How the fire NOC fee is worked out, in 5 steps

  1. Find your state's schedule

The calculator names the notification or order each fee comes from. Seven states and UTs charge nothing, and the rest publish no schedule Flamekite could read.

  2. Place the building in a row

Most schedules price by use and height: Gujarat charges a 15 m to 35 m apartment block Rs 10 per m² but a block above 60 m Rs 20 per m².

  3. Measure the area the rule names

Andhra Pradesh counts basements and stilts, Bihar every floor with the basement, Meghalaya the floor area in commercial use, and Rajasthan square feet. Use the area on the approved plan.

  4. Multiply, then apply the minimum or cap

Kerala lifts a result below Rs 20,000 or Rs 26,000 to that minimum; Mizoram cuts one above Rs 5,000 or Rs 6,000 to the cap; Karnataka's floor is Rs 2,50,000 or Rs 5,00,000.

  5. Add the stage fees and security

Gujarat adds a flat plan fee; Assam and Odisha charge the same again at the second stage; Andhra Pradesh and Bihar add a bank guarantee of 15% of the fire-system cost for 5 years.

Flamekite’s working from the official rules; no government publishes this figure.

Flamekite's arithmetic from each state's published rate. Not quotes: the demand note is what you pay.

  1. Case 1

    A 20 m hotel of 3,000 m² in Kerala

    Hotel (A5), above 16 m

What applies 3,000 m² x Rs 40 = Rs 1,20,000, well above the Rs 20,000 minimum. Kerala Fire and Rescue Services

  2. Case 2

A 14 m apartment building of 1,200 m² in Kerala

    Flats (A4) up to 16 m

What applies 1,200 m² x Rs 12 = Rs 14,400, below the floor, so the fee is the Rs 20,000 minimum. Kerala Fire and Rescue Services

  3. Case 3

A 30 m apartment block of 5,000 m² in Gujarat

    Residential, 15 m to 35 m band

What applies Plan approval Rs 1,000, then 5,000 m² x Rs 10 = Rs 50,000: Rs 51,000 for both stages, and Rs 1,000 at each renewal. Gujarat Fire Safety Compliance Portal

  4. Case 4

The same 5,000 m² of homes in Mizoram

    Residential

What applies 5,000 m² x Rs 2 = Rs 10,000, cut to the Rs 5,000 cap. Mizoram Fire and Emergency Services

  5. Case 5

An 8,000 m² commercial building in Andhra Pradesh

Fire installation estimated at Rs 60 lakh

What applies 8,000 m² x Rs 10 = Rs 80,000, plus a bank guarantee of 15% x Rs 60 lakh = Rs 9 lakh, held for 5 years. AP State Disaster Response and Fire Services

  6. Case 6

A marriage hall of 800 m² in Bihar

    Assembly, ground floor

What applies Rs 4 per m² provisional (Rs 3,200) and Rs 2 per m² final (Rs 1,600), then Rs 1,600 at each renewal. BFS fee PDF

When the calculator says ask us

It gives a number only where a proof-read row of the schedule holds the building.

  • If Gujarat or Kerala rows not proof-read

Both price each occupancy and height band separately, and Flamekite has read only some rows. The calculator names the ones it has and says so for the rest. Gujarat Fire Safety Compliance Portal

  • If A factory in Assam or Meghalaya

The rate follows the hazard class, which the calculator does not ask, so it shows the range. Meghalaya F&ES

  • If Punjab

Punjab charges a flat fee by use and plot size, not by area, so the calculator shows the lines for your use. Local Govt Punjab

  • If Your state publishes no schedule

Pay what the portal or demand note shows; ask us and we find the current figure for your building.

Questions about the fire NOC fee calculator

How is a fire NOC fee calculated?

Your state's rate per m² (or per sq ft in Rajasthan) times the area its schedule names, then any minimum or cap, plus any flat stage fee. Some states charge a flat amount per service, and seven charge nothing.

Which states charge no fire NOC fee?

Tamil Nadu, Uttar Pradesh, Jharkhand, Arunachal Pradesh, Puducherry, Himachal Pradesh and Lakshadweep, by their own documents. Delhi has no certificate fee in the rules in force; Rs 1,000 a filing starts on 20 May 2027.

Is the fire NOC fee charged on carpet area or built-up area?

Most schedules use built-up or floor area, and several say basements count: Andhra Pradesh adds stilts too, and Bihar and Daman count the basement. Use the area on the approved plan.

Does the fire NOC fee include the renewal?

No. Renewal is separate: a flat Rs 2,500 in Tripura and Daman, the same per m² rate again in Odisha, 10% of the fee in Assam, and Rs 2,500 to Rs 12,000 a year in Kerala.

Is the fire NOC fee the same as the fire cess?

No. A fire cess is collected at plan approval: Rajasthan charges Rs 15 per m² for buildings up to 15 m, on top of the NOC fee.
