Quick answer

Every fire NOC in Hyderabad and Secunderabad is issued by the state's Telangana Fire, Disaster Response, Emergency and Civil Defence Department (TGFD, earlier TSDRFS), not by GHMC or the new Cyberabad and Malkajgiri corporations, which only grant building permission. You apply online at fire.telangana.gov.in: a Provisional NOC before plan sanction, an Occupancy NOC before anyone moves in.

Residential apartments need one from 24 m for applications received on or after 7 October 2026; commercial buildings above 15 m, and schools, function halls and cinemas from 6 m or a 500 m² plot. The fee is Rs 10 per m² of built-up area and the department's timeline is 7 days up to 15 m, 14 days above.

How to get a fire NOC in Hyderabad, step by step

  1. Find your corporation and plan route

A plot in GHMC, Cyberabad or Malkajgiri corporation applies for building permission on BuildNow; a TGIIC plot for a factory goes through TG-iPASS. The fire NOC comes from TGFD in every case.

  2. Measure height and use against the Hyderabad lines

Apartments 24 m (fresh files from 7 October 2026), commercial above 15 m, schools and halls 6 m or a 500 m² plot. Above 21 m the building rules treat it as a high-rise anyway.

  3. File the Provisional NOC on fire.telangana.gov.in

Use the Building NOC login, upload the drawings and pay Rs 10 per m² of built-up area before plan sanction.

  4. Keep cellars for parking

Nampally's January 2026 fire killed 5 where goods blocked the ramp; drives since then seal premises that store goods in cellars.

  5. Apply for the Occupancy NOC before use

Upload the Provisional NOC and as-built plans; a committee tests every system before the Director General approves.

  6. Upload the fire audit each January

And again each July if the building is residential from 45 m, a mall, a hospital above 15 m, or a hotel, office or shop block above 30 m.

Who handles your Hyderabad building: GHMC, Cyberabad, Malkajgiri or TGIIC?

TGFD issues the fire NOC everywhere in Hyderabad. Your address decides who grants building permission and what the fire file plugs into.

Five Hyderabad buildings and what TGFD asks of each

Real-shaped buildings, worked from the published Telangana rules. Not client cases.

  1. Case 1

A 22 m apartment block in Kokapet, filed November 2026

    Stilt plus 7, 9,000 m².

What applies Under 24 m and filed after 7 October 2026: no Provisional fire NOC. Above 21 m it is still a high-rise under GO 95, so the 7 m setbacks apply. NewsMeternews report

  2. Case 2

A 40 m tower in Gachibowli, Cyberabad corporation

    Residential, 30,000 m².

What applies Provisional and Occupancy NOCs, a fire tower and an FCC room; fee 30,000 × Rs 10 = Rs 3,00,000; audit upload each January. TG fire circular 2020

  3. Case 3

An 18 m showroom with 2 cellars near Nampally

    Commercial, 4,000 m².

What applies Above 15 m, so a NOC at Rs 40,000. Goods in the cellars invite sealing in the 2026 drives. NewsMeternews report

  4. Case 4

    A 16 m hospital in Kukatpally

    12,500 m².

What applies A NOC at Rs 1,25,000 and an audit upload every January and July. TG fire circular 2020

  5. Case 5

A drug intermediates unit in a TGIIC park

12 m process block on an allotted plot.

What applies TG-iPASS approvals within 30 days. Industrial and hazardous blocks need the NOC only above 15 m, so this one does not; the Sigachi committee's finding of no hydrant, sprinkler or detection shows what is checked after a fire. TG-iPASS

Where Hyderabad fire NOC files go wrong

  • If Treating BuildNow permission as the fire clearance

The corporation grants building permission; the Provisional and Occupancy NOCs are separate TGFD files. GHMC

  • If Using cellars for stock or staff housing

That is what drives since January 2026 seal; keep them for parking. Siasatnews report

  • If Reading the 24 m change as an exemption for everything

It moved only the residential apartment line; offices and shops still need a NOC above 15 m. TGFD circular 3455

  • If Ignoring repeated notices

Swapnalok Complex had fire notices in 2013 and 2015 before 6 died there in 2023. The South Firstnews report

Renewals and fire audits for Hyderabad buildings

Two official sources disagree on the renewal period, 5 years or every year, so the audit calendar is the safer guide in Hyderabad.

Do

  • Upload the third-party audit each January; add July for residential from 45 m, malls, hospitals above 15 m, and hotels, offices and shops above 30 m. TG fire circular 2020
  • Follow the validity printed on your certificate, since the 2016 circular says 5 years and the FAQ says yearly. TGFD FAQ
  • Budget Rs 10,000 for the renewal inspection. TSDRFS circular 2016

Don’t

  • Don't let a hospital's July audit slip: 230 Hyderabad hospitals were served notices in April 2026. Medical Dialoguesnews report
  • Don't assume a 2023 Occupancy NOC covers a 2026 change of use; ask for a revised NOC, inspected at 10% of the fee up to Rs 50,000. TSDRFS circular 2016
