Fire NOC in Manipur: the Fire Safety Certificate under the 2026 Act

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

A Manipur fire NOC is now a Fire Safety Certificate under the Manipur Fire and Emergency Service Act, 2026 (Act 9 of 2026), in force since 14 September 2026. It lasts 5 years for residential buildings other than hotels and 3 years for every other building, hotels included, and you apply to renew it at least 6 months before it expires.

You need one for a building over 15 m, a hotel over 12 m, a school, hospital or shop building over 9 m, any assembly building, and industrial or storage space over 250 m². You apply on EoDB Manipur to the Director, Manipur Fire Service, Imphal. The Act sets no certificate fee, and section 68 repeals the 1992 Act.

How to apply for a Manipur fire safety certificate on EoDB, step by step

  1. Check the section 21(5) lines

Measure the height and count the upper storeys: 9 m or ground plus 2 for schools, hospitals and shops, 12 m or ground plus 3 for hotels, 15 m or ground plus 4 for homes and offices.

  2. Have a qualified agency fit the measures

Section 24(6) lets only a qualified agency install fire prevention and life safety measures, to the Schedule I minimums for your occupancy and height.

  3. Register on EoDB Manipur

Enter the applicant, land owner and establishment details, check the declaration and register. The application sits under Dashboard, Approvals, More Approvals, Add.

  4. Upload 4 documents

ID proof, the land ownership document (lease or patta), the layout diagram, building plan or floor plan, and any other NOC your premises need.

  5. Submit and host the inspection

The Director or Fire Officer scrutinises compliance and may inquire; the Fire Officer may inspect on 3 hours' notice between sunrise and sunset.

  6. Receive the certificate

Section 25(1) gives one month from a complete application; EoDB states 7 days. The certificate is Form D2 of the Act.

  7. Diary the renewal and the January and July filings

Renew at least 6 months before the 5-year or 3-year term ends, through Form D1 or the EoDB Auto Renewal service, and file the qualified agency's maintenance certificate every January and July.

What section 25 of Manipur's 2026 Act says on validity and renewal

One sentence of section 25 sets both the term and the renewal deadline for every Manipur certificate.

Word for word

25. (2) The Fire Safety Certificate issued under this Act shall be required to be renewed after a period of five years for residential building (other than hotels) and three years for non-residential buildings including Hotels from the date of issue, at least six months prior to the date of expiry of the Certificate.

Section 25(2), Manipur Fire and Emergency Service Act, 2026 (Manipur Act No. 9 of 2026), notification No. 2/3/2026-Leg/L, 14 September 2026 Government of Manipur

So a Manipur certificate runs 5 or 3 years from its date of issue, and the renewal must be filed at least 6 months before that date: a hotel's 3-year certificate gives 30 months before its renewal is due. The Act's own Form D2 certificate still prints "a period of 1 (one) year", and no rule yet reconciles the two, so read the term printed on yours.

Imphal buildings worked through Manipur's 2026 Act

Flamekite’s working from the official rules; no government publishes this figure.

Five common Imphal premises run through sections 21, 24 and 25 and Schedule I. Sizes are examples; the Fire Officer decides.

  1. Case 1

A 13 m, ground plus 3 hotel near Thangal Bazar

24 rooms, about 250 m² a floor, no basement.

What applies Needs a certificate as a hotel over 12 m. Schedule I asks for extinguishers, a hose reel, a manual alarm and a 5,000 litre terrace tank. The term is 3 years, so file the renewal by month 30. Government of Manipur

  2. Case 2

A 16 m, ground plus 4 apartment block in Imphal West

20 flats, stilt parking, no basement.

What applies Needs a certificate as residential over 15 m, and its building permit is high risk under the 2024 bye-laws, so fire clearance comes before the permit. Down-comer, manual alarm and a 25,000 litre terrace tank. Term 5 years. Manipur UBBL 2024

  3. Case 3

A 10 m, ground plus 2 private school in Imphal East

  4. Case 4

A 300 m² single-storey godown near the Imphal bypass

    General goods, 6 m high.

What applies Needs a certificate as storage over 250 m². Schedule I adds a wet riser, yard hydrant, sprinklers, detection, a 50,000 litre underground tank and a pump set. Government of Manipur

  5. Case 5

A pandal for 200 guests at a Lai Haraoba gathering

    Canvas and bamboo, 400 m².

What applies Over 50 seats, so the erector displays a signed Form A declaration naming the fire safety staff on duty. No certificate is issued, but the Fire Officer can inspect, order fixes and seal it. Government of Manipur

How an Imphal building moves from permit to Manipur fire certificate

The 2024 bye-laws and the 2026 Act hand a new building between the town planners, the municipal body and the fire service in 7 stops.

  1. 1. Risk class

Bye-law 88 grades residential proposals: under 105 m² very low, up to 500 m² low, above 500 m² moderate, and 15 m or more high risk, which needs Fire Department clearance. Manipur UBBL 2024

  2. 2. Land-use check on OBPS

Since 25 June 2026 the Town Planning Department asks for 11 documents, down from 16, when it verifies land use for a permission on the Online Building Permission System. Manipur Town Planning

  3. 3. Plans to the Fire Prevention and Audit Wing

Section 21(3) has the wing examine plans the local authority refers and issue directives under the 2024 bye-laws. Government of Manipur

  4. 4. The 15-day clock

Bye-law 8(ii) gives outside agencies, the Fire Services Department named first, 15 days or the stipulated time; after that the NOC on the plan is deemed issued. Manipur UBBL 2024

  5. 5. Installation

Only a qualified agency may install the fire measures, and it certifies compliance to the Fire Officer. Government of Manipur

  6. 6. Occupancy certificate

No occupancy certificate until the fire measures comply (section 24(2)); bye-law 6(2)(b) also needs Fire Services approval for every non-residential building. Government of Manipur

  7. 7. Fire Safety Certificate

The Director or Fire Officer issues it within a month of a complete application, on 5-year or 3-year terms. Government of Manipur

Manipur Fire Service offices for a certificate in Imphal

Every Manipur application goes to the Director in Imphal. Flamekite found no published phone number for the Directorate on 24 October 2026.

Why Manipur fire certificates are refused or cancelled

EoDB Manipur showed 75 rejections in 736 applications. These 6 written rules explain most setbacks.

  • If The application was incomplete

The one-month clock in section 25(1) runs only once all documents, designs, maps and completion certificates are in. Upload the 4 EoDB documents together. Government of Manipur

  • If The fire measures were fitted by someone who is not a qualified agency

Section 24(6) bars anyone else from the work; have a qualified agency certify compliance. Government of Manipur

  • If The renewal was filed late

Section 25(2) wants it at least 6 months before expiry. Work back from the date on your certificate. Government of Manipur

  • If The Fire Officer's directions were not carried out

Section 25(3) lets the certificate be cancelled after a show-cause hearing, and section 25(4) then ends the right to occupy. Government of Manipur

  • If Equipment was removed or tampered with

Section 25(5) forbids it; restore the measures before the January or July maintenance certificate. Government of Manipur

  • If A non-residential building was occupied without fire approval

Bye-law 6(2)(b) and section 24(2) hold back the occupancy certificate until the fire service approves. Manipur UBBL 2024

What Flamekite could not confirm about Manipur's fire certificate

Seven points that no official source we read settles, as of 24 October 2026.

Rules and fees. Section 62 lets the Government make rules for fees, forms, qualified agencies and compounding amounts; we found none, nor a fire tax rate under section 47 or a section 21(5) notification.

The 1-year term. Section 25(2) sets 5 and 3 years, but the Act's own Form D2 prints 1 year "in accordance with rule". Which the Fire Service prints on new certificates was not visible without logging in to EoDB.

The Appellate Authority. Section 2(a) makes the State Government hear appeals against the Director, while section 44(3) names the Director as the Appellate Authority.

Two cross-references. Section 22(4) punishes a false pandal declaration "under section 40", which deals with compounding, not punishment; and Schedule I still points to an NBC clause, 6.4.4, for D-7 buildings.

Gazette details. The text we read carries notification No. 2/3/2026-Leg/L of 14 September 2026 but no gazette issue number, and we found no gazette of the ordinance the cabinet approved on 14 July 2026.

Imphal's own bye-laws. The Imphal Municipal Corporation Building Bye-Laws, 2025 were reported notified on 15 December 2025; we did not read their fire clauses, so this page uses the 2024 model bye-laws the Act names.

Station count. The 2025-26 report says 1 headquarters station and 20 sub-stations but its table lists 20 in all; UNI reported 22 on 7 October 2026.
