Fire NOC for a hotel: the line in each state, the systems, fees and steps

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

A hotel needs a fire NOC above 12 m or 4 storeys in Delhi, from 9 m or 500 m² on a floor in Rajasthan, and at any size in Goa. Uttar Pradesh, Sikkim and Rajasthan renew a hotel's certificate every year; Delhi, Bihar and Manipur every 3 years. NBC 2016 puts hotels up to four-star in Group A-5 and five-star hotels in A-6.

The star rating adds its own fire paper. The Ministry of Tourism's 2018 guidelines make a current fire NOC a document for star classification, shown in original at the inspection, and call smoke detectors, fire alarms, lit exit signs and fire drills necessary at every tier from 1-star to 5-star deluxe.

How to get a fire NOC for a hotel: 9 steps

  1. Settle the class: A-5 or A-6

A hotel up to four-star is A-5 and a five-star hotel A-6. The star category also moves state lines: 3 stars bring a hotel in at any height in Odisha, Chhattisgarh and UP.

  2. Measure height, floors, floor area and rooms the state's way

Delhi counts mezzanine and stilt floors as storeys, UP counts basements, Rajasthan tests 500 m² on any one floor, and UP and Assam count rooms.

  3. Plan the systems for the largest floor

Table 7 changes at 300 m² and 1,000 m² a floor under NBC 2016, and at 500 m² and 1,000 m² in Maharashtra. Draw the tanks, pumps and risers on the plans before sanction.

  4. Take the plan-stage NOC with the building permit

Most states issue a provisional NOC on the plans. For a star project, the Ministry of Tourism also wants the fire fighting measures and hydrants on the plans it approves.

  5. Install, test and keep the installer's certificates

UP asks for a qualified agency's certificate for every hotel, since Rule 42 gives hotels no exemption, plus an electrical safety audit report.

  6. Apply for the final NOC with the occupancy floor by floor

Upload the plans, ownership papers, completion documents and the room and hall layout. In UP the hotel route runs through the fire portal linked to Nivesh Mitra.

  7. Appoint the Fire Safety Officer if your size calls for one

UP and Bihar from 100 rooms, Jharkhand from 50 rooms, UP also from 4 stars; Gujarat wants a Specialist-grade officer for a 5-star hotel.

  8. Use the NOC for the trade, liquor and tourism papers

Goa and Sikkim tourism registration and the Ministry of Tourism's star classification all ask for the fire NOC; keep the original for the inspection.

  9. Diary the renewal and the half-yearly filings

UP renews a hotel every year and Rajasthan generally every year; UP also wants Form A-8 every January and July. The renewal date calculator works out your last day.

Where a hotel sits in the fire codes: A-5, A-6 and the star line

The codes split hotels at the fifth star. The class decides the systems, and some states read the star rating as a line of its own.

What the Ministry of Tourism asks of a hotel's fire NOC: the 2018 guidelines

Star classification is voluntary, but a hotel that applies for it puts its fire NOC in front of a central inspection team.

Word for word

ii. No Objection Certificate from the Fire Service Department (Local Fire Brigade Authority). [...] The approval of the Ministry of Tourism is no substitute for any statutory approval and the approval given is liable to be withdrawn without notice in case of any violations or misrepresentation of facts.

Ministry of Tourism, Guidelines for approval of hotel projects and star classification of operational hotels, No. 8-TI-I-1(3)/2013-PI-1 of 19 January 2018, Annexure II, paragraph 10 Ministry of Tourism

Paragraph 11 then lists the "NOC from Fire Department" among 13 papers the hotel shows in original at the HRACC inspection, current and valid. A classification lasts 5 years, and re-classification must be applied for, complete, 6 months before it runs out. At project stage the promoter files details of fire fighting measures and hydrants, and both stages carry a Rs 100 stamp-paper affidavit that the Fire approval was obtained, on pain of withdrawal and criminal proceedings.

Hotel fire NOC fees in 13 official schedules

Hotels pay by floor area in most states that publish a rate, and some charge star hotels more. Each line is from an official schedule; where nothing is charged, the line says so.

As published

The Ministry of Tourism's classification fee (Rs 6,000 to Rs 25,000) is not a fire fee and is not counted here. Your portal's demand note decides the amount; consultants' charges are not fees. All state rates side by side are on the fire NOC fees page.

Where hotels fail a fire inspection, and the fix: 7 cases

These are the failures the instruments and the post-fire reports point to for hotels.

  • If Carpets and wooden wall cladding in corridors and stairs

Strip them from escape routes. Delhi's fire department report on the 2019 Karol Bagh hotel fire said carpets and wooden wall covering fuelled the flames, as reported. The Quintnews report

  • If A certificate left to lapse

Diary the renewal. Kolkata's Rituraj hotel, where 14 died in April 2025, had a fire licence pending renewal since 2022, its Fire DG said. ETV Bharatnews report

  • If Sizing the systems for the average floor

Use the largest floor. Table 7 tests floor area on any floor, so one 1,100 m² banquet floor moves the whole hotel to the over-1,000 m² row. BIS, NBC 2016 Part 4

  • If Sliding doors across a corridor

Replace them with side-hung doors; NBC 2016 clause 6.1.1.4(c) bars horizontal sliding doors across corridors in A-5 hotels. BIS, NBC 2016 Part 4

  • If Upgrading to 5 stars without upgrading the plant

A-6 needs a 2,50,000 litre underground tank and 2,850 litre a minute pumps, and a Fire Officer on the premises. Plan the plant before the classification. BIS, NBC 2016 Part 4

  • If An expired NOC at the star inspection

Renew first. The Ministry of Tourism wants the fire NOC current and valid, in original, when HRACC inspects. Ministry of Tourism

  • If Missing the half-yearly filing in UP

File Form A-8 every January and July; a hotel's 1-year certificate does not replace it. UP Rules 2024

Hotel kitchens, rooftops and banquet halls: 6 dos and 5 don'ts

Most hotel fire rules outside the rooms land on three places: the kitchen, the roof and the hall. Each line is from an instrument.

Do

  • Separate a live cooking area with 120-minute fire-rated construction (NBCS 2026, clause 4.5.3.6). BIS, SP 7:2026
  • In a high-rise hotel, fit thermal detectors in large kitchen hoods that trip the exhaust fan and shut off gas (NBC 2016, clause 4.7.2). BIS, NBC 2016 Part 4
  • Fit a chimney sized to the kitchen before trading starts: FSSAI's catering schedule asks for it, for smoke, not for fire. FSSAI
  • Take a separate fire NOC for a rooftop restaurant in Rajasthan, whatever its size. Rajasthan UDH
  • Count a hall in UP: one of 2,000 sq ft or 300 persons makes the hotel moderate risk. UP Rules 2024
  • Treat a 500 m² hall on any floor as a line of its own in Chhattisgarh and Odisha. Home Department, Chhattisgarh

Don’t

  • Don't read an FSSAI licence as fire clearance: Schedule 4 has no fire extinguisher, suppression or NOC clause. FSSAI
  • Don't put LPG inside a high-rise hotel except in a kitchen on the ground floor at the building's edge (Arunachal bye-law 11.27). AP Building Bye-Laws 2019
  • Don't add a terrace restaurant to a Rajasthan hotel over 25% of the roof or above 4 m. Rajasthan UDH
  • Don't rely on the plain extinguisher rule for a kitchen in a centrally air-conditioned starred hotel: NBC Annex G asks for a kitchen suppression system there. BIS, NBC 2016 Part 4
  • Don't let a banquet floor push the hotel over 1,000 m² a floor without the wet riser, yard hydrant and sprinklers that row needs. BIS, NBC 2016 Part 4

What Flamekite could not confirm about hotel fire NOCs

These 7 points are where a reader would expect an answer and no official source gave one on 25 October 2026.

  • How fire services read NBC 2016 clause 6.1.1.4(b), which says guest rooms are protected by quick-response sprinklers, against Table 7, which asks for sprinklers below 15 m only in a large basement until a floor passes 1,000 m².
  • What counts as a "large hotel" for Puducherry's yearly renewal: G.O.Ms.No.61 does not define it.
  • Which Kerala building rules group (A1 or A2) a hotel falls in for the 1,000 m² or 15 m line.

Questions about fire NOCs for hotels

Is a fire NOC mandatory for a hotel?

Above your state's hotel line, yes, and the line is usually lower than for homes: over 12 m or 4 storeys in Delhi, 9 m or 500 m² on a floor in Rajasthan, 12 m, 500 m² or 3 stars in Odisha and Chhattisgarh, and any size in Goa. Below it, the state's minimum systems still apply.

How do I get a fire NOC for a hotel?

Fix the class (A-5 or A-6), size the systems for the largest floor, take the plan-stage NOC with the building permit, install and test, then apply for the final NOC online with the completion papers and face the inspection. In UP a qualified agency's certificate is needed for every hotel.

How long is a hotel fire NOC valid?

1 year in UP and Sikkim, generally 1 year in Rajasthan, 2 years in Odisha and Chhattisgarh, 3 years in Delhi, Bihar and Manipur, and 5 years in Goa. Puducherry renews large hotels every year.

Is a fire NOC required for hotel star classification?

Yes. The Ministry of Tourism's 2018 guidelines ask for a fire NOC from the local fire service, uploaded current and valid and shown in original at the HRACC inspection, with a Rs 100 stamp-paper affidavit that fire approval was obtained.

Do hotel rooms need smoke detectors?

For star classification, yes: the Ministry of Tourism lists smoke detectors as necessary at every tier from 1-star to 5-star deluxe and allows battery-operated ones. NBC 2016 asks for audio-based detectors of at least 75 dB in A-5 guest rooms.

Which hotels need a Fire Safety Officer?

Hotels of 100 rooms in UP and Bihar, 50 rooms in Jharkhand, and 4 stars and above in UP. NBC 2016 wants a Fire Officer with 3 years' experience on the premises of every starred hotel.

What fire systems does a small hotel need?

Under NBC 2016, a hotel below 15 m with no floor over 300 m² needs extinguishers, hose reels, a manual alarm, a 5,000 litre terrace tank and a 450 litre a minute terrace pump. Maharashtra applies the same row up to 500 m² a floor.

Does the FSSAI licence cover fire safety in a hotel kitchen?

No. FSSAI's Schedule 4 asks for a chimney sized to the kitchen and smoke outlets for open-fire cooking, for hygiene. The kitchen's fire rules come from the fire law and the building codes.
