Fire NOC in Haryana: fire fighting scheme approval and the Fire Safety Certificate
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
Haryana requires a fire safety certificate before any occupation certificate: 3 years, or 5 for homes above 16.5 m, renewed every 3 years under the 2022 Act. The Haryana Fire and Emergency Services Act, 2022 (Act 14 of 2022) sets this in sections 18 to 21, and section 19(5) bars the occupation certificate until the certificate is issued.
Two papers make up a Haryana fire NOC: approval of the fire fighting scheme after the building plan is passed, and the Fire Safety Certificate (FSC) after the systems are installed. Since a policy notified on 9 December 2025, an empanelled agency picked at random by the online system certifies the building and the FSC issues automatically; the portal's address was not published by 24 October 2026.

How to get a fire NOC in Haryana, step by step
Check your building against section 18(2)
A home needs the fire papers only above 16.5 m, or with 2 basements or one over 500 m². Any hotel, school, office, shop, factory or warehouse with more than 500 m² on a floor, any school or institution of 9 m or more, any assembly building and any building with 2 basements needs them at any height.
Get the building plan approved first
Section 18(2) makes the scheme application follow building plan approval by the officer competent under the relevant law.
Apply for fire fighting scheme approval
The ULB checklist asked for 3 sets of drawings in AutoCAD .dwg, a fire consultant certificate, the plan sanction, the fire questionnaire and an ID or authority letter. The approval runs 5 years for a high-rise and 2 years for a special building.
Build and install to the approved scheme
Approach roads, setbacks and travel distance follow the Haryana Building Code, 2017. Storage buildings stop at 21 m and low or moderate hazard industry at 30 m.
Apply for the Fire Safety Certificate before the occupation certificate
Under the December 2025 policy an empanelled agency allotted at random audits the building and the certificate issues online; a Fire Officer re-checks 25% of cases within 30 days.
Declare every year and renew every 3 years
File the self-declaration each year, appoint a Fire Safety Officer, and diary the expiry: 3 years, or 5 for the first certificate of a home above 16.5 m.
The Haryana building list in section 18(2), word for word
Section 18(2) is the whole list of Haryana buildings that need a fire fighting scheme and, later, a Fire Safety Certificate. Two clauses: high-rises and special buildings.
Word for word
(a) all high rise buildings (except residential buildings upto height of 16.5 mtrs); and (b) special buildings including- (i) hotel, educational, institutional, business, mercantile, industrial, storage, hazardous and mixed occupancies, where any of these buildings have floor area more than five hundred square meter (500 square meters) on any one or more floors; (ii) educational buildings having height of nine meters (9 meters) and above; (iii) institutional buildings having height of nine meters (9 meters) and above; (iv) all assembly buildings; (v) buildings, having area more than three hundred square meters (300 square meters) of incidental assembly occupancy on any floor; and (vi) buildings with two basements or more, or with one basement of area more than five hundred square meters (500 square meters) unless otherwise mentioned specifically in the provisions.
Three things follow. A home of 16.5 m or less is outside clause (a), but a basement over 500 m² brings it back in through clause (b)(vi). Clause (b) is about use and floor area, not height, so a 2-storey mall can need the full regime. And the Act never defines "high rise" in section 2, so the height that makes an office or shop a high-rise comes from the building bye-laws it names: the Haryana Building Code, 2017 and NBC Part IV.
Haryana certificate terms: 5, 3 or 2 years by building
Haryana gives the scheme approval, the first certificate and each renewal their own terms, and they differ by building: a special building's scheme approval runs out after 2 years, a tower's after 5.
| Scheme approval, s.18(3) | First FSC, s.19(4) | Each renewal, s.20(3) | |
|---|---|---|---|
| High-rise, non-residential Haryana Gazette | 5 years | 3 years | 3 years |
| Residential above 16.5 m Haryana Gazette | 5 years | 5 years | 3 years |
| Special building under s.18(2)(b) Haryana Gazette | 2 years | 3 years | 3 years |
| Residential up to 16.5 m, no special use Government of Haryana | Not required | Not required | Not required |
| Duty every year in between Government of Haryana | None | Self-declaration, s.19(6) | Self-declaration, s.20(4) |
The Act leaves the renewal window to rules "as may be prescribed"; none were found. A Faridabad renewal of 9 June 2022 told the owner to apply 2 months before expiry. In Chandigarh the same Act now gives 5 years throughout. For every state's terms, see the fire NOC validity table.

How Haryana's empanelled-agency system issues an FSC
Under guidelines notified on 9 December 2025, a private agency certifies and the portal issues the certificate. Five stops, as the state described them on 15 December 2025.
1. Apply online, new or renewal
Both new Fire Safety Certificates and renewals go through the online portal under the 2025 guidelines, framed under the 2022 Act. The Weeknews report
2. The system allots an agency at random
The online system picks an empanelled agency for the division where the building stands, so the owner does not choose the auditor. The Weeknews report
3. The agency audits the building

Gurugram and Faridabad buildings: Haryana's Act applied

Haryana fire certificate mistakes that hold up an occupation certificate
Seven traps in the 2022 Act that a guide written for the 2009 Act will not show you.
If Applying for the occupation certificate before the Fire Safety Certificate
Section 19(5) bars the authority from issuing it. Apply for the certificate as soon as installation ends. Government of Haryana
If Letting a special building's scheme approval lapse
It lasts only 2 years. Time the construction, or apply again before the certificate stage. Haryana Gazette
If Adding a floor or altering the layout after the certificate

If Ignoring a notice to appoint a Fire Safety Officer
After 30 days the levy of ₹10 to ₹50 per m² a month starts, on common areas too. Government of Haryana
If Planning a 24 m warehouse or habitable floors above 18 m in a factory
The Act caps storage at 21 m and bars continuous habitation above 18 m in industry. Government of Haryana
If Treating a guide's 1-year validity as law
The Act says 3 years, or 5 for the first certificate of a home above 16.5 m. IndiaFilingsnews report
If Missing the 60-day appeal window
Appeal a notice or order to the department's Additional Chief Secretary within 60 days; late appeals need sufficient cause. Government of Haryana
Keeping a Haryana fire safety certificate alive between renewals
The Act asks for 1 declaration a year; a 2022 Faridabad renewal letter adds quarterly drills and a 2-month renewal lead.
Do
- File the self-declaration every year that the systems work and nothing changed. Government of Haryana
- Keep trained fire staff on all 3 shifts and film a fire drill every quarter, as that Faridabad letter required. Faridabad fire letter
- Apply for renewal 2 months before expiry, as Faridabad's 2022 letter directed. Faridabad fire letter
- Send your Fire Safety Officer to the state training institute unless trained at NFSC Nagpur. Government of Haryana
Don’t
- Do not block a Fire Officer who gives 3 hours' notice; daytime entry is lawful. Haryana Gazette
- Do not break a fire seal: up to 3 months or ₹25,000. Government of Haryana
- Do not assume fire officers checked your setbacks; the 2022 Faridabad letter left them to the building department. Faridabad fire letter
- Do not alter a certified building without a revised scheme. Government of Haryana
