Fire NOC in Jharkhand: advisory, NOC and renewal under the 2024 Act
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
Jharkhand Fire Services charges no fee for a fire NOC. Its letter No. 671 of 18 December 2020 says there is no provision for any fee on the fire advisory, the NOC or the renewal issued online, and notification 10473 of 10 October 2017 gives the State Fire Officer 30 working days to decide each one.
A building of 15 m or more, or with any floor over 500 m², needs the NOC under clause 7.5 of the Jharkhand Building Bye-laws 2016. You take a Fire Advisory before construction, a Fire NOC before the occupancy certificate, and renew it every year on the Jharkhand Single Window or through BPAMS.

How to get a fire NOC in Jharkhand, from advisory to yearly renewal
Test the building against clause 7.5
Measure the height and the covered area of the largest floor. At 15 m or more, or over 500 m² on any floor, the Bye-laws 2016 require a NOC from the fire service.
Pick the route: BPAMS or the Single Window
A new building in a municipal or JIADA area goes through BPAMS, filed by a licensed technical person with the plan. Other areas, built premises and factories apply on the Single Window directly.
Register once and open one CAF
Owners register on the Single Window as an investor, architects as an LTP. One Common Application Form per unit can carry all three fire services.
Apply for the Fire Advisory before you build
Upload the approved map, site, floor, key and elevation plans. The State Fire Officer checks them in 5 days and a Fire Station Officer inspects within 3, sending a report with 5 photographs.
Build to the advisory and download it
The State Fire Officer studies the report for up to 20 days and uploads the advisory or an objection, which you, the municipal body or JIADA can download from the dashboard.
Apply for the Fire NOC before the occupancy certificate
File the system-generated advisory, an affidavit of compliance and the checklist on your letterhead. The NOC follows the same 30-day path and is checked against the advisory.
Renew every year
The system reminds you by SMS and e-mail one month, 15 days and one day before expiry. Renewal is judged on whether the fire equipment is maintained and working.
What clause 7.5 of the Jharkhand Building Bye-laws 2016 says
One sentence in the 2016 Bye-laws decides which Jharkhand buildings need a fire NOC: two tests, and either one is enough.
Word for word
7.5 For all buildings with a height of 15.0 meters and above or covered area at any floor within premises more than 500 sq m, NOC from Fire Service Department shall be obtained.
Clause 2.94 of the same Bye-laws calls a building multi-storey at 16.40 m, but for fire regulation at 15 m. The Bye-laws apply in every urban local body, regional development authority, MADA and industrial area authority. An architect's certificate of 2 July 2025 filed with JHARERA for a Ranchi project quotes clause 7.5 word for word to show a building below both lines needs no fire fighting system.
Does your Jharkhand building need a fire NOC?
Find the line closest to your premises. Each names the Jharkhand route that follows.
If Your apartment block in Ranchi or Dhanbad is 15 m or taller
Clause 7.5 applies on height alone. Take the advisory at the plan stage, the NOC before the occupancy certificate, and renew it each year. Indian Kanoonnews report
If Your showroom, warehouse or hall is low-rise but one floor exceeds 500 m²
The area test in clause 7.5 covers it whatever its height. The fire service charges nothing for the advisory or the NOC. Fire NOC fees, all states Indian Kanoonnews report
If Every floor is under 500 m² and the building is under 15 m
Clause 7.5 asks for no fire NOC. If a licence still calls for one, the SOP lets a unit under 500 m² apply with its trading or factory approval in place of building plans. JFS advisory SOP
If Your building is already up but has no approved plan
The Single Window stops the application at option E: get the building plan approved by the competent authority first. JFS advisory SOP
If You run a factory whose layout plan is not approved
Option C sends you to the Department of Labour (Factory Inspectorate) for factory plan approval before any fire service can be applied for. JFS advisory SOP
If You are putting up a pandal or an event for more than 1,000 people
No building NOC: the erector signs and displays a declaration under section 26, and organisers may buy fire cover under section 22(3). Government of Jharkhand
If You run a hotel of 50 rooms or a hospital of more than 100 beds
Besides the NOC, section 29 makes you appoint a trained Fire Safety Officer. Government of Jharkhand
Jharkhand fire NOC stages: the 30 days, the basis and the term
The three Single Window SOPs split each service's 30 days the same way. What changes is what the officer checks and how long the result lasts.
| Fire Advisory (pre construction) | Fire NOC (pre occupancy) | Renewal of fire NOC | |
|---|---|---|---|
| State Fire Officer checks the documents JFS advisory SOP | 5 days | 5 days | 5 days |
| Fire Station Officer inspects the site JFS NOC SOP | 3 days | 3 days | 3 days |
| Inspection report with 5 photographs JFS renewal SOP | 2 days | 2 days | 2 days |
| State Fire Officer studies the report and decides JFS advisory SOP | 20 days | 20 days | 20 days |
| What the approval rests on JFS NOC SOP | NBC Part 4, Fire and Life Safety | The advisory's suggestions carried out | Fire equipment maintained and working |
| How long it lasts Jharkhand Single Window | One-time, at the plan stage | Until the annual renewal | Annual |
| Fee to Jharkhand Fire Services JFS letter 671 | ₹0 | ₹0 | ₹0 |
The SOPs count 30 days; notification 10473 counts 30 working days. The renewal date calculator works out your last day to file.
What a Jharkhand fire NOC costs in 2026
Jharkhand Fire Services bills nothing for the NOC itself. The money in a Jharkhand file sits in the lines below.
As published
- Fire Advisory, Fire NOC or renewal₹0Letter No. 671 of 18 December 2020 from the Fire Service Headquarters: no provision for any fee; the three SOPs say the same JFS letter 671
- Fire taxA percentage of property taxSection 20 lets each municipality levy it at a rate it notifies; no Jharkhand rate notification was found Government of Jharkhand
- Fire Safety Officer not appointed within 30 days of notice₹10 to ₹50 per m² a monthSection 31(2), on the area owned or occupied including common areas, recovered as land revenue Government of Jharkhand
- Fire cover for a programme of more than 1,000 peopleFee set by the GovernmentSection 22(3); no published rate found Government of Jharkhand
- Appeal against a Chapter VI notice or orderFee to be set by rulesSection 36(2); no rules found, so no amount is published Government of Jharkhand
- Building permit on BPAMSSeparate fee by local bodyBPAMS publishes permit fees for municipal corporations, councils and nagar panchayats; it is not a fire fee BPAMS
The fire systems themselves, the architect's or consultant's charges and the stamp paper for the affidavit are private costs, not Jharkhand Fire Services fees, and are not listed.
Ranchi, Jamshedpur and Dhanbad buildings worked through clause 7.5
Flamekite’s working from the official rules; no government publishes this figure.
Five common premises run through clause 7.5, the SOPs and the 2024 Act. Heights and areas are examples; the fire office decides your case.
Case 1
An 18 m apartment block in Ranchi
Ground plus 5 floors of flats, each floor 420 m², plan filed with Ranchi Municipal Corporation.
What applies Covered on height. The LTP files the plan and the fire advisory on RMC's BPAMS, the NOC comes before the occupancy certificate, and both cost ₹0. Renewal is due every year. RMC BPAMS
Case 2
A 2-storey showroom in Jamshedpur, 650 m² floor
Under 10 m, with a 650 m² ground floor, in the Jamshedpur NAC area.
What applies Covered on area, since one floor exceeds 500 m². Jamshedpur NAC is one of the local bodies listed on BPAMS, so the advisory goes in with the plan. BPAMS
Case 3
A 10 m coaching centre in Ranchi, 400 m² floors
Three floors of 400 m² each on Circular Road.
What applies Below both tests, so clause 7.5 asks for no fire NOC. Ranchi Municipal Corporation's October 2026 notices still checked coaching institutes for permits that included one, so keep the working on file. Tarun Mitranews report
Case 4
A 120-bed hospital in Dhanbad, 20 m
Five floors near the city centre, built after 2016.
What applies Covered on height. Section 29(g) also requires a Fire Safety Officer above 100 beds, and the High Court's 2023 directions put hospitals first for inspection. Government of Jharkhand
Case 5
A 300 m² workshop outside any plan authority
A single-storey unit with a factory licence but no approved building plan.
What applies Under 500 m², so clause 7.5 does not apply. If the licence needs a fire certificate, the SOP takes the factory plan approval or business certificate in place of building plans. JFS advisory SOP
How the Jharkhand Single Window screens a fire application: options A to E
Before the form opens, the Single Window asks you to tick one of five building situations. The SOPs set out what each does.
A. You have approvals already
An earlier offline or online fire service, a plan approved by a ULB, RMC, JIADA, a Zila Parishad or the Labour department, or a unit under 500 m² with a licence: you continue on the Single Window. JFS advisory SOP
B. Your building plan is not approved
You are sent to BPAMS, where only a registered architect, structural engineer or draughtsman can file. JFS advisory SOP
C. Your factory plan is not approved
You are sent to the Department of Labour (Factory) to get the layout plan approved first. JFS advisory SOP
D. Under 500 m² with no licence
The application is refused with a message to take factory plan approval or a government permission to run the business. JFS advisory SOP
E. Built with no approved plan
The application is refused with a message to take building plan approval from the concerned authority. JFS advisory SOP
Duplicate check
An approved advisory lets you apply only for the NOC; one under process blocks a new filing; a rejected one lets you start again. JFS NOC SOP
Renewal lock
A pending renewal blocks another; once one is approved, the next can be filed after 11 months. JFS renewal SOP

Why Jharkhand fire applications draw objections or rejections
The SOPs list the mistakes that send a Jharkhand file back. Here are 7, with the fix each one names.
If An owner registers as an LTP
Owners, proprietors and directors register as investors; only architects and engineers register as LTPs. JFS advisory SOP
If Several CAFs or repeat applications for one unit
Open one CAF per unit and file each service once; duplicates are blocked by the application-number check. JFS advisory SOP
If Maps missing the key, floor, site or elevation plan
Upload all four with dimensions in a readable PDF under 10 MB, drawn through BPAMS or validated by an architect or structural engineer. JFS advisory SOP
If The wrong use or sub-use is selected
Match the building to its NBC Part 4 group, A residential to J hazardous, before submitting. JFS advisory SOP
If An objection from the State Fire Officer goes unanswered
Watch the dashboard, e-mail and SMS and reply in full; a weak reply draws a second objection or a rejection. JFS NOC SOP
If A short name or a temporary mobile number
Use the full name on your government ID, since it is printed on the certificate, and a permanent e-mail and number. JFS advisory SOP
If The building map changed since the last NOC
Upload the changed and approved map with the renewal; otherwise the old map is fetched automatically. JFS renewal SOP
Keeping a Jharkhand fire NOC valid between annual renewals
Do
- Act on the reminders the Single Window sends one month, 15 days and one day before expiry. JFS renewal SOP
- Keep every fire system working all year: renewal is judged on maintenance and working condition. JFS renewal SOP
- Have the annual fire audit done before the NOC expires, as the High Court directed in 2023 for buildings on annual approval. LiveLawnews report
- Appoint a Fire Safety Officer within 30 days of a notice if section 29 lists your premises. Government of Jharkhand
Don’t
- Don't refuse an inspection: the nominated authority may enter after 3 hours' notice between sunrise and sunset, or at any time if lives are at risk. Government of Jharkhand
- Don't let a deviation notice lapse: compounding is barred until it has been complied with. Government of Jharkhand
- Don't file a second renewal while one is pending; the system blocks it until a decision. JFS renewal SOP

What Flamekite could not confirm about fire NOC in Jharkhand
Six points about the Jharkhand regime that no official source we read settles, as of 24 October 2026.
The Act's commencement notification. Section 1(iii) brings the 2024 Act into force by Gazette notification, area by area and provision by provision. We found none in English or Hindi searches, so whether Chapter VI is in force in your area is not confirmed.
Rules under section 63. They are to fix the multistoried height, the minimum fire standards, the appeal fee and the compounding amounts. None were found by 24 October 2026.
The gazetted text of the Bye-laws 2016. We read clause 7.5 in a legal-database copy and in a JHARERA filing; a search result shows another JHARERA filing citing 16 m instead of 15 m. The gazette itself was not read.
The legal basis of the annual renewal. The Single Window describes renewal on an annual basis and the SOP allows the next filing after 11 months, but no Act or rule we read sets the term.
Any fire tax rate. Section 20 lets each municipality notify one; we found no notification for Ranchi, Jamshedpur or Dhanbad.
The fire portal's own pages. Its apply and contact pages carry leftover template text and an older Director General's name, so this page uses the Single Window, the SOPs and the 2017 notification instead.
Questions about fire NOC in Jharkhand
How to apply for fire NOC in Jharkhand online?
- Register on the Jharkhand Single Window at advantage.jharkhand.gov.in, open a CAF, add the Directorate of Fire Service and apply for the Fire Advisory with your approved maps. A new building in a municipal or JIADA area is filed through BPAMS by your architect instead. Apply for the Fire NOC before the occupancy certificate.
What is the fee for fire NOC in Jharkhand?
- Nothing. Letter No. 671 of 18 December 2020 from the Fire Service Headquarters says there is no provision for any fee on the fire advisory, NOC or renewal issued through the Single Window, and the SOPs say the same. Your building permit fee on BPAMS is separate.
What is the validity of fire NOC in Jharkhand?
- One year. The Single Window describes the renewal of fire NOC as annual, sends reminders one month, 15 days and one day before expiry, and lets you file the next renewal 11 months after the last approval.
Which buildings need fire NOC in Jharkhand?
- Under clause 7.5 of the Jharkhand Building Bye-laws 2016, every building 15 m or taller, and every building with more than 500 m² of covered area on any floor. Either test alone is enough.
How many days does a Jharkhand fire NOC take?
- 30 working days per service under notification 10473 of 2017: 5 for the document check, 3 for the site inspection, 2 for the report and 20 for the decision, as the SOPs split it. If it is late, appeal to the DIG, Home Guards and Fire Services.
Who issues fire NOC in Ranchi?
- Jharkhand Fire Services, through the State Fire Officer at the Fire Service Headquarters in Ranchi, after a Fire Station Officer inspects. Ranchi Municipal Corporation runs its own BPAMS for building plans, where the architect files the fire advisory with the plan.
How can I verify a Jharkhand fire NOC certificate?
- Open Verify Certificate on the Jharkhand Fire Services portal at advantage.jharkhand.gov.in/fire and search by the application number.
Has Jharkhand made rules under the Fire Service Act 2024?
- Not that we could find by 24 October 2026. The Act leaves the multistoried height, minimum standards, appeal fees and compounding amounts to rules, so the NOC still runs on the 2016 Bye-laws and the Single Window SOPs.
