Fire NOC in Telangana: the 24 m residential rule, fees, timelines and renewal

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

In Telangana a fire NOC is issued by the Telangana Fire, Disaster Response, Emergency and Civil Defence Department (TGFD) under section 13 of the Fire Service Act, 1999, in two stages: a Provisional NOC before plan approval and an Occupancy NOC before the building is used. You apply online at fire.telangana.gov.in.

Since 7 October 2026, circular Rc.No.3455/MSB/2026 requires a Provisional NOC for residential apartment buildings only at 24 m and above (it was 18 m). Every other occupancy keeps its old trigger: above 15 m for commercial buildings, and 6 m or a 500 m² plot for schools, cinemas, function halls and places of worship.

How to get a fire NOC in Telangana, from plans to renewal

  1. Check whether section 13 catches your building

Measure the height and plot area against the Telangana triggers: residential apartments 24 m and above (fresh applications from 7 October 2026), commercial above 15 m, schools and assembly buildings 6 m or a 500 m² plot.

  2. Apply for the Provisional NOC before plan sanction

Register on the Building NOC login at fire.telangana.gov.in, upload the drawings with fire systems marked in red, and pay the fee online. The sanctioning authority may not approve plans without this NOC (section 13).

  3. Track the file online

You get an SMS at each stage. The department's target is 7 days for a building up to 15 m and 14 days above 15 m; the certificate is e-mailed and can be downloaded.

  4. Build to the approved drawings

Deviations from the approved fire drawings invite prosecution of the builder, architect and site engineer under sections 31 and 32 of the Fire Service Act, 1999.

  5. Apply for the Occupancy NOC before anyone moves in

Upload the Provisional NOC and the as-built plans. A committee inspects the gates, open spaces, means of escape and a working test of every fire system before the Director General approves.

  6. Renew and upload fire audits

Apply for Renewal of NOC on the same portal before the period on your certificate ends, and upload the third-party fire audit certificate through the Fire Audit module every January, or every January and July for the tallest and riskiest buildings (circular of 28 January 2020). G.O.Ms.No.15 of 2026 (para 7) also asks the owner for a certificate each January and July.

What Telangana circular Rc.No.3455/MSB/2026 actually says

The 24 m change is a Director General's circular memorandum dated 26 September 2026, not a Government Order. Its operative paragraph is one sentence.

Word for word

These instructions shall come into force with effect from 07.10.2026 and shall apply only to fresh applications for Provisional NOCs received on or after that date.

Circular Memorandum Rc.No.3455/MSB/2026, para 3, Telangana Fire, Disaster Response, Emergency and Civil Defence Department, 26 September 2026 TGFD circular 3455

The circular follows G.O.Ms.No.95 of the Municipal Administration and Urban Development (Plg. III) Department of 21 March 2026, which amended building regulations, a Telangana Builders Federation letter of 19 August 2026, and a meeting of CREDAI, NAREDCO and the Federation with the Director General on 23 September 2026. Its table changes the residential apartment row only and says, in so many words, "No change for other occupancy types." It was copied to ADS Softek and the Centre for Good Governance to change the online application and scrutiny system.

Telangana fire NOC triggers and risk categories by occupancy

The 2016 renewal circular sorts every section 13 building into four risk categories, R1 to R4, which set how often the department makes random inspections. Only the residential apartment row moved in 2026.

Does your Telangana building need a fire NOC? Find your line

Section 13 of the Fire Service Act, 1999 and the October 2026 circular decide it. Pick the line that fits your building.

  1. If A residential apartment building of 24 m or more, or any height filed before 7 October 2026 at 18 m or more

You need a Provisional NOC before plan approval and an Occupancy NOC before use. TGFD circular 3455

  2. If A residential apartment building below 24 m, with a fresh Provisional application on or after 7 October 2026

The circular no longer requires a Provisional fire NOC. Your plans still go to the sanctioning authority under the building rules. TGFD circular 3455

  3. If A commercial or business building of more than 15 m

A fire NOC is required, exactly as before October 2026. Only the fire tower and Fire Command Centre trigger moved to 24 m. TSDRFS circular 2016

  4. If A school, cinema hall, function hall or place of worship 6 m or taller, or on a plot above 500 m²

A fire NOC is required. The 24 m change does not touch public congregation buildings. TSDRFS circular 2016

  5. If An existing school, of any size

The 2016 circular records the Supreme Court's direction that every school gets a fire safety inspection and a NOC as a condition for running. TSDRFS circular 2016

  6. If A pandal or temporary structure

Apply through the separate Temporary Structures and Pandals NOC module on the department site. TGFD website

Five Hyderabad buildings under the 2026 Telangana rules

Worked examples by Flamekite from the circular's text. Heights are measured as your sanctioning authority measures them.

  1. Case 1

    21 m apartment block, filed 15 October 2026

Residential apartments, stilt plus 6 floors, fresh Provisional NOC application in Hyderabad.

What applies Below 24 m and filed after 7 October 2026, so the circular no longer requires a Provisional fire NOC, a fire tower or an FCC room. TGFD circular 3455

  2. Case 2

The same block, filed 30 September 2026

Identical drawings, but the Provisional NOC application reached the department before 7 October 2026.

What applies The circular applies only to applications received on or after 7 October 2026, so the earlier 18 m requirement governs this file. TGFD circular 3455

  3. Case 3

    20 m office building

Business occupancy in the Financial District, 20 m tall.

What applies Still needs a fire NOC (business above 15 m). Under the circular it no longer needs a fire tower or FCC room, which now start at 24 m. TGFD circular 3455

  4. Case 4

    30 m residential tower

Residential apartments, 30 m, with a DG set in the basement.

What applies Needs Provisional and Occupancy NOCs, a fire tower and an FCC room. The DG room may use louvres above a 1 m, 2-hour fire-rated wall. TGFD circular 3455

  5. Case 5

    7 m function hall on a 600 m² plot

Assembly use, ground plus one floor.

What applies Needs a fire NOC under section 13 (6 m and above, plot above 500 m²) and falls in risk category R1. TSDRFS circular 2016

Telangana's 24 m rule: five misreadings to avoid

Two news reports read the October 2026 change far wider than the circular does. These are the errors that cost builders an approval.

  • If "No building under 24 m needs a fire NOC in Telangana"

Wrong. Deccan Chronicle and Legal Suvidha reported a general exemption; the circular's table limits the change to residential apartment buildings and says no change for other occupancy types. Deccan Chroniclenews report

  • If Treating a 16 to 23 m office block as exempt

Commercial buildings above 15 m still need a NOC, and the circular leaves every non-residential NOC trigger as it was. Only the fire tower and FCC room trigger moved to 24 m. TGFD circular 3455

  • If Assuming files lodged before 7 October 2026 benefit

The circular applies only to fresh Provisional NOC applications received on or after that date. TGFD circular 3455

  • If Reading 24 m as Telangana adopting NBCS 2026

It is a state circular tied to G.O.Ms.No.95. BIS withdrew NBC 2016 on 30 April 2026 and replaced it with NBCS 2026, but Flamekite found no Telangana circular adopting NBCS 2026 as of 24 October 2026. Gazette of India

  • If Citing a G.O. number for the 24 m change

There is none: the instrument is Circular Memorandum Rc.No.3455/MSB/2026. G.O.Ms.No.95 is the MA&UD building-rules order it responds to. TGFD circular 3455

Telangana fire NOC fees and inspection charges

The fire precaution fee is Rs 10 per m² of total built-up area. Inspection user charges come on top, set by G.O.Ms.No.71 of 1 April 2010 and tabled in the 2016 circular.

As published

  • Fire precaution feeRs 10 per m²Of total built-up area; G.O.Ms.No.142, Home (Ser.IV), 9 August 2016, amending the Levy of Fee Rules, 2006 G.O.Ms.No.142
  • Second and later inspections on revised drawings5% of statutory fee, max Rs 25,000Each occasion the applicant asks for one TSDRFS circular 2016
  • Inspection for a revised NOC10% of statutory fee, max Rs 50,000 TSDRFS circular 2016
  • Inspection for the Occupancy certificateA share of statutory fee, max Rs 50,000The percentage is cut off in the department's scan; ask the office TSDRFS circular 2016
  • Inspection for renewal of NOCRs 10,000 TSDRFS circular 2016
  • Inspection of fire safety measuresRs 10,000 TSDRFS circular 2016
  • Inspection on a complaintRs 2,500 TSDRFS circular 2016
  • Mock drill in a multi-storeyed or hazardous buildingRs 5,000Government buildings excepted TSDRFS circular 2016

Flamekite's arithmetic, not a department quote: a 12,000 m² built-up area pays 12,000 x Rs 10 = Rs 1,20,000 as fire precaution fee. The department does not publish a separate Provisional versus Occupancy fee table online; the portal shows the amount due before payment.

Telangana fire NOC validity: 5 years or every year?

The department's own documents disagree: 5 years or 1 year. A 2016 circular fixes renewal every 5 years; its FAQ and Citizen Charter still say every year. Flamekite shows both because neither has been withdrawn.

Circular Memorandum Rc.No.4039-2/EODB/2015 of 5 March 2016 records that builders asked for the renewal period to rise from 1 year to 5 years to ease the cost of annual renewal for multi-storeyed buildings. Para 8 then fixes 5 years for renewals of NOC for every occupancy under section 13 that holds an Occupancy NOC, backed by risk-based random inspections.

The department's FAQ page and Citizen Charter Handbook, both still live on 24 October 2026, say renewal is mandatory every year and is issued within 14 days. The Circulars page lists a second entry for the 2016 revision dated 3 June 2016, but its file is the same 5 March circular.

A 2024 circular, Rc.No.15009/MSB/CR/RR/2013 of 1 July 2024, lists Renewal of NOC as a dashboard service with Public Service Delivery Guarantee timelines but states no period. Flamekite found no later order that settles the point.

What to do: read the validity printed on your issued Occupancy NOC or renewal, and diarise renewal from that date. If the certificate is silent, ask the District Fire Officer in writing which period applies. The renewal inspection charge is Rs 10,000 either way.

How a Telangana fire NOC file moves inside the department

The department's procedure note sets out 5 stops between your upload and the certificate, with an SMS at each.

  1. 1. Online application

You file on fire.telangana.gov.in and pay; the file lands on the Director General's dashboard. TGFD procedure

  2. 2. Committee assigned

The Director General assigns the file to a committee of officers. For risk-based inspections, the 2016 circular has the computer name the officers: one from the local jurisdiction and one at random. TSDRFS circular 2016

  3. 3. Inspection and report

The committee inspects and uploads its report. A flash news item says Provisional NOC applications no longer need a site inspection or site photos, so expect the visit at the Occupancy stage. TGFD website

  4. 4. Regional Fire Officer

The Regional Fire Officer scrutinises the report and forwards it. TGFD procedure

Documents and plan certifications for a Telangana fire NOC

The department's procedure note lists the drawings; two plan-sheet certifications catch most high-rise files.

  • Site plan, basement plans and stilt or ground floor plan TGFD procedure
  • Every floor plan, the terrace plan, sections and elevations TGFD procedure
  • All fire protection systems marked in red on the drawings TGFD procedure
  • For a high-rise with setback concessions: the note "Minimum setback area clear without any Obstructions" on the site plan, with at least 7 m clear all round TGFD procedure
  • Where a 2 m green strip is proposed: a certificate that it is soft planting that lets fire vehicles move TGFD procedure
  • For the Occupancy NOC: a copy of the Provisional NOC TGFD procedure
  • For a residential apartment filed on or after 7 October 2026: the measured height, to show whether the 24 m trigger applies TGFD circular 3455

Passing the Telangana Occupancy NOC inspection

The department publishes what its officers check. Use it as your pre-inspection list.

Do

  • Keep entry gates at least 4.5 m wide with 5 m of head clearance for fire engines. TGFD Fire NOC note
  • Run a working test of every fire system: inspectors do a functional test, not a paper check. TGFD Fire NOC note
  • Have smoke management, air-conditioning fire safety, emergency lighting and exit signage working on the day. TGFD Fire NOC note
  • Show an evacuation plan and occupants who know it. TGFD Fire NOC note

Don’t

  • Don't let parking or structures fill the setbacks: open spaces and means of escape are inspected, and high-rise site plans certify 7 m clear all round. TGFD procedure
  • Don't deviate from the approved fire drawings; sections 31 and 32 of the 1999 Act reach the builder, architect and site engineer. TGFD procedure
  • Don't forget overhead HT lines and road width: they are the 2 items officers check at the Provisional stage. TGFD Fire NOC note

Questions about Telangana

How do I apply for a fire NOC in Telangana?

Online, on the Building NOC login at fire.telangana.gov.in. Upload the drawings with fire systems marked in red and pay the fee. Apply for the Provisional NOC before plan sanction and the Occupancy NOC after construction. The certificate is e-mailed and can be downloaded.

What is the 24 metre rule in Telangana?

Circular Rc.No.3455/MSB/2026 of 26 September 2026 requires a Provisional fire NOC for residential apartment buildings only at 24 m and above, up from 18 m. It applies to fresh applications received on or after 7 October 2026. Other occupancies keep their thresholds.

Do commercial buildings under 24 m still need a fire NOC in Telangana?

Yes, if they are taller than 15 m. The circular changed only the residential apartment trigger. For commercial buildings it moved the fire tower and Fire Command Centre requirement from above 15 m to 24 m.

How long is a fire NOC valid in Telangana?

The official sources conflict. A circular of 5 March 2016 fixes renewal every 5 years for buildings with an Occupancy NOC. The department FAQ and Citizen Charter still say every year. Follow the validity printed on your certificate.

What is the fire NOC fee in Telangana?

The fire precaution fee is Rs 10 per m² of total built-up area under G.O.Ms.No.142 of 2016. Inspection charges are extra, for example Rs 10,000 for a renewal inspection.

How long does a Telangana fire NOC take?

The department's timeline is 7 days for buildings up to 15 m and 14 days above 15 m. Section 13 of the Act allows up to 60 days.
