Fire NOC in Nagaland: the Fire Safety Certificate in Kohima and Dimapur

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

A Nagaland fire NOC is a Fire Safety Certificate under the Nagaland Fire and Emergency Services Act, 2021 (Act No. 5 of 2023, published in the Nagaland Gazette on 31 August 2023). Section 25(i) makes it valid for 2 years whatever the occupancy, and the Directorate asks for renewals at least 45 days before expiry.

You need one for a building over 15 m, a hotel over 12 m, a school, hospital or shop building over 9 m, any assembly building, and industrial or storage space over 250 m². Apply on Form D at your nearest fire station, or on the NFES citizen portal, piloted since 20 May 2026 in Kohima, Mokokchung and Dimapur. No certificate fee is published; an appeal costs Rs 5,000.

How to apply for a fire NOC in Kohima or Dimapur, step by step

  1. Measure against section 21(1)

Check the height and storeys: over 9 m or ground plus 2 for schools, hospitals and shops, over 12 m for hotels, over 15 m or ground plus 4 for flats and offices; godowns and workshops count by area, over 250 m².

  2. Use a licensed agency for the installation

Section 24(6) reserves fire installation work for a licensed agency, which signs the Form C1 compliance certificate for your building.

  3. Pick your route

The NFES citizen portal, piloted in Kohima, Mokokchung and Dimapur, registers you with a mobile OTP, your district and your fire station. Otherwise, the nearest fire station fills in the form and does the data entry with you.

  4. File Form D with the plans

Attach the building, site, layout and fire safety measure plans and a para-wise compliance report against the department's recommendations.

  5. Host the site inspection

An Inspecting Officer or Assistant Inspecting Officer checks the installations; the Fire Officer may inspect on 3 hours' notice between sunrise and sunset.

  6. Receive Form D2

Section 25(i) allows a month from a complete application. The certificate runs 2 years from the date printed on it.

  7. Diary the renewal and the January and July filings

File Form D1 with a Form C declaration at least 45 days before expiry, and a licensed agency's Form C2 maintenance certificate every January and July.

What section 25 of Nagaland's Act 5 of 2023 says about the 2-year term

Section 25(i) sets one term for every Nagaland building: hotels, homes and factories alike.

Word for word

The Fire Safety Certificate Issued under this act will be Valid for 2 years irrespective of occupancy subject to operational and maintenance of fire safety installations are ensured.

Section 25(i), Nagaland Fire and Emergency Services Act, 2021 (Act No. 5 of 2023), Nagaland Gazette Part-V, 31 August 2023, page 42 Directorate of Fire and Emergency Services, Nagaland

Two conditions sit in that sentence: the 2 years run only while the installations are kept working, and section 25(ii) lets the Fire Officer cancel the certificate earlier if directions are ignored. The Act's own Form D2 leaves the number of years blank, and it sets no renewal lead time; the 45 days comes from the Directorate's March 2026 advisory, which puts the renewal at about month 22 and a half.

Nagaland's fire certificate beside Manipur's and Assam's

Three neighbouring north-eastern states passed new fire laws between 2023 and 2026, and each chose a different term.

What a Nagaland fire safety certificate costs in 2026

Act 5 of 2023 prints one fee, Rs 5,000 for an appeal, and leaves the rest to rules that had not appeared by 24 October 2026.

As published

Installers' and consultants' fees are not set by any Nagaland instrument and are not listed. The fees page compares the states that do publish a rate.

Kohima and Dimapur buildings worked through Nagaland's Act

Flamekite’s working from the official rules; no government publishes this figure.

Five common premises run through sections 21, 24, 25 and 26. Sizes are examples; the Fire Officer decides.

  1. Case 1

A 13 m, ground plus 3 hotel in Kohima town

22 rooms, a restaurant on the ground floor, no basement.

What applies Needs a certificate as a hotel over 12 m with ground plus 3. The term is 2 years, so the renewal goes in about 45 days before the second anniversary. If it is a starred hotel, section 26 adds a Fire Safety Officer. Directorate of Fire and Emergency Services, Nagaland

  2. Case 2

    A 10 m, ground plus 2 shop-cum-office block in Dimapur

Shops below, offices above, about 600 m² in all.

What applies Covered as mercantile over 9 m, and as a mixed occupancy over 500 m² under section 24(3)(iii). Offices alone would not need one below 15 m. Directorate of Fire and Emergency Services, Nagaland

  3. Case 3

A 400 m² single-storey godown on the Dimapur side

    General goods, 7 m high.

What applies Covered as storage over 250 m² whatever its height. Only a licensed agency may fit the installation, and it signs Form C1. Directorate of Fire and Emergency Services, Nagaland

  4. Case 4

An 18 m, ground plus 5 apartment block in Chümoukedima

    30 flats, stilt parking.

What applies Covered as residential over 15 m. No Fire Safety Officer is needed, as that line is 60 m for homes; the owners' association files the January and July maintenance certificates. Directorate of Fire and Emergency Services, Nagaland

  5. Case 5

A 16 m, ground plus 4 private hospital in Kohima

    60 beds.

What applies Covered as institutional over 9 m, and section 26 requires a Fire Safety Officer on site at 15 m and above. Without one 30 days after a notice, section 32 charges Rs 20 to Rs 50 a m² a month. Directorate of Fire and Emergency Services, Nagaland

Fire stations for a NOC in Kohima, Dimapur and Chumoukedima

Fresh applications start at your nearest station. These are the department's published numbers for the 5 stations in Kohima, Dimapur and Chümoukedima towns, as read on 24 October 2026.

Why Nagaland fire certificates are refused or cancelled

Fire Headquarters sees a file only once the station finds the building compliant. These 6 written rules explain most setbacks.

Nagaland fire NOC myths set against Act 5 of 2023

Open questions in Nagaland's fire NOC regime that no source settles

Eight points the official texts leave open, as of 24 October 2026.

Commencement. Section 1(3) brings the Act into force only on dates the Government notifies, area by area. We found no such notification, although the Directorate has used the Act's Form D since at least November 2025.

Rules and fees. Section 61 lets the Government make rules for fees, standards, compounding and fire tax, and section 29 leaves general penalties to them; we found none, so no certificate or renewal fee is published.

The online form. The citizen portal invites you to "register and upload your NOCs", but registration needs a mobile OTP, and Flamekite did not register. What the form asks, what it charges, and when the pilot reaches districts beyond Kohima, Mokokchung and Dimapur are not confirmed.

The addressee. Form D is addressed to the Inspector General in Kohima, while the November 2025 advisory sends it to the station's Officer-in-Charge; in practice the station receives it and Headquarters decides.

The Appellate Authority. Section 2(a) describes an officer appointed by the Government, two ranks above the Fire Officer; section 44(4) names the Director.

Drafting slips. The hotel clause in section 21(1)(c) lacks the "or" the other clauses use before the storey test, and section 22(4) punishes a false pandal declaration "under section 40", which deals with compounding.

Schools at 15 m. A January 2025 report said section 24 catches schools only above 15 m; the Act's section 21(1)(d) sets 9 m, and this page follows the Act.

Municipal links and agencies. We did not find how the Kohima and Dimapur municipal councils tie building permission to the certificate, nor a list of licensed agencies under section 27(B).
