Maharashtra fire license agency: the licence, the classes and the official list

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

In Maharashtra only a Licensed Agency may install or maintain fire prevention and life safety systems and sign their Form A and Form B certificates. The Director of Maharashtra Fire and Emergency Services grants the licence on Form N, for 2 years, after an application on Form M, in class A, B, C or D separately for fire fighting, detection and passive systems.

The class follows the firm's best year of fire work in the last 3 years, its bank solvency certificate and a fee of Rs 2,500 to Rs 25,000. MFS publishes the approved list valid to 03.07.2028: its serial numbers stop at 847, but Flamekite counted 861 printed rows. A separate licence on Forms W and X covers the Fire and Life Safety Auditors who do the 2-yearly audit.

How to get a fire license agency licence in Maharashtra

  1. Pick the system and the class

Decide whether you apply for fire fighting, detection or passive work. Form M asks for a separate application for each type, and the class you tick must match your turnover in that system.

  2. Check rule 12 against your firm

The proprietor, a partner or a director needs the qualification, or the firm must employ an officer who has it. Add a bank solvency certificate, 3 years of fire work and your own tools.

  3. Get the chartered accountant's proformas

Proforma A lists the cost of works executed each year and Proforma B certifies the turnover, both signed by a chartered accountant with a UDIN. Trading turnover does not count.

  4. Assemble and index the file

Fill Form M, fix the Rs 20 court-fee stamp, add Proforma C if a hired officer will sign the forms and Proforma D on Rs 100 stamp paper, then number every page against the 26-point checklist.

  5. File with the Director and pay by NEFT

Address it to the Director at Hans Bhugra Marg, Kalina, Mumbai 400098. Rule 13(2) allows filing in person, by registered post, by courier or online. Pay the class fee by NEFT within 10 days.

  6. Receive Form N

After an inquiry the Director grants the licence on Form N for 2 years, or refuses it by an order with reasons, which you may appeal within 30 days.

  7. Renew early and add classes

File the renewal on Form M 2 months before expiry. To add another system or class later, apply on Form M under rule 16 as for a fresh grant.

Which Maharashtra licence does your fire work need?

Maharashtra issues 2 licences: the agency licence in 3 systems, and the auditor licence. Find your work below.

  1. If You install or maintain hydrants, sprinklers, wet risers or fire pumps

An agency licence for the fire fighting system, in the class your best year of that work supports (Rs 100 lakh for Class D). Installation and AMC MFS Form M

  2. If You install or maintain detectors, call points, alarm panels or suppression systems

An agency licence for the detection system. Its turnover bar is lower: Rs 25 lakh for Class D, Rs 200 lakh for Class A. MFS Form M

  3. If You fit fire doors, cable protection, steel or glass protection or smoke management

An agency licence for passive protection, with the same Rs 25 lakh to Rs 200 lakh bars as detection. MFS Form M

  4. If You will sign Form B for a building every January and July

An agency licence for each system you maintain, and the signatory must hold a rule 12 qualification. Form B Fire NOC Maharashtra Amendment Rules 2025

  5. If You will do the 2-yearly audit of section 45 buildings

Not an agency licence: a Fire and Life Safety Auditor licence on Form W, with a Rs 25,000 fee. Third-Party Fire Audit Amendment Rules 2025

  6. If You hold Class B or C and were asked to inspect hospitals for fire risk

That 2021 stop-gap ended: MFS order 1148 of 22 July 2025 cancelled orders 417 and 591, and the audit now needs a Fire and Life Safety Auditor licensed under section 45A. MFS order 1148

What each Maharashtra licence system covers on the 2028 list

The list has one column per system. A firm can hold a different class in each, or Nil.

Work it covers (Form M)Licence number on the listRows holding it (Flamekite count)
Fire fighting system MFS agency listHydrants, sprinklers, pumpingYear, then F, for example 2026/F713 of 861

Many licence numbers carry an R before the letter, such as 2026/RF or 2026/RD. The list does not explain the prefix, so Flamekite does not read it as a renewal. Since the 2026 Form B guidelines, one agency maintains each system group for a whole building, which is why the system columns matter to owners.

Where Maharashtra's listed fire agencies are based

Flamekite’s working from the official rules; no government publishes this figure.

Flamekite grouped the 859 licensed rows by the town or PIN code in each printed address. Almost a quarter print no address at all.

The count is approximate: it matches town names in the whole cell, so a town in a firm's own name could move a row. Some firms also appear on more than one row, so these are rows, not distinct firms. 27 rows print an address outside Maharashtra, in Gujarat, Karnataka, Tamil Nadu, Haryana, Uttarakhand and Uttar Pradesh among others.

An owner in Nagpur, Nashik or Chhatrapati Sambhajinagar has a far shorter local list than one in Mumbai or Pune. The licence is statewide, so a firm based elsewhere in Maharashtra may still work there.

The MFS self-check list of 11 July 2026 has 26 items. These are the ones that decide the class.

  • Form M with a Rs 20 court-fee stamp, naming the class and the system (fire fighting, detection or passive). MFS Form M
  • Proforma A: the annual cost of works executed in each of the last 3 years, split by system, signed by a chartered accountant with a UDIN. MFS Form M

What section 10 of Maharashtra's fire Act forbids an agency

The licence is a licence to certify. Section 10(2) of the 2006 Act sets its limit in one sentence.

Word for word

No Licensed Agency or any other person claiming to be such Licensed Agency shall give a certificate under sub-section (3) of section 3 regarding the compliance of the fire prevention and life safety measures or maintenance thereof in good repair and efficient condition, without there being actual such compliance or maintenance.

Maharashtra Fire Prevention and Life Safety Measures Act, 2006, section 10(2) Maharashtra Act 2006

Section 10(1) reserves the work itself to Licensed Agencies. Its proviso, since 2023 in the Director's hands, lets the Director authorise another person when an owner cannot get the work done through a Licensed Agency, and that person's work then counts as an agency's.

Two routes to a Maharashtra Fire and Life Safety Auditor licence

The auditor licence, created by section 45A in 2023 and rules 31 to 37 in 2025, is held by 78 rows on the newest MFS list.

  • Route A

    Fire service experience

A fire engineering degree or diploma from the National Fire Service College or a recognised university, or an IFE or AMIE Fire qualification, plus 20 years' experience, 10 of them at Station Officer or Fire Safety Manager rank or above, with plan scrutiny and inspection work. Amendment Rules 2025

  • Route B

    Engineering and installation

Any degree with a PG diploma in fire, or a BE in mechanical, electrical, electronic, chemical or civil engineering, plus 7 years installing active and passive fire protection or in fire and life safety in industry. Amendment Rules 2025

  • Firms

    Organisations may apply

A firm qualifies when one member holds the qualification; that person signs each Form V certificate. Nobody blacklisted in Maharashtra or another State may hold the licence. Amendment Rules 2025

  • Form X

    Term and renewal

The licence on Form X runs 2 years from issue and cannot be transferred. MFS asks for the renewal on Form W 2 months before expiry, with last year's Form V certificates. MFS Form W

How to check a Maharashtra fire agency before you hire it

The MFS list is the proof. Read it by licence number and by system column, not by name alone.

Do

  • Ask the firm for its Form N licence and find the same licence number in the column for the system you are hiring it for. MFS agency list
  • Read the validity date on that row. 7 rows print separate dates for different systems. MFS agency list
  • Open the suspended or blacklisted list on the same MFS page; it is a separate PDF. MFS
  • Check that the Form B you receive carries the same digital signature as the licence the Director issued. MFS Form B guidelines
  • Confirm the person who will sign Form A or Form B holds a rule 12 qualification, as rule 14(4) has required since 2025. Amendment Rules 2025

Don’t

  • Don't hire a firm for fire doors or smoke management if its passive column reads Nil: 677 of 861 rows do. MFS agency list
  • Don't identify a firm by its serial number: 15 serials are printed twice and 1 is skipped. MFS agency list
  • Don't let a maintenance agency sign the section 45A audit certificate; that needs a licensed auditor's Form V. Amendment Act 2023

Maharashtra agency list traps Flamekite found in 2026

Problems found by reading the 2028 list, Form M and the 2009 Rules side by side.

  • If A row's date has already passed

One row in the list valid to 2028 prints a detection licence date of 02.07.2026. Ask the firm for its current Form N before relying on the list. MFS agency list

  • If Rows without a name

Rows 257 and 390 carry licence numbers but no agency name, row 479 only a date, and row 847 is blank. Match on the licence number. MFS agency list

  • If A firm assumes one class covers all work

The class is set per system. A Class A fire fighting licence does not let the firm do detection or passive work. MFS Form M

  • If A first application for a high class

The 2009 rule asks a first-time applicant for a class to have executed at least one work up to the maximum amount of the class below. MFS publishes no guidance on how it reads this. Rules 2009

  • If The renewal goes in the month the licence expires

MFS expects a complete renewal file 2 months before expiry, for agencies on Form M and for auditors on Form W. MFS Form M

  • If Late or substandard maintenance

The Form B guidelines warn that the Director may refuse to renew the agency's licence for the next term under section 9(3). MFS Form B guidelines

Questions about Maharashtra

Where is the Maharashtra fire license agency list?

On the List of License Agencies page of mahafireservice.gov.in, as a PDF titled List of Approved Licensed Agencies Valid Up to 03.07.2028, posted on 7 July 2026. The same page links the list of suspended or blacklisted agencies.
