duty for a house below 12 m. UTDB rules 2026

  4. Case 4

    A 40-bed nursing home in Haridwar, 14 m, 800 m²

    Beds on 4 floors.

What applies Above 12 m and above 500 m², so section 18 plan permission applies. Its certificate runs 3 years; a fire safety officer becomes compulsory only above 250 beds. Uttarakhand Home notification

  5. Case 5

A solvent store in a Haridwar industrial estate, 1,200 m²

Single-storey shed holding highly inflammable liquids.

What applies Over 500 m², so a NOC under section 15(4): service 26.0 in 15 working days, 27.0 in 30, both free, then 3-year renewals. Uttarakhand Gazette 2022

Why Uttarakhand fire NOC applications are reverted or refused

UFES reverts an incomplete Uttarakhand application rather than rejecting it; these are the gaps its documents and one 2026 judgment point to.

  • If Filing a second application while one is open

  • If A compounded or altered building on the old map

  • If An entrance a fire tender cannot pass

Keep a road at least 6 m wide, or wide enough for a fire engine; an RCC slab blocking tenders sank a Dehradun NOC in 2026. Uttarakhand GO 2025

  • If Renewing without test papers

Attach the extinguishers' hydraulic pressure test certificate and the treasury challan. UFES checklist

  • If Changing the size, use or location after the NOC

What Flamekite could not confirm about Uttarakhand fire NOC

Six points about the Uttarakhand regime that no official source we read settles, as of 24 October 2026.

Rules under section 26. The Act leaves the multistoried height, forms, fees and appeal fees to rules. Notification No. 342 of 2021 applies its terms only until the rules are made, and we found none in 10 years.

When the 2016 Act started. Section 1(3) brings it into force by notification; the department works under it, but we did not find the commencement notification.
