Fire NOC in Assam: the Fire Safety Certificate under the 2025 Act

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

An Assam fire NOC, now called a Fire Safety Certificate, costs Rs 200 to Rs 4,000 by occupancy, height and area, charged once at the plan-stage recommendation and again at the certificate. The Assam Fire and Emergency Services Act, 2025, in force since 24 December 2025, makes the certificate valid until it is cancelled.

You apply on the EoDB Assam portal to the Director, Fire and Emergency Services, Panbazar, Guwahati. The 2013 service rules give 7 working days for each inspection and issue step. Certificates printed up to December 2025 still carried a 1-year or 2-year term by hazard, so check the date on yours.

How to get an Assam fire safety certificate, step by step

  1. Check section 20(1) and Schedule I

Find your occupancy in the list of fire-risk premises, then your class: any building of 15 m or more is high risk, and so is every hospital.

  2. Pick the right form on EoDB Assam

Form I covers ordinary buildings; Forms II to X cover gas, godowns, cinemas, function halls, petroleum, chemicals, explosives and pharmaceuticals; Form VI covers temporary structures.

  3. Upload the plans and pay the recommendation fee

Scanned site, layout and service plans, with any licence and agreement. The fee runs from Rs 200 to Rs 4,000, and is waived for applicants who took a recommendation in or after 2016.

  4. Host the inspection and receive the recommendation

The 2013 office memorandum gives 7 working days to inspect and 7 more to issue the recommended fire measures.

  5. Install the measures and file Form XI

Submit the compliance report with the certificate fee, which equals the recommendation fee.

  6. Get the certificate on Form G

Re-inspection follows within 7 working days of the compliance report, and Headquarters issues the certificate within 7 working days of a satisfactory report.

  7. Keep it in force

If your certificate prints an expiry date, file Form XII with a self-declaration before that date; once an expiry passes, the portal sends you back to apply afresh.

What Assam's 2025 Act says on how long a certificate lasts

One sentence of section 23 ended the yearly fire NOC in Assam law, and section 24 put cancellation in its place.

Word for word

23. (1) The period of validity of Fire Safety Certificate granted by the Assam Fire and Emergency Services shall remain valid until it is cancelled by the Competent Authority.

Section 23(1), Assam Fire and Emergency Services Act, 2025 (Assam Act LIII of 2025), Assam Gazette Extraordinary No. 811, 24 December 2025, page 6243 Assam Act LIII of 2025

So a certificate in Assam is now valid until cancelled. The Amendment Rules signed on 17 October 2025 had already rewritten Form G to say the same. Section 24 lets the Director cancel it for any breached condition, and lets a Station Officer or above inspect at random against the owner's self-declaration. A Guwahati school's certificate issued on 2 December 2025 still printed a 1-year term, so the portal had not caught up by then.

Assam fire NOC fees by occupancy, height and area

Annexure A to the EoDB fee notice prices each stage from Rs 200 to Rs 4,000. The recommendation and the certificate cost the same amount, so the first certificate costs double the figure below.

Rows for dwellings and apartments of 15 m or more start above 150 m². The industrial hazard class follows NBC 2016 Part 4, Annex B, which the department publishes with the table: tea factories and rice mills are moderate hazard, saw mills and oil mills high hazard.

Other Assam fire service charges beyond the Annexure A fee

Besides the two certificate fees, Assam charges for 4 other services and keeps 3 more charges open for notification.

Assam fire service offices in Guwahati for a certificate

Every Assam certificate is issued from the Panbazar Directorate in Guwahati. Numbers are as the offices print them on 24 October 2026.

Why Assam fire certificates are refused, cancelled or started afresh

Most Assam setbacks trace to one of 7 written rules.

  • If A dated certificate expired before renewal

The renewal flow sends an expired NOC back to apply afresh, so the full certificate fee is paid again instead of 10%. File Form XII before the printed date. Fire and Emergency Services, Assam

  • If The use changed or a floor was added

Section 27 needs the Director's prior approval and a fresh certificate before use; the fine is Rs 50,000 to Rs 5 lakh. Assam Act LIII of 2025

  • If The recommendations were not built

Section 21(3): no certificate, the building is declared unsafe and referred to the District Magistrate, and no occupancy certificate follows. Assam Act LIII of 2025

  • If The self-declaration was not uploaded once required

Rule 18C gives 30 days after a notice; then the certificate may be cancelled and you apply afresh. Assam Rules 2025

  • If A gas or chemical store applied on Form I

Use the material's own form: Form II for gases, Form VIII for chemicals, Form IX for explosives. Sewa Setu Assam

  • If The inspection found gaps

Expect a rule 10 notice (Forms A to D) with a time to rectify, then a fresh compliance report and re-inspection. Assam Home OM

  • If The trade licence was sought first

Rule 18 lets the District Commissioner issue a trade licence for a warehouse, workshop or place of entertainment only on the fire certificate. Assam Rules 2025

What Flamekite could not confirm about the Assam fire certificate

Six points about the Assam regime that no official source we read settles, as of 24 October 2026.

Whether EoDB Assam now issues certificates valid until cancelled. The latest certificate we read, issued on 2 December 2025, printed a 1-year term, and Sewa Setu still listed the Form XII renewal service on 9 October 2026.

Rules under the 2025 Act. Sections 21 and 22 leave the fees to be prescribed; we found no new rules, so Annexure A, undated and headed proposed rates, is the only fee table.

The Third Party Fire Safety Auditor scheme. No empanelment notification, audit period or upload deadline under rules 18A to 18D was published, nor the gazette date of the October 2025 Rules.

The fire tax rate under section 15 and the high-rise height under the amended section 2(oo). No notification was found for either; Schedule I still uses 15 m.

How Guwahati Municipal Corporation and GMDA refer building permits to the fire service under section 20(2). Their BPAMS portal did not load, and the bye-law trigger was not read.

Two drafting slips. Section 67 calls the repealed law Assam Act XIV of 1985, though it was Act XIII; and the 1989 text of rule 18(2) named Form C until the 2025 Rules corrected it to Form G.
