Fire NOC in Tripura: the Fire Safety Certificate under the 2026 Rules

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

A Tripura fire NOC, officially the Fire Safety Certificate, is applied for on e-District Tripura with Aadhaar e-sign and e-GRAS payment. The portal charges Rs 3,000 to apply and Rs 2,500 to renew. Section 26(C) of the Tripura Fire and Emergency Services Act, 2022, inserted in November 2025, gives 3 years at first and then a yearly renewal.

Under the Tripura Fire Safety Rules, 2026, homes up to 10 m and 500 m², and most other buildings up to 10 m and 200 m², get the certificate on the owner's self-certification. Larger buildings take a Fire Safety Recommendation first and the certificate after the work is done. Since autumn 2026 no affidavit or notary is needed.

How to get a Tripura fire NOC on e-District, step by step

  1. Place the building against rule 6

Measure height from the average ground level to the terrace of the last livable floor (on a slope, from the lowest level a fire tender can reach), and add up the covered area. Up to 10 m and 500 m² for a home, or 10 m and 200 m² for most other uses, means self-certification.

  2. Register on e-District Tripura

Create a citizen login, choose Apply for Service, then pick the self-certification service or, for a larger building, Fire Safety Recommendation as step one.

  3. Fill the form and choose the divisional office

Give the Aadhaar name, address, occupancy, height, covered area and the Khatian and plot details, and select the West, Gomati, Dhalai or Unakoti divisional fire office.

  4. Upload the Schedule III documents

Plans, land papers, lists of raw materials and machinery, and geo-tagged photographs of the fire equipment, all as self-attested PDFs; no affidavit is needed since autumn 2026.

  5. E-sign with Aadhaar and pay through e-GRAS

Payment submits the application; print the acknowledgement with its application number.

  6. For a larger building, build to the Recommendation

Install the measures in the Form H Recommendation, then within 1 month of completing construction apply for the certificate on Form I with Form J and, where used, an empanelled agency's Form A.

  7. Download the certificate and diarise renewal

The certificate carries a token link to e-District and an expiry date 3 years out. File renewal 14 to 30 days before that date, and every year after.

What section 26(C) of Tripura's fire Act says about validity

One clause, enacted on 4 November 2025, replaced the 5-year and 3-year terms that Tripura's portal had used since 2021.

Word for word

The Fire Safety Certificate (Fire NOC) may be issued initially for three years and its validity thereafter shall be subject to annual renewal on submission of self-certification or certificate by empanelled agencies, as the case may be, in such manner as may be prescribed by rules.

Section 26(C), Tripura Fire and Emergency Services Act, 2022, inserted by schedule entry 10 of the Tripura Jan Vishwas (Amendment of Provisions) Act, 2025 (Act No. 12 of 2025), Tripura Gazette Extraordinary No. 2016, 4 November 2025, page 5 Tripura Act 12 of 2025

So a Tripura certificate runs 3 years, then yearly: the 2026 Rules print 3 years on Forms E and K and 1 year on renewal Forms O and S. The July 2025 notice that first announced the change called validity perennial after the first term and added a lapse fee; the Act as passed keeps the yearly renewal but leaves its manner to the Rules. The e-District guideline page still shows 5 years for homes and 3 for other buildings, figures from the 2 November 2021 notification.

Tripura self-certification limits: 2021 notice against the 2026 Rules

The e-District page still prints the 2021 limits. Rule 6 of the 2026 Rules is narrower for homes and wider for shops and offices.

2021 notification, still on e-DistrictFire Safety Rules 2026, rule 6
Residential buildings e-District TripuraUp to 15 m or up to 1,000 m²Up to 10 m and up to 500 m²
Non-residential buildings Directorate of Fire and Emergency Services, TripuraUp to 8 m and up to 100 m²Up to 10 m and up to 200 m² (educational, institutional, assembly, business, mercantile, storage, hazardous, moderate-hazard industry)
Low-hazard industry Directorate of Fire and Emergency Services, TripuraNo separate lineUnder 10 m and up to 500 m²
Excluded from self-certification Directorate of Fire and Emergency Services, TripuraAnything above the two linesHigh-hazard industry and petrol, diesel or gas outlets and stores, whatever the size
Sworn form Directorate of Fire and Emergency Services, TripuraAffidavit before a First Class Judicial Magistrate or notarisedNone: Forms D, J, N and R need only self-attested documents
Field verification Tripura GazetteMay not be done for self-certified buildingsNot mentioned in rule 6; the Act's section 28 inspection power still applies
Term e-District Tripura5 years residential, 3 years other uses3 years, then yearly renewal

The 2021 column is notification F.AS(MISC)/TF&ES/2021/9390 of 2 November 2021, read from the Tripura Gazette page images, and the e-District guideline page read on 24 October 2026. The 2021 residential line used "or", so a 14 m house of 1,200 m² was inside it; the 2026 line uses "and", so the same house now takes the two-stage route.

Tripura fire NOC fees and charges in 2026

Only the e-District figures are published for the certificate itself. Rule 10 of the 2026 Rules leaves fees to a notification that Flamekite did not find.

As published

The agency charges come from the 23 October 2025 notification inviting agencies, read from its signed page images; no agency had been empanelled publicly by 24 October 2026, so they are not yet payable in practice. Installers' and consultants' charges are not fire service fees and are not listed.

Does your Tripura building need a fire NOC, and which route?

Section 25(3) of the Act makes buildings obtain the certificate as the State Government notifies; the 2026 Rules then sort them by occupancy, height and area.

  1. If You own a one or two family house in Agartala

Table 7 of the 2026 Rules marks every listed installation not required for one or two family dwellings (subdivision A-2); where a certificate is wanted, rule 6 lets a home up to 10 m and 500 m² self-certify. Directorate of Fire and Emergency Services, Tripura

  2. If Your apartment block is 13 m tall with 900 m² covered

Over the 10 m and 500 m² line, so the two-stage route: Recommendation on Form G, certificate on Form I after the work. Directorate of Fire and Emergency Services, Tripura

  3. If You run a shop of 180 m² on two floors under 10 m

Self-certification on Forms C and D, with the certificate on Form E. Directorate of Fire and Emergency Services, Tripura

  4. If You run a petrol pump or an LPG store

Never self-certified, whatever its size: rule 6 excludes fuel outlets and stores. Directorate of Fire and Emergency Services, Tripura

  5. If You are adding a floor or changing a godown into a showroom

Rule 11 needs the risk category reassessed and a fresh certificate before the changed space is used. Directorate of Fire and Emergency Services, Tripura

  6. If You are erecting a Durga Puja pandal

Section 23 makes the erector a self-regulator who displays a signed declaration; a false one is an offence under section 30. High Court of Tripura/TFES/2025)

  7. If Your building is more than 30 years old

Schedule III adds a structural stability certificate from an approved planner or an engineer not below Assistant Engineer. Documents required Directorate of Fire and Emergency Services, Tripura

Agartala buildings worked through Tripura's 2026 Rules

Flamekite’s working from the official rules; no government publishes this figure.

Five common premises run through rules 6, 7 and 11 and the published charges. Sizes are examples; the Directorate decides the class.

  1. Case 1

A ground plus one shop in Battala, 7 m, 180 m²

Mercantile, no fuel or gas stored for sale.

What applies Under 10 m and 200 m², so self-certification: Rs 3,000 on e-District, certificate on Form E for 3 years, then Rs 2,500 every year. Directorate of Fire and Emergency Services, Tripura

  2. Case 2

A ground plus three apartment block, 13 m, 900 m²

12 flats, one staircase, terrace tank.

What applies Above 10 m, so Recommendation then certificate. If an empanelled agency certifies it, the agency's first charge is Rs 4,500 (900 m² at Rs 5) and Rs 900 a year after. Tripura Home (F&ES)

  3. Case 3

A coaching centre of 300 m² on one floor, 4 m

Group B-1: a coaching centre with 20 or more students.

What applies Only 4 m tall, but over 200 m², so it cannot self-certify and takes the two-stage route. Directorate of Fire and Emergency Services, Tripura

  4. Case 4

    A low-hazard workshop near Badharghat, 8 m, 450 m²

An assembly unit the Directorate classes as low hazard (subdivision G-1).

What applies Rule 6(1)(iii) lets low-hazard industry under 10 m and up to 500 m² self-certify. Directorate of Fire and Emergency Services, Tripura

  5. Case 5

    A 26 m hotel in Agartala

    Eight floors with a restaurant.

What applies A high-rise at 24 m or more: two-stage route, a refuge area above 24 m, and during construction a 100 mm dry riser, 2,000-litre drums on each floor and a 20,000-litre tank. Directorate of Fire and Emergency Services, Tripura

What Flamekite could not confirm about Tripura's fire NOC

Seven points about the Tripura regime that no official source we read settles, as of 24 October 2026.

The fee notification under rule 10 of the 2026 Rules. None was on the Directorate's site, so the Rs 3,000 and Rs 2,500 on e-District, first set by the 2 November 2021 notification, remain the only published fees.

Whether the lapse fee still applies. The Rs 500 a day, Rs 2 lakh cap and 10% charge were in the 7 July 2025 notice under Ordinance No. 4 of 2025; the Act passed on 4 November 2025 enacts section 26(C) without them, and the 2026 Rules do not mention a lapse fee.

The 24 July 2025 notification F.3-8(NOC)/TFES/2025/1240-53. We read it only in a TeamLease summary, which says it voided the 2021 and 2022 notices; the original sits behind a registration wall, so we did not open it.

Empanelled agencies. The October and November 2025 calls were published, but no list of licensed agencies; rule 14 keeps earlier orders working until the agency notification is published.

The Act's commencement. Section 1(3) leaves it to a notification; the Directorate's About page says the Act was enacted from 30 April 2022, and we found no separate notice.
