Fire NOC in Punjab: the Provisional and Final Fire Safety Certificate

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

Punjab's 2024 fire Act needs a Provisional Fire Safety Certificate before plan approval and a Final one before completion, valid at least 3 years. Section 23 of the Punjab Fire and Emergency Service Act, 2024 (Punjab Act No. 12 of 2024, in force since its gazette of 26 November 2024) bars any plan approval, completion or occupancy certificate until the right certificate is in hand.

A Nominated Authority, a notified Fire Officer, issues both through the Directorate of Punjab Fire and Emergency Services under the Department of Local Government, online at firenoc.lgpunjab.gov.in. Certificates issued in November 2025 and September 2026 ran 3 years; the 5, 3 and 1-year split by risk class in the Validity Rules of July 2025 is reported but its gazette text was not found.

How to get a fire NOC in Punjab, step by step

  1. Fix your building's risk class and use

Section 22 classes buildings as low, medium or high risk by notification. Find the NBC occupancy group your fire officer will print on the certificate, such as Educational B.

  2. Apply for the Provisional certificate with the building plan

File on firenoc.lgpunjab.gov.in with ownership proof, the fire drawing, the owner's questionnaire and ID. Plan approval waits for it under section 23(1).

  3. Get the fire fighting scheme approved

Section 24(2) asks for scheme approval to NBC 2016 Part IV at the plan or completion plan stage, from the Director or an officer he authorises.

  4. Build and install, then apply for the Final certificate

Apply before the completion certificate. A Fire Officer inspects in the presence of the owner or a representative and records any deviations.

  5. Pay and download

Pay online or in cash at the fire station against a G-8 receipt. The certificate is digital, carries no signature and downloads from the citizen panel after the approval SMS.

  6. File returns and renew a month early

Send the periodic returns of section 23(5), hold mock drills twice a year, and apply for renewal at least 1 month before expiry, as the certificates require.

Section 23 of Punjab's 2024 Act, word for word

Section 23(1) is the whole Punjab fire NOC duty in one sentence: two certificates, tied to two building approvals, for every risk class.

Word for word

The owners and occupiers of any low, medium or high risk building shall, either individually or jointly, obtain a Provisional Fire Safety Certificate before obtaining a building plan approval, and obtain a Final Fire Safety Certificate before obtaining a completion certificate: Provided that notwithstanding anything contained in any other law of the State of Punjab for the time being in force, no authority empowered to grant a building plan approval, or a Completion or Occupancy Certificate, shall grant the same unless the said authority is satisfied that the owners or the occupiers, either individually or jointly, have obtained a Provisional or Final Fire Safety Certificate, as may be appropriate, under this Act.

Punjab Fire and Emergency Service Act, 2024 (Punjab Act No. 12 of 2024), section 23(1); Punjab Govt. Gazette (Extra), 26 November 2024 Punjab Gazette

Three things follow. The duty falls on owners and occupiers jointly, so a tenant running a shop is caught as well as the landlord. It reaches every classed building, not only high-rises, which is why the 2021 schedule prices primary schools and cracker shops. And section 78 adds that an approval under any other Punjab law does not count as the fire approval this Act asks for.

Punjab certificate validity: 1, 3 or 5 years?

The Act sets a 3-year floor, a reported 2025 rule splits it by risk, and real certificates show 1 year before mid-2025 and 3 years after.

Does your Punjab building need a Fire Safety Certificate?

Section 23 reaches every building in a risk class, so the real questions are which class and which clause. Find your premises.

  1. If An independent floor up to 17.5 m with stilt parking

Section 24(2) treats it as a low-rise building and applies low-rise fire norms. Without stilt parking that relief does not apply. Punjab Gazette

Five stops on firenoc.lgpunjab.gov.in, as the portal's FAQ, the Act and the certificates describe them.

What Flamekite could not confirm about Punjab fire NOC

Seven points no official Punjab source we read settles, as of 24 October 2026.

The Validity Rules of 3 July 2025. The 5, 3 and 1-year terms rest on one compliance tracker's summary; its attached copy now returns an error and no gazette copy was found. The Cabinet's own announcement of 21 June 2025 spoke of 3 years.

The risk classification. Section 22 says the classes "shall be notified by the Government". No notification listing which buildings are low, medium or high risk was found, so no owner can yet read their term from an official list.

Fees under the 2024 Act. Section 23(2) leaves them "as may be prescribed". The 8 October 2021 letter is the last dated schedule read; the copy archived in 2024 is cut off, and a competitor shows a different undated "proposed" table.

The rules under section 71: who is notified as a Nominated Authority, the form and frequency of periodic returns, the appeal authority, Qualified Agency licences and the Private Fire Safety Manager's qualifications.

The live portal. firenoc.lgpunjab.gov.in reset every connection from our network on 24 October 2026; its FAQ, dashboard and station list were read from archive copies of 2024 and 2025.

The 2004 and 2005 "Punjab Fire Prevention and Fire Safety" Acts listed in the portal's downloads. The 2024 Act repeals only the 2012 Act, and we found no record that the earlier two were ever in force.

Which code replaces NBC 2016, which the Act names, after its withdrawal on 30 April 2026. Section 73 lets the Government adopt its own Fire and Life Safety Norms; none was found.

Questions about fire NOC in Punjab

Is fire NOC mandatory in Punjab?

Yes. Section 23 of the Punjab Fire and Emergency Service Act, 2024 makes owners and occupiers of every low, medium or high-risk building get a Provisional Fire Safety Certificate before plan approval and a Final one before the completion certificate, which cannot issue without it.

How long is a fire NOC valid in Punjab?

The Act sets at least 3 years unless a risk class is prescribed otherwise, and certificates of November 2025 and September 2026 ran 3 years. The July 2025 Validity Rules are reported to give 5, 3 or 1 year by risk, but their gazette text was not found.

How do I apply for fire NOC online in Punjab?

On firenoc.lgpunjab.gov.in: file a new, provisional or renewal application with ownership proof, the fire drawing, the owner's questionnaire and ID, pay online or in cash at the fire station, and download the certificate after the approval SMS. Help is on 1800-1800-0172.
