Fire NOC in Ladakh: the Fire and Rescue Service certificate in Leh and Kargil
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
Ladakh's Fire and Rescue Service issues the fire NOC under the 2025 Fire Safety Rules; draft bye-laws exempt small homes and self-certify guest houses. The Ladakh Fire Prevention and Fire Safety Rules, 2025 (S.O. 140 of 28 November 2025, in force on publication) create three papers: a Fire Safety Recommendation at plan stage, the Fire Safety Certificate or NOC on completion, and a Renewal Certificate.
Who needs one, and for how long, is left to the building bye-laws. The draft Ladakh Building Bye Laws, 2025 exempt homes under 15 double-bedded rooms, 12.5 m and 1,000 m², let an empanelled architect self-certify buildings of 15 to 30 rooms (valid 10 years) and require a fire NOC through third-party auditors for the rest (valid 5 years). The final text was not found, no certificate fee is set, and only licensed agencies may install fire systems.

How to get a fire NOC in Ladakh, step by step
Place the building in a category and a Schedule I group
Count rooms, height and covered area against draft clause 8.12, then find the occupancy group (A1 lodging, A5 hotel, B school) in Schedule I of the 2025 Rules.
Engage a Licensed Agency
Rule 7 lets only a Licensed Agency of Class A to D design and install fire prevention and life safety systems. Check the agency's Form II licence, valid one year.
File the plans on OBPS
Register on obps.ladakh.gov.in with an OTP, upload the drawings as PDFs of up to 1 MB and pay the scrutiny fee of ₹10 per m². Plans over 15 m and every non-residential plan carry a fire safety design.
Get the Fire Safety Recommendation
The agency's Form III(A) certifies the site plan, fire fighting plan and floor-wise plans and goes with the application for a provisional Fire Safety Certificate.
Build, test and apply for the Fire Safety Certificate
Form III(B) certifies the work as executed. The Director or a Station Officer inspects; under the draft bye-laws the owner then approaches the Director for the occupancy certificate.
Renew before expiry
File Form III(C) from the agency, your own self-certificate and at least 15 photographs of the inspection stages, and keep the yearly or two-yearly return the draft sets.
Rule 5 of the Ladakh fire rules, 2025, word for word
Rule 5 is the clause that decides who in Ladakh gets a fire NOC, and it hands every answer to the building bye-laws.
Word for word
(1) No Fire Safety Certificate/ NOC, Fire safety recommendation and Fire Safety Renewal Certificate is required to be issued for buildings exempted from abstaining Fire Safety Certificate/ NOC and Fire safety recommendation under the Ladakh Building Bye-Laws, 2025, as amended from time to time. (2) Fire Safety Certificate/ NOC, Fire safety recommendation and Fire Safety Renewal Certificate, shall be issued on the basis of self-certification for buildings which are classified as self-certification category under the Ladakh Building Bye-Laws, 2025, as amended from time to time. (3) For building that requires to obtain Fire Safety Certificate/ NOC, Fire safety recommendation and Fire Safety Renewal Certificate as per the provisions of Ladakh Building Bye-Laws, 2025 Fire Safety Certificate/ NOC, Fire safety recommendation, and Fire Safety Renewal Certificate may be issued based on certificate issued by a Licenced Agency (4) The validity of Fire Safety Certificate/ NOC, Fire safety recommendation, and Fire Safety Renewal Certificate, shall be as provided in the Ladakh Building Bye-Laws, 2025, as amended from time to time. (5) The Director shall frame guidelines governing the procedure for issue of Fire Safety Certificate/ NOC, Fire safety recommendation and Fire Safety Renewal Certificate.
Three things follow. The Rules name three routes (exempt, self-certified, licensed agency) but leave the lines between them to the 2025 bye-laws, which Flamekite found only in their October 2025 draft. The term of the certificate is in the same bye-laws, not the Rules. And the procedure is for the Director to frame under rule 5(5); no such guidelines were published by 24 October 2026.
Does your Leh or Kargil building need a fire NOC?
Read the draft bye-law category first, then the Schedule I group. These are Flamekite's readings of the drafts and the Rules, not rulings.
If A family house with fewer than 15 double-bedded rooms, under 12.5 m and under 1,000 m²
Category I in the draft: no fire NOC. A one or two family dwelling sleeping 20 or fewer, with at most 3 guests per rented room, is Group A2, which Schedule I exempts from fire norms. Ladakh H&UDD
If A guest house of 15 to 30 rooms, or a building of 12.5 m to 15 m
Category II in the draft: self-certification by an empanelled architect, valid 10 years with a return every 2 years. Schedule I still sets its equipment. Ladakh H&UDD
If A hotel of over 30 rooms, or any building over 15 m
Category III: a fire NOC through empanelled third-party auditors, valid 5 years with an annual return. Ladakh H&UDD
If A shop, restaurant or other commercial building up to 15 m
The draft puts all mixed land-use and commercial buildings up to 15 m in Category II, self-certified. Ladakh H&UDD
If A village homestay outside the Leh and Kargil municipal limits
The urban bye-laws do not reach it. The draft rural bye-laws list 5 NOCs for a building permit and none is from the fire service; they allow homestays in residential houses. Ladakh Gazette
If A pandal, mela or show of 1,000 m² or more, or for over 2,000 people
Apply to the Director with a sketch map 7 days before construction for a Fire Safety Recommendation (rule 14). Gazette notification S.O. 140

Ladakh fire NOC mistakes that stall a hotel or guest house
Seven traps in the 2025 Rules and the bye-law drafts that older guides miss.
If Letting any contractor fit the fire system
Rule 7 reserves the work for a Licensed Agency; check its class and its one-year Form II licence first. Gazette notification S.O. 140
If Reading the press release's hotel exemption as law
The draft text self-certifies 15 to 30 rooms and puts over 30 rooms under a fire NOC; plan for the stricter text until the final bye-laws are out. Ladakh H&UDD
If Calling a homestay exempt because it is small
Schedule I lists home stays under A1; only a family dwelling sleeping 20 or fewer, with 3 or fewer per rented room, is A2. Gazette notification S.O. 140
If A basement of over 200 m² without sprinklers
Schedule I requires sprinklers in such a basement in every lodging and hotel column, and adds tank and pump capacity. Gazette notification S.O. 140
If Putting up a large pandal in the week of the event
Rule 14 wants the application 7 days before construction. Gazette notification S.O. 140
If Renewing without photographs
Form III(C) must come with at least 15 photographs of inspection stages and the owner's self-certificate. Gazette notification S.O. 140

What Flamekite could not confirm about Ladakh fire NOC
Seven points no official Ladakh source we read settles, as of 24 October 2026.
The final bye-laws. Rule 5 points to the "Ladakh Building Bye-Laws, 2025". Flamekite read the draft of 16 October 2025. Summaries say they were notified as S.O. 121 on 20 February 2026, but Ladakh's gazette was at S.O. 154 on 19 February 2026, and no final copy was found.
The term. The 10 and 5-year figures are the draft's. Until the final text is read, no official term is confirmed.
The fee. Neither the Rules nor OBPS sets a Fire Safety Certificate fee; only agency licence fees are fixed.
The online route. A Ladakh Fire and Rescue Service website with fire NOC services was e-inaugurated on 6 October 2026, but its address and the Fire Safety Handbook were not found.
The Director's guidelines. Rule 5(5) leaves the procedure to the Director; none had been published.
Homestays and camps. Schedule I names home stays in A1 yet exempts A2 dwellings, and no rule for tented camps was found; 105 camps run in Leh district.
Which code applies after 30 April 2026. The 2024 bye-laws point to NBC Part IV "as updated from time to time". Only Assam had written NBCS 2026 into its fire law by 24 October 2026.
Questions about fire NOC in Ladakh
Is fire NOC mandatory in Ladakh?
- For most buildings beyond family homes, yes. The Ladakh Fire Prevention and Fire Safety Rules, 2025 require a Fire Safety Certificate unless the building bye-laws exempt it. The draft 2025 bye-laws exempt homes under 15 double-bedded rooms, 12.5 m and 1,000 m², and self-certify buildings of 15 to 30 rooms.
Who issues fire NOC in Leh and Kargil?
- The Director, Ladakh Fire and Rescue Service, or an authorised officer not below Station Officer. Since 13 July 2026 the service's administration and control rest with the Director General of Police. The Deputy Director's office is at Agling, Leh.
How long is a Ladakh fire NOC valid?
- The 2025 Rules leave it to the bye-laws. The draft Ladakh Building Bye Laws, 2025 set 10 years for self-certified buildings, with a return every 2 years, and 5 years for fire NOC buildings, with an annual return. The final text was not found.
What is the fire NOC fee in Ladakh?
- Not published. The 2025 Rules set fees only for Licensed Agency licences, from ₹2,500 for Class D to ₹25,000 for Class A. Building plans on OBPS carry a scrutiny fee of ₹10 per m².
Do hotels and guest houses in Leh need a fire NOC?
- Under the draft bye-laws, a hotel of over 30 rooms or over 15 m needs a fire NOC through third-party auditors, and a guest house of 15 to 30 rooms is self-certified by an empanelled architect. Schedule I of the 2025 Rules sets the equipment for both.
Does a homestay in Ladakh need a fire NOC?
- Usually not, if it is a family house. A dwelling sleeping 20 or fewer, with at most 3 guests per rented room, is exempt from fire norms in Schedule I, and the Homestay Policy asks only for any fire equipment. Larger homestays fall in Group A1.
Can I apply for a Ladakh fire NOC online?
- Building plans go online on OBPS. A fire service website offering fire NOC services was launched on 6 October 2026, but Flamekite could not find its address; ask the Deputy Director's office in Leh.
Which law governs fire safety in Ladakh?
- The J&K Fire Force Act, 1967, applied to Ladakh by S.O. 3775(E) of 23 October 2020, and the Ladakh Fire Prevention and Fire Safety Rules, 2025 made under its section 37. The Act's precaution fine is ₹500.
