How to apply for a Mizoram fire NOC on fsonline, step by step

Check whether your building is covered
Under the 2026 rule: 24 m and above, a public building, or a Third Schedule building. For an Aizawl permit, any concrete building above 15 m needs the NOC with its plans.
Open a Fresh NOC Application
On fsonline.mizoram.gov.in, fill in the Form G details: owner, firm, location district, plot and covered area, total floor area in m², height, floors, occupants, wiring, water supply and installed equipment.
Upload the approved drawing
Attach the approved drawing of the building with each floor area, as PDF, PNG or JPG. The certificate is issued in the building owner's name.
Pay the application fee and keep the reference number
A nominal, non-refundable fee is charged per application through the Paytm gateway; the reference number tracks the status.
Host the inspection
The Director details an officer to verify the site; the inspecting officer reports to the Director, and an incomplete application has to be resubmitted.
Pay the NOC fee and receive the provisional NOC
Rs 2 per m² for homes or Rs 4 for other buildings, capped at Rs 5,000 or Rs 6,000. The provisional NOC lasts up to 2 years.
Install, then apply for the final NOC
Fit the installations the provisional NOC names. If you need longer, renew the provisional NOC once online, with a reason and Rs 200; then apply for the final NOC and download or verify it on fsonline.

What Mizoram's new Rule 57(1) says on who needs a fire NOC

The substituted rule names three groups of buildings and one issuing officer for all of them.

(1) Fire No Objection Certificate or Fire Safety Certificate for high-rise buildings (twentyfour metres and above), Public buildings, and other buildings or installations of significant fire risk mentioned in Column (2) of Table provided in Third Schedule in this rule shall be issued by the Director, Fire & Emergency Services.

So the 2026 rule raises the high-rise line from 15 m to 24 m but widens the net to public buildings and the Third Schedule's occupancy list, which runs from lodging houses and hotels to godowns and hazardous buildings. It also accepts a Fire Safety Certificate as the same document. Height is measured to the terrace, and on Aizawl's slopes a building with several ground floor levels is measured from each ground level to the point directly above it.

Note 24 lets a dry riser be used in hilly areas, and Note 1 asks gatherings of over 300 people, places of worship excepted, for a hose reel, a manual alarm and a 2,000 litre tank. What Flamekite could not confirm about Mizoram's fire NOC

Six points that no official source we read settles, as of 24 October 2026.

The start date of the 2026 rules. They take effect on publication in the Mizoram Gazette; the memo sends 5 copies to the Controller, Printing and Stationery, but we found no gazette issue. Until then the 2019 Rule 57, with its 15 m line and 3 or 4-year terms, may still be what officers apply.

Renewal certification. Rule 57(5) leaves self or third-party certification for renewals to a later notification; none was found.

Public buildings. The 2026 rule covers them but does not define the term or a size, and its Third Schedule lists nearly every occupancy.

The online fee and time limit. fsonline shows its nominal application fee only after Proceed to Fee Payment, and no Mizoram instrument we read sets a time limit for issuing an NOC. We could not reach an EoDB Mizoram service page.

Third Schedule notes. Several notes in the scanned schedule are in Mizo; we did not translate them, so the storage and hazardous rows are not shown here.

Fire tax. Section 17 of the 2013 Act allows a fire tax on property; we found no notified rate.

Questions about fire NOC in Mizoram

How to apply for fire NOC in Mizoram online?: Open fsonline.mizoram.gov.in, choose Fresh NOC Application, enter the Form G details, upload the approved drawing with each floor area and pay the application fee online. Keep the reference number to track the file; after inspection and the NOC fee you receive a provisional NOC.
What is the fire NOC fee in Mizoram?: Since 6 May 2026, Rs 2 per m² of floor area for residential buildings, up to Rs 5,000, and Rs 4 per m² for other buildings and structures, up to Rs 6,000. Renewing a provisional NOC costs Rs 200.
What is the validity of fire NOC in Mizoram?: A provisional NOC lasts up to 2 years and can be renewed once for 2 more. The Amendment Rules signed on 20 August 2026 make a final NOC valid indefinitely, subject to a renewal certification the government will notify, once they are gazetted; the 2019 rule gave 3 years for homes and 4 for other buildings.
Who issues fire NOC in Aizawl?: The Director, Fire and Emergency Services, at Hunthar Veng, Aizawl, for the whole state. The Aizawl Municipal Corporation grants the building permit and occupancy certificate.
Which buildings need a fire NOC in Mizoram?: Under the 2019 rule still in force, high-rise buildings of 15 m and above. The rule signed on 20 August 2026 moves that to 24 m and adds public buildings and the high-risk buildings in its Third Schedule, once it is published in the Gazette (date not found). An Aizawl building permit for a concrete building above 15 m also needs one.
Can I renew a provisional fire NOC in Mizoram online?: Yes, if it was issued online: fsonline renews it once with your provisional NOC number and a reason, and issues a new provisional NOC number.
Which law governs fire NOC in Mizoram?: The Mizoram Fire Services Act, 2013 (Act No. 7 of 2013) and Rule 57 of the Mizoram Fire and Emergency Services Rules, 2019, as substituted by the Amendment Rules signed on 20 August 2026.
Do I need permission from the fire service for a pandal in Mizoram?: Yes. Apply to the Director in Form D with the layout plan and a licensed electrician's certificate; the fee is 10 paise per sq ft, or 15 for commercial pandals, for at most 30 days.
