How to get a fire NOC in Uttar Pradesh, step by step

  1. Classify the building on the NBC chart

UPF&ES asks applicants to fix the occupancy group and sub-group from the National Building Code 2016 chart, then test the building against section 26(3): over 15 m, a special occupancy, or mixed use over 500 m².

  2. Get the map sanctioned and keep it ready to upload

Rule 43(8)(ii) has the applicant upload the sanctioned map of the building on Nivesh Mitra or upfireservice.gov.in. A government body is excused from the upload.

  3. Register on the right portal

Schools, hotels, industry, apartment houses and mixed buildings apply through Nivesh Mitra; other buildings use upfireservice.gov.in. Both register you by email and mobile, verified by OTP.

  4. Apply for the Provisional certificate

File Form A-11 with the fire systems planned under NBC 2016 Part 4. Only the owner or a family member or employee holding a power of attorney may pursue it; a tout is punishable under section 39.

  5. Install through a licensed qualified agency

Fit the systems through an agency licensed on Form A-6, which certifies the work on Form A-4 with makers' certificates and GST bills. Rule 42 lists the small buildings that need no agency certificate.

  6. Apply for the Final certificate and pass inspection

A Fire Station Officer or Second Officer inspects and reports through the Chief Fire Officer, and an officer of CFO rank or above under Schedule VI issues Form A-13. Track it by NOC-UID and download it from your dashboard.

  7. Display it, file Form A-8, renew a month early

Frame copies in corridors and lobbies (Rule 48), file the Form A-8 declaration every January and July, and apply for renewal on Form A-11 one month before the 5, 3 or 1 year term ends.

Which UP buildings section 26(3) of the 2022 Act covers

Three lines of the Act decide whether an Uttar Pradesh building needs a Fire Safety Certificate at all.

Word for word

Without prejudice to the existing Building Bye-laws applicable and enforcement of bye-laws by the State, following buildings shall obtain 'Fire Safety Certificate' from Fire and Emergency Services; (i) Multi-storied buildings having more than 15 meters height; (ii) Special buildings like educational, institutional, assembly, business, mercantile, industrial, storage and hazardous buildings as defined in National Building Code as amended from time to time; (iii) Mixed occupancies with any of the aforesaid occupancies having more than 500 square meter covered area.

Section 26(3), Uttar Pradesh Fire and Emergency Services Act, 2022 (U.P. Act No. 16 of 2022), English translation in the UP Gazette Extraordinary of 13 December 2022 UP Act 16 of 2022

Clause (ii) has no height or area floor: a school, shop or office of any size is a special building. Section 26(2) adds the lever that makes it bite: no authority may issue an occupancy certificate until the fire measures in section 26(1) are in place.

Is a fire NOC mandatory for your building in Uttar Pradesh?

Find the line that describes your premises. Each one says which UP route applies.

  1. If Your residential tower is over 15 m, such as a 16-storey Noida apartment block

You need a Fire Safety Certificate. Apartment houses apply through Nivesh Mitra, and the certificate runs 5 years. UP Fire FAQ

  2. If You run a hotel, hospital, cinema or banquet hall

Rule 42's exemption for low buildings does not cover these uses (section 26(3)(ii) does not name hotels, so confirm a low hotel with the Fire Officer in writing), and the certificate lasts only 1 year under Rule 44, so you renew every year. Validity, all states UP Rules 2024

  3. If You run a shop, office, coaching centre or school below 15 m

Still covered: section 26(3)(ii) names every educational, business and mercantile building. Rule 42 only spares small ones the qualified agency certificate. UP Act 16 of 2022

  4. If Your home is a 1 or 2 family house below 15 m

Section 26(3) does not list it. If a certificate is sought, Schedule VI routes it to the In-charge Fire District. UP Rules 2024

  5. If Your building was approved before the 2024 Rules

Rule 43(4)(i) judges it on the standards and Government Orders in force when its NOC was issued. UP Rules 2024

  6. If Your workplace has 5 or more floors or is 20 m or taller

Separately from the fire NOC, rule 12 of the UP OSH Rules 2026 makes the employer meet NBCS 2026 Part F. OSH Code 2020 UP Gazette

Who issues a UP fire NOC: Schedule VI by building height

Schedule VI of the 2024 Rules names the officer who signs, and the taller or riskier the building, the higher it goes. A Fire Station Officer or Second Officer inspects in every case.

Lucknow and Noida buildings: worked UP fire NOC cases

Flamekite’s working from the official rules; no government publishes this figure.

Five common premises, run through section 26(3), Rule 42, Rule 44 and Schedules VI and VII. Your own building may differ.

  1. Case 1

    A 70 m apartment tower in Noida

Flats on 22 floors in Gautam Buddh Nagar.

What applies Covered as over 15 m. It applies through Nivesh Mitra, the In-charge Fire Region signs (60 to 100 m), the certificate runs 5 years, and at 45 m and above it needs a Fire Safety Officer. UP Rules 2024

  2. Case 2

    A 40-room hotel in Lucknow, 18 m

Rooms on 5 floors near Hazratganj.

What applies Covered at any height. Its certificate lasts 1 year, the In-charge Fire District or a Deputy Director signs (up to 30 m), and below 100 rooms and 4 stars no Schedule VII officer is needed. UP Rules 2024

  3. Case 3

    A coaching centre on 3 floors in Lucknow, 11 m, 600 m²

Classrooms on the ground and two upper floors.

What applies If classed as educational, it is a special building, so height does not exempt it. At 600 m² it is over the 500 m² Rule 42 limit, so it needs a qualified agency certificate, and it renews every 3 years. UP Act 16 of 2022

  4. Case 4

A single-storey warehouse in Greater Noida, 2,000 m²

    One floor of general storage.

What applies Covered as storage. Above 250 m² it needs a qualified agency certificate; the In-charge Fire District signs (up to ground plus 1) and it renews every 3 years. UP Rules 2024

  5. Case 5

    A ground plus 2 nursing home, 10 m, on a 900 m² plot

Beds on 3 floors in a Kanpur colony.

What applies Covered as institutional. At 10 m it misses the Rule 42 exemption (below 9 m), so it needs an agency certificate. If treated as a hospital under Rule 44, its certificate lasts 1 year. UP Rules 2024

Why UP fire NOC applications get objections or rejections

UPF&ES rejected 10,938 final applications by 24 October 2026. Its Verify NOC page lists the usual reasons.

  • If Choosing the wrong occupancy or category

Classify from the NBC 2016 chart before you fill Form-B; it decides the systems, the validity and the signing officer. UP Verify NOC

  • If Systems below NBC 2016 or 2005 for the occupancy

Match sprinklers, detection, hydrants, pumps and tank sizes, hose reels and IS 2190 extinguishers to the occupancy's chart. UP Verify NOC

  • If Basement without smoke extraction or compartments

Show basement smoke extraction, compartmentation and a basement fire-fighting plan. UP Verify NOC

  • If Setbacks, staircases or gates narrower than the rules

Check all-round setbacks, the number of stairs and their rise and tread, and gate widths against NBC and the bye-laws. UP Verify NOC

  • If Uploading a map that does not match the building

Rule 43(8) assesses the actual area, height, hazard and use, not just the sanctioned map, and Forms A-12 and A-13 make a certificate liable to cancellation if uploaded information is wrong. UP Rules 2024

  • If Leaving an objection unanswered

Comply within the time in the notice; the application is then restored and issued (Rule 43(7)). A rejection needs a fresh Form A-11. UP Rules 2024

  • If Letting an agent who is not family or staff pursue the file

Rule 43(1) allows only the owner or a family member or regular employee with a power of attorney. UP Rules 2024

Keeping a UP fire NOC valid between renewals

Do

  • File the Form A-8 declaration on the UPF&ES portal every January and July, countersigned by your qualified agency. UP Rules 2024

The Lucknow Development Authority's 2026 order linking map approval to a fire NOC. Only press reports were found, and no height or area limit is confirmed. The Noida, Greater Noida and YEIDA plan-to-fire links are not published on pages we could read.

The UPF&ES circulars on online NOCs, physical verification for the final NOC and Nivesh Mitra, and the citizen charter. They are scanned Hindi images; no figure from them is used on this page until a person reads them.
