Fire NOC in Rajasthan: the LSG Online NOC and the 2026 building rules

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

Rajasthan has no fire act: urban local bodies issue the fire NOC on LSG Online through SSO, in 15 days per Raj Nivesh. The power comes from section 255 of the Rajasthan Municipalities Act, 2009, and the technical standard is the joint UDH and LSG fire order of 14 September 2023.

Since the UDH order signed on 29 May 2026, a coaching centre needs a fire NOC and every multi-storey building needs a permanent fire NOC before its occupancy certificate. The fire cess for buildings up to 15 m is ₹15 per m². Under the 14 September 2023 order the NOC costs Rs 2, 1.50 or 1 per sq ft of built-up area (Nagar Nigam, Parishad or Palika), is generally renewed every year for Rs 10,000, 7,500 or 5,000, and a hostel or PG needs one from 9 m and over 250 m².

How to get a fire NOC in Rajasthan, from plan to certificate

  1. Place the building against the 15 m line

Above 15 m it is a multi-storey, high-risk building and needs the permanent fire NOC before occupation. Coaching centres and rooftop restaurants need a fire NOC whatever their height.

  2. File the plan with the affidavits and the fire cess

The architect, structural engineer and developer attest the IS-code and earthquake affidavit. Pay the fire cess, ₹15 per m² for a building up to 15 m, into the centralised account.

  3. Build to the 2023 fire order

Keep a 6.0 m fire-tender corridor clear all round, put two tanks on the roof with one wired to the fire pipes, and fit the systems the 14 September 2023 order lists.

  4. Apply on LSG Online through SSO

Sign in to Rajasthan SSO, open LSG Online Services, choose Fire NOC and New NOC, then pick the district, urban local body and zone and enter the hose reels, systems, structure and extinguishers. Upload PDFs of no more than 2 MB.

  5. Pay and face two inspections

Pay online or by challan. The Fire Officer inspects and uploads a report, then the Chief Fire Officer inspects the site; Raj Nivesh lists 15 days for the service.

  6. Download the NOC and keep it valid

File the permanent NOC with the occupancy application and renew it through FIRE NOC RENEW: Schedule 2 makes re-validation compulsory.

What section 255 of the Rajasthan Municipalities Act says

One sentence in a 2009 municipal law is the whole statutory root of the Rajasthan fire NOC. There is no state fire act.

Word for word

The Municipality may require, by bye-laws, the owner or the occupier of all or any of the premises in the municipal area to make such arrangements as may be necessary for fire prevention and fire safety in the municipal area and may also require the owner or the occupier to obtain a no objection certificate in this behalf in such form and in such manner and from such authority as may be specified in such bye-laws.

Rajasthan Municipalities Act, 2009, section 255 (Arrangement for fire prevention) LawGistnews report

Two neighbouring sections finish the picture. Section 256 lets a Municipality keep a fire-brigade, and section 103(1)(vii) lets it levy a fire tax. In practice the State fills the detail by executive orders: the 14 September 2023 fire order and the building regulations, not municipal bye-laws Flamekite could find online.

Rajasthan building risk classes and the 15 m line

Regulation 14.5 sorts every Rajasthan building into three risk classes. Height above 15 m alone makes a building high risk.

Plot or built-up areaHeightWho may approve the plan
Low risk Rajasthan UDHPlot up to 500 m², or built-up area capped at 500 m²Up to 15 mAn officer authorised by the urban body, on a Town Planning Assistant's check
Medium risk Rajasthan UDHAbove 500 m² and up to 2,500 m²Up to 15 mBuilding Plan Approval Committee, on the Assistant Town Planner's check
High risk Rajasthan UDHAnyAbove 15 m, every useBuilding Plan Approval Committee, on the Deputy or Senior Town Planner's check
Registered technical person route Rajasthan UDHPlot up to 2,500 m²Up to 15 mA technical person registered under Regulation 16, outside restricted areas
State approval needed Rajasthan UDHAnyAbove 60 m in development-authority cities, 40 m in UIT cities, 30 m elsewhereThe State Government gives final approval

Until 2026 a further note capped plan approval at the height of the fire ladder available in the city (order of 26 November 2020). The order signed on 29 May 2026 deleted that note.

Does your Rajasthan building need a fire NOC?

Find the line that fits your premises. Each points to the Rajasthan rule that decides it.

  1. If It is taller than 15 m, for any use, in any urban body area

It is a multi-storey building: an affidavit at plan approval and a permanent fire NOC before the occupancy certificate. Urban Development and Housing Department, Rajasthan

  2. If It will house a coaching centre for more than 50 students

A fire NOC from the fire department is compulsory under Regulation 4.6.2(x), as replaced in 2026. Documents required Urban Development and Housing Department, Rajasthan

  3. If You plan a rooftop restaurant

The Regulations require a fire NOC from the fire department for it, whatever the building's height. Rajasthan UDH

  4. If It is a building plan sanctioned by JDA in Jaipur

Since July 2026 JDA has reportedly issued the final plan only after a fire NOC from the Jaipur Municipal Corporation. PropNewsTimenews report

  5. If It is a low-rise shop or house up to 15 m

Schedule 3 asks for a fire NOC only "where required" by the 2023 order; check that order's occupancy table with your urban body's fire officer. Do I need a fire NOC? Urban Development and Housing Department, Rajasthan

  6. If You already paid the fire cess at plan approval

No further amount is charged when the permanent fire NOC is issued. Rajasthan UDH

What Flamekite could not confirm about Rajasthan fire NOC

Seven points no official Rajasthan source we read settles, as of 24 October 2026.

Questions about Rajasthan

Is fire NOC mandatory in Rajasthan?

Who issues the fire NOC in Jaipur?

The Jaipur Municipal Corporation's fire wing, under the Local Self Government Department, after inspections by a Fire Officer and the Chief Fire Officer. Heritage and Greater were merged back into one corporation on 10 November 2025.

How do I apply for a Rajasthan fire NOC online with SSO?

Sign in at sso.rajasthan.gov.in, open Citizen apps, then LSG Online Services, Fire NOC and New NOC. Enter the district, urban body and zone, the fire systems and extinguishers, upload PDFs up to 2 MB, then pay online or by challan.
