Quick answer

In Thane city the fire NOC is issued by the Chief Fire Officer of Thane Municipal Corporation's fire brigade under the Maharashtra Fire Prevention and Life Safety Measures Act, 2006. Elsewhere in Thane district the local corporation's own fire service decides, in Kalyan-Dombivli, Mira-Bhayandar, Bhiwandi-Nizampur or Navi Mumbai, and on an MIDC plot MIDC's fire service does.

You need a Provisional Fire NOC with the building plans and a Final Fire NOC before occupation, and the occupancy certificate comes first: Thane's own Gaondevi market could not get a fire NOC without one. MIDC plots in Ambernath, Murbad and the Thane-Belapur belt file online through MIDC's single window.

How to get a fire NOC in Thane, from plot to Form B

  1. Name the authority

Thane city is TMC. Bhiwandi, Kalyan-Dombivli, Mira-Bhayandar and Navi Mumbai each have their own corporation. An MIDC plot in the TTC belt, Ambernath or Murbad goes to MIDC.

  2. Design to Schedule-I and UDCPR

Thane is under UDCPR, not Mumbai's DCPR 2034, and its installations follow Schedule-I of the 2006 Act by use and height.

  3. Get the Provisional Fire NOC with the plans

Apply with the building proposal. On an MIDC plot, file through the single window; MIDC gives 30 days from a complete file.

  4. Install through a licensed agency

A Maharashtra-licensed agency installs the systems and issues Form A for the final file.

  5. Secure the occupancy certificate path

Thane's Gaondevi case shows a building without an occupancy certificate cannot be given a fire NOC; build to the sanctioned plan.

  6. Get the Final Fire NOC

The fire service inspects before occupation. MIDC gives 15 days for its Final Fire Approval.

  7. File Form B every January and July

A licensed agency certifies maintenance twice a year; MIDC takes it online only.

  2. Case 2

A 5,000 m² garment godown on Kalyan Road, Bhiwandi

Inside BNCMC limits, no sprinklers, earlier notices ignored.

Thane fire NOC mistakes that cost owners

Problems the 2025 and 2026 Thane district reports show again and again.

  • If A Bhiwandi unit ignores fire notices

BNCMC sealed 2 units and had the power cut in July 2026 after earlier notices went unanswered. Free Press Journalnews report

MIDC plots go to MIDC's Divisional Fire Officer through the single window. MIDC EoDB
