How to write an application for fire NOC, step by step

  1. Find the prescribed form before writing anything

Look up your state's form number in the table above. 17 states and UTs publish one; Bihar's Form B is even laid out as a letter, so the form is the letter.

  2. Decide who applies and who signs

Sign as the owner or occupier, or attach a power of attorney or authorisation letter. Uttar Pradesh and Sikkim let only the owner or an authorised representative pursue the file.

  3. Classify the building

Pick one occupancy class: Puducherry's form offers 9, from residential to hazardous, and counts 50 or more people as assembly. The class decides every later answer.

  4. Write the building in figures

Height including the stilt floor in metres, plot, plinth and covered area in m², floors and basements, set-backs on all 4 sides, and occupants.

  5. List the fire systems and the water

Name each system installed or proposed, from extinguishers to sprinklers, with pump capacity and tank litres; Puducherry asks for pump bills.

  6. Attach only what the form lists

Puducherry prints 7 attachments, Andaman and Nicobar 5, Uttar Pradesh 6. The full state lists are on the fire NOC documents page.

  7. Sign the declaration and keep the number

Date and sign the printed declaration, then keep the acknowledgement: the NOC-UID in Uttar Pradesh, the reference number on Mizoram's portal.

Parts of a fire NOC application, in the order official forms print them

Read side by side, the official forms follow the same 10 parts. A covering letter that keeps this order is easy for a fire officer to check.

  4. 4. Premises and land

Address with survey number; Bihar asks for 6 land identifiers, from mauza and khata to thana number, plus the nearest fire station. Bihar Fire Service

  5. 5. Building data

Height including the stilt floor, plot area, plinth area, number of floors, total covered area and basements (Puducherry item 4). Puducherry clearance form

  6. 6. Occupancy and hazard

  7. 7. Escape, fire systems and water

Stairs, lifts and exits; extinguishers, hose reel, down comer, wet riser, hydrant, sprinkler, detection and pumps; tanks, wells and ponds (items 11, 15 and 16). Puducherry clearance form

  8. 8. What the clearance is for

A proposed building, an occupancy, a trade, arms or petroleum licence, a school's recognition, crackers or clinical activities (item 17). Puducherry clearance form

The certificate at the foot of Bihar's fire NOC application checklist

Every official form ends with a signed statement. Bihar's, below its 45-head checklist, is the most explicit about what a wrong answer costs.

Word for word

It is certified that the information given above are correct. No information has been concealed, misrepresented or falsified. I understand that in the event of any wrong information provided in the above check list, the provisional/ final NOC is liable to be withdrawn/ cancelled by State Fire Service.

Bihar Fire Service Rules, 2021, Form C, check list related to building plan (for provisional or final NOC), page 52 Bihar Fire Service

It is signed by the architect, engineer, builder, electrical contractor or fire safety system coordinator, not only the owner. Puducherry's form closes with a one-line declaration of the same kind, and Mizoram's Form G warns that wrong information makes the NOC liable to be withdrawn.

Form, portal or letter: which fire NOC application format your office takes

Start from your state's rules: where they print a form, the form is the application. These 8 branches cover the offices that take a portal screen, letterhead or plain paper instead.

  1. If Your state's rules print a numbered form

Fill that form and nothing else as the application. In Bihar, Form B already reads as a letter: From, To, Subject, Sir. Fire NOC Bihar Bihar Fire Service

  2. If You are in West Bengal or Himachal Pradesh

Apply online only: paper has been refused since 17 July 2017 in West Bengal and 16 October 2017 in Himachal. HP Fire Services

  3. If You want a Fire Safety Recommendation in Odisha

Write a signed plain-paper application, add a letter of authorisation if you are not the owner, and upload it; a hard copy may be asked for. Fire NOC Odisha OFES FSR service

  4. If Your building is in a Maharashtra Director area

The MFS list opens with an application on letterhead; an architect or company filing adds an authorisation letter. Fire NOC Maharashtra MFS e-fire

Upload the checklist on your letterhead with an affidavit of compliance and the system-generated advisory. JFS NOC SOP

Why fire NOC applications are returned: errors officers flag on the form

Uttar Pradesh publishes its objection points and Bihar prints its own warnings on the form. These 8 errors come from them and from the rules.

  • If The wrong occupancy chosen on the form

It heads UP's published list of objection points; classify from the NBC chart before filling in anything else. UP Verify NOC

  • If Systems the occupancy needs missing from the answers

UP's list goes on: sprinklers, detection, hydrants, pumps and tanks, extinguishers to IS 2190, basement smoke extraction, refuge area, PA system and exit signage. UP Verify NOC

  • If A checklist with corrections or overwriting

Bihar's Form B asks for a neatly typed checklist without any corrections and interpolations. Print it again. Bihar Fire Service

Assam has a form per premises: Form II for gases, Form VIII for chemicals, Form IX for explosives. Sewa Setu Assam

Questions about the fire NOC application format

What is the format of a fire NOC application?

In 17 states and UTs it is the official form the fire rules or service publish: Form B in Bihar, Form A-11 in Uttar Pradesh, Form A9 in Sikkim, Form D in Nagaland and Manipur, a 17-item form in Puducherry. You fill it, attach what it lists and sign its declaration.

How do I write a fire NOC application letter?

Write it only as a covering letter to the prescribed form, or where an office still takes paper, such as Odisha's recommendation. Give the addressee, the subject with the form number, the building's class, height and area, its fire systems, the enclosures and a signed declaration.

To whom should a fire NOC application be addressed?

To the officer the rules name: the Director, State Fire Service, Bihar, Patna; the Inspector General in Kohima for Nagaland; the Director in Imphal for Manipur; the district's In-charge Fire and Emergency Service in Uttar Pradesh and Sikkim.

Is the Tamil Nadu fire licence application a form?

Yes. Appendix III of the Tamil Nadu Fire Service Rules, 1990 is the licence application, and Appendix IV is the licence itself. Plan-stage NOCs run through the state's single window portal.

Can someone else sign my fire NOC application?

Only with your authority. Uttar Pradesh allows a family member or regular employee holding a power of attorney, Sikkim an authorised representative, and Haryana asks for an authorisation letter with the employee's ID proof.

Is there a format for a fire NOC renewal application?

Yes, renewals have their own forms: Form M in Bihar, Form D1 in Nagaland and Manipur, Form XII in Assam, Form R in Goa, Form-VI with Form-III in Odisha and Form I in Delhi. A letter can only cover them.

What should I do if my fire NOC application is returned with defects?

Reply point by point within the time in the notice, with proof of each fix, and ask for a re-inspection. Nagaland's Form D asks for a para-wise compliance report, and Uttar Pradesh restores an application once the objection is met.

Do I need stamp paper for a fire NOC application?

Not for the application itself. Undertakings may need it: Rs 50 for Goa's Form U and Rs 100 for Andhra Pradesh's Form 17. Tripura dropped affidavits for its self-certification forms in October 2026.
