Fire NOC renewal in 2026: how to renew a fire safety certificate in every state and UT
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
To renew a fire NOC, file your state's renewal form on its fire portal before the certificate expires, with the old certificate, a declaration that nothing has changed and, in many states, an agency's maintenance or audit certificate. The fire service then inspects the building or accepts the declaration, and issues a renewed certificate.
The last date to file runs from 14 days before expiry in Tripura to 6 months in Delhi and Manipur. Renewal is free in Uttar Pradesh and Jharkhand, Rs 2,500 in DNH and DD and 10% of the NOC fee in Assam. Filing late costs Rs 5 a day in Meghalaya and 25% extra in Andhra Pradesh, and an expired Assam NOC cannot be renewed at all.

How to renew a fire NOC: the seven steps every state shares
Find your expiry and count back your state's lead time
Read the issue date and term on the certificate, then count back: 30 to 14 days in Tripura, 1 month in Uttar Pradesh, Sikkim, Goa and Punjab, 45 days in Bihar and Nagaland, 2 months in Andhra Pradesh and Gujarat, 3 months in Chhattisgarh, 6 months in Delhi and Manipur.
Test the systems before the fire service does
Service the extinguishers, run the pumps and check alarms and detectors. Uttarakhand asks for the extinguishers' hydraulic pressure test certificate, and Gujarat's renewal form records 2 mock drills.
Get the agency or audit papers first
Where the state relies on agencies, their paper comes before the application: Tripura's Form B, DNH and DD's Annexure II with the AMC work order and quarterly service reports, Odisha's January and July audit certificates.
File on the renewal service, not the new-NOC form
Kerala runs a separate renewal portal; Goa uses service FES93, Odisha Form-VI, Bihar Form M, Uttar Pradesh Form A-11 and Manipur Form D1.
Pay the renewal fee, if your state charges one
Nothing in Uttar Pradesh and Jharkhand, Rs 2,500 in DNH and DD and Tripura, 10% of the first fee in Assam, or the per m² rate again in Odisha and Bihar.
Be ready for the inspection or the query
Uttar Pradesh, Bihar, Goa and Chhattisgarh renew after an inspection. Andhra Pradesh inspects in 5 working days and issues in 5; Kerala decides a renewal in 15 days.
Download the renewed certificate and diary the next cycle
Note the new expiry and the filings due before it: Form A-8 every January and July in Uttar Pradesh, Form A6 in Sikkim, the yearly Annexure A in Goa.

Odisha's 2025 rule that renews a fire NOC without a fresh application
Odisha is the clearest case of a renewal earned by audits during the term. Clause (c) of the new rule 9(14) says so in one sentence.
Word for word
(c) Where a building or premises or occupancy has been subjected to audit by an empanelled agency or auditor as per clause (b) the authorized officer may renew the Fire Safety Certificate without a fresh application for renewal and without requiring any fresh inspection.
Clause (b) is the condition: an audit certificate on Forms IV and IV(B), uploaded by the owner or an authorised auditor in January and July every year. Clause (d) is the fallback: premises without those audits file a fresh renewal on Form-VI with Form-III, 3 months before expiry, and pay Rs 1 or Rs 2 per m² again. The rule says "may", so the officer keeps the discretion to inspect.

Renew or start again? When a fire NOC renewal is not allowed
Renewal assumes the same building, the same use and a certificate still in date. Break any of the three and many states send you back to a fresh application.
If Your Assam certificate's printed date has passed
The portal sends an expired NOC back to apply afresh, at the full fee. File Form XII before the date. Fire NOC Assam 2026 Fire and Emergency Services, Assam
If You changed the use, or added or altered a floor, in Odisha

If You changed the use of a Tripura building
Rule 11 of the 2026 Rules needs a fresh NOC with the full document set, not a renewal. Fire NOC Tripura 2026 Directorate of Fire and Emergency Services, Tripura
If A floor's use changed between Gujarat renewals

If You run a restaurant, guest house or banquet hall in Delhi
These are outside the DFS renewal portal. DFS still links the MHA eating and lodging portal, but licensing reportedly moved from the Delhi Police to the local bodies in June 2025, so ask your local body. Fire NOC Delhi DFS

How long a fire NOC renewal takes: the legal time limits
Once a complete renewal file is in, most states must decide within 7 to 30 days. The lead times in the state table are longer because they leave room for an inspection and a query.
The limits below come from public service guarantee laws, citizen charters and single-window listings. They run from a complete application, so a query from the fire officer usually restarts or pauses the count. Real averages are often shorter: renewals took 12 days on average in Uttar Pradesh and 16 in DNH and DD.
Telangana's Citizen Charter promises a renewal in 14 days even though its own documents disagree on whether renewal is yearly or 5-yearly. Stage-by-stage timings for new applications are on the processing time page.

Questions about fire NOC renewal
How do I renew my fire NOC?
- File your state's renewal form on its fire portal before the certificate expires: Form A-11 in Uttar Pradesh, Form M in Bihar, Form I in Delhi, Form R on Goa Online. Attach the old certificate and any declaration or agency certificate the state asks for, pay the renewal fee where there is one, and pass the inspection if your state still inspects.
What documents are needed for fire NOC renewal?
- Usually the old certificate, a declaration that nothing has changed, and proof that the systems were serviced. Punjab asks for only 3 papers: ownership proof, ID and the old NOC. Uttarakhand adds the extinguishers' hydraulic test certificate and a treasury challan; DNH and DD the AMC work order and quarterly service reports.
What is the last date to apply for fire NOC renewal?
- It is set by your state, counted back from the expiry: 6 months in Delhi and Manipur, 3 months in Chhattisgarh, 2 months in Andhra Pradesh and Gujarat, 45 days in Bihar and Nagaland, 1 month in Uttar Pradesh, Sikkim and Goa, and between 30 and 14 days in Tripura. The renewal date calculator works it out for your certificate.
How much does fire NOC renewal cost?
- Nothing in Uttar Pradesh, Jharkhand, Himachal Pradesh and Arunachal Pradesh. Elsewhere it ranges from Rs 200 for a Mizoram provisional NOC and Rs 2,500 in DNH and DD and Tripura to a per m² rate in Bihar and Odisha, 10% of the first fee in Assam and Rs 2,500 to Rs 12,000 a year in Kerala.
Can an expired fire NOC be renewed?
- Sometimes, at a price. Meghalaya renews with a late fee after 7 free days and Andhra Pradesh with 25% extra. Assam does not renew an expired certificate at all: you apply afresh at the full fee. Meanwhile the building has no valid certificate.
Can fire NOC renewal be done online?
- Yes in most states. Kerala has a separate renewal portal, Odisha and Bihar run renewal services on their fire portals, Delhi opened an online renewal portal in November 2025, and Manipur lists an Auto Renewal service on EoDB. Himachal Pradesh accepts renewals only online.
Is an inspection needed to renew a fire NOC?
- In Uttar Pradesh, Bihar, Goa, Chhattisgarh and Lakshadweep, yes. Odisha renews audited premises without one, Tripura renews on self-certification or an agency's Form B, and Gujarat's private Fire Safety Officer inspects instead of the fire service.
How long does a fire NOC renewal take?
- Most states must decide within 7 to 30 days of a complete file: 15 days in Kerala and Uttar Pradesh, 10 working days in Andhra Pradesh, 30 days in Uttarakhand. Uttar Pradesh renewals actually averaged 12 days.
