Fire audit in Chhattisgarh: licensed third-party auditors, Forms Q and R and the 30% re-check
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
Since the Amendment Rules of 24 November 2025, a fire safety audit in Chhattisgarh may be done only by a competent officer of the Fire and Emergency Services or a Third Party Auditor (TPA) licensed by the Director General. Every building notified under section 14(2) of the 2018 Act files the auditor's Form-Q certificate with a detailed Fire Audit Report, then a Form-R certificate every January and July, signed by the owner and the auditor.
Auditors hold a 2-year licence in Grade A, B, C or D, for a fee of Rs 5,000 to Rs 25,000; only Grade A may audit high-risk buildings. The owner pays the auditor, picks one on firenoc.cg.gov.in and cannot switch afterwards, may ask the department for its own audit, and the department re-checks at least 30% of audited buildings at random.
- Random re-check by the department
- 30%
- At least, of TPA-audited buildings (rule 37D(4))
- The regime in numbers
- Auditor's reply to a show-cause notice
- 30 days
- Form-P, before suspension or cancellation

How to get a Chhattisgarh fire audit done on firenoc.cg.gov.in
Place the building in its class and tier
Find it in the 12 section 14(2) classes, then in the low, moderate or high-risk tier of HQ order 204/2025. The tier decides the grade of auditor you may use.
Shortlist auditors of the right grade
Ask each for its Form-O licence and read the grade and the valid-from and valid-to dates. A Grade B, C or D auditor cannot take a high-risk building.
Agree the fee and scope in writing
Rule 37D(1) leaves the audit fee to the auditor and the owner. Settle the amount, the 2 six-monthly visits and the report before you click, because the portal makes the choice final.
Select the auditor on the portal
Choose the TPA inside your NOC or Fire Audit application on firenoc.cg.gov.in. The file later shows the status TPA Report Submitted.
Close the gaps, then take Form-Q
The auditor may certify only actual compliance with the NBC, BIS standards or the approved bye-laws. Fix what the audit finds; Form-Q then comes with the detailed Fire Audit Report, one per building.
Sign Form-R each January and July
The auditor certifies upkeep for the stated period, you sign the same form, and you file a self-attested copy. Keep the yearly self-declaration going alongside.
Keep the file ready for a re-check
At least 30% of audited buildings are verified at random. If you disagree with your auditor, rule 37D(3) lets you pay for an audit by the department instead.
Which Chhattisgarh buildings must file a third-party fire audit
Rule 37A(2)(c) binds the owner or occupier of every premises notified under section 14(2). In practice that is the 12 classes of 29 November 2022.
If A home or flat of 15 m or less, ground plus 3 or lower
Outside the 12 classes, so no Form-Q or Form-R duty under rule 37A(2)(c). Fire NOC Chhattisgarh Home Department, Chhattisgarh
If An apartment block above 15 m, or ground plus 4 including a mezzanine
Class 2. Moderate risk: a Grade A or B auditor, Form-Q, then Form-R twice a year. Home Department, Chhattisgarh
If A hospital above 15 m, a mall, cinema or marriage hall
High risk under the 2025 order, so only a Grade A auditor may audit it. CG Fire NOC
If A shop, office or school under the moderate line
Low risk: Grades A, B or C may audit it if it falls in a notified class at all. CG Fire NOC
If A wedding or festival pandal above 50 people or 50 m²
Class 1, a temporary structure: all 4 grades may audit, including Grade D, which may audit nothing else. CG Fire NOC
If A Government building
Still notified if it is in a class, but section 32 of the Act charges no fire fee on Government buildings; the auditor's own fee is a separate matter. CG Gazette
What rule 37A(2)(c) asks of Chhattisgarh owners
The duty sits in one sub-rule of the 2025 amendment. Its English text, on page 1776(12) of the gazette, reads in full:
Word for word
The owner or occupier of the premises or buildings notified under sub-section (2) of Section 14, as the case may be, shall submit a certificate issued by the third party auditor regarding compliance of the prescribed measures to the Director General or the nominated officer in such format and procedure as may be notified by the Government. Also, twice every year in the months of January and July, a certificate issued by a third party auditor in the prescribed format regarding the best functioning of the fire prevention and fire safety measures in the buildings or premises shall also be submitted to the Director General or the nominated officer.
The same notification supplies the formats it promises: rule 37D(2) names Form-Q for the first certificate and Form-R for the January and July certificate. Rule 37A(2)(b) adds the limit on the auditor: no certificate unless compliance or maintenance actually exists under the NBC, the BIS standards or the approved Chhattisgarh building bye-laws.
Chhattisgarh auditor grade by building risk tier
The rules set 4 grades by solvency and fee; the portal's sheet for applicants adds which risk tier each grade may inspect and a bank guarantee of 10% of solvency.
| Grade A | Grade B | Grade C | Grade D | |
|---|---|---|---|---|
| High risk (1-year NOC) CG Fire NOC | Yes | No | No | No |
| Moderate risk (2-year NOC) CG Fire NOC | Yes | Yes | No | No |
| Low risk (3-year NOC) CG Fire NOC | Yes | Yes | Yes | No |
| Temporary structures CG Fire NOC | Yes | Yes | Yes | Yes |
| Solvency certificate (rule 37B) CG Home Dept | Rs 15 lakh | Rs 10 lakh | Rs 5 lakh | Rs 2.5 lakh |
| Bank guarantee (portal sheet) CG Fire NOC | Rs 1.5 lakh | Rs 1 lakh | Rs 50,000 | Rs 25,000 |
| Registration fee (rule 37B) CG Home Dept | Rs 25,000 | Rs 15,000 | Rs 10,000 | Rs 5,000 |
The gazette calls the column "Class of the TPA" and prints Grade-A to Grade-D. The risk-tier columns come only from the portal sheet, not from the notification. Form-N item 7 asks the applicant which class it applies for.

Form-R in Chhattisgarh: what owners should and should not do
Form-R is due in January and July and carries 2 signatures, so the owner shares the statement it makes.
Do
- Read the period written on Form-R before you sign: it certifies upkeep "during the period" the auditor fills in. CG Gazette 888
- Check the auditor's licence number on the form against its Form-O licence and its validity dates. CG Gazette 888
- Give the building's detailed location and postal address, which the form's note asks for. CG Gazette 888
- File a self-attested copy and keep the original with the appended audit report. CG Gazette 888
Don’t
- Sign a Form-R for systems that were not working in the period: your signature sits under the same statement as the auditor's. CG Gazette 888
- Put two buildings on one certificate; Form-Q's note asks for a separate certificate for each building. CG Gazette 888
- Treat Form-R as a renewal: the fire NOC still needs its own renewal application 3 months before expiry. CG Gazette
Chhattisgarh fire audit traps Flamekite found in the 2025 rules
6 points where the gazette, the portal and the reports do not line up, read on 25 October 2026.
If The Hindi and English titles of Form-R differ
The English calls it a certificate given by the auditor to the occupier; the Hindi, one given by the owner or occupier. Both texts carry both signatures, so have both sign. CG Gazette 888
If No due day inside January or July
Rule 37D(2)(b) names only the months. File early in the month rather than wait for a notice. CG Gazette 888
If A grade too low for the building
Grades come from the portal sheet: a Grade C auditor may audit only low-risk and temporary premises. Check the grade before selecting, because the portal does not let you switch. CG Fire NOC
If Reports of a flat Rs 25,000 fee
A 2026 news summary of Notice No. 688 names Rs 25,000; the rules still list Rs 5,000 to Rs 25,000 by grade. Ask the headquarters which applies. TeamLease RegTechnews report
If No published auditor list
The portal's public pages carry the TPA notices and the fee sheet but no list of licensed auditors. Ask for the Form-O licence itself. Fire and Emergency Services and SDRF, Chhattisgarh
If Form-O cites the wrong sub-rule
The licence form says it is granted under rule 37A(2), though the grant power is in 37A(1) and 37C(1). It is a drafting slip; the licence is valid as issued. CG Gazette 888

When a Chhattisgarh fire audit is false, missed or failed
The 2025 rules discipline the auditor; the 2018 Act and the 2021 Rules reach the owner. 7 outcomes, with the provision behind each.
| Offence | Penalty | Law |
|---|---|---|
| Auditor issues a false certificate, is negligent or commits malpractice | Suspension or cancellation of the licence after a Form-P show-cause notice with 30 days to reply | Rule 37C(3) CG Gazette 888 |
| Auditor breaks the rules or licence conditions, or is unfit through incompetence or misconduct | Suspension or cancellation after a reasonable opportunity to show cause | Rule 37A(1)(c) CG Home Dept |
| Major deviations found on random verification | "Suitable actions", not further defined | Rule 37D(4) CG Gazette 888 |
| Owner fails to take the section 14(2) measures | Fine up to Rs 1,000 or up to 3 months, or both; up to Rs 500 a day while it continues | Section 47, 2018 Act CG Gazette |
| Owner breaches a rule, such as skipping the audit certificates | Up to 3 months or a fine up to Rs 10,000, or both; up to Rs 500 a day while it continues | Section 50, 2018 Act CG Gazette |
| Deficiencies left after a notice | Certificate deemed suspended from the notice date until compliance, within 90 days extendable to 180 | Rule 42, 2021 Rules CG Gazette |
| Certificate conditions breached | Cancellation after 15 days' show-cause, power and water cut, sealing and prosecution | Rule 45, 2021 Rules CG Gazette |
The amendment prints no appeal for an auditor whose licence is suspended or cancelled, and no specific penalty for a missed Form-R; the general clauses of the Act are the ones that apply to owners. Section 53 lets a court act only on the Director General's complaint.

Five Chhattisgarh buildings: auditor grade, Form-R months and NOC renewal
Flamekite’s working from the official rules; no government publishes this figure.
Flamekite's reading of the 2025 rules, the portal sheet and HQ order 204/2025 for 5 typical premises.
Case 1
A 120-bed hospital in Raipur, about 21 m
High risk above 15 m, so a 1-year certificate.
What applies Grade A auditor only. Form-Q with the report, Form-R in January and July, the yearly declaration, and the renewal filed 3 months before the 1-year term ends: in effect a paper due every few months. CG Fire NOC
Case 2
A G+5 apartment block in Bilaspur, 18 m
Class 2, moderate risk, a 2-year certificate.
What applies A Grade A or B auditor. 4 Form-R certificates fall inside each 2-year term, plus 2 yearly declarations. Fire and Emergency Services and SDRF, Chhattisgarh
Case 3
A single-floor 600 m² showroom in Durg, 8 m
Class 8, mercantile, at 500 m² built-up.
What applies It fits neither the low tier (up to 9 m and under 500 m² a floor) nor the moderate one (above 9 m and above 500 m²), and the order's examples are not a closed list. Ask the District Fire Officer for the tier first: low would allow a Grade C auditor and a 3-year term with 6 Form-R certificates; moderate would rule Grade C out. Fire and Emergency Services and SDRF, Chhattisgarh
Case 4
A festival pandal in Korba for 400 people
Class 1, a temporary structure.
What applies Any grade may audit, and Grade D only temporary structures like this one. The erector's own declaration still applies. CG Fire NOC
Case 5
A mall with a multiplex in Raipur
Assembly, high risk; mixed occupancy, NBC 2016 subdivision D-6.
What applies Grade A only. The DGFS mixed-occupancy checklist on the portal is the closest official template for the detailed report, though it is advisory. DGFS mall checklist

What Chhattisgarh audit rules leave unsaid in 2026
8 questions the gazette, the portal and the reports did not answer by 25 October 2026.
Who holds a licence. No list of licensed or empanelled auditors, or a count by grade, is on the portal's public pages, so Flamekite names and counts none.
What the department audit costs. Rule 37D(3) asks for the charges and a fee but prints no amount. The audit fee in section 28(4) and rule 40 is also unset.
What the detailed Fire Audit Report must contain. Form-Q requires one but lists no headings; the DGFS checklists on the portal are advisory, not prescribed.
Which day in January and July. Rule 37D(2)(b) names the months only, and the amendment names no penalty of its own for a late Form-R.
Whether an auditor can appeal. The amendment gives a 30-day show-cause notice on Form-P but no appeal route.
The official text of Notice No. 688/2026 and whether its Rs 25,000 is a flat fee or the Grade A rate.
Whether the June 2026 statewide safety audits used licensed auditors or only officials; the reports name officials.
How the 30% verification is chosen and reported. Rule 37D(4) sets the floor, not the method.

Questions about fire audit in Chhattisgarh
Is a fire audit mandatory in Chhattisgarh?
- Yes, for buildings notified under section 14(2) of the 2018 Act, which are the 12 classes of the 29 November 2022 notifications. Rule 37A(2)(c) requires a licensed auditor's certificate with a detailed audit report, then a certificate every January and July.
Who can do a fire audit in Chhattisgarh?
- Only a competent officer of Chhattisgarh Fire and Emergency Services or a Third Party Auditor licensed by the Director General under rule 37A, in a grade that covers the building's risk tier.
What is Form-Q in Chhattisgarh?
- The licensed auditor's certificate that a building complies with the fire prevention and life safety audit, signed with the licence number, with a detailed Fire Audit Report attached. Each building needs its own Form-Q.
What is Form-R and when is it due?
- A six-monthly certificate that the building was kept in good repair and efficient condition during a stated period. It is due in January and July each year, signed by the owner or occupier and the auditor, and the owner files a self-attested copy.
How do I become a third-party fire auditor in Chhattisgarh?
- Apply to the Director General on Form-N with a fire engineering qualification from NFSC Nagpur, an IFE membership, or an engineering degree with 3 years of fire audits, plus a solvency certificate, 3 years of audits and the grade's fee of Rs 5,000 to Rs 25,000. The licence on Form-O lasts 2 years.
How much does a fire audit cost in Chhattisgarh?
- No rate is published. Rule 37D(1) lets the auditor collect its fee from the owner, so the price is agreed between them; the portal advises settling it before selecting the auditor, because the choice cannot be changed.
Can I change my third-party auditor on firenoc.cg.gov.in?
- No. The portal warns that once a TPA is selected the engagement is final. If you are not satisfied with the audit, rule 37D(3) lets you pay for an audit by the department instead.
Does the fire audit renew my Chhattisgarh fire NOC?
- No. The certificate still runs 1, 2 or 3 years by risk and must be renewed on application 3 months before expiry under rule 39; the audit papers are separate duties filed during its term.
