Fire AMC charges in India: refilling, hydrant and alarm maintenance rates from government documents
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
Fire AMC charges from government papers: Maharashtra's PWD schedule prices extinguisher refills at Rs 173 to Rs 241 a kg before GST, and two comprehensive GeM contracts for a Delhi office paid Rs 1,70,490 and Rs 1,64,311 a month including GST. GST on fire system maintenance is 18%.
No state notifies a rate for the AMC itself, so each figure here belongs to one building, one year and one scope. Manpower often costs more than the maintenance: SBI's Hyderabad tender put the AMC at Rs 1,00,000 and the firemen at Rs 11,58,540 for the same year.
- ABC refill, Maharashtra PWD
- Rs 241 a kg
- CSR 2018-19 item 10-2-40, before GST; CO2 Rs 173, DCP Rs 210
- Refilling rates
- Comprehensive AMC on GeM

How to budget a fire AMC from official rates, before you take quotes
List what you own, system by system
Count extinguishers by type and size, hydrant valves, hose reels, sprinkler heads, detectors, call points, pumps and panels. SBI's Hyderabad tender lists 96 extinguishers, 16 landing valves, 952 sprinkler heads and 208 smoke detectors before it asks for a price.
Price the refills and tests separately
Multiply each extinguisher's charge weight by a per-kg rate (Rs 173 to Rs 241 in Maharashtra's 2018-19 schedule) or use a per-cylinder rate, and add hydraulic tests for the units due that year.
Decide comprehensive or non-comprehensive
A comprehensive contract carries spares in the price; a non-comprehensive one bills spares at market rates, as SBI's does. Ask for a priced spares list either way, like the 85 lines in AIIMS Bhubaneswar's schedule.
Cost manpower on its own line
If firemen or technicians sit on site, their wages follow the minimum wage notification plus ESI at 3.25% and EPF at 13% of wages, and are not a bidding point.
Add 18% GST, then compare quotes on the same basis
Schedules of rates exclude GST; many tenders quote inclusive of it. Convert every quote to one basis before comparing.
Add the official fees your state charges
A Tripura inspection, a Bihar fire audit, Kerala's yearly fee or, from 20 May 2027, a Delhi auditor's charge sits on top of the AMC. The fire NOC fee page lists the rest.

The Maharashtra rates came into force on 12 September 2018 and exclude GST; the schedule adds 5% to 20% in tribal, rural, hilly and jail locations. The AIIMS figures are the institute's own estimate for 2026, not a winning bid. Central University of Rajasthan's 2023 rate contract folds spare parts and the hydraulic test certificate into the refill price.

GST on fire system maintenance, whether billed as a works contract or as repair GST Notification 11/2017
GST on fire AMC charges: the works contract definition
A fire AMC that supplies parts while servicing a building's fixed systems fits the CGST Act's definition of a works contract, which the GST Council's own note sets out.
Word for word
"works contract" means a contract for building, construction, fabrication, completion, erection, installation, fitting out, improvement, modification, repair, maintenance renovation, alteration or commissioning of any immovable property wherein transfer of property in goods (whether as goods or in some other form) is involved in the execution of such contract.
Notification 11/2017-Central Tax (Rate) taxes a composite works contract (Heading 9954) and maintenance, repair and installation services (Heading 9987) at 9% central tax each, so 18% with the state's share. Government buyers lost the 12% concession on 18 July 2022. Notification 15/2025, in force from 22 September 2025, moved three 12% construction items (earth work, offshore oil and gas works and their sub-contracts) to 18% and left Heading 9987 unchanged, so either way the fire AMC bill carries 18%.

How a government office builds a fire AMC estimate, in 6 stops
Public estimates follow written rules. Knowing them tells you why two offices price the same work differently.
1. Schedule of rates first
CPWD's Maintenance Manual frames maintenance estimates on Delhi Schedule of Rates items, indexed to the latest cost index. CPWD Maintenance Manual
2. Market rates where the schedule is silent
Since the OM of 16 March 2023, items missing from the DSR are priced at market rates; IIT Delhi's 2026 refill job and CMERI's 2022 alarm AMC both say "market rate". IIT Delhi NIT 2026
3. Location uplift
Maharashtra's schedule adds 5% outside district headquarters and corporations, 10% in tribal areas, 15% in jails and 20% in notified hilly areas. MH PWD CSR 2018-19
4. GST on top
The Maharashtra schedule excludes GST and leaves it to be added in the estimate; GST on fire maintenance is 18%. MH PWD CSR 2018-19
5. Wages by notification
AIIMS Bhubaneswar costs staff at minimum wages plus VDA, ESI at 3.25% and EPF at 12% plus 1%. AIIMS Bhubaneswar NIT
6. Deposits
Bidders put up earnest money of 2% of the estimate, a performance guarantee of 5% and a security deposit of 2.5% of the contract value. AIIMS Bhubaneswar NIT

An office with 20 ABC 6 kg extinguishers
120 kg of ABC powder due for refilling.
What applies At Maharashtra's 2018-19 rate, 120 kg x Rs 241 = Rs 28,920, plus 18% GST = Rs 34,126. At AIIMS Bhubaneswar's 2026 rate, 20 x Rs 919.22 = Rs 18,384, GST included. The two sheets differ by year and basis; neither is a market price. MH PWD CSR 2018-19

What applies At AIIMS Bhubaneswar's 2026 rates: refills 10 x Rs 731.60 = Rs 7,316 and tests 10 x Rs 554.60 = Rs 5,546, so Rs 12,862 with GST included. AIIMS Bhubaneswar NIT
Case 3
A 2,000 m² shop in Agartala
Fire Safety Certificate inspected by an empanelled agency.
What applies Tripura's charge: 2,000 m² x Rs 5 = Rs 10,000 for the first inspection, then the higher of Rs 200 or 20%, so Rs 2,000, for each yearly Form B. The AMC is separate. Tripura Home (F&ES)
Case 4
A bank office with firemen round the clock
Hydrants, sprinklers, alarm, PA and 96 extinguishers, as at SBIIT Hyderabad.
What applies SBI's own figures: Rs 1,00,000 for the AMC, Rs 11,58,540 for firemen, at least 3.26% service charge on wages, and GST, spares and refills extra. Wages are over 11 times the maintenance. SBI tender 2026
Fire AMC quote traps, and the check that catches each
Six ways a low fire AMC charge turns into a higher bill, each shown in a government document.
If The quote is for "AMC" but refills are not in it
SBI's Hyderabad scope covers only a monthly visual check of extinguishers, "doesn't include any repairing/ refilling". Ask for refill and test rates by type and size. SBI tender 2026
If Spares "at market rate"
A non-comprehensive AMC can bill any part at the agency's price. Ask for a priced spares list, as AIIMS Bhubaneswar's 85-line schedule does. AIIMS Bhubaneswar NIT
If One quote includes GST and another does not
Schedules of rates exclude GST and many tenders include it. Add 18% to any rate stated before tax. MH PWD CSR 2018-19
If Per-kg and per-cylinder rates compared directly
Rs 241 a kg is Rs 1,446 for a 6 kg cylinder before GST. Convert to one unit first. MH PWD CSR 2018-19
If Firemen priced below the minimum wage
Wages are set by notification: SBI makes them non-quotable and AIIMS adds ESI at 3.25% and EPF at 13%. A lower figure means unpaid wages. AIIMS Bhubaneswar NIT
If The maintenance agency offers to audit the same building

If A Maharashtra housing society

If A central government office maintained by CPWD
CPWD maintains alarm and fire fighting on actual requirement; the user department pays to refill extinguishers. CPWD Maintenance Manual
Who pays fire AMC charges: owner, society or user department
The AMC bill follows the duty to maintain, and three official texts place it.
In buildings CPWD maintains, the Maintenance Manual 2023 splits the bill. Fire detection and fire fighting equipment is within CPWD's purview and is funded "on actual requirement", outside the plinth-area rates for electrical upkeep; refilling the extinguishers placed around the building is the user department's job.
In a Maharashtra co-operative housing society, the model bye-laws send recurring upkeep to the Repairs and Maintenance Fund, built at not less than 0.75% a year of each flat's construction cost, and cap what the committee may spend without the general body at Rs 25,000, Rs 50,000 or Rs 1,00,000 by membership.
Everywhere else the owner or occupier pays. Delhi's 2025 rules say so plainly for audits: the owner stays primarily responsible for the fire measures even after an auditor certifies them.

Fire AMC charges Flamekite could not confirm or find published
Seven gaps, so you know where the official record stops.
- A notified rate for a yearly fire AMC: none in the state and CPWD documents read by 25 October 2026. CPWD Maintenance Manual
- CPWD's own fire rates: the English DSR (E&M) on CPWD's publications page stops at 2014, which has no fire fighting items; the 2022 edition's sub-head 18 was seen only in a price bid with blank rates. CPWD publications
- Maharashtra's current PWD electrical schedule: the department's site failed with an expired security certificate on 25 October 2026, so the 2018-19 edition is the newest Flamekite read. MH PWD CSR 2018-19
- Winning bids for AIIMS Bhubaneswar 2026, SBIIT Hyderabad and IIT Delhi: only the estimates are published in the files read. AIIMS Bhubaneswar NIT
- SBI's firemen wages: the tender prints Rs 12.00 lakh on page 2, and Rs 11,58,540 and Rs 11,58,840 on its price bid. SBI tender 2026
- Awarded GeM contract values beyond the 3 public contract PDFs above: GeM's contract search sits behind a CAPTCHA, which Flamekite does not bypass. CDSCO GeM contract
- A per-m² rate for a fire AMC: no official document prices the AMC by area; only the fire audit (Rs 6 per m² in Maharashtra's 2018-19 schedule). MH PWD CSR 2018-19

Questions about fire AMC charges
What are fire extinguisher refilling charges?
- Maharashtra's PWD schedule prices refilling at Rs 241 a kg for ABC powder, Rs 210 for DCP and Rs 173 for CO2, before GST (2018-19). AIIMS Bhubaneswar's 2026 estimate prices a 6 kg ABC refill at Rs 919.22 and a 4.5 kg CO2 refill at Rs 731.60, GST included.
What is the GST rate on a fire AMC?
- 18%. A contract that services fixed fire systems with parts is a works contract under section 2(119) of the CGST Act, taxed at 9% central plus 9% state tax; plain maintenance and repair under Heading 9987 is taxed the same. The 12% rate for government works ended on 18 July 2022.
What does a fire hydrant AMC cost?
- No official rate exists. Published figures belong to one site each: SBI estimated Rs 1,00,000 a year for a non-comprehensive AMC of its Hyderabad hydrants, sprinklers and alarm in 2026, while CDSCO's comprehensive GeM contract for a Delhi office paid Rs 1,70,490 a month. Spares such as a hydrant valve add Rs 5,408 to Rs 6,984 each.
How much does a fire alarm AMC cost?
- CSIR-CMERI estimated Rs 1,54,200 including GST for 12 months of fire alarm maintenance across 4 buildings in 2022. Parts are extra on a non-comprehensive contract: AIIMS Bhubaneswar priced a smoke detector at Rs 1,124.73 and a manual call box at Rs 415.28 in 2026.
What do hydraulic pressure testing charges come to?
- AIIMS Bhubaneswar's 2026 schedule prices a hydraulic test at Rs 554.60 for a 4.5 kg CO2 cylinder and Rs 1,121 for a 22.5 kg one. Some contracts fold the test into the refill price, as Central University of Rajasthan's 2023 rate contract does.
Is the fireman's salary part of the fire AMC charge?
- Usually a separate line. SBI's Hyderabad tender keeps firemen's wages of Rs 11,58,540 a year outside the Rs 1,00,000 AMC and makes them non-quotable, and AIIMS Bhubaneswar lists Rs 1,22,541 a month for 4 semi-skilled staff.
Is there a fire AMC rate per square foot?
- No official document prices a fire AMC by area. The only area rate Flamekite found is for a fire audit: Rs 6 per m² in Maharashtra's PWD schedule of 2018-19, and Rs 1 to Rs 5 per m² for a Bihar fire service audit.
Who pays for refilling extinguishers in a government building?
- In buildings CPWD maintains, the user department pays: the CPWD Maintenance Manual 2023 keeps fire detection and fire fighting with CPWD but leaves the maintenance and refilling of extinguishers to the department occupying the building.
