An Arunachal Pradesh fire NOC is a Fire Safety Certificate from the Director, Fire and Emergency Services, under the Arunachal Pradesh Fire and Emergency Services Act, 2026 (Act 12 of 2026), in force since 11 May 2026. Section 31 gives the Fire Officer one month from a complete application. The Act sets no fee and no validity period, and no rules under it had been published by 24 October 2026.

Which buildings need one is set by the Arunachal Pradesh Building Bye-Laws, 2019: high rise buildings above 4 storeys or 15 m, every school and assembly building, institutional buildings of 9 m and more, and hotels, shops, offices, industry and storage with more than 500 m² on a floor. You apply on EoDB Arunachal, which lists no fee and a 15-day service time.

How to apply for an Arunachal Pradesh fire safety certificate on EoDB, step by step

  1. Find your building's line

Check the 2019 Bye-Laws: above 4 storeys or 15 m, any school or assembly hall, a hospital of 9 m, or more than 500 m² of hotel, shop, office, industry or storage on one floor.

  2. Have the fire plans signed

Bye-law 11.2.3 wants the fire protection arrangements and escape routes marked on the plans and signed by a licensed Fire Consultant or Architect, with the Annexure D questionnaire filled in.

  3. Register on EoDB Arunachal

Sign up with your email and mobile number. One login covers every service, and fees, where any are due, are paid through eGRAS.

  4. Pick the right one of 3 fire services

NOC from Fire Department before construction for a new building, Fire Safety Certificate once the work is done, or Renewal of Fire Safety Certificate.

  5. Upload the documents

For a new NOC or certificate: the signed application, the plot sketch map, the land allotment order or land possession certificate, and the fire safety drawing. For renewal: your UBIN and the current certificate.

  6. Host the inspection

The nominated authority may inspect on 3 hours' notice between sunrise and sunset, and records any shortfall against the Bye-Laws in a notice to you.

  7. Receive the certificate online

Section 31(i) allows one month from a complete application; EoDB states 15 days and delivers the certificate to your account with SMS and email alerts.

What section 26(3) of Arunachal Pradesh's 2026 Act requires

One sub-section creates the certificate, and it hands the question of who needs one to the 2019 Building Bye-Laws.

Word for word

(3) Without prejudice to the existing Arunachal Pradesh Building Bye-Laws applicable and enforcement of National Building Codes by the State, buildings or occupancies as per existing Arunachal Pradesh Building Bye-Laws-2019 or regulation thereof shall obtain 'Fire Safety Certificate' from the Director, Fire and Emergency Services.

Section 26(3), Arunachal Pradesh Fire and Emergency Services Act, 2026 (Act No. 12 of 2026), Gazette Extraordinary No. 128, 11 May 2026, as enacted Government of Arunachal Pradesh

So the 2019 Bye-Laws, not the Act, draw the line: the Act sets no height, area, fee or term of its own, and its section 2(r) leaves even the multi-storey height to rules. Section 26(2) bars an occupancy certificate until the fire measures are in, and section 31(i) gives the Fire Officer one month from a complete application.

Arunachal Pradesh fire water storage and pump pressure by Annexure C level

Annexure C of the 2019 Bye-Laws sizes the fire water tanks and pump pressure in 3 levels, for buildings fully sprinklered or served by a wet riser alone.

Underground tank, fully sprinkleredUnderground tank, riser onlyOverhead tank, fully sprinkleredOverhead tank, riser onlyTerrace pressure, sprinklered and riser
Level I AP Building Bye-Laws 201950,000 litres85,000 litres10,000 litres15,000 litres3.5 and 3.5 kgf/cm²
Level II AP Building Bye-Laws 20191,70,000 litres1,70,000 litres30,000 litres30,000 litres3.5 and 5.5 kgf/cm²
Level III AP Building Bye-Laws 20192,50,000 litres2,50,000 litres50,000 litres50,000 litres5.5 and 7.0 kgf/cm²

Read from the text layer of the 2019 Bye-Laws on EoDB Arunachal. Annexure C also takes a hose stream as 567 litres a minute, caps the underground tank at 85 per cent of the total and sets the overhead tank at no less than 15 per cent, allows standard pumps of 1,800, 2,280, 2,850 and 4,550 litres a minute, and sizes the jockey pump at 3 to 5 per cent, up to 450 litres a minute. Annexures B-I to B-III, the 23 measures by zone and height, are not reproduced because their column order does not survive in the text copy.

What an Arunachal Pradesh fire safety certificate costs in 2026

EoDB Arunachal lists no fee for any of its 3 fire services, and the 2026 Act fixes no certificate fee. The charges the Act names are all left to rules or notifications not yet made.

Fire consultants', installers' and architects' charges are not set by any Arunachal Pradesh instrument and are not listed. Compare other states on the fees page.

Does your Itanagar or Arunachal Pradesh building need fire clearance?

Find the line closest to your building. The 2019 Bye-Laws test height, storeys and floor area, whichever the building crosses first.

  1. If You run a hotel with more than 500 m² on any floor

Covered as a special occupancy, and bye-law 11.3 renews hotel fire clearance every year. Below 15 m it needs sprinklers once a floor passes 1,000 m² or there is a basement. AP Building Bye-Laws 2019

  2. If You are building a ground plus 5 apartment block of more than 500 m²

Covered: above 4 storeys is high rise, and apartments of more than ground plus 4 over 500 m² need fire protection norms. Sprinklers start only at 45 m for apartments. AP Building Bye-Laws 2019

  3. If You run a private school or coaching building

Covered at any size: bye-law 11.1 lists all educational buildings. AP Building Bye-Laws 2019

  4. If You run a hospital or nursing home of 9 m or more

Covered as institutional, renewed every year under 11.3, and it needs a qualified fire officer once it reaches 15 m or more than 100 beds. AP Building Bye-Laws 2019

  5. If You are opening a small enterprise under the 2026 MSME Ordinance

The acknowledgment stands in for 11 approvals for 2 years, but section 5(6) still requires a fire NOC before you start operating. MSME Ordinance 2026

  6. If You are putting up a festival or wedding pandal

The erector is a self-regulator under section 24: a signed declaration on display, which an inspector may check and seal if directions are ignored. Government of Arunachal Pradesh

  7. If You are building a 2-storey house on a 300 m² plot

Not on the bye-law 11.1 list; Table 13.3 rates a plotted house below 15 m and up to 500 m² as low risk with no fire clearance step. Do I need a fire NOC? AP Building Bye-Laws 2019

Itanagar and Naharlagun buildings worked through Arunachal Pradesh's rules

Flamekite’s working from the official rules; no government publishes this figure.

Five common premises run through the 2026 Act, the 2019 Bye-Laws and the MSME Ordinance. Sizes are examples; the Director decides.

  1. Case 1

    A 16 m, ground plus 4 hotel in Itanagar

40 rooms, about 600 m² a floor, no basement.

What applies High rise and a special occupancy, so the plans go to the Director Fire Services before the permit. Bye-law 11.21 puts sprinklers in all hotels of 15 m and above, every building of 15 m and above needs a fire alarm, and the clearance is renewed every year. AP Building Bye-Laws 2019

  2. Case 2

    A 12 m, ground plus 3 school in Naharlagun

Classrooms on four floors, no basement.

What applies Covered because every educational building is. Sprinklers are not required below 15 m unless a basement reaches 200 m²; the 4 EoDB documents and a signed fire drawing start the application. AP Building Bye-Laws 2019

  3. Case 3

    An 18 m, 100-bed hospital in Itanagar

Five floors with a ground floor pharmacy.

What applies Institutional above 9 m, so covered; institutional buildings of 15 m and above need sprinklers, a qualified fire officer is needed at 15 m, and hospital clearance is renewed every year. AP Building Bye-Laws 2019

  4. Case 4

A 2,500 m² single-storey godown on the Itanagar outskirts

    General goods, 8 m high.

What applies A storage special building over 500 m² on its floor, and high risk under Table 13.4 above 2,000 m². Plans need fire clearance, and the Bye-Laws' Zone III table applies to storage. AP Building Bye-Laws 2019

  5. Case 5

A small furniture workshop under the MSME Ordinance

A Green category unit in an industrial area.

What applies The District Nodal Agency issues an acknowledgment within 7 working days that counts as 11 approvals for 2 years, but the fire NOC is not one of them: section 5(6) requires it before operations start. MSME Ordinance 2026

How an Itanagar building moves from plans to an Arunachal Pradesh fire certificate

The 2019 Bye-Laws and the 2026 Act pass a new building between the local authority and the fire service in 7 stops.

  1. 1. Risk class

Table 13.3 grades residential plans: below 105 m² very low, 105 to 500 m² low, above 500 m² moderate, and group housing of 15 m and above high risk, which needs Fire department clearance. AP Building Bye-Laws 2019

  2. 2. Fire plans in 3 copies

Where the Director Fire Services must clear the scheme, 3 copies of the fire safety plans go with the notice instead of 2 (bye-law 2.9.2), signed by a licensed Fire Consultant or Architect. AP Building Bye-Laws 2019

  3. 3. Referral to Fire Services

The Authority sends 3 sets of plans with the prescribed fee to the Department of Fire Services after checking them against the Master Plan (bye-law 11.2.2); EoDB carries this as the NOC before construction. AP Building Bye-Laws 2019

  4. 4. Permit after clearance

Fire Services return 2 signed sets, and the building permit is given only after the Director Fire Services clears the plans (bye-laws 11.2.4 and 2.14.2(b)). AP Building Bye-Laws 2019

  5. 5. Install and test

After the fire installations are fitted, tested and certified by the licensed Fire Consultant or Architect, the owner applies through the Authority (bye-law 11.2.5). AP Building Bye-Laws 2019

  6. 6. Occupation

Fire Services issue a No Objection Certificate from the fire safety and means of escape point of view; the occupation certificate is subject to it (bye-laws 11.2.6 and 2.17). AP Building Bye-Laws 2019

  7. 7. Fire Safety Certificate

The Director's certificate under section 26(3) follows within 1 month of a complete application with all documents, designs, maps and completion certificates (section 31(i)). Government of Arunachal Pradesh

Why Arunachal Pradesh fire certificates are refused or cancelled

EoDB Arunachal showed 20 rejections in 314 fire applications. These 6 written rules explain most setbacks.

  • If The application was incomplete

The one-month clock in section 31(i) runs only once all documents, designs, maps and completion certificates are in. Upload all 4 EoDB documents together. Government of Arunachal Pradesh

  • If The fire plans were not signed by a licensed Fire Consultant or Architect

Bye-law 11.2.3 requires that signature, with the Annexure D questionnaire, on the plans Fire Services examine. AP Building Bye-Laws 2019

  • If The Fire Officer's directions were not carried out

Section 31(ii) lets the certificate be cancelled after a show-cause hearing, and section 31(iii) then ends the right to occupy. Government of Arunachal Pradesh

  • If Equipment was removed or tampered with

Section 31(iv) forbids anyone to alter, remove or damage installed fire equipment, or to get someone else to. Government of Arunachal Pradesh

  • If A hotel, hospital, cinema or underground market missed its yearly renewal

Bye-law 11.3 renews these 4 occupancies every year on the consultant's or architect's undertaking; diary the date. AP Building Bye-Laws 2019

What Flamekite could not confirm about Arunachal Pradesh's fire certificate

Seven points that no official source we read settles, as of 24 October 2026.

Rules. Section 71 lets the Government make rules for the minimum fire standards, appeal forms and fees, the Fire Safety Officer and compounding; we found none, nor a multi-storey height under section 2(r), a fire tax rate under section 40 or a third-party empanelment under section 32.

The certificate's term. The Act sets none and EoDB's renewal service names no period. Without a login to EoDB we could not see the term printed on certificates issued since 11 May 2026.

The fee and the 15 days. EoDB's "No fee required" and 15-day lines were last edited on 27 June 2023, before the Act, which gives one month; we found no newer statement.

Bill 13 of 2026. Ordinance No. 2 of 2026 is in the gazette, but we found no enacted Amendment Act; the Bill as summarised deletes the section 26 words only, not the section 2 ones.

Dashboard totals. EoDB shows 314 fire applications received but 170 approved, 20 rejected and 82 under process, which add to 272; the other 42 are not explained.

Two cross-references. Section 24(4) punishes a false pandal declaration "under Section 51", which covers offences by companies; and the Bye-Laws give the stilt height as 17.5 m in one place and 17.4 m in another.

The Directorate. We found no official website, address or phone number for the Directorate of Fire and Emergency Services; the Director's name comes from a May 2026 news report.
