Fire NOC in Chandigarh: the MC Chandigarh fire safety certificate

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

Chandigarh's fire safety certificate now runs 5 years under Haryana's 2022 Act as extended in May 2026. The Ministry of Home Affairs applied the Haryana Fire and Emergency Services Act, 2022 to the Union territory by S.O. 2264(E) of 6 May 2026, with 40 modifications, and repealed the Delhi Fire Prevention and Fire Safety Act, 1986 that had governed the city until then.

The certificate is issued by the Chief Fire Officer of Municipal Corporation Chandigarh after a Station Fire Officer inspects the building; the application is made online on ServicePlus and the citizen charter allows 30 days. The charge set by Office Order No. 23 from 1 April 2025 is ₹6,615 or ₹14 per m² of covered area, whichever is more (₹12 per m² for industry and storage). The rules under the new Act were still in draft on 24 October 2026.

How to get a fire NOC in Chandigarh, step by step

  1. Check your building against section 18(1)

Any high-rise other than a home up to 16.5 m, and any special building: schools and institutions from 9 m, assembly buildings, more than 500 m² of hotel, business, shop, factory or store on a floor, or 2 basements.

  2. Get the fire safety layout plan approved

The Chief Fire Officer's office sends the drawings to the Station Fire Officer who sits on the Plan Approval Committee; the citizen charter gives 30 days.

  3. Install the systems and collect the papers

Keep the contractor's certificate on letterhead with registration or GST number, photographs of the installed equipment, the occupancy certificate and any previous fire approval.

  4. Register on ServicePlus and apply

Apply for "Issuance of Fire Safety Certificate" on serviceonline.gov.in and pay ₹6,615 or the per m² charge for your group, whichever is more.

  5. Clear the Station Fire Officer's inspection

The officer scrutinises the file and inspects the site; if he finds discrepancies you fix them and resubmit, and if not he recommends the certificate to the Chief Fire Officer.

  6. File every July and renew in time

Under section 19(6) a licensed agency certifies the systems each July. Certificates issued before May 2026 tell the owner to apply for renewal 3 months before expiry.

Section 18(4) in Chandigarh: height is not the test

Chandigarh's version of the Act rewrote section 18 and added a clause Haryana does not have. It moves the question from how tall a building is to what is inside it.

Word for word

(4) The height of a building shall not, by itself, constitute a limiting factor for approval under this Act: Provided that adequate fire prevention and life safety measures, evacuation strategies, fire-fighting access and modern fire protection systems commensurate with the occupancy risk and fire load are ensured in accordance with the standards as may be prescribed.

Haryana Fire and Emergency Services Act, 2022 (as extended to the Union territory of Chandigarh), new section 18(4), inserted by S.O. 2264(E), Gazette of India Extraordinary No. 2173, 6 May 2026 Gazette of India

Three consequences. Haryana's caps of 21 m for storage and 30 m for industry were in the old section 18, which Chandigarh replaced in full, so they do not apply in the city. The Chandigarh Administration's own release calls the result a risk-based approach that looks at use, occupant load and evacuation capacity rather than height alone. And the "standards as may be prescribed" do not exist until the Administrator notifies rules under section 52.

Chandigarh fire safety certificate charges by NBC group

Office Order No. 23, dated 10 February 2025 and signed by the MC Commissioner on 31 January 2025, fixed these charges from 1 April 2025. You pay the minimum or the per m² rate on covered area, whichever is more.

Flamekite read the figures off the scanned order's page images. The 3-year column predates the 5-year term in the 2022 Act as extended. The order tells the MC cashier to apply revised rates from 1 April each year; no 2026 revision was published. For every state's rates, see the fire NOC fees table.

Other Chandigarh fire charges: standby tenders and the draft rates

Office Order No. 22 of the same date sets what the fire wing charges to stand by at an event. The draft 2026 Rules would raise both charges; they are proposals, not law.

As published

  • Standby inside Chandigarh: hydraulic platform, water tender, water mist vehicle or fire motorcycle₹579 an hour per vehicleFrom 1 April 2025 MCC Office Order 22

In June 2025 the MC tabled a proposal for ₹3,000 an hour inside the city; Flamekite found no order adopting it, so the ₹579 order above stands as the latest published rate.

How MC Chandigarh processes a fire safety certificate

The fire wing's published SOP has 6 stops and one loop back for discrepancies. The citizen charter gives 30 days from application to certificate.

  1. 1. Application to the Chief Fire Officer

The application on the prescribed proforma reaches the office of the Chief Fire Officer, through ServicePlus. MCC fire SOP

  2. 2. Down-marked to the station

The file goes to the Station Fire Officer in whose area the building stands. MCC fire SOP

  3. 3. Scrutiny

The Station Fire Officer checks the application. If it is not in order, the applicant resubmits after meeting the observations. MCC fire SOP

  4. 4. Site inspection

Chandigarh buildings priced under Office Order No. 23

Flamekite’s working from the official rules; no government publishes this figure.

Flamekite's working of the 2025 order and the extended Act for six buildings. The charge is the higher of ₹6,615 and the per m² figure.

  1. Case 1

    A 300 m² shop in Sector 17

Mercantile, one floor, covered area 300 m².

What applies 300 × ₹14 = ₹4,200, below the minimum, so ₹6,615. Under 500 m² a floor and not a high-rise, it is outside section 18(1) unless the rules add it. MCC Office Order 23

  2. Case 2

    A 2,000 m² office block

    Business, covered area 2,000 m².

What applies 2,000 × ₹14 = ₹28,000. With more than 500 m² on a floor it is a special building under clause (b)(i). MCC Office Order 23

  3. Case 3

A 5,000 m² factory in the Industrial Area

    Industrial, covered area 5,000 m².

What applies 5,000 × ₹12 = ₹60,000. Haryana's 30 m industrial cap does not apply in Chandigarh after section 18 was replaced. MCC Office Order 23

  4. Case 4

    A 12 m school

Educational, 4 floors, covered area 3,200 m².

    What applies 3,200 × ₹14 = ₹44,800. A school of 9 m or more is special under clause (b)(ii). MCC Office Order 23

  5. Case 5

A 400 m² paying guest house

PG accommodation, covered area 400 m².

What applies 400 × ₹14 = ₹5,600, so the ₹6,615 minimum applies; the order puts PG buildings in Group A. MCC Office Order 23

  6. Case 6

    A 30 m housing society tower

    Apartments, 10 floors, 2 basements.

What applies Clause (a) and (b)(vi) both reach it; the apartment group pays no charge. Certificate 5 years, licensed agency's certificate every July. MCC Office Order 23

Open questions on Chandigarh fire NOC, October 2026

Six points no official Chandigarh source we read settles, as of 24 October 2026.

The rules. Section 52 lets the Administrator make rules, laid before Parliament. The draft Chandigarh Fire and Emergency Services Rules, 2026 closed for objections on 1 October 2026, but we found no notified text, so forms, the renewal window, Fire Safety Officer qualifications and agency licence fees are not yet law.

Existing certificates. Certificates issued before 6 May 2026 say 3 years. Nothing published says whether they are extended to 5 years or must be renewed on their printed date.

Licensed agencies. Section 55A sets up licences, but no list of licensed agencies and no licence form had been published. Until there is one, how the July certificate is filed is not clear.

Charges. Office Order No. 23 is the latest official charge order. A Tribune report in September 2026 gave the existing minimum as ₹5,000, against the order's ₹6,615; we use the order.

The old law's start. The Delhi 1986 Act's extension to Chandigarh is cited by the Administration and repealed by S.O. 2264(E), but we could not open the extension notification itself to confirm its date.

The Chandigarh Building Rules (Urban), 2017. We found no official text of their fire clauses online; the only fire provision we could source is the 2019 amendment on fire staircases in old buildings above 15 m.
