Fire NOC in Odisha: the Fire Safety Certificate under the 2017 Rules

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

An Odisha fire safety certificate costs Rs 1 per m² of built-up area for homes and Rs 2 for other buildings, charged again at the recommendation, the certificate and each renewal. Home Department Order 50908 of 19 November 2019 makes it valid 2 years, or 5 years for residential buildings of 15 m and above.

Odisha Fire and Emergency Service issues it in two stages on odishafire.odisha.gov.in: a Fire Safety Recommendation (Form-II) before plan approval, due in 30 days, and the Fire Safety Certificate (Form-V) after inspection, due in 18 days. Since November 2025, premises that upload audit certificates every January and July renew without a fresh application.

How to get an Odisha fire safety certificate, step by step

  1. Test the building against rule 9(1) as amended in 2019

Residential buildings are covered from 15 m; business, hotel, school and clinic buildings from 12 m; malls from 9 m; and most non-residential uses from 500 m² of built-up area.

  2. Register on odishafire.odisha.gov.in

Sign up, then log in with a username and password or an OTP sent to the registered mobile. Pick the service from the Apply Service menu and accept its declaration.

  3. Apply for the Fire Safety Recommendation before plan approval

Upload a signed application, the proposed site, layout, floor and elevation plans, the ROR and photo ID, and pay Rs 1 or Rs 2 per m² through IFMS. The recommendation on Form-II is due in 30 days.

  4. Build and install through a Licensed Agency

The agency that installs the fire systems issues the Form IV(A) installation certificate, which is uploaded with the certificate application.

  5. Apply for the Fire Safety Certificate on Form-III

File the approved plans, the plan approval letter and the fire safety installation plan, and pay the same per-m² fee. After inspection, rule 13(3) gives the Director 18 days to issue Form-V.

  6. Upload the January and July audit certificates

An auditor empanelled by the Director, Fire and Emergency Services, certifies the premises twice a year on Forms IV and IV(B).

  7. Renew before the 2 or 5 years run out

Audited premises are renewed without a fresh application or inspection. Others file Form-VI with Form-III 3 months before expiry.

What Odisha's 2025 amendment says on audits and renewal

Four clauses of the new rule 9(14), notified on 4 November 2025, changed how an Odisha certificate is kept and renewed.

Word for word

(b) An audit Certificate shall be uploaded by the owner of a building or premises or occupancy or an authorized auditor or agency twice a year in the months of January and July in Form -IV and IV(B). ... (c) Where a building or premises or occupancy has been subjected to audit by an empanelled agency or auditor as per clause (b) the authorized officer may renew the Fire Safety Certificate without a fresh application for renewal and without requiring any fresh inspection. ... (d) For Buildings or Premises or Occupancies that have not been audited as per clause (b) the applicant will have to make a fresh application for renewal three months before the expiry of validity of the Fire Safety Certificate as per rule-14.

Rule 9(14)(b) to (d), Odisha Fire Prevention and Fire Safety Rules, 2017, as substituted by the Second Amendment Rules, 2025 (notification No. 45538/FS, 4 November 2025) Odisha Home Dept

The same clause reserves the bigger audits to qualified persons: non-residential buildings over 15 m, residential buildings over 30 m, and premises needing 75,000 litres or more of underground fire water. Clause (a) makes the installing Licensed Agency sign the Form IV(A) certificate that goes in with the first application.

Which Odisha buildings need a fire certificate under rule 9(1)

The 2019 amendment rewrote the list of risky premises. Any one test in a row brings the building in.

Clause (p) lets the State Government notify more classes. The original 2017 list, still quoted by some guides, used a 5-floor test for homes and 25 rooms for hotels; the 2019 substitution dropped both.

Keeping an Odisha fire safety certificate valid between renewals

Do

  • Hold a fire drill at least once in 6 months with the local fire station, as the printed conditions of a 2023 certificate require. OFES Form-V, Gunupur
  • Frame photocopies of the certificate in the lobbies and corridors of every floor of every block. OFES Form-V, Gunupur
  • Upload the audit certificate in January and July, so the next renewal needs no fresh application. Odisha Home Dept
  • Keep the fire alarm switched on at all times: Odisha's March 2026 order made it a 24/7 rule for hospitals after SCB Cuttack. Kalinga TVnews report

Don’t

  • Don't change, block or narrow the setbacks, driveways, gates, exits, stairs or corridors the certificate was issued on. OFES Form-V, Gunupur
  • Don't park in the fire driveway or turn it into amenity space; Odisha recommendations require it kept unbuilt and able to carry 45 tonnes. OFES Form-II, Cuttack
  • Don't convert basement parking into shops: even the 2020 relaxation scheme refuses that 1 deviation. Notification 28550 of 2020

What Flamekite could not confirm about the Odisha fire certificate

Six points about the Odisha regime that no official source we read settles, as of 24 October 2026.

The 2017 Rules as gazetted. The official copy on the medical education directorate's site would not open on 24 October 2026 and the fire service's old site refused connections, so rules 9 to 22 are read from a legal database's copy and the amendments; the Rules' start date is not confirmed.

Any amendment to the Act's penalties. The 1993 gazette sets Rs 500 fines; Flamekite found no later change, nor the instrument that renamed the law the Odisha Fire and Emergency Service Act, 1993, used in notifications since 9 January 2024.

Whether Order 50908 of 2019 still stands unchanged. No later order on validity was found on the Home Department's pages, and a renewal certificate issued in September 2023 ran 2 years, as the order says.

How the January and July audits are uploaded. None of the 11 services on odishafire.odisha.gov.in is an audit upload, and no audit form or empanelled-auditor list was published as of 24 October 2026.

Whether fire is one of the NOC agencies inside Bhubaneswar's BPAS, and the Odisha Right to Public Services notification for fire services, which the Directorate's RTI manual cites for appeals.

A statewide hospital audit order after the SCB Cuttack fire of 16 March 2026. The 2,215 audits, the Rs 400 crore and the always-on alarm rule are known only from press reports.
