Fire NOC online apply: how the official state portals work, from sign-up to a verified certificate

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

Apply for a fire NOC online only on your state's own portal. We compare 13 on sign-in, payment, tracking and download, and show how to verify a certificate.

Every portal runs the same loop: register with an OTP, fill the building form, upload drawings, pay, attend the inspection, then download a digitally signed certificate. Uttar Pradesh's own dashboard shows an average of 8 days to a provisional NOC; 6 states and UTs had no online route Flamekite could find on 24 October 2026.

How to apply for a fire NOC online: the 9 steps every portal shares

  1. Find the service on the official address

Open your state's portal from the fire service's own website, not a search ad. In Goa the services are FES91 to FES93; in West Bengal FSR, FSC and RFSC; in Gujarat FSPA, FSCA and FSCR.

  2. Register once with a working mobile and e-mail

Every portal sends an OTP. Uttar Pradesh will not let you log in until both the e-mail and the mobile number are verified, and Gujarat uses them for every later renewal reminder.

  3. Lock your profile details carefully

Chhattisgarh's manual warns that the User Profile cannot be edited after it is saved, so enter the owner's name and address exactly as on the property papers.

  4. Pick the right stage and occupancy

Plan-stage NOC before building, final certificate after, renewal later. The occupancy and sub-occupancy you choose decide which questions the form asks next, as Gujarat's guide explains.

  5. Fill the building data block by block

Expect floor-wise areas, staircases, tank and pump capacities and the fire equipment list. Kerala's form has 8 tabs from building details to affidavit; Goa asks for setbacks on all 4 sides.

  6. Upload drawings within the size limits

Kerala takes drawings under 5 MB on its A1 template, Rajasthan PDFs up to 2 MB, Chhattisgarh files under 10 MB and Madhya Pradesh up to 50 MB.

  7. Submit, pay and note the reference number

Final submission creates the number you will track: a NOC-UID in Uttar Pradesh, an AIN in West Bengal. In Tripura the e-GRAS payment itself submits the application.

  8. Answer queries and attend the inspection

Reply to defects and queries online, and accept the inspection date. West Bengal allows 3 rounds of date changes before the application may be rejected.

  9. Download the signed certificate and verify it

Download the digitally signed certificate from the dashboard, then check it on the portal's verify page where one exists, so a buyer, insurer or licensing office can do the same.

Fire NOC online services and the exact pages to start on

These 14 addresses go one level deeper than a portal's home page: the login, service or verification page itself, each read on 24 October 2026.

Kerala fire NOC portal, screen by screen

Register with your details; an OTP goes to both the phone and the e-mail before the account opens. Sign-in afterwards is e-mail, password and a captcha. Kerala NOC manual

  2. New application

Choose Site Clearance (before building) or Final Clearance (after), then single, mixed or multiple occupancy and the building height band. Kerala NOC manual

  3. Sanketam link

  6. Fee challan and payment

The fee is calculated in the Fee Challan tab. Pay online through e-treasury or enter offline payment details; submitting generates the application number. Kerala NOC manual

  7. Defects and queries

Officers' objections land in Defects, where you edit and resubmit, and questions in Query Clarification. Complaints can be raised to higher officers from the dashboard. Kerala NOC manual

  8. Final clearance and renewal

Apply for the final NOC from the issued site NOC's row. Renewals are processed within 15 days, on the separate renewal site. Kerala NOC FAQ

West Bengal fire NOC on e-District 2.0: what the manual says to do

West Bengal files its 7 fire services on WB e-District 2.0. The applicant manual of 1 November 2023 sets these rules for a Fire Safety Recommendation, and the Fire Safety Certificate manual follows the same pattern.

Do

  • Register with name, e-mail, mobile and date of birth, choose a username, and log in with the user ID and an OTP. WB e-District manual
  • Use Save as Draft: the manual calls the form a big one, and drafts can be edited or deleted later. WB e-District manual
  • Attach every supporting document before Submit; the system checks and warns, and only then issues the AIN. WB e-District manual
  • Open Departmental Updates to accept the inspection date, or propose another one. WB e-District manual
  • Pay through Make Payment once the remarks ask for it, then use Download Certificate when the outcome shows Approved. WB e-District manual

Fire NOC through a single window: Tamil Nadu, Rajasthan, Telangana, Delhi, Maharashtra

In 5 large states the fire NOC is one service inside a wider government login, so the first step is that portal's account, not the fire service's.

Tamil Nadu Fire and Rescue Services sends its NOC/Fire License link to the Tamil Nadu Single Window Portal (TNSWP). You register there as a citizen, the single window carries a Verify Certificate feature, and its toll-free line, 1800 258 3878, runs from 8:30 AM to 8:30 PM. Multi-storeyed buildings above 18.3 m go to the Director and smaller ones to the District Officer, who issue the NOC online with a digital signature.

Rajasthan's Local Self Government Department runs the fire NOC as a citizen app inside Rajasthan SSO. After the SSO login you open LSG Online Services, choose New NOC, pick the district, urban body and zone, fill the hose reel, fire-fighting, structure and extinguisher pages, upload PDFs of up to 2 MB and pay online or by challan. The NOC then appears behind a Download button.

Telangana, Delhi and Maharashtra keep their own fire portals, each covered on its own Flamekite page. Telangana files Provisional, Occupancy and Renewal NOCs on the Building NOC login at fire.telangana.gov.in, with portal support on 8333923733. Delhi's online renewal portal opened in November 2025, while new plans go through the building-plan portals. Maharashtra's MFS E-Approval promises a provisional NOC within 7 working days of the payment's UTR number in areas under the Director.

Goa Online's promise on the e-signed fire NOC

Goa made online filing mandatory on 15 November 2019, and its fire directorate states the end point plainly.

Word for word

Applicant will be able to download eSigned NOC once approved by the department.

The same page says status updates arrive by SMS and e-mail, fees are paid online, and the owner still files an annual self-declaration (Annexure A) on Rs 100 stamp paper between renewals.

Questions about applying for a fire NOC online

How do I apply for a fire NOC online?

Open your state's official fire NOC portal, register with your mobile number and e-mail (both are verified by OTP), choose the stage and occupancy, enter the building and fire-system details, upload the drawings and pay. Keep the reference number, attend the inspection and download the signed certificate from your dashboard.

How do I check my fire NOC application status online?

Log in and open your dashboard, or use the portal's tracking page with your reference number. Bihar's tracking page asks for the application type, number and captcha, then an OTP; West Bengal tracks by AIN; Uttar Pradesh by the NOC-UID, with SMS and e-mail updates.

How can I download my fire NOC certificate in Uttar Pradesh?

Log in on upfireservice.gov.in with the e-mail and password you registered. Once the NOC is approved, the applicant dashboard lets you download and print it; the department also notifies the decision by SMS and e-mail.

How can I verify a fire NOC online?

Use the issuing portal's own check: Uttar Pradesh by NOC ID, Kerala by application number, Gujarat's Valid Certificate register by region and building name, and DNH and DD by a 9-digit barcode. Where no check exists, ask the issuing fire office in writing.

Can I apply for a Bihar fire NOC online?

Yes. Bihar takes provisional and final NOCs and fire audits on firenoc.bihar.gov.in: log in with your mobile or e-mail, file the application, and track it with the application number and an OTP. The portal helpline is 0612-2222218.

Is there one national portal for fire NOC in India?

No. Each state or UT runs its own fire NOC service, on a fire portal, a state single window or an e-District site. Tamil Nadu's single window lists integration with the National Single Window System, but the application is still decided by the state fire service.

What if my state has no online fire NOC portal?

Apply on paper at the fire office the state law names; in Lakshadweep, in Ladakh until its new fire website's address is published, and in Sikkim while its rule 29 portal is unreachable, ask the fire service directly. The Andaman and Nicobar Fire Service has its own clearance portal. Manipur now takes applications on EoDB Manipur, and Nagaland on its NFES citizen portal, with paper Form D still available.

How do I pay the fire NOC fee online?

Inside the application, after the fee is calculated: Kerala sends you to e-treasury, Tripura to e-GRAS, and Rajasthan offers online payment or a challan. Uttar Pradesh lists no fee. Pay only inside the official portal, never to a link sent by a private agent.
