Fire audit in Gujarat: Fire Safety Officers, Form B-15 and the six-monthly inspection

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

Gujarat has no licensed third-party auditor. Its fire audit is done by a private Fire Safety Officer (FSO) whom the owner appoints from the Director's enrolled list: the officer renews the fire safety certificate every 2 years on Form B-13.3, with Regional or Chief Fire Officer approval since 24 June 2024, then inspects and declares on Form B-15 every 6 months and runs a mock drill each time.

In the certificate's first 3 years the Licensed Agency files a yearly Form B-2 instead. A late Form B-15 costs 100% of the renewal fee for each 90-day block, the officer may not be the building's installer or its own Licensed Agency, and the portal's Find FSO directory listed 204 enrolled officers on 25 October 2026.

How to run the Gujarat fire audit cycle with a Fire Safety Officer

  1. Diary the dates on the certificate

From the issue date of the 3-year certificate, mark the 2 Form B-2 deadlines (15 days after years 1 and 2) and the date 2 months before expiry, when the officer must be in place.

  2. Find officers of the right grade

Open Find FSO on GujFireSafety CoP and filter by grade and district. The system shows only officers whose grade covers your building; a higher grade may always take it.

  3. Rule out conflicts before you call

Drop any officer who installed your fire systems, your own Licensed Agency, and anyone employed at the building.

  4. Agree the price and dates in writing

The officer's charge is private and on top of the government fee. Settle the inspection dates, both mock drills a year and the fee before you click Select.

  5. Apply for renewal and let the officer inspect

File the renewal on the portal at least 2 months before expiry. The officer inspects; the RFO or CFO verifies and approves; the officer then issues Form B-13.3 for 2 years.

  6. Hold the six-monthly inspection and drill

Every 6 months the officer inspects on the Annexure 12 checklist, runs the Annexure 11 drill and uploads Form B-15, which you also sign. The portal allows 15 days either side of the due date for the drill.

  7. Fix what the officer finds

A failed inspection or a change of use is rejected on Annexure 6 and reported to the fire officer. Comply at once, or change the officer from your profile if the service fails.

Which Gujarat buildings fall under the FSO audit cycle

Every building in the Third Schedule of the 2021 Amendment Rules needs the certificate, and so the officer, the Form B-15 and the drills once it is renewed.

  1. If A flat or office block of 15 m or more

In: every high-rise building of 15 m and above is listed. A General officer may renew homes up to 35 m. Gujarat Rules 2021

  2. If A school, college, hospital or nursing home of 9 m or more

In, under items (b)(2) and (b)(3). Any hotel, school, hospital, office, shop, store or mixed building with a floor over 500 m² is also in. Gujarat Rules 2021

  3. If A cinema, banquet hall, party plot or multilevel car park

In at any size: all assembly buildings and all multilevel car parks are listed. Gujarat Rules 2021

  4. If A factory or workshop

In if it is light hazard and 15 m or more, moderate hazard over 500 m² covered, or high hazard over 50 m², by Annex B of NBC 2016 Part 4. Fire NOC Gujarat Gujarat Rules 2021

  5. If A light-hazard factory below 15 m

Out: Note 3 of the Third Schedule leaves it to the Factories Act, 1948 and its rules, which the OSH Code and the Gujarat OSH Rules 2025 replaced on 21 November 2025. Gujarat Rules 2021

  6. If A house or flat block below 15 m in no listed class

Out. The portal calls this self-compliance, and Note 4 only advises NBC Table 7 installations in good faith. Gujarat FSCOP FAQ

What Gujarat rule 26(2) asks of owners and Fire Safety Officers

The six-monthly duty was written in 2021, replacing a yearly Form B-15. Its text, proof-read from the notification's page 8, reads in full:

Word for word

The owner or occupier of the building or premises and the Fire Safety Officer appointed under section 12 of the Act, as the case may be, shall declare, after inspection every six months in "Form-B15" that fire prevention, life safety and fire protection measures provided in the building or premises are operational, in place and in best repairs.

Gujarat Fire Prevention and Life Safety Measures Rules 2014, rule 26(2), as substituted by the (Amendment) Rules 2021, UDUHD notification GH/V/9 of 2021, 22 January 2021 Gujarat Rules 2021

The same amendment added rule 26(5): where a building has more than one occupier, the association or society of occupiers maintains the measures. The 2014 text had asked for the declaration every year. Regulation 8.3 of 2023 counts the 6 months from the date of each renewal and puts the upload on the officer.

Gujarat FSO grades by building, qualification and course

The Fourth Schedule fixes 3 grades. Each column is the lowest grade that may renew the building; a higher grade may always do it.

Five signatories in a Gujarat fire audit and what each signs

Gujarat splits the audit across 5 parties. None of them is a licensed third-party auditor of the kind other states use.

  • Installs

    Licensed Agency

Licensed by the Director for 2 years. Issues the Form B-1 compliance certificate and the yearly Form B-2 in years 1 and 2; may never act as the same building's officer. Gujarat Rules 2021

  • Audits

    Fire Safety Officer

Enrolled on Form B-12, appointed by the owner. Issues Form B-13.3, declares on Form B-15 every 6 months and runs 2 mock drills a year, briefing occupiers and staff. Gujarat Rules 2021

  • Approves

    Regional or Chief Fire Officer

Issues the first certificate, approves each renewal since 24 June 2024, receives the declarations, and may cut a certificate's 3-year term with reasons (rule 24). Gujarat Gazette 2024

  • Co-signs

    Owner, occupier or society

Appoints the officer, reports it on Form B-11, signs Form B-15 with the officer, and files Form B-2 itself where no Licensed Agency is engaged. Gujarat Rules 2021

  • On site

    Fire Safety Executive

A full-time person with 3 years' experience kept on the premises of large buildings such as 5-star hotels and homes of 60 m (Regulation 27). Not the officer who audits. Gujarat Fire Safety Compliance Portal

What a Gujarat FSO checks under Annexure 12

Annexure 12 of the 2023 Regulations is the officer's inspection sheet, in 7 parts from IN1 to IN7. These are the points it makes the officer record.

A Gujarat mock drill under Annexure 11, phase by phase

The drill checklist sets 5 timed phases. The officer fills it on the portal, with system time and a geo-tag.

  1. T1 Preparation, at least 5 minutes

Building details from the portal, the drill date from system time, a geo-tagged location, a fire scenario of at least 200 words, a drill initiator and named observers. Gujarat Fire Safety Compliance Portal

  2. T2 Activation and mobilisation, at least 45 minutes

The initiator's mock call starts the drill. Extinguishers, hydrants, fire pumps and, where fitted, a sprinkler head set off with a fire torch and the alarm are operated, the tank level noted, and a mock evacuation run. Gujarat Fire Safety Compliance Portal

  3. T3 Head count and debriefing, at least 10 minutes

Participants counted at the assembly point and a closing meeting held, with a geo-tagged, time-stamped photograph uploaded. Gujarat Fire Safety Compliance Portal

  4. T4 Concluding remarks, at least 5 minutes

Observations and recommendations, copied to the CFO or RFO and the owner, with a 4 to 5 minute video of the drill. Gujarat Fire Safety Compliance Portal

  5. T5 Completion and next date

The officer records whether the drill succeeded. The system sets the next drill 6 months on, with a window of 15 days before and 15 days after, and alerts owner and officer by SMS and mail. Gujarat Fire Safety Compliance Portal

Choosing a Gujarat Fire Safety Officer: conflict rules

Gujarat fire audit traps in the forms and regulations

6 places where the printed forms, the Regulations and the portal guides do not line up, read on 25 October 2026.

  • If Form B-15 as printed describes building work, not an inspection

The 2014 form certifies works "executed" and asks for a licence number; no later amendment reprints it. Make sure your upload states the inspection and its date, as rule 26(2) requires. Gujarat Gazette 2014

  • If Form B-2's printed title says six-monthly, from the owner

Rule 14(2) and Regulation 8.1 make it yearly and the Licensed Agency's. File it within 15 days of each anniversary in years 1 and 2. Gujarat Gazette 2014

  • If The Applicant Guide says 3 inspections between renewals

Regulation 8.3 says every 6 months from the renewal date. Hold one at months 6, 12 and 18 and let the renewal inspection cover month 24; follow the portal's due dates. Gujarat FSCOP guide

  • If Cross-references that point to the wrong regulation

Regulation 7.7 sends a rejected owner to 6.6 instead of 7.6, and 8.4 cites 5.3. Read them as the rejection and the six-monthly report. Gujarat Fire Safety Compliance Portal

  • If The officer's prime responsibility is assumed

The Applicant Guide puts the prime responsibility for six-monthly inspections and drills on the owner. Chase the officer before the 15-day window closes. Gujarat FSCOP guide

  • If Portal guides still cite "Regulations, 2022"

The FAQ and Applicant Guide predate the Regulations gazetted on 13 December 2023. Where they differ, the 2023 Regulations govern. Gujarat FSCOP FAQ

Five Gujarat buildings: FSO grade, B-15 dates and late fees

Flamekite’s working from the official rules; no government publishes this figure.

  1. Case 1

A 40 m tower of flats in Ahmedabad, certificate of 1 March 2024

Residential, 35 to 45 m band, AMC area.

What applies Form B-2 by mid-March 2025 and 2026; an Advance or Specialist officer appointed by late December 2026; renewal from 1 March 2027 after the CFO's approval; Form B-15 around September 2027, March 2028 and September 2028. A late B-15 costs Rs 2,500 per 90-day block. Gujarat Fire Safety Compliance Portal

  2. Case 2

An 18 m housing society in Surat

Flats, many owners, renewed in 2026.

What applies The society is the responsible body under rule 26(5), so its committee appoints and pays the officer. Any grade may renew it; a late B-15 costs Rs 1,000 per 90-day block. Gujarat Rules 2021

  3. Case 3

An 800 m² moderate-hazard factory near Vadodara

Industrial, outside the city, one storey.

What applies In the Third Schedule (moderate hazard over 500 m²), so the RFO Vadodara certifies it and a General officer may renew it. Annexure 8 prints no industrial fee row, so ask the RFO which rate applies. Gujarat Rules 2021

  4. Case 4

    A 10 m light-hazard workshop in Rajkot

Industrial, light hazard, below 15 m.

What applies Outside the Third Schedule: Note 3 leaves it to the Factories Act (now the OSH Code and the Gujarat OSH Rules 2025), so no officer, B-15 or drill duty under the fire Rules. Gujarat Rules 2021

  5. Case 5

    A 5-star hotel in Gandhinagar

    Starred hotel, any height.

What applies Only a Specialist officer may renew it, and Regulation 27 also requires a Fire Safety Executive on the premises. The renewal fee is Rs 7,000, so each late B-15 block costs Rs 7,000. Gujarat Fire Safety Compliance Portal

What Gujarat's FSO rules leave unsaid in 2026

6 questions the Rules, the Regulations and the portal did not answer by 25 October 2026.

What an officer may charge. The portal lists a notification on the fees an officer may charge for renewal, but its file still returned Document Not Found on 25 October 2026, so the price is whatever owner and officer agree.

How many renewed buildings the fire service re-checks. The portal promises that some percentage will be inspected; no percentage or method is published.

What the online Form B-15 asks. The portal format sits behind a login; only the 2014 printed form, which speaks of works executed, is public.

Current training fees. Rule 32 leaves them to a State notification; the only published figures are the 2021 handbook's Rs 500 course application fee and Rs 4,000 to Rs 12,000 course fees.

The certificate fee for factories. The 2021 Third Schedule lists industrial buildings, but Annexure 8 of the 2023 Regulations prints no industrial row.

What came of the Rajkot inquiries. The fact-finding report the High Court sought by 4 July 2024 was not found; the 2024 gaming-zone rules followed by district notification (see the gaming zones page).

Questions about fire audit in Gujarat

Is a fire audit mandatory in Gujarat?

Yes, for every Third Schedule building once its first certificate is renewed: a Fire Safety Officer inspects and declares on Form B-15 every 6 months and runs a mock drill. Before that, the Licensed Agency files Form B-2 in years 1 and 2.

Who does fire audits in Gujarat?

An enrolled Fire Safety Officer the owner appoints on GujFireSafety CoP, of the General, Advance or Specialist grade the building needs. Gujarat has no separate licence for third-party fire auditors.

What is Form B-15 in Gujarat?

The six-monthly declaration-cum-inspection report under rule 26(2): the owner or occupier and the Fire Safety Officer declare, after an inspection, that the fire measures are operational, in place and in best repairs. The officer uploads it on the portal.

Can the company that installed my fire system be my Fire Safety Officer?

No. Regulation 6.6 bars anyone involved in installing the measures, Regulation 6.7 bars your own Licensed Agency, and an officer employed at the building may not issue its renewal.

How much does a Fire Safety Officer charge in Gujarat?
