Quick answer

India has no single fire and safety qualification. Officer courses come from the National Fire Service College, Nagpur (NFSC, Ministry of Home Affairs) and are mostly for people already in a fire service. A fire engineering degree is the entry route for school leavers. A factory safety officer needs an engineering or science base plus an industrial-safety degree or diploma that the government recognises, and the DGOSH diplomas (ADIS, PDIS, DIS) are the safe choice for that.

What matters is not the course name but who recognises it. A private "fire and safety diploma", a NEBOSH certificate or an NSQF "Fire Safety Officer" qualification can help in private-sector jobs, but none of them is the NFSC certificate that fire-service rules ask for, and none is the industrial-safety diploma that safety-officer rules ask for. Fees below are the official ones; where an institution does not publish a fee, this page says so.

NFSC Nagpur fire officer courses: Sub-Officer to Divisional

NFSC, under the Ministry of Home Affairs, runs the three officer courses that fire-service promotion rules name. They are for people already employed in a fire service, with a narrow private route.

  1. Sub-Officers' course: 25 weeks, ₹12,720

For a Fireman with 2 years of regular service or a Leading Fireman with 1 year, matriculate, age up to 45, sponsored through the proper channel. The fee is ₹12,720 for government-sponsored and DGR candidates and ₹15,920 for other undertakings, including a ₹1,000 refundable caution deposit. Passers get a certificate. Contractual and ad-hoc staff are not eligible. NFSC Nagpur

  2. Sub-Officers' course for private and defence candidates: 33 weeks, ₹18,720

The rules admit graduates in any discipline, or holders of a 3-year engineering diploma, aged 18 to 25, through an All India Entrance Examination and a medical board. The 2026 re-amendment keeps this track at 60 seats plus 10% for the economically weaker section. This page found no current notice for the entrance examination, so check the NFSC site before planning around it. NFSC Nagpur

  3. Station Officers' and Instructors' course: 25 weeks, ₹14,760

For a Sub-Officer with 2 years, or a Leading Fireman with 5 years, who has passed the Sub-Officers' course; age up to 50. The fee is ₹14,760 sponsored and ₹19,560 for other undertakings. Intake is 150 a batch under the 2026 re-amendment. A heavy-motor-vehicle licence may be waived at application but must be obtained within 3 years of finishing, and passers are awarded a Diploma in Fire Engineering. NFSC Nagpur

  4. Divisional Officers' course: 22 weeks, ₹15,900

Awards an Advanced Diploma in Fire Engineering; age up to 58. The fee is ₹15,900 sponsored, ₹23,900 for other undertakings and ₹92,366 for a private organisation's candidate. Private organisations hold 5% of seats and must run their own fire service; the candidate needs both NFSC officer courses and 5 years in a supervisory fire role. Intake is 70 a batch under the 2026 re-amendment. NFSC Nagpur

  5. Two batches a year, hard-copy applications

January and July batches run on a published calendar. Applications are on paper and go through the sponsoring authority. The deadline was about 30 November for January batches and about 31 May for July batches; for July 2026 it was extended to 30 June. A November 2026 window for the January 2027 batches is inferred from this pattern and is not a notice. NFSC Nagpur

  6. External courses at State Training Centres

The Sub-Officers' course also runs as an External course at NFSC-recognised centres in states. Allotments and results name centres at Agartala, Bengaluru, Bhubaneswar, Thrissur, Sattenapalle, Delhi, Kolkata, Guwahati, Port Blair and Hyderabad, with Goa for the Station Officers' course. Results of the 55th External Sub-Officers' course were published on 15 October 2026. NFSC's own list of recognised centres was empty on 24 October 2026. NFSC Nagpur

Fire engineering degrees: NFSC, CUSAT, UPES and B.Sc routes

A degree is the entry route after class 12. Which one a recruiter accepts depends on the post: NFSC's degree is named in fire-service rules, the others are accepted case by case.

ADIS, PDIS and DIS: the DGOSH safety officer diploma

One year, ₹25,000 and a recognised engineering or science base: the diploma the Directorate General Occupational Safety and Health long called the only recognised statutory qualification for safety officers (its 2026-27 prospectus drops that line and guarantees no recognition).

ADIS (Advanced Diploma in Industrial Safety), PDIS (Post-Diploma) and DIS (Diploma) are one course under different names. Five institutes run it, each admitting only from its own zone and each certified by a state technical board. The fee is ₹25,000 plus a ₹2,500 caution deposit; hostel at Mumbai is ₹100 a day for sponsored and ₹50 for non-sponsored candidates.

Eligibility is a degree or diploma in any engineering or technology branch, or a B.Sc with Physics or Chemistry. Supervisory experience in a factory, building site or dock is listed as 2 years for a degree holder and 5 years for a diploma or B.Sc holder. The 2025-26 last date was 16 May 2025; for 2026-27, CLI Mumbai took applications by email only, to 5 August 2026. For 2026-27, DGOSH has posted a Kolkata ADIS merit list dated 18 September 2026 and a Faridabad PDIS provisional list dated 23 September 2026.

ADIS is also run at private and aided institutes under the Maharashtra technical board (MSBTE), for example 40 seats at one Mumbai college in 2026-27. Whether a state accepts such a diploma as "recognised by the State Government" is for each state's factory inspectorate to say, and this page did not verify it state by state.

What the OSH rules say a safety officer needs: Central Rules 2026, rule 18

The Factories Act's Model Rule 69 asked for an industrial-safety degree or diploma recognised by the State Government. The Central OSH Rules 2026 repeat the idea in words that name the DGOSH diploma.

Word for word

a degree or diploma in industrial safety recognised by the Central or State Government; or post-graduate diploma in industrial safety from Central Labour Institute or Regional Labour Institutes under DGOSH

OSH (Central) Rules 2026, G.S.R. 345(E) of 8 May 2026, rule 18(d), on safety officers in dock work and building and other construction work Gazette of India

The Central Rules cover dock work (500 workers) and building work (250). Factories are left to the states. Model Rule 69 under the repealed Factories Act, 1948 also asked for 2 years of supervisory factory experience with an engineering degree, or 5 years with a physics or chemistry degree or an engineering diploma, plus the local language. NEBOSH, IOSH and NSQF certificates are not industrial-safety degrees or diplomas of that kind.

Safety officer qualification in state OSH rules: Gujarat, UP, Bihar and drafts

States now set the qualification under the OSH Code. Every text read keeps an industrial-safety degree or diploma, with these differences. Final rules are marked; the rest are drafts as read on 24 October 2026.

  • Gujarat (final, gazette 12 June 2025, rule 21): a degree in chemical, mechanical, electrical or fire engineering with 2 years, or a diploma with 6 years, plus an industrial-safety degree or diploma recognised by the State Government. Gujarat Gazette
  • Rajasthan (final, 30 June 2026, rule 39): a degree or diploma in industrial safety "from a recognised institute", with no state-recognition wording. Rajasthan Gazette
  • Andhra Pradesh (final, gazette 7 August 2026, rule 23): a diploma from a DGFASLI institute, or a degree or diploma in industrial safety of at least 1 year from a university or a state board of technical education. AP Gazette
  • Bihar (final, gazette 19 December 2025, rule 22): industrial safety "recognised by the State or Central Government"; the gazette joins two clauses with "or", so the legal reading is not settled. Bihar Gazette
  • Uttar Pradesh (final, 27 August 2026, rule 46): the industrial-safety degree or diploma, or a B.Tech or M.Tech in health, safety and environment or fire engineering as an alternative. UP Gazette
  • Karnataka (draft, 23 January 2026): a full-time degree or diploma from a university established by law, which read literally leaves out board diplomas and the DGOSH diplomas. Karnataka draft
  • Haryana (draft, May 2026): a diploma from the Central or Regional Labour Institutes, with clauses joined by "or" as in Bihar. Haryana draft
  • Maharashtra factories draft (5 May 2026): a one-year diploma recognised by a board of technical education, AICTE or a state-recognised university, which fits the MSBTE ADIS. Maharashtra draft
  • Delhi (2025 draft): drops the industrial-safety degree or diploma clause entirely; if finalised as written it removes the requirement in Delhi. Delhi Labour Dept

NSQF fire qualifications on the NQR and their validity dates

The National Qualifications Register lists several fire qualifications. Each has an end date, and two had passed theirs by 24 October 2026.

  1. 16 November 2025

Validity shown for Fire Safety Technician, Oil and Gas (Hydrocarbon Sector Skill Council): NSQF level 4, 450 hours. Likely lapsed or under revision. NQR, NCVET

  2. 22 June 2026

Validity shown for Fire Systems Supervisor (Water Management and Plumbing Sector Skill Council): NSQF level 5, 540 hours. Likely lapsed or under revision. NQR, NCVET

  3. 29 April 2027

Validity ends for Fire Safety Supervisor, Oil and Gas (Hydrocarbon Sector Skill Council): NSQF level 5, 480 hours. NQR, NCVET

  4. 27 August 2027

Validity ends for Fire Safety Officer, QC-05-CO-02969-2024-V1-SSDF: NSQF level 5, 600 hours including 90 on the job. The awarding body is the private Safety Skill Development Foundation. It is not an NFSC officer qualification. NQR, NCVET

ITI trades and NSQF levels: Fireman, FTISM and HSE explained

The Directorate General of Training (DGT) runs three fire and safety trades under the Craftsmen Training Scheme. They are the cheapest entry after class 10.

ITI Fireman
NSQF level 3, 6 months (600 hours), class 10 pass, 24 trainees per unit, ending in the NCVT/DGT National Trade Certificate. Haryana's 2024 fire recruitment accepted the ITI Fireman trade. DGT
Fire Technology and Industrial Safety Management (FTISM)
1 year (1,200 hours), class 10 pass. DGT's list shows NSQF 3.5; the National Qualifications Register shows level 4 and 1,350 hours, so the two official records differ. NQR, NCVET
Health, Safety and Environment (ITI)
NSQF level 3, 1 year, class 10 pass, for health and safety assistants. ITI fees are set by each state; no central fee is published. DGT
NSQF level

Myths about unrecognised fire and safety diplomas in India

Most confusion comes from one word, "recognised", used for different things by different bodies.

  • You may have read

A fire and safety diploma qualifies you as a factory safety officer.

    Myth

    What the sources say

The rules ask for an industrial-safety degree or diploma recognised by the government, on top of an engineering or science base. DGOSH's prospectuses up to 2025-26 called its ADIS, PDIS and DIS the only recognised statutory qualification (the 2026-27 ones drop the claim). DGOSH

  • You may have read

A NEBOSH or IOSH certificate replaces ADIS.

    Myth

    What the sources say

NEBOSH's own page presents the International General Certificate as an international qualification; it is not an Indian industrial-safety degree or diploma, and the safety officer rules do not name it. NEBOSH

  • You may have read

An NSQF "Fire Safety Officer" makes you a government fire officer.

    Myth

    What the sources say

It is an NSQF level 5, 600-hour qualification from a private awarding body. Fire-service promotion names the NFSC courses instead. NQR, NCVET

  • You may have read

Bharat Sevak Samaj diplomas are government approved.

    Myth

    What the sources say

Vendors market them that way, but Haryana's recruitment board listed them among the 163 unrecognised courses in 2024. No ruling confirming them for government fire jobs was found. HSSC notice 2024

  • You may have read

A UGC-recognised university guarantees every fire recruiter accepts the degree.

    Myth

    What the sources say

HSSC kept a UPES B.Tech and Annamalai diplomas off its 2024 list for those posts. Separately, UGC's fake list of 32 names none with "fire" or "safety" in it, so a check against that list is not enough. UGC

  • You may have read

An ADIS from any institute is accepted in every state.

    Myth

    What the sources say

State-board ADIS exists at private institutes, and acceptance is decided by each state's factory inspectorate. The Maharashtra draft accepts a board diploma; Karnataka's draft asks for a university award. Karnataka draft

Which course for which job: fire officer, safety officer or auditor

Start from the job, not the course. The questions people ask, answered by branch.

  1. If You have finished class 10 and want a fire service job.

The ITI Fireman trade (6 months) or a state fireman course. Read the state's recruitment notice: it lists the certificates it accepts and often tests fitness first. DGT

  2. If You are in or finished class 12 with Physics and Maths and want to be a fire officer.

NFSC's B.Tech in Fire Engineering through JEE Main is the degree fire-service posts name. CUSAT's B.Tech is the Kerala route to a statutory safety officer post. NFSC Nagpur

  3. If You are in a fire service and want promotion.

The NFSC Sub-Officers' course, then Station Officers' and Instructors', then Divisional Officers'. Your department sponsors and forwards the application. NFSC Nagpur

  4. If You hold an engineering degree or diploma, or a B.Sc in Physics or Chemistry, and want to be a factory safety officer.

ADIS, PDIS or DIS at the DGOSH institute for your zone, with the supervisory experience your state's rule asks for. Check the state OSH rules before enrolling. OSH Code 2020 DGOSH

  5. If You want to audit buildings or advise on compliance.

Auditor qualifications are set state by state. Gujarat's Fire Safety Officer tiers, GGSIPU's audit diploma and a fire engineering degree are the verified routes; check the state's audit rules. Fire Audit Gujarat FSO portal

  6. If You want a health and safety job in the private sector, the Gulf or offshore.

Employers define the qualification. NEBOSH, IOSH, a B.Sc or B.Tech in fire and safety and OPITO safety training are common asks; none is a government qualification. NEBOSH

  7. If You own or run a building and want to meet fire rules.

You do not need a course. The fire NOC route and your state's rules decide what you must do. Fire NOC guide

Four people choosing a fire or safety course in India

Worked examples using only the rules above.

  1. Case 1

    A class 12 science student

Aged 18, Physics and Maths, wants a fire career and has no sponsoring employer.

What applies The sponsored NFSC courses are closed to her, but the B.Tech (4 years) is open through JEE Main with a ₹500 application fee, and the ITI Fireman trade needs only class 10. NFSC Nagpur

  2. Case 2

    A mechanical diploma holder

Has 6 years supervising a factory shop floor and wants a safety officer post.

What applies The diploma plus 5 years meets the base; he still needs a recognised industrial-safety diploma, so ADIS, PDIS or DIS (1 year, ₹25,000) is the route, and NEBOSH alone would not satisfy the rule. DGOSH

  3. Case 3

    A serving Fireman

Has 3 years of regular service in a municipal fire brigade.

What applies He meets the 2-year Fireman requirement for the Sub-Officers' course if the municipality sponsors him; the fee is ₹12,720 sponsored. Contractual staff are not eligible. NFSC Nagpur

  4. Case 4

A B.Tech Safety and Fire graduate from Kochi

Wants a statutory safety officer post.

What applies CUSAT's degree is recognised by Kerala's Factories and Boilers department since 2003. In other states the OSH rules decide; Uttar Pradesh's 2026 rules accept a B.Tech in fire engineering, Gujarat's accept a fire engineering degree as the base. CUSAT

Official places to check a fire or safety course in 2026

Five official sites settle most recognition questions. Check them before paying a fee.

Before you pay for a fire and safety course: 5 checks

A short routine that would have kept candidates off the HSSC unrecognised list.

Do

  • Read the recruiting body's notice for its own list of accepted certificates, as the Haryana notice shows (38 accepted, 163 not). HSSC notice 2024
  • For a safety officer post, read your state's OSH rule 18 to 46 wording on industrial safety and ask the factory inspectorate about a board diploma. UP Gazette
  • Look up the qualification code on the NQR and read the validity date before promoting or buying it. NQR, NCVET
  • Ask for the written prospectus fee and compare it with the official fee for the same level. DGOSH

Don’t

  • Do not treat a university's UGC recognition as a recruiter's acceptance of a given fire programme. HSSC notice 2024
  • Do not assume a NEBOSH or IOSH certificate is an industrial-safety diploma for the 500-worker safety officer rule. Gazette of India
  • Do not rely on ad fees or a "government approved" label with no body, number and date to check. UGC

Gaps and changes to watch in fire course rules

Facts here move. These are the open items on 26 October 2026.

  • If Two NQR fire qualifications show validity dates already past (16 November 2025 and 22 June 2026).

Check the register before relying on or promoting them; do not assume they are current. NQR, NCVET

  • If Bihar and Haryana's gazette text joins the industrial-safety clause to the others with "or", and Delhi's 2025 draft drops it.

Treat ADIS, PDIS or DIS as the safe route until the final rule of your state is read. Bihar Gazette

  • If Karnataka's draft wants a diploma "from an University established by law", which could exclude board and DGOSH diplomas.

Check whether the final Karnataka rules keep that wording before enrolling. Karnataka draft

  • If The NFSC private Sub-Officers' track still names an All India Entrance Examination; no current notice was found.

Do not plan around that track until NFSC publishes the notice. NFSC Nagpur

Questions about fire and safety courses in India

Which fire and safety course is best for a government job?

No single course. Fire-service promotion names the NFSC Nagpur Sub-Officers', Station Officers' and Divisional Officers' courses, and direct entry for officers often names an NFSC B.Tech. Haryana's 2024 fire recruitment also accepted the ITI Fireman trade. Read the recruiting notice for its list.

What fire and safety course can I do after 12th?

A 4-year B.Tech in Fire Engineering at NFSC Nagpur (through JEE Main, Physics and Maths required), CUSAT's B.Tech Safety and Fire Engineering, or a B.Sc such as YCMOU's distance course (class 12 pass) or MGU Meghalaya's 3-year course. After class 10, the ITI Fireman trade takes 6 months.

What are the fees for a fire and safety course in India?

Official fees: NFSC Sub-Officers' course ₹12,720 sponsored; DGOSH ADIS ₹25,000 plus ₹2,500 deposit; NFSC B.Tech about ₹42,000 a year; CUSAT B.Tech ₹48,842 to ₹93,842 on the 2026 sheet; ITI fees set by each state. Private institutes' fees are not listed here.

Which course for fire safety officer?

It depends which post. A factory safety officer needs an engineering or science base and an industrial-safety diploma, usually ADIS, PDIS or DIS. A municipal fire officer comes through NFSC. A Gujarat Fire Safety Officer follows that state's three-tier scheme. NSQF Fire Safety Officer is a different, private qualification.

Is a private fire and safety diploma valid?

It may help in private jobs, but it does not meet the safety-officer rule or fire-service rules by itself. Haryana's recruitment board listed Bharat Sevak Samaj diplomas and others as unrecognised for its 2022 fire posts.

Is ADIS the same as PDIS and DIS?

Yes in substance: a one-year industrial-safety course run by DGOSH's five institutes, named ADIS at Mumbai and Kolkata, DIS at Chennai and PDIS at Faridabad and Kanpur. The fee is ₹25,000 plus a ₹2,500 deposit.

Does NFSC Nagpur admit private candidates?

Only for the Divisional Officers' course (5% of seats, ₹92,366) and a private Sub-Officers' track through an entrance exam for which no current notice was found. Other courses need a sponsoring employer. The B.Tech is open through JEE Main.

Can I take NEBOSH in India?

Yes, through NEBOSH Learning Partners; NEBOSH has no office in India and self-study is not offered. Tech IOSH membership needs the assessments taken in the UK for registrations after 31 August 2022. Fees are set by each partner.

Is there a government fire and safety course after 10th?

The ITI Fireman trade (6 months, NSQF level 3) and the 1-year Fire Technology and Industrial Safety Management trade are on DGT's list, both after class 10. State fireman courses, such as Goa's 6-month firemanship course for private candidates, are also open to applicants.
