Fire NOC in Madhya Pradesh: e-Nagar Palika today, Act 16 of 2026 next

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

In Madhya Pradesh the urban local body issues the fire NOC on e-Nagar Palika: Fire Plan Approval for 1 year, then a 3-year certificate, both due in 30 days. The State's own dashboard shows Bhopal averaging 60.97 days and Indore 59.84 days per application since April 2020.

A new law, the MP Fire and Emergency Services Act 2026 (Act 16 of 2026), was published on 3 September 2026, but it starts only on a notified date and no notification or rules had been found by 24 October 2026. Until then the Bhumi Vikas Rules 2012 and the e-Nagar Palika fire module are the working regime.

How to get a fire NOC in Madhya Pradesh, step by step

  1. Engage a fire consultant registered on e-Nagar Palika

The portal will not take a fire application without one: you pick the consultant from the registered list and the system verifies them.

  2. Log in as a citizen with Samagra ID or mobile number

Both routes use an OTP. Government buildings verify through Samagra ID; private property through the Property ID and the mobile registered against it.

  3. Apply for Fire Plan Approval before construction

Choose Building or Fire & Explosive, your urban local body and whether the building is constructed or under construction, then upload the 53 Points Checklist, approval letter and layout, fire plans, elevations and sections, and the ownership document.

  4. Track the file to the Head of Department's signature

The file passes the Fire Clerk and the Fire Committee; the approval, valid 1 year, is digitally signed. The manual promises 30 days, but Bhopal's median is 41 days.

  5. Build, install the systems and apply for the Fire Safety Certificate

Enter the Fire Plan Approval number, then upload the approval, an affidavit in Form 1 and the Energy Department's electrical safety certificate. A site inspection follows.

  6. Audit every year and renew every 3 years

The certificate runs 3 years with a fire audit each year; under Bhumi Vikas rule 87(5) the Form-S audit report is due by 30 June.

What section 12 of the MP Fire and Emergency Services Act 2026 says

Section 12 is the core of the new Madhya Pradesh fire NOC: three sub-sections and two provisos, read from the gazette print of 3 September 2026.

Word for word

(1) The owner or the occupier, who are either individually or jointly responsible for a building, as classified by regulations or part thereof, shall provide such fire prevention and life safety measures, as may be prescribed or notified. (2) No authority empowered to issue the occupancy certificate, shall issue the same, unless it is satisfied that the owner or the occupier, either individually or jointly, has complied with the provisions as given in sub-section (1). (3) The owner shall obtain fire plan approval or fire safety certificate from competent authority of Fire and Emergency Service: Provided that the State Government may, by notification, include or exclude any building or group of buildings from obtaining fire plan approval or fire safety certificate from Fire and Emergency Service.

Madhya Pradesh Act No. 16 of 2026, section 12, Madhya Pradesh Gazette (Extra-ordinary), 3 September 2026, pages 554(18) to 554(19); English text, PRS Legislative Research copy Government of Madhya Pradesh

The section sets no height and no fee: buildings are "as classified by regulations" and the competent authority is whoever the rules name. Section 1(3) lets the State start the Act on different dates for different areas and provisions, and its start date is Not notified as of 24 October 2026. A second proviso lets the State let groups of buildings share fire-fighting infrastructure, which the Free Press Journal reported as meant to lower commercial construction costs.

Madhya Pradesh height lines: 12.5 m, 15 m and 30 m

Three heights circulate for a Madhya Pradesh fire NOC. Two are in the Bhumi Vikas Rules; the 15 m line is only what officials and reports say.

The 15 m line is reported by the Free Press Journal (24 June 2026) and by Dainik Jagran for the 2026 Bill; Flamekite found no MP instrument that sets it. e-Nagar Palika's separate Fire & Explosive category covers fuel stations and explosive stores whatever their height.

Does your Madhya Pradesh building need a fire NOC?

Find the line closest to your premises. Each one says which Madhya Pradesh paper applies today.

  1. If It is a new building above 12.5 m anywhere in an MP town

File Fire Plan Approval on e-Nagar Palika with your fire drawings; the occupancy certificate waits until the systems are in place. MP Town Planning

  2. If It will be above 30 m or more than 10 storeys

It is a high-rise: the site clearance committee, which includes a fire officer, must clear the site, and the Fire Authority must clear the plan before building permission. MP Town Planning

  3. If It is a fuel filling centre, explosive or chemical store

Apply under e-Nagar Palika's Fire & Explosive category with the LOI or A-12, the SDM's land diversion order, ownership papers and the approved storage plan. MP e-Nagar Palika manual

  4. If You rent or lease the premises

You can apply yourself: the certificate is issued in your name once the owner's Property ID is verified by OTP. MP e-Nagar Palika manual

  5. If It is an existing building that already holds a fire NOC

Renew the 3-year certificate on the portal, audit it every year, and file Form-S by 30 June where rule 87(5) covers the building. Renewal date calculator MP Town Planning

  6. If It is a coaching centre, hotel or hospital in Bhopal or Indore

Expect inspection: Bhopal served notices on about 40 coaching centres in June 2026 and Indore had sealed 151 buildings by 24 June 2026. Free Press Journalnews report

What an MP fire NOC costs: published and unpublished charges

Madhya Pradesh publishes no fire NOC fee. What is on record is a set of licence fees, a reported late fine and a fire tax with no rate yet.

As published

Consultants quote ₹2,000 to ₹10,000 for an MP fire NOC; no official order behind that range was found. Your fire consultant's charge is not a government fee. For every state's fees, see the fire NOC fees table.

How a Bhopal or Indore fire file moves through e-Nagar Palika

Every fire paper in an MP city now runs through 5 desks inside the urban local body, from the citizen's login to the digitally signed certificate.

  1. 1. Citizen or consultant files

With the consultant chosen and the building permission pulled in online by OTP, or uploaded where it was granted on paper. MP e-Nagar Palika manual

  2. 2. The urban local body receives it

The application goes straight to the ULB you selected, such as Bhopal or Indore Nagar Nigam. MP e-Nagar Palika manual

  3. 3. Fire Clerk checks

Missing papers send the file back for resubmission; for a certificate, a site inspection report is added. MP e-Nagar Palika manual

  4. 4. Fire Committee reviews

The committee reviews the fire plan and documents and approves or not. MP e-Nagar Palika manual

  5. 5. Head of Department signs

The certificate is generated for a last ULB check, then signed with a digital signature and released to your dashboard. MP e-Nagar Palika manual

  6. 6. The clock on the dashboard

On 24 October 2026 Bhopal showed 2 applications and Indore 7 not yet processed; the slowest Indore file took 453 days. Urban Administration and Development Department, Madhya Pradesh

One state portal serves every MP town. These are the 5 official addresses a Madhya Pradesh applicant needs.

Documents e-Nagar Palika asks for in Madhya Pradesh

The manual lists 4 uploads for a building's Fire Plan Approval and 3 for its Fire Safety Certificate, each up to 50 MB.

Fire NOC processing time in MP: Bhopal, Indore, Gwalior, Jabalpur

Bhopal and Indore filed 1,251 of the 1,772 fire applications in MP's 4 biggest cities since April 2020, and both run at about twice the 30-day promise on average.

The annual fire audit that keeps an MP fire NOC alive

Since 4 September 2020 Bhumi Vikas rule 87(5) makes owners of NBC clause 4.10.1 buildings file a fire audit every year, and the e-Nagar Palika certificate assumes one each year of its 3.

Do

  • File the audit report in Form-S by 30 June of every financial year. MP Town Planning
  • Use a Fire Engineer licensed by UADD, who is competent for fire audit in every NBC Part IV building. MP Town Planning
  • Keep each year's audit with the certificate: the 3-year renewal is issued after audit compliance. MP e-Nagar Palika manual
  • Fit 1-hour fire doors at stair entrances where a floor holds more than 10 people. MP Town Planning

Don’t

  • Miss the deadline twice: the first default brings a warning and 3 months, the second a show-cause notice on cancelling the fire NOC. MP Town Planning
  • Run a kitchen or cook on the rooftop or in the basement. MP Town Planning
  • Roof the terrace with FRP or any inflammable sheet. MP Town Planning
  • Panel corridors or stairs in wood or foam, or lay carpet there. MP Town Planning

Bhopal and Indore fire safety drives, 2022 to 2026

From news reports, not yet an official source.

Every big MP enforcement push so far has followed a fire elsewhere, and was run by the city corporation, not a State fire service.

  • Indore Municipal Corporation and the district administration sealed 18 more establishments, among them coaching centres, libraries, Hotel Aarav and paint, chemical and foam units at Polo Ground, taking the city's total to 151. Free Press Journalnews report

  • Bhopal Municipal Corporation's fire department served notices on 50 establishments: Hamidia Hospital, where fire systems worked in only 2 blocks, 10 high-rises including Kanha Tower, and about 40 coaching centres; Tulsi Tower's fire NOC had already been cancelled. Free Press Journalnews report

  • Jabalpur's Mahakoshal Chamber of Commerce asked the corporation to list every covered building and serve notices before a 31 December deadline. The Hitavadanews report

  • Jabalpur received no fire safety certificate application on the last day of the State's extended deadline, 31 December 2024. The Hitavadanews report

  • After the Jabalpur hospital fire killed 8, the Chief Minister ordered a high-level probe into its cause, the fire-fighting equipment and electrical safety; a corporation letter of December 2021 had already flagged fire lapses in hospitals. The Quintnews report

What Flamekite could not confirm about MP fire NOC

Seven points no official Madhya Pradesh source we read settles, as of 24 October 2026.

When Act 16 of 2026 starts. Section 1(3) leaves it to notification, possibly area by area; no notification and no rules under section 34 were found.

The section 18 penalty amounts. The gazette scan is damaged in places, and the amounts wait for a person's proof-read; the press reported fines up to ₹5 lakh when the Bill passed on 21 July 2026.

The fire NOC fee. The e-Nagar Palika manual describes no payment step and the dashboard records ₹0; consultants' ₹2,000 to ₹10,000 range rests on no order we could find.

The 15 m line. Bhopal officials and the Bill reports use it, but the Bhumi Vikas Rules say 12.5 m for fire drawings and 30 m or 10 storeys for a high-rise.

Whether the 30-day time limit is notified under the MP Public Services Guarantee Act, 2010. The dashboard promises 30 working days; the manual says 30 days.

The response targets of 10 minutes in towns and 20 in rural areas reported for the Bill. They are not in the Act's 38 sections.

The State order that extended the fire safety certificate deadline to 31 December 2024, and the 2022 delay-fine circular; both are known only from news reports.
