Fire audit in Odisha: empanelled auditors, Forms IV and IV(B) and renewal without inspection

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

Since the 2nd Amendment Rules of 4 November 2025, rule 9(14) of the Odisha Fire Prevention and Fire Safety Rules 2017 says an audit certificate on Forms IV and IV(B) shall be uploaded twice a year, in January and July, by the owner or an authorised auditor. Only an auditor or agency specifically empanelled by the Director, Fire and Emergency Services may issue it, and non-residential buildings above 15 m, homes above 30 m and premises needing 75,000 litres or more of underground fire water need an auditor holding the rule 9(15)(a)(i) or (ii) certificate.

Premises audited this way may have their 2-year (or, for homes of 15 m and above, 5-year) Fire Safety Certificate renewed without a fresh application or inspection; the rest apply afresh 3 months before expiry. An audit-only Class E licence costs Rs 25,000. As of 25 October 2026, odishafire.odisha.gov.in has no audit upload service and publishes no list of empanelled auditors.

How to get an Odisha fire audit certificate for January or July

  1. Measure the building against the proviso

Note its use, its height and the underground static tank its Fire Safety Recommendation asked for. Above 15 m non-residential, above 30 m residential or 75,000 litres of tank puts it in the senior-auditor band.

  2. Choose an auditor empanelled for audit

Ask for the Form XIX licence: number, class, and the valid-from and valid-to dates. Odisha publishes no list, so the licence is the proof.

  3. Check the qualification for a big building

For the senior band, ask for the rule 9(15)(a)(i) or (ii) certificate. An engineering degree with 3 years of experience is sub-clause (iii) and is not enough there.

  4. Agree the fee and the two visits in writing

No instrument sets an audit fee. Settle the price, the January and July visits and what the report covers before work starts.

  5. Fix the gaps, then take Forms IV and IV(B)

Let the auditor certify only what works. Keep the signed forms and the auditor's report with the Fire Safety Certificate.

  6. Upload, or file and keep proof

The rule says upload, but the portal has no audit service yet. Ask the fire officer of your circle in writing where to file, and keep the acknowledgement.

  7. Diary the renewal date anyway

If a January or July certificate is missed, clause (d) applies: a fresh renewal application 3 months before expiry.

Which Odisha premises file January and July audit certificates

Rule 9(14)(b) speaks of "a building or premises or occupancy" without a list of its own. Read with rule 9(1) and Order 50908, it reaches premises that hold a Fire Safety Certificate.

  1. If A home or flat block below 15 m

Outside the residential class of rule 9(1)(m), so no Fire Safety Certificate and no certificate to audit. Fire NOC Odisha Odisha Rules 2019

  2. If A residential building of 15 m to 30 m

Audits each January and July by any empanelled auditor, unless it needs 75,000 litres or more of underground fire water. Odisha Home Dept

  3. If A residential building above 30 m

Audits by an auditor holding the rule 9(15)(a)(i) or (ii) certificate only. Odisha Home Dept

  4. If An office, school, hotel, hospital or shop above 15 m

Non-residential above 15 m: the senior auditor band, whatever the use. Odisha Home Dept

  5. If A clinic below 12 m with up to 30 beds and no critical care unit

Self-regulatory under Order 50908: no certificate is issued, so rule 9(14)(c) has nothing to renew. Order 50908 of 2019

  6. If A pandal or temporary structure

Its certificate is a temporary one for a set period on Form-XVII; the January and July cycle does not fit it. OFES temporary FSC

What rule 9(14) of the 2025 amendment asks of Odisha owners

Clause (b) of the substituted sub-rule carries the duty. Its text, on page 1 of notification No. 45538/FS, reads:

Word for word

An audit Certificate shall be uploaded by the owner of a building or premises or occupancy or an authorized auditor or agency twice a year in the months of January and July in Form -IV and IV(B). For issuing an audit certificate, the auditor or agency must have been specifically empanelled by the Director Fire and Emergency Services, Odisha to carry out audit and issue audit certificate: Provided that no person unless holding a certificate as specified under sub-clause (i) and (ii) of clause (a) of sub-rule (15) shall be competent to carry out the fire audit of a premises and issue Form IV and IV (B) in respect of non-residential buildings of height more than 15 meters and/or residential buildings of height more than 30 meters and/or premises where underground fire water requirement is 75000 liters or more.

Odisha Fire Prevention and Fire Safety Rules 2017, rule 9(14)(b), as substituted by the Odisha Fire Prevention and Fire Safety (2nd Amendment) Rules, 2025, notification No. 45538/FS, Home Department, 4 November 2025 Odisha Home Dept

The sub-rule's heading is "Certificate to be issued by a Licensed Agency". Clause (c) then rewards the audit with a renewal "without a fresh application for renewal and without requiring any fresh inspection", and clause (d) sends everyone else back to a fresh application 3 months before expiry.

Which Odisha auditor may sign for which building

The proviso to rule 9(14)(b) splits Odisha's buildings in two by use, height and underground water. The 2023 Cuttack recommendation fixed tanks of 75,000 litres for a 45 m block and 2,00,000 litres for 69.45 m towers.

Any empanelled auditorOnly a rule 9(15)(a)(i) or (ii) holder

Residential above 30 m Odisha Home DeptNoYes
Any premises needing 75,000 litres or more of underground fire water Odisha Home DeptNoYes

Rule 9(15)(a) has 3 sub-clauses. The 2025 amendment rewrote (iii) as a degree or diploma in any engineering discipline with 3 years of fire protection work under the NBC or NFPA 2008, but the proviso names only (i) and (ii), whose text sits in the unread rule. A holder of (iii) alone may not sign for the buildings in the second column.

Ways to become an empanelled fire auditor in Odisha

The 2025 amendment gives 2 licence routes and 3 qualification routes. The portal handles both on the same Form-XVIII service.

  • Licence

    Class E: audit only

"Only for Audit of premises/Buildings/occupancy (Auditor)", for a registration fee of Rs 25,000. New rule 9(15)(f) lifts 9(15)(b) to (d) for Class E, and the 9(16)(c)(ii) proviso lifts its conditions (a) and (c) to (g). Odisha Home Dept

  • Licence

Class A to D Licensed Agency

The installer classes, Rs 2,500 to Rs 25,000 with solvency of Rs 2.5 to 15 lakh. Form XIX names both executing works and carrying out audits, but rule 9(14)(b) still asks for specific empanelment to audit, so check what the licence says. Odisha Home Dept

  • Qualification

    Rule 9(15)(a)(i) or (ii)

The only certificates that may sign for the large buildings. Holders also skip 6 of the 16 document heads on the portal (items 6, 7, 10, 11, 13 and 14). OFES third-party licence

  • Qualification

Rule 9(15)(a)(iii): engineering plus 3 years

A degree or diploma in any engineering discipline from a recognised university and at least 3 years executing fire prevention and protection systems under the NBC or NFPA (USA) 2008, as amended. Odisha Home Dept

  • Staff

One qualified person on the payroll

Every applicant certifies the appointment of at least one person with a rule 9(15)(a) qualification (document item 8). OFES third-party licence

Form-XVIII documents an Odisha Class E auditor still files

The portal lists 16 document heads and waives 8 of them (items 1, 2, 6, 10, 11, 13, 14 and 16) for Class E. These are the 8 left, plus the portal's note.

  • GST registration certificate (item 3). OFES third-party licence
  • An affidavit on stamp paper that the firm is not blacklisted by the Government or any semi-Government organisation (item 4). OFES third-party licence
  • Qualification certificates of the applicant, its proprietor, partners or directors and its dealing technical officers (item 5). OFES third-party licence
  • Three years of owners' completion certificates for fire safety installation work (item 7), which the portal still lists for Class E; see the traps below. OFES third-party licence
  • A certificate of appointment of at least one person with the rule 9(15)(a) qualification (item 8). OFES third-party licence
  • A partnership deed and power of attorney, memorandum and articles, or a sole proprietor's affidavit on stamp paper (item 9). OFES third-party licence
  • The annual income-tax return (item 12). OFES third-party licence
  • The registration fee, Rs 25,000 for Class E, by demand draft or the portal's payment gateway (item 15). Odisha Home Dept
  • Hard copies of any uploaded document, if the department asks for them. OFES third-party licence

Odisha audit certificates: what owners should and should not do

Odisha's rule puts the upload on the owner as well as the auditor, so the owner carries the risk of a weak certificate.

Do

  • Ask for the auditor's Form XIX licence and read its class, purpose and validity dates before engaging it. Odisha Home Dept
  • Check the underground static tank your Fire Safety Recommendation fixed: at 75,000 litres or more, only a senior auditor may sign. OFES Form-II, Cuttack
  • Keep the January and July certificates and any filing acknowledgement with the Fire Safety Certificate; clause (c) renewal depends on them. Odisha Home Dept
  • Display the certificate's photocopies in lobbies and corridors on every floor, as the issued certificates require. OFES Form-V, Gunupur

Don’t

  • Let an engineer with only the sub-clause (iii) qualification sign for an office above 15 m or a tower above 30 m. Odisha Home Dept
  • Change the use or add a floor and rely on the audits: Order 50908 cancels the certificate automatically and bars its renewal. Order 50908 of 2019
  • Wait for a portal reminder: there is no audit service on odishafire.odisha.gov.in to send one. OFES portal

Odisha fire audit traps in the 2025 rules and the portal

7 points where the notification, the portal and the older texts do not line up, read on 25 October 2026.

  • If The rule says upload; the portal has nowhere to upload

None of the 11 services is an audit upload. Ask the fire officer of your circle in writing where the January or July certificate goes, and keep the reply. OFES portal

  • If No list of empanelled auditors

Neither the portal nor the Home Department's Act/Rule page lists one. The home page has a "Third-party Verification" tile that links nowhere. Rely on the Form XIX licence. Odisha Home Dept

  • If Forms IV and IV(B) are not printed in the 2025 notification

Their wording sits in the 2017 Rules, whose gazette copy Flamekite could not open. The 2020 relaxation scheme calls Form-IV a list of structural fire safety parameters, serials 1 to 17. Ask the auditor for the form it uses and its source. Notification 28550 of 2020

  • If Item 7 is listed for Class E applicants

The 2025 proviso says condition (c), 3 years of completion certificates, does not apply to Class E, but the portal waives items 1, 2, 6, 10, 11, 13, 14 and 16 only. A first-time auditor may need to ask the Directorate to accept the rule. OFES third-party licence

  • If "Rule 9(15)(a) qualified" is not enough for a big building

The proviso names sub-clauses (i) and (ii). Sub-clause (iii), engineering plus 3 years, does not cover non-residential above 15 m, homes above 30 m or 75,000 litres. Odisha Home Dept

  • If The licence term is a blank

Form XIX leaves "valid for a period from ___ to ___" to the Licensing Authority under rule 9(17), which the notification does not reprint. Read the dates on the licence itself. Odisha Home Dept

  • If The start date is not on the notification

The rules take effect on publication in the Odisha Gazette; the notification is signed on 4 November 2025 but its Gazette number was not found. Odisha Home Dept

Business, 15 m to under 35 m: a 2-year certificate from the Range Fire Officer.

What applies Non-residential above 15 m, so only a rule 9(15)(a)(i) or (ii) auditor. 4 January and July certificates fall in each 2-year term. Odisha Home Dept

  2. Case 2

    A G+7 apartment block in Bhubaneswar, about 24 m

    Residential, 15 m to under 35 m: a 5-year certificate.

What applies Any empanelled auditor, unless its underground tank is 75,000 litres or more. 10 certificates fall in a 5-year term if the audit route is used. Order 50908 of 2019

  3. Case 3

    A 45 m residential tower in Cuttack

Residential, 35 m and above: a 5-year certificate from the Chief Fire Officer, Fire Prevention.

What applies Above 30 m, so a rule 9(15)(a)(i) or (ii) auditor only. The 2023 Cuttack recommendation fixed a 75,000-litre tank for a block of this height, which also triggers the senior band. OFES Form-II, Cuttack

  4. Case 4

    A 50-bed nursing home of 10 m in Cuttack

Clinical below 12 m with more than 30 beds: a 2-year certificate from the Assistant Fire Officer.

What applies Non-residential under 15 m, so any empanelled auditor unless its tank reaches 75,000 litres. Order 50908 of 2019

  5. Case 5
