Fire NOC in Kerala: Site NOC, Final NOC and renewal under KMBR 2019

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

Kerala needs a fire NOC for buildings over 1,000 m² or 15 m under KMBR rule 5(4). Fees start at ₹20,000; a Site NOC takes 15 or 20 days. Hazardous and multiplex buildings need it at any size and assembly buildings over 200 m² at any height, and buildings of 300 to 1,000 m² file a self-declaration instead.

Kerala Fire and Rescue Services issues three papers: the Site NOC for the building permit, the Final NOC on completion, and the renewal, which a non-hazardous building can now take for 5 years. The Kerala Fire Force Act, 1962 itself has no NOC section; the duty sits in the building rules.

How to get a fire NOC in Kerala, step by step

  1. Place the building in its KMBR group, area and height

Over 1,000 m² of built-up area or over 15 m, or any assembly, hazardous or multiplex building, needs the fire NOC. Between 300 m² and 1,000 m² up to 15 m you file the Appendix L self-declaration instead.

  2. Have the fire system plans drawn on the A1 template

Since 14 July 2025 the portal rejects any other sheet. Keep each drawing under 5 MB and have the civil plan signed by the registered architect or engineer.

  3. Work out the fee and pay it into the treasury

Multiply the built-up area by the rate for the occupancy and height, then apply the ₹20,000 or ₹26,000 minimum. Pay all of it now, or half now and half at the Final NOC.

  4. File the Site NOC with the 4 documents

On noc.fire.kerala.gov.in: the application cum checklist, the fire system plans, the civil plan and the treasury challan. The Station Officer receives it within 3 days.

  5. Answer the inspection and collect the Site NOC

Allow 15 days up to 16 m and 20 days above. The clock stops while the file is defective, so reply to every observation at once. Attach the Site NOC to the building permit application.

  6. Build, then apply for the Final NOC

File the as-built checklist, fire plans and civil plans with the Site NOC and the second challan. The Station Officer inspects within 5 days; the certificate follows within 15 to 20 days, before the occupancy certificate.

  7. Renew on the renewal portal before the expiry

Register once on nocrnwl.fire.kerala.gov.in, upload the Final NOC, the civil plan and the challan, and choose a 5-year term if the building is not hazardous.

Which Kerala buildings need a fire NOC under KMBR rule 5(4)

The line is over 1,000 m² or 15 m for most occupancies, and no line at all for assembly, hazardous and multiplex buildings. Below it, Kerala uses a self-declaration.

Up to 300 m²Above 300 m², below 1,000 m², up to 15 mOver 1,000 m² or over 15 m

D assembly, I hazardous, J multiplex KMBR amendment 2025Fire NOC, whatever the number of storeysFire NOCFire NOC; NBC height limits do not apply to multiplexes

The Kerala Fire and Rescue SOP words the line as plinth area above 1,000 m² and height above 15 m. The rules say built-up area over 1,000 m² or height over 15 m, and the rules prevail. Vaults and burial grounds in Group I are exempt.

What KMBR rule 5(4) item 12 says about Kerala fire approval

One table row in the building rules, restated on 29 October 2025, is the whole legal basis of the Kerala building fire NOC.

Word for word

i. Any proposed building under Group A1, A2, B, C, E, F, G1, G2 and H occupancy exceeding 1000 square metres of built-up area or exceeding 15 m of height. ii. Any proposed building under Group D, I and J occupancy irrespective of the number of storeys. [Officer/authority:] Director of Department of Fire and Rescue Services or an officer authorized by him in this regard to the effect that the construction of the building conforms to the fire and safety norms specified in part 4 Fire and Life Safety of National Building Code of India, 2016 and subsequent amendments.

Kerala Municipality Building Rules, 2019, rule 5(4), table item 12, as restated by the Kerala Municipality Building (Amendment) Rules, 2025 (G.O.(P) No.53/2025/LSGD, S.R.O. No.1240/2025, 29 October 2025) KMBR amendment 2025

Three points follow. The municipal Secretary must get this certificate before issuing the permit, or you may bring it yourself, and the fire officer has 15 days to object. The test is built-up area or height, so a 16 m block of 800 m² needs it. And the rule still names NBC 2016, which BIS withdrew on 30 April 2026; only Assam had written NBCS 2026 into its fire law by 24 October 2026.

Does your Kerala building need a fire NOC or a self-declaration?

Find the line that fits your plan. Each gives the Kerala route under the 2019 building rules.

  1. If It is a theatre, hall, place of worship, hazardous building or multiplex

Fire NOC from Kerala Fire and Rescue Services before the permit, whatever the storeys. Groups I and J have no size threshold; Group D (assembly) is defined in rule 25 as over 200 m² of built-up area, so a smaller hall or place of worship falls outside it. KMBR amendment 2025

  2. If Any other use, with more than 1,000 m² of built-up area or more than 15 m of height

Fire NOC. Either condition is enough under the rules, even though the SOP says both. KMBR amendment 2025

  3. If Between 300 m² and 1,000 m², and no taller than 15 m

No NOC. Sign the Appendix L self-declaration, add your architect's or engineer's certificate, and send a copy to the nearest fire station. KMBR 2019

  4. If A livestock or poultry farm, or vaults and a burial ground

The rules say the Fire and Rescue certificate of approval is not necessary. KMBR 2019

  5. If An island plot whose access is a navigable waterway

Fire and Rescue approval is needed for anything but a single-family home (rule 28(9)). KMBR 2019

  6. If An existing building with a Final NOC

Renew on the renewal portal; a non-hazardous building can take 5 years at 5 times the annual fee. Validity, all states Home Department, Kerala

The seven Kerala instruments behind a fire NOC in 2026

One 1962 Act, two sets of 2019 building rules with their amendments, three government orders and the 2012 Right to Service Act.

  • Act 20 of 1962

    Kerala Fire Force Act, 1962

Sets up and runs the Force: 35 sections, fire-ground powers in section 10, precaution notifications in section 13, fines of ₹500 in sections 21 and 22. It never mentions a NOC. Kerala Act 20 of 1962

  • G.O.(P) No.77/2019/LSGD

    Kerala Municipality Building Rules, 2019

In force on 8 November 2019 in every municipality and corporation, including Kochi and Thiruvananthapuram. Rule 5(4) creates the fire NOC; rules 80 and 81 set high-rise fire access. KMBR 2019

  • KPBR 2019

    Kerala Panchayat Building Rules, 2019

The same fire rules for panchayat areas; the SOP cites the same rule numbers from both sets. Kerala Fire and Rescue

  • G.O.(P) No.53/2025/LSGD

    KMBR (Amendment) Rules, 2025

Published on 29 October 2025 with a matching panchayat amendment, G.O.(P) No.54/2025/LSGD. Restates the fire rows, rewrites fire escape stairs and sets 30 m or 45 m travel distances. KMBR amendment 2025

  • G.O.(Ms)No.272/2024/Home

    The fee order

Sets today's ₹12 to ₹50 per m² rates, the ₹20,000 and ₹26,000 minimums and the annual preparedness fees. Kerala Fire and Rescue Services

  • G.O.(Ms)No.143/2025/Home

The validity order of 4 August 2025

Ends routine yearly renewal: 5 years for non-hazardous occupancies, 2 for hazardous industry and storage. Home Department, Kerala

  • Act 18 of 2012

Kerala State Right to Service Act, 2012

In force on 1 November 2012. Fire NOCs are notified services with time limits, and a designated officer who fails can be fined ₹500 to ₹5,000. Kerala Police

How a Kerala Site NOC moves from Station Officer to Director General

Height decides who signs. Every Kerala file starts at the Station Officer within 3 days; the issuing tier rises at 10, 16, 24 and 45 m.

  1. 1. Station Officer, within 3 days

Receives the application for every height band; for buildings above 16 m that is all the station does. Kerala Fire and Rescue Services

  2. 2. Up to 10 m: District Fire Officer

Issues the Site NOC within 15 days. Kerala Fire and Rescue Services

  3. 3. Above 10 m to 16 m: Regional Fire Officer

Issues within 15 days, with no separate site inspection step listed. Kerala Fire and Rescue Services

  4. 4. Above 16 m to 24 m: District Fire Officer, then Regional Fire Officer

The DFO inspects the site within 5 days; the RFO issues within 20 days. Kerala Fire and Rescue Services

  5. 5. Above 24 m to 45 m: up to Headquarters

DFO site inspection in 5 days, RFO scrutiny in 15, and the Director General issues within 20 days. Kerala Fire and Rescue Services

  6. 6. Above 45 m: Regional Fire Officer and Director General

The RFO scrutinises and inspects within 15 days; the Director General issues within 20. Kerala Fire and Rescue Services

  7. 7. Late? The Right to Service appeal

Above 24 m the Director General decides and the appeal lies to the Home Department; below, it goes up the fire service from the RFO to the Director Technical. KFRS Right to Service

Kerala fire NOC fees from a Kochi flat to a Thiruvananthapuram hospital

The building NOC fee is one sum for the Site and Final NOC, at a rate per m² by occupancy and height, never below ₹20,000 or ₹26,000.

As published

Rates from G.O.(Ms)No.272/2024/Home as served by the Kerala NOC portal. The SOP PDF on the same portal still prints the older ₹11.58 to ₹34.73 rates and ₹18,200 and ₹24,300 minimums: ignore them. Every state's rates are on the fire NOC fees page.

Kochi and Thiruvananthapuram buildings: worked Kerala fire NOC cases

Flamekite’s working from the official rules; no government publishes this figure.

Flamekite's arithmetic on the 2024 fee order, the time-frame PDF and the validity order, for 5 buildings.

  1. Case 1

A 40 m apartment tower in Kakkanad, Kochi

    Flats (A4) above 16 m, built-up area 12,000 m².

What applies 12,000 × ₹25 is ₹3,00,000, or ₹1,50,000 at each stage. At 40 m the Director General signs the Site NOC within 20 days. The preparedness fee for flats above 35 m is ₹6,000 a year, so ₹30,000 buys 5 years. Kerala Fire and Rescue Services

  2. Case 2

    A 22 m private hospital in Thiruvananthapuram

    Hospital (C1) above 16 m and up to 24 m, built-up area 6,000 m².

What applies 6,000 × ₹40 is ₹2,40,000. The Regional Fire Officer issues the Site NOC within 20 days, and a hospital under 24 m renews with the Station Officer at ₹12,000 a year. Kerala Fire and Rescue Services

  3. Case 3

    A 12 m office block in Ernakulam

    Business (E) of 10 m to 16 m, built-up area 1,500 m².

What applies Over 1,000 m², so a NOC is needed: 1,500 × ₹40 is ₹60,000. The Regional Fire Officer issues within 15 days; renewal is ₹6,000 a year. Kerala Fire and Rescue Services

  4. Case 4

A 400 m² community hall in a Kochi suburb

    Assembly (D), 8 m, up to 300 persons.

What applies Group D needs a NOC at any size. The fee table prints no assembly row below 10 m; if the ₹20 rate for other low buildings applies, 400 × ₹20 is ₹8,000, so the ₹26,000 minimum would apply. Confirm the row with the fire station. Kerala Fire and Rescue Services

  5. Case 5

    A 700 m² two-storey shop in Thiruvananthapuram

    Mercantile (F), 8 m, built-up area 700 m².

What applies Below 1,000 m² and 15 m, so no NOC: the owner files Appendix L and copies it to the nearest fire station. If the fire systems later prove ineffective, the fine is ₹100 per m², here ₹70,000. KMBR 2019

Kerala high-rise fire access under KMBR rules 80 and 81

A Kerala high-rise is 16 m or more, or more than 4 floors. Rule 81 then fixes the fire access the inspecting officer measures.

Do

  • Keep a clear motorable open space at least 5 m wide on 2 adjacent sides, one on the street side. KMBR 2019
  • Give the plot an access of at least 5 m and an entrance at least 5 m wide, with 5 m headroom under any arch. KMBR 2019
  • Provide at least 2 staircases, one a fire escape stair, and a stretcher lift in apartments of more than 16 units. KMBR 2019
  • Allow a 9 m turning radius for fire tenders in parking areas. KMBR 2019
  • Keep travel distance to an exit within 30 m, or 45 m if the building is fully sprinklered. KMBR amendment 2025

Don’t

  • Don't park in the 5 m fire open space or build into it; only projections up to 75 cm are allowed. KMBR 2019
  • Don't set blocks on one plot closer than 5 m apart. KMBR 2019
  • Don't stop the fire stair at the first basement if there are more than 2 basements. KMBR amendment 2025
  • Don't treat 15.5 m as low-rise: it is under rule 80's 16 m line but over the 15 m fire NOC line. KMBR amendment 2025

What a Kerala fire officer checks at the site and final inspection

Kerala fire NOC enforcement from Kochi to Kozhikode, 2017 to 2025

From news reports, not yet an official source.

Four reported cases. None of the reports says whether a NOC had lapsed in the 2023 and 2025 fires.

  • A fire at Calicut Textiles near the Mofussil bus stand in Kozhikode gutted the upper floors of a 3-storey corporation-owned building; 12 fire engines were still working after 4 hours. No one was hurt. Onmanoramanews report

  • Kerala Kaumudi reported that the Fire Force unofficially counts about 1,500 large buildings with poor fire systems, mostly in Kozhikode, Ernakulam, Alappuzha and Thiruvananthapuram, and that NOC applications then stood at 13,410, with 9,511 sanctioned. Kerala Kaumudinews report

  • The Brahmapuram landfill fire, about 17 km from Kochi, took around 12 days to bring under control; garbage blocked access for fire vehicles. Wikipedianews report

  • The Cinepolis multiplex at Centre Square, MG Road, Kochi was ordered shut: the fire department had refused a NOC because NBC barred theatres above 30 m. Months earlier it had issued notices to 700 buildings. The News Minutenews report

Kerala fire NOC mistakes that stall a permit or an occupancy certificate

Six traps from the Kerala rules, the SOP and the portals, each with the fix.

  • If Reading the SOP's 1,000 m² and 15 m as both required

The rules say either. A 900 m² building of 16 m, or a 1,200 m² building of 8 m, needs the NOC. KMBR amendment 2025

  • If Budgeting from the fee table at the end of the SOP

That table predates the 2024 order. Use ₹12 to ₹50 per m² and the ₹20,000 or ₹26,000 minimum. Kerala Fire and Rescue Services

  • If Signing Appendix L without the systems in place

An inspection that finds them ineffective costs ₹100 per m², up to ₹1,00,000. KMBR 2019

  • If Using parking in the 5 m fire open space of a high-rise

Which reading of the threshold Kerala Fire and Rescue applies. The rules say built-up area over 1,000 m² or height over 15 m; the SOP says plinth area above 1,000 m² and height above 15 m.

Which time limit binds. The time-frame PDF gives 15 or 20 days for a Site NOC; the Right to Service list of November 2021 and the SOP give 18 to 43 days. Both are on official sites.

Questions about fire NOC in Kerala

Is fire NOC mandatory in Kerala?

Yes, for any building over 1,000 m² of built-up area or over 15 m, and for every assembly, hazardous or multiplex building, under rule 5(4) of the Kerala Municipality Building Rules, 2019. Buildings of 300 m² to 1,000 m² up to 15 m file an Appendix L self-declaration instead.

Who issues the fire NOC in Kochi and Thiruvananthapuram?

Kerala Fire and Rescue Services, not the corporation. Up to 10 m the District Fire Officer issues the Site NOC, up to 24 m the Regional Fire Officer, and above that the file goes to headquarters in Thiruvananthapuram.

How many days does a Kerala Site NOC take?

15 days for buildings up to 16 m and 20 days above, on the Kerala Fire and Rescue time-frame PDF. The older Right to Service list gives 18 to 43 days by height, and no clock runs while an application is defective.

Can a small building in Kerala skip the fire NOC?

Below 1,000 m² and 15 m, yes, unless it is an assembly, hazardous or multiplex building. From 300 m² you sign Appendix L with your architect's certificate and copy it to the nearest fire station; ineffective systems later cost ₹100 per m², up to ₹1,00,000.

How do I renew a fire NOC in Kerala?

On the separate renewal portal, nocrnwl.fire.kerala.gov.in: register once, upload the Final NOC, civil plan and challan, and the Station Officer or District Fire Officer decides within 15 days. A non-hazardous building can choose 5 years.

What does the Kerala Fire Force Act 1962 say about fire NOC?

Nothing directly. Act 20 of 1962 runs the fire service; its section 13 lets the government notify precautions for risky premises, with a ₹500 fine under section 21. The NOC comes from the 2019 building rules.

Can I pay the Kerala fire NOC fee in two parts?

Yes. The fee covers the Site and Final NOC together, and the SOP lets you pay it in one lump or in 2 equal instalments: half with the Site NOC application, half with the Final NOC application.

What can I do if the Kerala fire department misses its time limit?

Appeal under the Kerala State Right to Service Act, 2012. For files the Director General decides, the appeal lies to the Home Department, and an officer who fails without cause can be fined ₹500 to ₹5,000.
