Quick answer

Every fire NOC in Delhi comes from one body, the Delhi Fire Service (DFS), whatever the address. MCD, NDMC, DDA, the Delhi Cantonment Board or DUSIB sanction the building plans and send them to the DFS Fire Prevention Wing; after the building is built and its systems installed, you apply on Form I and DFS inspects before issuing the Fire Safety Certificate.

A schedule notified in August 2026 gives DFS 30 days to issue or renew a certificate, but 12 certificates published on delhi.gov.in took 16 to 67 days from filing. Until 20 May 2027 a certificate lasts 5 years for homes and 3 years for other buildings, renewed on Form J six months before it ends.

How Flamekite runs a Delhi fire NOC file

  1. Test the building against Rule 27

Height, storeys and use decide it: for example over 15 m or 5 storeys for homes and offices, over 9 m or 3 storeys for schools and shops, 250 m² for industry. The free check gives the line your building crosses.

  2. Name the sanctioning body and the DFS sub-division

MCD, NDMC, DDA, the Cantonment Board or DUSIB for the plans; one of 13 DFS divisions for the inspection. Both decide where every paper goes.

  3. File the drawings or Form I

Plan-stage drawings go through the sanctioning body to the Fire Prevention Wing; a finished building applies on Form I. We prepare the set in the format each asks for.

  4. Attend the inspection and clear shortcomings

The 12 published certificates were issued 8 to 40 days after inspection, the gap being the fixes. We track the DFS shortcomings list and close each item.

  5. Keep the certificate alive

Renewal on Form J six months before expiry, Form K each year, and the switch on 20 May 2027 to a certificate valid until cancelled.

Who sanctions your Delhi building, and where the fire file goes

DFS issues every Delhi fire certificate, but the body that sanctions your plans decides how the file reaches it. DFS names 5 such bodies.

  1. IfYour plot is in a Municipal Corporation of Delhi area

Plans go through MCD's online building permit, which the August 2026 schedule gives 59 days; MCD forwards fire matters to DFS. Most Delhi buildings take this route. The Tribunenews report

  2. IfYour building is in the NDMC area of New Delhi

NDMC sanctions the plans and refers them to DFS. Inspection sits with the New Delhi division of the Central zone. DFS

  3. IfDDA owns or sanctions the building

DDA routes the plans; its own buildings also hold DFS certificates, like the 10-floor Bhikaji Cama Bhawan, certified on 20 April 2026. DFS certificate

  4. IfYour building is in Delhi Cantonment

The Delhi Cantonment Board sanctions; DFS still issues, through its Delhi Cantonment sub-division in the Central zone. DFS

  5. IfThe building is already built and occupied

No plan stage is left: apply for the Fire Safety Certificate on Form I, and DFS inspects what stands. The certificate cannot regularise unauthorised construction (condition 5 on every certificate). DFS certificate

  6. IfYour certificate is due for renewal

Apply on Form J at least 6 months before expiry, on the DFS renewal portal launched in November 2025. Renewal date calculator DFS

Delhi Fire Service zones and the sub-divisions that inspect

DFS runs 5 fire zones and 13 divisions; the sub-division where your building stands sends the inspecting officers. The headquarters Fire Prevention Wing handles plan-stage files for all of them.

Questions about fire NOC consultants in Delhi

Who issues the fire NOC in Delhi?

The Delhi Fire Service issues every fire NOC and Fire Safety Certificate in the National Capital Territory. MCD, NDMC, DDA, the Delhi Cantonment Board and DUSIB only sanction building plans and send them to the DFS Fire Prevention Wing.

How do I get a fire NOC in Delhi?

File the plan-stage fire NOC through the body that sanctions your plans; DFS gives its fire safety guidelines within 21 days of its committee's approval. Once the building and its fire systems are complete, apply on Form I, pass the DFS inspection and receive the Fire Safety Certificate.

How long does a Delhi fire NOC take?

The services schedule reported on 5 August 2026 gives DFS 30 days. Twelve certificates published on delhi.gov.in took 16 to 67 days from filing, with a median of about 42, because shortcomings found at inspection must be fixed first.

Can I apply for a Delhi fire NOC online?

Yes. Plan-stage files go through the sanctioning body's online building permit portal, which the DFS website links, and renewals through the DFS renewal portal launched in November 2025. Issued certificates are published as PDFs on delhi.gov.in.

What does a fire NOC cost in Delhi?

Flamekite found no DFS fee for a certificate or renewal under the current rules. From 20 May 2027 the amended rules charge ₹1,000 for an application and ₹1,000 for each yearly Form K. An appeal on Form R costs ₹5,000. Consultants' and installers' charges are separate.

Does a basement in Delhi need a fire NOC?

A basement is part of the building's certificate, and Rule 27 lists underground structures of 2 or more levels on their own. The certificate records what each basement is for; using a storage basement as a classroom breaks the NOC and has led to MCD sealing.

Which Delhi Fire Service zone covers my building?

DFS has 5 zones: Central, East, North, South and West, with 13 divisions. For example Okhla and Malviya Nagar fall in South, Dwarka and Rohini in West, Narela, Bawana and Mundka in North.

Is a fire audit compulsory in Delhi now?

The third-party Fire Safety Auditor regime starts on 20 May 2027. Until then owners declare on Form K each year and renew on Form J, and departments order audits after fires, as the health department did for all health facilities in June 2024.

What is the fire brigade number in Delhi?

101 reaches the Delhi Fire Service control room. DFS headquarters on Connaught Lane is on 011-23412222.
