Quick answer

In Bengaluru (Bangalore) the fire NOC is issued by the Karnataka State Fire and Emergency Services (KSFES), not by BBMP or its successor, the Greater Bengaluru Authority, whose 5 city corporations sanction the plan and the occupancy certificate only after the fire papers. Any building of 21 m or more needs the NOC before construction under section 13(3) of the Karnataka Fire Force Act, 1964.

You apply on Seva Sindhu, online or at a Bangalore One counter: the fee is ₹35 per m² of built-up area for homes (minimum ₹2,50,000) and ₹60 per m² for other buildings (minimum ₹5,00,000), with a 60 working-day service time. Seva Sindhu accepts buildings above 15 m, so a 15 m to 21 m Bengaluru block should get KSFES's view in writing.

How to get a fire NOC in Bengaluru, from site to occupancy

  1. Find your plan authority first

A plot inside the 712 km² GBA area goes to its city corporation; a plot allotted by KIADB or KSSIDC goes to that board. The fire NOC comes from KSFES in both cases.

  2. Measure the building against 21 m and 15 m

At 21 m or more the NOC is compulsory before construction. Between 15 m and 21 m, ask KSFES in writing, because Seva Sindhu still lists those buildings as eligible.

  3. Prepare the 9 papers and the fire schematic

Covering letter, site plan, ground floor plan, typical floor, elevation, section, fire schematic, built-up area statement and ownership document.

  4. File on Seva Sindhu or at Bangalore One

Pay ₹35 per m² for homes or ₹60 per m² for other uses on the total built-up area, with the ₹2,50,000 or ₹5,00,000 minimum.

  5. Keep the 8 m setbacks and ladder access open on site

The High Court enforced an 8 m setback and a 9 m turning radius for aerial ladders against a Rajarajeshwari Nagar builder in April 2026.

  6. Get the Clearance Certificate before the OC

KSFES inspects the installed systems; Seva Sindhu lists the Clearance Certificate as free, in 45 working days. The corporation's OC follows.

Who issues the fire NOC for your Bengaluru address?

KSFES issues every fire NOC in Bengaluru. What changes with your address is who sanctions the plan and the OC that the fire papers feed into.

  1. IfYour plot is in one of the 5 GBA city corporations (Central, North, South, East or West)

KSFES issues the fire NOC; the corporation sanctions the plan and issues the OC. Since 15 May 2025 that corporation sits under GBA, not BBMP. Fire NOC Karnataka Wikipedianews report

  2. IfYour plot was allotted by KIADB or KSSIDC in an industrial area

KIADB or KSSIDC approves the plan and the OC; a panchayat cannot. The fire NOC still comes from KSFES under the state Act. Factories PropNewsTimenews report

  3. IfYou are opening a PG anywhere in the corporation area

The PG trade licence waits for fire safety clearance whatever the building's height, under condition 7 of the 7 August 2024 licence order. Fire NOC for PG BBMP PG order

  4. IfYou are opening a pub, bar or rooftop restaurant

Expect a KSFES inspection: after the Mudpipe Cafe fire of 18 October 2023 KSFES flagged 243 premises in 8 days and sent the list to the corporation. Restaurants and cafes The South Firstnews report

What a fire NOC costs in Bengaluru, by built-up area

Flamekite’s working from the official rules; no government publishes this figure.

The Seva Sindhu charge is per m² of total built-up area with a floor, so small buildings pay the floor. Flamekite's working from the published rates:

As published

  • Apartment block of 5,000 m²₹2,50,0005,000 × ₹35 = ₹1,75,000, below the residential floor Seva Sindhu
  • Residential area where the per-m² rate overtakes the floorAbout 7,143 m²₹2,50,000 ÷ ₹35 Seva Sindhu

Where to apply for a Bengaluru fire NOC online

Both KSFES services run on Seva Sindhu. The KSFES site itself was unreachable on 28 October 2026.

Bengaluru fire cover in numbers

The city has far fewer stations than KSFES's own study asked for, which is one reason access rules for fire engines are enforced hard.

Fire NOC for factories in Bengaluru's KIADB industrial areas

A factory owner in Peenya, Bommasandra, Jigani, Doddaballapur or the Whitefield EPIP deals with two bodies: the industrial board for the plan, and KSFES for fire. The path has 4 stops.

  1. 1. Plan sanction from KIADB or KSSIDC

If either board allotted the plot, only it may approve the plan: the High Court said so in the Y Venkatesh case, reported in November 2024, voiding an Anekal panchayat's approvals. PropNewsTimenews report

  2. 2. Check the height against 21 m

The State raised building height limits in KIADB areas in February 2026 (no figures in the report we read), so multi-storey units now cross 21 m more easily. Construction Worldnews report

  3. 3. KSFES NOC at 21 m or more

Section 13(3) covers the whole State, industrial areas included: ₹60 per m², minimum ₹5,00,000, 60 working days on Seva Sindhu. Seva Sindhu

  4. 4. Clearance Certificate, then the board's OC

KSFES clears the installed systems free of charge in 45 working days; KIADB or KSSIDC then issues the occupancy certificate. Seva Sindhu
