Documents required for a fire NOC: stage-wise lists, state checklists and form numbers

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

Every fire NOC file in India rests on the same core: building plans with the fire systems marked, proof of ownership or tenancy, the applicant's ID and the fee receipt; later stages add the earlier NOC and an installer's certificate. The exact list is your state's: Flamekite read 14 official checklists on 24 October 2026.

Official lists run from 3 enclosures (Meghalaya's plan-stage SOP) to 19 items (PMRDA's final NOC near Pune). Tripura dropped affidavits for self-certification in October 2026, Kerala rejects fire plans that are not on its A1 template, and Uttar Pradesh, Bihar and Haryana publish no document list Flamekite could find.

How to put together a fire NOC document file, step by step

  1. Download your state's current list

Open the checklist on the fire service portal itself, not a copy. Ahmedabad's fire NOC list online today is a PDF created on 29 June 2015, so check the date of whatever you download.

  2. Fix who signs and who applies

Decide whether the owner or the appointed architect files. MFS accepts either, but an architect or company filing needs an authorisation letter on letterhead.

  3. Collect the identity and ownership papers

Gather 1 ID proof and 1 ownership or tenancy proof: an allotment letter, jamabandi, rent or lease deed, or a power of attorney, as Punjab lists them.

  4. Have the fire drawings drawn to the state's format

Mark every fire system in red where Telangana or Tripura asks, use the A1 template in Kerala, and keep each file under the cap: 5 MB per drawing in Kerala, 10 MB in Chhattisgarh.

  5. Get the professional certificates signed

The architect's compliance and area certificates come first; at completion add the licensed agency's installation certificate, structural stability and, at 24 m or more in Mumbai, PWD lift certificates.

  6. Add the occupancy-specific papers

Bed numbers for a hospital and students' strength for a school in Puducherry; a process flow chart and raw-material list for a factory in Maharashtra.

  7. Attest, scan and upload

Self-attest each copy where the state asks (Puducherry, and Tripura since October 2026), scan from the originals, then upload and pay. Keep the originals: Chhattisgarh's inspector asks to see them.

The core fire NOC document set, and why the fire service asks for each

Ten papers recur across the 14 official lists. Each one answers a question the fire officer must settle before signing.

  • An application on the state form or on letterhead, signed by the owner or by the architect with an authorisation letter: it fixes who answers for the file (MFS, row 2) MFS e-fire
  • Proof of ownership or tenancy, such as an allotment letter, jamabandi, rent or lease deed, or power of attorney: the certificate goes to the person in control of the premises (Punjab) Punjab Fire Services
  • The applicant's identity: Aadhaar, passport or voter ID in West Bengal, with a power of attorney and PAN WBFES
  • The sanctioned building plan, showing every dimension, the height, the floor area and the type of occupancy: thresholds and fire measures follow from these 4 numbers (Puducherry) Fire Service Department, Puducherry
  • Fire drawings that mark each system: they are the plan the inspector walks the building against (Telangana asks for 7 such drawings) TGFD procedure
  • An area statement: the gross built-up area certificate in Mumbai carries the architect's registration number below the signature, because fees and triggers are counted per m² Mumbai Fire Brigade
  • Details of existing fire fighting arrangements, water sources and fire pump capacity, for a building already in use (Puducherry) Fire Service Department, Puducherry
  • Proof of the fee: in Kerala the treasury challan is 1 of the 4 mandatory site NOC documents Kerala Fire and Rescue
  • The previous NOC, once there is one: Chhattisgarh's renewal set is its post-construction set plus that copy CG Fire NOC
  • A certificate from whoever installed the systems: MFS will not issue a final NOC without one from an approved licensed agency or the local Chief Fire Officer MFS e-fire

Odisha's portal (odishafire.odisha.gov.in) lists documents service by service; the Odisha page sets them out. Jharkhand's three Single Window SOPs list documents for the advisory, the NOC and the renewal; the Jharkhand page sets them out. Not published: Haryana and Andhra Pradesh, where no official list was found on 24 October 2026. Delhi publishes no single list; the Delhi page gathers what its rules refer to.

Fire NOC drawing rules: scales, sheet size, red marking and file limits

Drawings are the heaviest part of the file, and the states that publish rules for them set 4 things: scale, sheet, colour and file size.

West Bengal is the only state Flamekite found that prints a scale for each sheet. Its Fire Safety Recommendation list asks for a key location plan at 1:4000, a site plan at 1:600, sections and floor plans at 1:100, elevations at 1:600, a roof plan at 1:100 and a master plan at 1:100 or 1:200 with a floor-wise area statement in m².

Kerala fixes the sheet. Since 14 July 2025 its portal accepts fire plans only on the A1 template, 84.1 cm x 59.4 cm, with a 10 cm x 8 cm space on the middle right kept for QR code attestation, and it warns that old formats will be rejected. Each drawing uploads as a file below 5 MB.

Colour carries the fire content. Telangana's and GHMC's lists want every fire fighting system marked in red on the site, basement, stilt or ground, floor, terrace, section and elevation drawings. Tripura's checklist asks for the same red marking, with the plans certified by a competent architect, an engineer and a licensed agency.

Paper sets survive in some places: MFS wants 2 sets in the metric system for a Director-area provisional NOC, and the Mumbai Fire Brigade and Tamil Nadu want 3. PMRDA, near Pune, adds a current Google map image of the site.

Certificates a fire NOC file needs from agencies, architects and engineers

Twelve certificates appear on official lists, each signed by a named kind of professional. The licensed agency's certificate is the one most final-stage files cannot do without.

Architect's compliance certificate
The architect or civil engineer certifies that the plans conform to the development control rules and the building code; the MFS page still names NBC 2005. MFS e-fire

Tripura's October 2026 notice: self-attested copies instead of affidavits

Tripura is the first state Flamekite found to remove the affidavit and the notary from its fire NOC forms by notification.

Word for word

Now, the Fire NOC aspirants are required to submit only self-attested documents, wherever applicable, instead of affidavits or notarized documents for obtaining clearances or fulfilling compliance requirements.

Directorate of Fire and Emergency Services, Tripura, notification F.3-8(DI&C)/TFES, eSigned October 2026, signed by the Special Secretary and Director Directorate of Fire and Emergency Services, Tripura

The notice rests on section 26(A) of the Tripura Fire and Emergency Services Act, 2022, as amended by the Tripura Janvishwas (Amendment of Provisions) Act, 2025, and rewrites the headings of self-certification Forms D, J, N and R under the 2026 Rules. A false self-certificate is still treated as wilful criminal negligence.

Questions about fire NOC documents

What documents are required for a fire NOC?

Building plans with the fire systems marked, proof of ownership or tenancy, the applicant's ID and the fee receipt, plus an application on the state's form. Later stages add the earlier NOC and a licensed agency's installation certificate. Your state's own checklist decides the final list.

Which documents are needed for a provisional fire NOC?

The plan-stage set: drawings with the fire layout, an area statement, ownership proof and the architect's certificate that the plans follow the rules. Maharashtra's Director lists 14 rows; Meghalaya asks for only 3 enclosures.

Which documents are needed for fire NOC renewal?

Usually the previous NOC, ownership proof and the applicant's ID. Punjab asks for exactly those 3; Kerala for the final NOC, a challan and the civil plan; West Bengal adds the registered deed and the completion certificate.

Is an affidavit required for a fire NOC?

Only where the state's list says so. Tripura dropped affidavits for its self-certification forms in October 2026 and Puducherry wants self-attested copies, while Chhattisgarh accepts an affidavit for a building with no permission and Mumbai wants a Rs 500 bond for trade NOCs.

Who signs the fire NOC drawings?

The architect or engineer who prepared them, and in Telangana also the builder or owner. Tripura wants the plans certified by an architect, an engineer and a licensed agency, and Mumbai's area certificate must show the architect's registration number.

What size should fire NOC drawings be?

Kerala requires the A1 template, 84.1 cm x 59.4 cm, with a QR space, and files below 5 MB. West Bengal sets the scale per sheet, from 1:4000 for the key plan to 1:100 for floor plans. Most other states set no sheet size.

What extra documents does a hospital, school or hotel need?

Puducherry asks hospitals for bed details and schools for the recognition certificate, stability certificate and students' strength. A hotel seeking a star classification uploads its fire NOC with a Rs 100 stamp-paper affidavit to the Ministry of Tourism.

Why are fire NOC applications rejected?

Kerala's FAQ names incomplete or incorrect forms, non-compliance with the fire standards, faulty systems and missing documents or fees. Old sheet formats are rejected in Kerala, and a Chhattisgarh file cannot be corrected after Confirm Submit.
