Quick answer

Inside Ahmedabad Municipal Corporation limits, the fire NOC (Gujarat calls it a Fire Safety Certificate) is issued by AMC's Chief Fire Officer, who has been the Regional Fire Officer for the city since 3 October 2020. Outside those limits, in places such as Changodar or Sanand, the Regional Fire Officer, Ahmedabad issues it for Ahmedabad, Botad, Kheda and Surendranagar districts.

Every application goes on gujfiresafetycop.in: a plan approval before building permission, then the certificate before use, each decided in 21 days under the 2023 Regulations. The first certificate runs 3 years; after that an enrolled Fire Safety Officer renews it every 2 years, with the CFO's approval since 24 June 2024.

Who issues your Ahmedabad fire NOC: AMC or the RFO?

The address decides the officer. Gujarat has 14 issuing offices, and two of them cover Ahmedabad and its belt.

  1. IfYour building is inside Ahmedabad Municipal Corporation limits

The AMC Chief Fire Officer issues it. Since 3 October 2020 each corporation's CFO is the Regional Fire Officer for that corporation's fire region. Fire NOC Gujarat Gujarat UDUHD

  2. IfYour site is in Ahmedabad district but outside AMC, such as Changodar, Sanand or Bavla

The Regional Fire Officer, Ahmedabad issues it from Naranpura; the same office covers Botad, Kheda and Surendranagar districts. GujFireSafety CoP

  3. IfYour site is in Gandhinagar, including GIFT City

Not Ahmedabad: the Gandhinagar corporation's CFO issues it, and GIFT City's own 2011 regulations prevail where they differ (Regulation 32.2). Gujarat Fire Safety Compliance Portal

  4. IfYour unit is in an AMC-area GIDC estate such as Vatva, Naroda or Odhav

None of the three is among GIDC's 23 notified areas, and GIDC publishes no fire NOC role, so the Act's officer for the address applies. Fire NOC for Factory in Gujarat GIDC

  5. IfYou are applying as a business on the Investor Facilitation Portal

Not found on any official page: whether the GIDC estates at Vatva, Naroda and Odhav have their own fire station or any role in fire NOCs; a Gujarat right-to-services timeline for the certificate beyond the Regulations' 21 days; and the outcome of the 6 hotels sealed in June 2026.
