Quick answer

In Chennai the fire NOC and the fire licence are issued by Tamil Nadu Fire and Rescue Services (TNFRS), not by CMDA or the Greater Chennai Corporation, which grant planning and building permission. A District Officer of one of Chennai's 4 fire districts decides buildings below 18.3 m within 15 days; the TNFRS Director in Egmore decides 18.3 m and above within 30 days.

You apply on the Tamil Nadu Single Window Portal, or inside CMDA's online planning permission system, where TNFRS is one of 19 linked NOC agencies. TNFRS collects no fee for the NOC or the licence, and the licence must be in hand before the building is occupied.

How to get a fire NOC in Chennai, step by step

  1. Find your planning authority

Below 14 m and 10,000 sq ft your corporation or local body gives planning permission; above that, CMDA. Either way the fire papers come from TNFRS.

  2. Measure against 18.3 m

Below it, your fire district's District Officer decides in 15 days; at 18.3 m or with more than 1 basement, the Director decides in 30.

  3. File inside CMDA's online planning application

The portal raises the TNFRS NOC as one of its 19 linked NOCs, so the fire file moves with the plan.

  4. Build to the fire layout

    A high-rise needs a 7 m setback up to 30 m height and a 7.2 m internal driveway under TNCDBR rule 39.

  5. Get the compliance certificate, then the fire licence

TNFRS inspects the installed systems; the completion certificate and the fire licence follow, both before anyone moves in.

  6. Diary the licence date

No statute fixes a term today; licences seen run 1 year, so renew on the single window before the date printed on yours.

Who handles your Chennai building: GCC, CMDA, a suburb or SIPCOT?

TNFRS issues every fire NOC and licence in and around Chennai. Your address and size decide who gives planning permission and which fire office signs.
