Fire NOC processing time: how long each stage takes in every state, and what happens when it runs late
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
How long a fire NOC takes depends on the state and the stage. The legal limits Flamekite found run from 3 working days for an Andhra Pradesh provisional NOC to 60 working days for a Karnataka high-rise NOC; most states sit between 15 and 30 days per stage, and 32 of 36 states and UTs have a limit in force.
The limit is not the wait. Madhya Pradesh's own dashboard shows Bhopal averaging 60.97 days against a 30 working day promise, while Uttar Pradesh's median is 5 days against 15. The clock usually stops while a file waits on you, deemed approval exists in only a few places, and a missed limit is normally fought by appeal.

How long a fire NOC takes for a whole project, drawings to certificate
Check the height and use against your state's trigger
The trigger decides whether you face a fire clock at all and which officer runs it: in Tamil Nadu 18.3 m moves the file from a District Officer's 15 days to the Director's 30, and in Kerala each height band has its own limit.
Prepare fire drawings before the plan is filed
Most plan-stage NOCs sit inside the building permit. Kerala's Site NOC is attached to the permit application, and Jammu and Kashmir sends every plan through auto scrutiny that gives 15 days to fix a deficiency.
File the plan-stage NOC and pay at once
The clock starts on a complete, paid file. Maharashtra counts its 7 working days from the payment's UTR number, so a late payment is a late start.
Expect 7 to 60 days for the plan stage
Telangana targets 7 days for a building up to 15 m; Karnataka lists 60 working days for a high-rise. Answer every query in one reply, because a defective file stops the clock in Kerala and Lakshadweep.
Build to the approved fire drawings
Construction time is yours, but a change costs fire time: Delhi's recommendations hold only for the plan they were given on, so a revision goes back to the fire service, and Telangana prosecutes deviations.
Apply for the final certificate on completion
Expect 18 days in Odisha, 21 in Gujarat, 28 in Tripura and the DNH and DD single window, and 45 working days for a Karnataka Clearance Certificate. An inspection always falls inside this stage.
Then the occupancy certificate and utilities
These follow the fire certificate: 15 days for J&K's occupancy-cum-completion certificate, 8 working days in Jharkhand, and in DNH and DD electricity in 15 days and water in 7.
Diary the renewal lead time
Renewal has its own clock: 15 days in Kerala, 30 in Madhya Pradesh and Uttarakhand. File early: Bihar wants Form M 45 days before expiry and Tripura opens its window 30 days ahead.
Fire NOC processing time promised against measured on official dashboards
Five governments publish how long their fire files actually take. Read on 24 October 2026 (Punjab from an archived June 2025 copy), the averages sit well inside the limit in four of them and at twice the promise in Madhya Pradesh's two biggest cities.

When fire NOC processing time runs out: appeal, wait or reapply
What to do on day 31 depends on why the file is late and which law sets the limit. These 7 branches cover the cases the state instruments describe.
If The portal shows a query, defect or resubmission request
The clock is not running. Kerala's Right to Service list does not apply to a defective application; answer every point in one reply and the limit starts again from there. KFRS Right to Service
If The limit is notified under a Right to Service law and the file is complete

There is no service-guarantee appeal to file. Write to the fire service quoting your application number and keep the reply. In Delhi, check the shortcomings DFS has recorded against a pending certificate on its website first. Fire NOC Delhi DFS
If Your file is in Puducherry, Category A, at plan stage
After 21 calendar days with no reply the NOC is auto-generated; nothing to appeal. Fire NOC Puducherry Puducherry G.O. 61

How long real fire NOC files took: 6 dated certificates
Certificates that their holders publish carry dates. Read side by side, 6 of them took from 7 to 54 days.
The fastest files Flamekite traced are Odisha's. A Cuttack developer's Fire Safety Recommendation for four 69.45 m towers was filed on 25 March 2023, inspected 3 days later and issued on 1 April, 7 days against a 30-day limit. A university's renewal in Gunupur took 10 days against the 18-day limit for a certificate.
Assam's three certificates, counted from the compliance report, took 12, 30 and 48 days, against 7 working days for each step in the 2013 memoranda. The slowest, in Guwahati, straddled the October 2025 rule change.
The Himachal file is the clearest overrun: an institute near Shimla applied on 30 November 2023, was inspected on 10 January 2024 and received its NOC on 23 January, 54 days against a 30-day guarantee.

Before the fire NOC processing time starts: 7 things a complete file needs
Several laws start the clock only on a complete application. These items are what that word means in the texts.
- Every document, design, map and completion certificate the form asks for: Nagaland's section 25(i) runs the month only from then Directorate of Fire and Emergency Services, Nagaland
- The same full set in Sikkim, where section 25 counts the month from a complete application Sikkim Gazette 226
- The fee paid inside the portal: Maharashtra's 7 working days start at the payment's UTR number MFS e-fire
- Every detail checked before Confirm Submit: Chhattisgarh's portal allows no change after it CG Fire NOC manual
- Drawings on the right template: Kerala has required the A1 sheet with a 10 cm by 8 cm QR space since 14 July 2025 Kerala Fire and Rescue
- The right officer's service for your height: Tamil Nadu sends 18.3 m and above, or more than 1 basement, to the Director Tamil Nadu Fire and Rescue Services
- A verified account: Uttar Pradesh lets no one log in until both the e-mail and the mobile number pass an OTP check UP applicant manual
Planning around fire NOC processing time: do and don't
Most fire limits are 15 to 30 days a stage; the measured waits in some cities are twice that. Plan on both numbers.
Do
- Plan an opening on the median, not the promise: 41 days in Bhopal and 37 in Indore against 30. Urban Administration and Development Department, Madhya Pradesh
- Check whether your limit counts working days: Karnataka's 60 working days are about 12 calendar weeks. Seva Sindhu
- Track the file on the public turnaround page where one exists: J&K marks each fire file on track or delayed against 20 days. J&K Single Window Clearance System
- File the renewal inside the state's window: Tripura's rule 8 opens it 30 days and closes it 14 days before expiry. Directorate of Fire and Emergency Services, Tripura
- Note the date the limit ends: under Nagaland's 2026 Bill, for one, the first appeal is due within 30 days of a missed service. The Morung Expressnews report
Don’t
- Don't count from the day you start a draft: Uttar Pradesh issues the NOC-UID only on Final Submit. UP applicant manual
- Don't assume silence is approval: Goa rules it out, and Tamil Nadu's deemed licence is not yet in force. Directorate of Fire and Emergency Services, Goa
- Don't rely on a consultant's day count over the instrument: Andhra Pradesh's Act says 21 days, its circular 3 working days. Andhra Pradesh Legislative Assembly
- Don't leave a renewal to the last month in Bihar: Form M is due 45 days before expiry. Bihar Rules 2021

Fire NOC processing time terms: working days, deemed approval and more
The 9 words that decide how long a fire NOC may take, as the state instruments use them.
- Stipulated time limit
- The days a notified service must be delivered in; West Bengal's 2025 notification sets 15 in Kolkata and 30 elsewhere. WB RTPS notification
- Working days
- Days the office is open; Jharkhand's 30 working days and Karnataka's 60 run longer than the same number of calendar days. Notification 10473
- Calendar days
- Every day counts; Puducherry's G.O. gives 21 calendar days for a Category A plan or occupancy NOC. Puducherry G.O. 61
- Designated officer
- The officer a service notification makes answerable for the limit; in J&K the Joint Director, Fire and Emergency Services. J&K GAD
- First and second appellate authority
- The two officers above the designated officer who hear a delay; in Jharkhand the DIG and then the Director General, 15 working days each. Notification 10473
- Deemed approval
- A NOC treated as issued when the deadline passes in silence; Manipur's bye-law 8(ii) applies it after 15 days. Manipur UBBL 2024
- Defective application
- A file with an open objection; Kerala's time limits do not run on it. Kerala Fire and Rescue
- Turnaround time benchmark
- The J&K Single Window's 20-day yardstick, against which each fire file is shown as on track or delayed. J&K Single Window Clearance System
- Median
- The middle file's time; Uttar Pradesh's is 5 days at every stage, well below its averages of 8 to 12. UP Fire dashboard
Kerala's rule that stops the fire NOC processing time on a defective file
Kerala's Right to Service list of November 2021 sets 18 to 45 days by height, then adds one sentence most states leave unwritten.
Word for word
Time limit as per Right to Service Act is not applicable in case of Defective Applications.
The procedures sheet on the NOC portal repeats it: "Timeline is not applicable for defected application." Lakshadweep writes the same idea into rule 12(1)(b) of its 2026 Rules, which leave out the days a file spends back with the applicant.

Questions about how long a fire NOC takes
How much time does it take to get a fire NOC?
- It depends on the state and the stage. Most states allow 15 to 30 days per stage for a complete file: 15 in Uttar Pradesh, 21 in Gujarat, 30 in Madhya Pradesh. A building usually needs two stages, plan and final, so plan on one to two months of fire-service time plus construction. Measured waits run from a 5-day median in Uttar Pradesh to a 41-day median in Bhopal.
How many days does a provisional fire NOC take?
- From 3 working days by Andhra Pradesh's circular, 7 days in Telangana for a building up to 15 m, and 7 working days after payment in Maharashtra's Director areas, up to 30 days in Madhya Pradesh and Meghalaya and 60 working days for a Karnataka high-rise.
Are fire NOC time limits in working days or calendar days?
- It varies. Jharkhand, Karnataka, Uttarakhand and the DNH and DD single window count working days; Puducherry counts calendar days; most other limits just say days. West Bengal's Right to Service law leaves public holidays out of the time limit.
What can I do if my fire NOC is delayed beyond the time limit?
- First check the portal for a query or defect, because the clock stops on a defective file. If the file is complete and the limit is notified under a Right to Service law, appeal to the appellate officer the notification names, such as the DIG, Home Guards and Fire Services in Jharkhand.
Is a fire NOC deemed approved if the department does not reply?
- Only in a few places: a Category A plan NOC in Puducherry after 21 calendar days, a building-plan fire NOC in Manipur after 15 days, and the DNH and DD single window. Goa says deemed approval does not apply, and Tamil Nadu's deemed licence awaits its 2025 Act.
Why does my fire NOC show pending for so long?
- Usually because it is waiting on you. On 24 October 2026 Uttar Pradesh had 32,916 files waiting on applicants against 972 on the department. Look for a query, an inspection date to accept, a payment request or a defect, and answer it in one go.
How long does a fire NOC renewal take?
- 15 days in Kerala and Uttar Pradesh, 14 days in Telangana's Citizen Charter, 20 in Jammu and Kashmir, 21 in Gujarat, 28 in Tripura and 30 in Madhya Pradesh, Himachal and Uttarakhand. File early: the renewal page sets out each state's lead time.
Does any official body publish real fire NOC processing times?
- Yes: Madhya Pradesh, Uttar Pradesh, Jammu and Kashmir and DNH and DD publish average days, Punjab did on its dashboard in 2025, and Kerala, Arunachal Pradesh and Manipur publish live counts of pending files.
