Fire safety officer job in India: the five posts, their rules, pay and path
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
No single post is called the fire safety officer. Five different jobs carry the name: the safety officer an employer must appoint under the OSH Code, Gujarat's enrolled Fire Safety Officer, the officer a building owner appoints under a state fire law, the in-house fire officer of a tall building, and the fire officer a PSU, port or airport hires. Each has its own rulebook, its own qualification and its own way in.
The statutory safety officer needs an engineering or science base plus, in most state texts, a recognised industrial-safety degree or diploma. The Gujarat officer needs a fire or engineering qualification and a 4, 6 or 8 week course, with the owner as the paymaster. A PSU fire officer is hired by dated notice, usually on a BE in Fire or Fire and Safety.
No rule or government pay scale exists for the first three; only PSU and port notices print pay, between Rs 60,000 a month and Rs 1,80,000 a month at the top of an airport scale. Flamekite read the rules and notices on 24 to 26 October 2026.

How to become a fire safety officer, step by step
Pick the post
Decide among the five jobs. The statutory safety officer, the Gujarat Fire Safety Officer and the PSU fire officer have different gates, and a qualification for one rarely opens another.
Build the base qualification
For the statutory post: an engineering or technology degree, or a physics or chemistry degree, or an engineering diploma. For Gujarat: a fire or fire-and-safety degree, a BE or BArch, or a PG diploma. For a PSU fire officer: a BE in Fire or Fire and Safety, often at 60%.
Add the recognised industrial-safety diploma
Most state texts for factories and the Central Rules for construction ask for an industrial-safety degree or diploma recognised by the government. DGOSH runs the 1-year ADIS, PDIS and DIS at 5 institutes.
Count the experience
The Central Rules ask 2 years of supervisory experience after an engineering degree, 5 years after a science degree or an engineering diploma. Gujarat's grades ask 0 to 10 years by route.
Get appointed, enrolled or selected
A statutory safety officer is hired by the employer with no exam. A Gujarat officer applies on the FSO portal, takes the course and the exam, and is enrolled. A PSU or port fire officer applies against a dated notice.
Keep the credential live
Gujarat enrolment lasts 3 years and renews through a refresher course and exam. Re-read the state's OSH rule when you change state: the texts differ.
Five fire safety officer jobs in India and who sets each
Start with the legal source of the post. The title on a job advertisement does not tell you which of the five it is.
If The employer is a factory, construction site, dock or mine
You are looking at the statutory safety officer: OSH Code s.22(2), numbers and qualifications from the OSH rules of the Centre or the State. OSH Code 2020 OSH Code

If The building is in a state whose fire law makes owners appoint an officer
Uttar Pradesh, Haryana, Manipur, Delhi, Punjab and Odisha each name a building-level post; the rule is in the state-law section below. Fire Safety Officer Government of Haryana
If The building is a tall residential, business or institutional block
NBC 2016 Part 4 clause 4.10.1 asked for a Fire Officer with at least 3 years' experience on the premises. NBC 2016 was withdrawn on 30 April 2026, so this is now a standard some tenants and insurers still follow, not a rule. NBC 2016 Part 4

Safety officer qualification in eight OSH rule texts
A statutory safety officer needs a base qualification, experience and, in most texts, a recognised industrial-safety degree or diploma. The wording differs by jurisdiction, so read the text of the state where you will work.
| Status | Base qualification and experience | Industrial-safety degree or diploma | |
|---|---|---|---|
| Centre: OSH (Central) Rules 2026, rule 18 OSH Central Rules 2026 | In force from 9 May 2026; covers dock work (500 workers or more) and construction (250 or more) | Engineering or technology degree and 2 years' supervisory experience; or physics or chemistry degree and 5 years; or engineering diploma and 5 years | A degree or diploma recognised by the Central or State Government, or the PG diploma of the Central or Regional Labour Institutes; other routes: 5 years in an enforcement department or in accident-prevention work |
| Gujarat: OSH rules, rule 21 Gujarat Gazette | Gazette of 12 June 2025; factories and construction | Factories: degree in chemical, mechanical, electrical or fire engineering and 2 years; or physics or chemistry degree and 5 years; or diploma and 6 years | A degree or diploma recognised by the State; alternatives of 2 years as Inspector-cum-Facilitator or 5 years in training, consultancy or research |
| Uttar Pradesh: OSH rules, rule 46 UP Gazette | Final, 27 August 2026; repeals the 1984 factory safety officer rules | Engineering degree and 2 years; physics or chemistry degree and 5 years; recognised engineering diploma and 5 years | A B.Tech or M.Tech in health, safety and environment or fire engineering is accepted as an alternative to the diploma |
| Rajasthan: OSH rules, rule 39 Rajasthan Gazette | Final, 30 June 2026 | The standard 2, 5 and 5 year routes | A degree or diploma in industrial safety from a recognised institute |
| Andhra Pradesh: OSH rules, rule 23 AP Gazette | Gazetted 7 August 2026 | The standard 2, 5 and 5 year routes, and Telugu | A DGOSH-institute diploma, or a degree or diploma of at least 1 year from a university or technical board |
| Bihar: OSH rules, rule 22 Bihar Gazette | Gazette of 19 December 2025; in force 1 July 2026 per a legal tracker | The standard clauses | Recognised industrial-safety degree or diploma; the gazette text joins two clauses with "or", so whether it is an alternative or an add-on is not confirmed |
| Karnataka: draft rules, rule 22 Karnataka draft | Draft of 23 January 2026; no final notification found | Engineering degree and 2 years; physics or chemistry degree and 5; diploma and 5; and Kannada | A full-time degree or diploma from a university established by law; read literally this leaves out technical-board and DGOSH diplomas |
| Delhi: draft rules, rule 22 Delhi Labour Dept | Draft; not in force | The standard 2, 5 and 5 year routes and the local language | None: the draft drops the industrial-safety clause |
Other states' texts were not read in full. DGOSH's prospectuses up to 2025-26 called ADIS, PDIS and DIS the only nationally recognised statutory qualification, and its 2026-27 ones drop that line and guarantee no recognition; that was its own claim, and the rule text, not the claim, decides.
What an OSH safety officer does: rules 14, 15 and 18
The Code names the post and leaves duties, numbers and qualifications to rules. The Central Rules fill part of it; state rules fill the rest.
Section 22(2) of the OSH Code sets the triggers: 500 workers in a factory, 250 in a hazardous-process factory or on construction work, 100 in a mine, counting workers ordinarily employed. The Code took effect on 21 November 2025. The thresholds table and the penalties are on the OSH Code page; this page covers the job.
Rule 14 of the Central Rules of 8 May 2026 sets a Safety Committee in every establishment with 500 or more workers, for a 3-year term, meeting quarterly (monthly in a mine). Rule 15 makes the safety officer the Committee's Secretary. That is the one duty the Central Rules print for the post: the officer keeps the Committee's business running.
Rule 18 sets how many. In dock work: 1 officer up to 1,000 workers, 2 up to 2,000, 3 up to 5,000, 4 up to 10,000, then 1 more for every 5,000. In construction: 1 up to 500, 2 up to 1,000, 3 up to 2,000, 4 up to 5,000, then 1 more for every 2,000. Rule 20 asks mines for 1 officer per 500 workers, and a coal or metal mine's officer needs a DGMS First Class Manager's Certificate.
- Duties beyond rule 15 are "as may be prescribed" (s.22(2)). Flamekite found no printed duty list in the Central Rules and did not read each State's duties rule, so a full job description is not confirmed.
- The Central Rules set no qualification for factories. For most factories the State is the appropriate government, so the state OSH rule above applies.
- An older example: under the Factories Act s.40B, safety officers were required only where a State notified it, from 1,000 workers or in hazardous processes.

Flamekite's reading of the rules and notices above. No rule publishes one ladder, so each track is a pattern, not a guarantee.
Statutory track
Engineering or science base, then a recognised industrial-safety diploma such as the 1-year ADIS, then safety officer, then the senior safety post of a larger site. The number of officers rises with headcount: 1 to 4 in construction between 250 and 5,000 workers. DGOSH
Gujarat track

Industrial fire track
A BE in Fire or Fire and Safety, often at 60%, opens fire officer posts such as MRPL's. An airport scale such as AAI's E-3 asks 3 years of fire-service experience. MRPL Advt 03

Questions about the fire safety officer job
What is a fire safety officer job?
- It depends on the employer and the law. It can be the statutory safety officer an employer appoints at 500 workers, Gujarat's enrolled Fire Safety Officer, a building-level officer under a state fire law, an in-house fire officer, or a PSU, port or airport fire officer. The five are covered above.
What is the fire safety officer qualification?
- For the statutory safety officer under the Central Rules, an engineering or technology degree and 2 years of supervisory experience, or a physics or chemistry degree and 5 years, or an engineering diploma and 5 years, and a recognised industrial-safety degree or diploma. Gujarat grades and PSU notices ask different qualifications.
What is the fire safety officer salary in India?
- There is no official scale for the statutory or building officer. Notices print PSU and port pay: Rs 50,000-1,60,000 a month for an HPCL Safety Officer, Rs 60,000 a month for a Visakhapatnam Port Fire Officer and Rs 12 lakh to Rs 14 lakh a year at MRPL.
How to become a fire safety officer?
- Choose the post, build the base qualification, add the industrial-safety diploma where the rule asks, then be appointed by the employer, enrolled in Gujarat, or selected against a notice. The steps above give the order.
What is the fire safety officer job description?
- Under the Central Rules the safety officer is the Safety Committee's Secretary (rule 15); other duties are prescribed by state rules. In Gujarat the officer signs the 6-monthly Form B-15, renews the certificate on Form B-13.3 and holds 2 mock drills a year.
Is there a fire and safety officer vacancy open now?
- On 24 October 2026 two fire officer notices were open: Visakhapatnam Port's, closing 28 October, and MRPL's, closing 7 November. Statutory safety officers are hired by employers directly, so there is no central list. Always confirm on the recruiter's own site.
