Fire audit in Delhi: Fire Safety Auditors, Forms H to K and the 20 May 2027 start

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

Delhi's Fire Safety Auditor rules start 20 May 2027: levels L-1 to L-3, Rs 10,000 to Rs 5 lakh a certification, yearly Form K. Until then, 5 or 3-year renewals. The Delhi Fire Service (Amendment) Rules 2025 were gazetted on 26 May 2026, but a gazette of 16 October 2026 moved their audit rules to 20 May 2027.

Today the Delhi Fire Service itself inspects and certifies: a certificate lasts 5 years for residential buildings other than hotels and 3 years for the rest, renewal is due 6 months before expiry, and old rule 38(2) already asks for a yearly declaration that the fire systems are in best repair. From 20 May 2027 the owner engages an empanelled auditor from the DFS portal, files Forms H, I and J, then Form K every year through a different auditor, and DFS re-inspects at least 5% of auditor certificates each quarter.

How a Delhi fire audit will run from 20 May 2027, step by step

  1. Place the building in Rule 27 and find the level

Rule 27 lists 12 classes. Hotels, guest houses and educational buildings under 15 m may use any level; other Rule 27 buildings under 15 m need L-2 or L-3; any building of 15 m or more needs L-3.

  2. Pick an auditor from the DFS portal list

Rule 35(1) allows only an auditor on the DFS list. Ask for the level and registration number, and confirm the auditor never designed, advised on, installed or maintained your systems.

  3. Agree the charge inside the level's range

Table-4 fixes a floor and a ceiling per certification. You submit the agreed charge on the DFS portal and it reaches the auditor within 24 hours.

  4. Let the auditor inspect and close the gaps

The auditor checks every measure under rule 33 and writes Form J, marking each of 20 heads as meeting or not meeting the requirement. Fix the NMR items before the certificate is signed.

  5. Countersign Form I and file Forms H, I and J

You countersign the auditor's Form I declaration and accept action under section 37 of the Act if it is false. The auditor or you file Forms H, I and J online with Rs 1,000.

  6. Diary Form K, through another auditor

Form K is due before each anniversary. Form H's own condition 7 says Form K goes through another Fire Safety Auditor, and the Seventh Schedule bars the first auditor from the next 2 certifications.

  7. Keep the records for a DFS re-check

At least 5% of auditor certificates are inspected at random each quarter. Form K says the test record is kept with the auditor and with you.

What rule 35(1) of the Delhi Fire Service Rules asks of owners

The duty that creates Delhi's fire audit is one sub-rule of the substituted rule 35, on page 58 of the gazette of 26 May 2026. It reads in full:

Word for word

For the purpose of issuance of the Fire Safety Certificate by a Fire Safety Auditor, owner or occupier of a premise or building or occupancy shall engage a Fire Safety Auditor from the list of Fire Safety Auditors on the portal of Delhi Fire Service. The Fire Safety Certificate issued by a Fire Safety Auditor shall be deemed to be issued under the delegated authority of the Director and shall be subject to verification under the Act.

Rule 35(1), Delhi Fire Service Rules 2010, as substituted by the Delhi Fire Service (Amendment) Rules 2025, Delhi Gazette Extraordinary, Part IV, 26 May 2026, page 58; start deferred to 20 May 2027 DFS

The rest of rule 35 sets the limits. Sub-rule (3)'s provisos keep the owner primarily responsible for the fire measures and make DFS liable for an auditor's certificate only for mala fide or gross negligence of its own officers. Sub-rule (8) makes the engaged auditor a public servant under section 2(28)(k)(i) of the Bharatiya Nyaya Sanhita 2023 for the purpose of the rules.

Which Delhi buildings will need a Fire Safety Auditor, and at what level

Rule 35 reaches every class in Rule 27. The level an auditor needs follows the class and whether the building is under 15 m (Seventh Schedule, Table-1).

  1. If A hotel or guest house above 12 m or 4 storeys, under 15 m

Rule 27(3). Any level may audit it, from L-1 up, because L-1 is authorised for Rule 27(3) and (4) buildings under 15 m. DFS

  2. If A school or coaching building above 9 m or 3 storeys, under 15 m

    Rule 27(4), educational. L-1, L-2 or L-3. DFS

  3. If A nursing home, shop, banquet hall or warehouse in Rule 27, under 15 m

Outside L-1's two classes, so an L-2 or L-3 auditor. DFS

  4. If Any Rule 27 building of 15 m or more, such as a residential block above 15 m

L-3 only: L-1 and L-2 are authorised for heights less than 15 m. DFS

  5. If A home of 15 m or less with 4 storeys or fewer, stilt counted

Not in Rule 27, so no Delhi Fire Service certificate and no auditor duty under rule 35. Fire NOC Delhi DFS

  6. If A pandal for more than 50 people or over 50 m²

Rule 27(1) covers it for fire standards, but rule 37's continuous monitoring applies only to classes (2) to (12). DFS

Delhi's rules price the audit itself: Rs 10,000 to Rs 5,00,000 per certification, by auditor level, plus Rs 1,000 to DFS for each filing.

As published

  • L-1 auditor, per certificationRs 10,000 to Rs 50,000Form H, or each yearly Form K DFS
  • L-2 auditor, per certificationRs 35,000 to Rs 90,000Set by height, covered area, occupancy and system complexity DFS
  • L-3 auditor, per certificationRs 63,000 to Rs 5,00,000The Director may issue guidelines for fixing the charge in the range DFS
  • DFS fee with Forms H, I and JRs 1,000Rule 35(4); bank draft or pay order to the DDO (HQ), or online DFS
  • DFS fee with each yearly Form KRs 1,000Rule 38(2) DFS
  • DFS payment to the auditor per filingRs 500Paid by the Director, not by the owner DFS
  • Continuous monitoring systemNot pricedRule 37 and the Schedule set the parameters, not a cost DFS
  • Appeal against cancellation, todayRs 5,000Rule 42, on Form R, within 90 days (rule 40(2)) Delhi Fire Service

Flamekite's own sum: the cheapest 3 years for an L-1 building, a Form H then 2 Form K filings, is 3 x Rs 10,000 plus 3 x Rs 1,000, or Rs 33,000; the dearest L-3 path is 3 x Rs 5,00,000 plus Rs 3,000. Until 20 May 2027 there is no third-party audit charge, because DFS inspects.

Delhi fire audit forms H, I, J, K and U, and the UID

The 2026 amendment rewrote 4 forms of the First Schedule and added Form U. The 2010 forms with the same letters meant different things, which is why old guides confuse them.

Form H (new)
The Fire Safety Certificate by the auditor: building, basements and floors, owner, inspection date, occupancy class, the auditor's level and registration number, 7 conditions and a block for fire officers to confirm or suspend it. DFS
Form I (new)
The auditor's declaration to the Director: Part I for buildings that had DFS fire safety directives under rule 34, Part II for those that did not, with a site plan, an architect's height certificate and as-built plans under the UBBL 2016. The owner countersigns. DFS
Form J (new)
The inspection report: 6 header items, then 20 heads from access to special risks, each with its status at site and MR (meeting the requirement) or NMR (not meeting it). DFS
Form K (new)
The yearly declaration that the systems were checked and tested in the owner's presence, that nothing affecting them was altered and that exits are clear, for a stated period, countersigned by the owner. DFS
Form U
The application for registration and empanelment as a Fire Safety Auditor, posted on the DFS site on 2 July 2026. DFS
UID number
Level/registration number/calendar year/number of renewal, for example L-1/xxxx/20xx/xxxx; the same UID on every form of one certification. DFS
Form H, I, J and K (2010 Rules)
Until 20 May 2027: the DFS certificate, the application for it, the renewal application and the yearly owner's declaration countersigned by the Fire Safety Officer. Delhi Fire Service
Fire Safety Scheme
Plans and fire measures certified by an L-2 or L-3 auditor that the Fire Prevention Wing may examine under rule 26(5). DFS
ACMS
The IoT Automated Continuous Monitoring System of rule 37: phase I alerts the owner and the auditor; phase II sends critical alarms to DFS. DFS

Fire audit papers a Delhi nursing home or hospital should hold

Delhi has no hospital-only audit rule. These 8 papers come from Rule 27, the DFS nursing-home sheet, the 2024 health order and the DGFS checklist.

  • A DFS certificate if the building is institutional and above 9 m or 3 storeys, stilt and mezzanine counted (Rule 27(5)); from 20 May 2027 an L-2 or L-3 auditor's Form H if under 15 m, L-3 above. DFS
  • Proof of the DFS nursing-home sheet's items for ground plus 2 or more storeys under 15 m: a 6 m access road, 2 staircases, a 2.0 m main stair, sprinklers and alarms. DFS
  • Water and pump records: a 75,000 to 1,50,000 litre underground tank, a 10,000 litre terrace tank, electric and diesel pumps of 1,620 L/min and a 180 L/min jockey pump. DFS
  • The fire audit compliance report the Health Department ordered from every hospital by 8 June 2024, and any later one. AIR Newsnews report
  • Sprinkler and smoke detector records for a nursing home over 9 m, mandated by the Health Minister on 27 May 2024, as reported. The Tribunenews report
  • An electrical system audit for summer load, which the same order asked hospitals to carry out. The Tribunenews report
  • A completed DGFS hospital checklist: 48 general items, then Category A to D by height and plot, the national template an auditor can follow. DGFS hospital checklist
  • Today, the yearly declaration of old rule 38(2), signed by the occupier or the Fire Safety Officer. Delhi Fire Service

Delhi owners before 20 May 2027: what to do and not do

For about 7 months the 2010 rules still govern, while the 2027 regime needs planning now.

Do

  • Renew on the 5 or 3-year cycle and file 6 months before expiry, as old rule 37 requires. DFS
  • Keep making the yearly best-repair declaration of old rule 38(2); DFS may inspect to verify it. Delhi Fire Service
  • Budget for 2027: an auditor charge inside Table-4 every year, Rs 1,000 a filing and an IoT monitoring system. DFS
  • Line up 2 auditors at the right level, because the one who signs Form H cannot sign the next 2 Form K filings. DFS

Don’t

  • Don't let a certificate lapse waiting for the valid-until-cancelled rule: until 20 May 2027 it still expires. Delhi Gazette
  • Don't hire a private auditor to issue a Delhi certificate today: the Seventh Schedule is not in force and no panel is published. Delhi Gazette
  • Don't engage your own installer or AMC firm as auditor from 2027; rule 35(7) bars it. DFS

Delhi fire audit traps in the 2010 and 2025 rules

7 points where the Delhi texts disagree with each other or with what owners assume, read on 25 October 2026.

  • If Form letters changed meaning

In the 2010 Rules Form H is the DFS certificate and Form J the renewal application; from 2027 Form H is the auditor's certificate and Form J the inspection report. Check which rules a form cites. Delhi Fire Service

  • If The 2010 text names two forms for one paper

Old rule 37(1) says renewal is on Form I and old rule 38(2) says the yearly declaration is on Form J, while the First Schedule heads Form J as the renewal application and Form K as the declaration. The DFS renewal page does not name a form. Delhi Fire Service

  • If Form J's heading cites the wrong rule

The new Form J says it is made under rule 37, though rule 35(3) creates it and rule 37 is continuous monitoring. It is a drafting slip. DFS

  • If Rule 26(5) is in force but the levels are not

Plans may come with Fire Safety Schemes certified by L-2 and L-3 auditors since 26 May 2026, yet no auditor can hold a level until the Seventh Schedule starts. DFS

  • If Applications filed before the start date

The rules' proviso keeps them under the provisions in force on the day you applied, so a renewal filed before 20 May 2027 is decided under old rule 37. DFS

  • If Summaries that give 24 August 2026 as the start

That was the 90-day date in the May 2026 rules. Anything written before 16 October 2026 may still give it; the gazette of that day moved the start to 20 May 2027. Delhi Gazette

  • If A charge outside the range

Table-4 says charges stay strictly within the minimum and maximum. A quote below Rs 10,000, or above the level's ceiling, is outside the rules. DFS

Delhi Fire Service pages for fire audit and renewal

DFS has no fire audit portal yet. These 6 official pages hold the rules and the services that exist on 25 October 2026.

Five Delhi buildings: auditor level, forms and dates

Flamekite’s working from the official rules; no government publishes this figure.

Flamekite's reading of Rule 27, the Seventh Schedule and the old rule 36 for 5 typical premises. Your building may differ.

  1. Case 1

    A 4-storey guest house in Paharganj, 13 m

    Rule 27(3): above 12 m and 4 storeys. Non-residential, so a 3-year certificate today.

What applies Renew under old rule 37 until 20 May 2027. Afterwards any level may audit it, from L-1 at Rs 10,000 to Rs 50,000 per certification. DFS

  2. Case 2

    A 3-storey coaching centre, 11 m

    Rule 27(4), educational: above 9 m and 3 storeys.

What applies An L-1 auditor may do it from 2027. Form H in year 1, then Form K in years 2 and 3 by a different auditor. DFS

  3. Case 3

    A ground plus 2 nursing home, 11 m

Rule 27(5), institutional, and inside the DFS nursing-home sheet.

What applies L-1 is not authorised for institutional buildings, so an L-2 or L-3 auditor at Rs 35,000 upwards; the sheet's tank, pump and sprinkler items still apply. DFS

  4. Case 4

An apartment block, stilt plus 5 floors, 18 m

    Rule 27(2): above 15 m. Residential, so a 5-year certificate today.

What applies At 15 m or more only an L-3 auditor may certify, at Rs 63,000 to Rs 5,00,000 per certification, with continuous monitoring from 2027. DFS

  5. Case 5

    A single-floor 300 m² warehouse

Rule 27(10): storage above 250 m² covered area, whatever the height.

What applies Under 15 m but not hotel or educational, so L-2 or L-3; the IoT monitoring of rule 37 covers it too. DFS

Delhi fire audit drives after the 2024, 2025 and 2026 fires

From news reports, not yet an official source.

Each major fire brought an official audit or inspection order, not a rule change; the auditor rules gazetted in May 2026 are the one standing reform, and they start on 20 May 2027.

  • Officials say few auditors have applied and none met the eligibility rules; no auditor had been empanelled by August, and architects ask for the postgraduate diploma condition to be relaxed. Indian Mastermindsnews report

  • After 21 die in the Malviya Nagar guest house fire of 3 June, the Chief Minister orders a special fire safety audit of hotels, commercial establishments and public buildings. Deccan Chroniclenews report

  • The Tribune reports the amendment notified, with random inspection of at least 5% of auditor certificates each quarter and annual online declarations. The Tribunenews report

  • Four days after the Goa nightclub fire, the DFS Principal Director orders immediate inspections of restaurants, hotels and clubs under rule 33, with compliance reports to follow. PTInews report

  • After the Vivek Vihar baby-care hospital fire, the Health Department orders fire audits of all state-run and private health facilities, random inspections by district medical officers and electrical audits. The Tribunenews report

What the Delhi fire audit rules leave unsaid in October 2026

8 questions the gazettes, the 2010 Rules and the DFS pages did not answer by 25 October 2026.

Who is on the panel. DFS had published no list of empanelled auditors, or a count, by 25 October 2026, so Flamekite names and counts none.

Whether 20 May 2027 holds. The start has moved once, by 270 days; Flamekite will re-read the Delhi Gazette before that date.

The Director's guidelines on charges and the yearly cap on certifications per auditor. The Seventh Schedule allows both; neither had been issued.

The technical and cyber-security standards for continuous monitoring that rule 37's proviso leaves to the Director, and when phase II alarms to DFS begin.

How the 5% quarterly sample is drawn and reported. Rule 35(5) sets the floor, not the method.

Whether the Delhi Fire Service (Amendment) Rules 2026, reported by IANS on 29 August 2026 with a standard auditor inspection checklist, are a separate instrument. Flamekite has not read their text.

Which form number DFS uses today for the yearly declaration and the renewal: the 2010 rule text and its First Schedule disagree, and the DFS renewal page names neither.

What the June 2026 hotel audit and the December 2025 inspections found. No official count of premises inspected, sealed or cleared was found.

Questions about fire audit in Delhi

Is a fire audit mandatory in Delhi?

Not as a third-party audit until 20 May 2027. Today DFS inspects Rule 27 buildings before issuing or renewing a certificate, and the occupier declares every year that the systems are in best repair. From 20 May 2027 every Rule 27 building needs an empanelled Fire Safety Auditor.

When do the Delhi Fire Safety Auditor rules start?

On 20 May 2027. They were gazetted on 26 May 2026 to start on 24 August 2026, but a Delhi Gazette notification of 16 October 2026 extended the start by 270 days.

Who can be a Fire Safety Auditor in Delhi?

A person, association or company registered on Form U at level L-1, L-2 or L-3, with the Table-1 qualification and experience, an indemnity bond of Rs 10 to 30 lakh and training at FSMA Rohini. Registration lasts 3 years.

What is Form K in Delhi?

The yearly declaration that keeps a certificate valid under the new rule 36 from 20 May 2027: the systems were tested in the owner's presence and nothing affecting them changed. It is filed online with Rs 1,000 and countersigned by the owner.

How much does a fire audit cost in Delhi?

From 20 May 2027, Rs 10,000 to Rs 50,000 at L-1, Rs 35,000 to Rs 90,000 at L-2 and Rs 63,000 to Rs 5 lakh at L-3 per certification, plus Rs 1,000 to DFS per filing. Until then DFS inspects and no audit charge applies.

Can the same auditor do my Form K every year?

No. The Seventh Schedule bars an auditor from the next 2 consecutive certifications for the same premises, and Form H's condition 7 says Form K goes through another Fire Safety Auditor.

Can my fire AMC contractor audit my building in Delhi?

No. Rule 35(7) bars an auditor from auditing any building for which it or its firm provided design, consultancy, installation or maintenance services.

What happens to my current Delhi certificate on 20 May 2027?

A certificate still valid that day is deemed issued under the new rules and stays valid while Form K is filed each year. A renewal applied for before that date is decided under the old rules.
