NBC 2016 Part 4: the fire and life safety rules states still apply
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
NBC 2016 Part 4 sets fire rules by occupancy: 15 m high-rise line, Table 7 systems, 30 m travel. BIS withdrew it on 30 April 2026; 17 states and UTs name it.
Part 4, Fire and Life Safety, is the fire chapter of the National Building Code of India 2016 (SP 7:2016). It sorts buildings into occupancy groups A to J and lists the minimum fire installations for each in Table 7. A withdrawn code still binds wherever a state's fire act, rules, bye-laws or forms name it, from Karnataka's Fire Force Act to Punjab's 2024 Act. Only Assam had written its replacement, NBCS 2026, into its fire law by 24 October 2026.

How to check a building against NBC 2016 Part 4
Find the state instrument that names the code
Read your state's fire act, its rules and the building bye-laws for the words National Building Code. If they name the 2016 edition, Part 4 below is your yardstick; the 17 states and union territories Flamekite found are listed on this page.
Fix the occupancy group and subdivision
Place the building in one of the 9 groups and 29 subdivisions. If uses are intermingled, the whole building takes the strictest group's fire protection and each use is separated by 240 min construction.
Measure the height the way the code does
Measure from the average ground level to the terrace of the last livable floor. At 15 m the building is a high-rise; at 9 m a school or hospital is already a special building.
Read your Table 7 row and its notes
Find the row for your group, height and floor area, then read the notes it points to: a sprinkler marked Note 4 is needed only in a basement over 200 m². Read the row off a page image, never an OCR text copy.
Check exits against Tables 3, 4 and 5
Work out the occupant load from Table 3, the exit width from Table 4 and the travel distance from Table 5, then the staircase widths for your occupancy.
Add the high-rise layer
From 15 m add the firefighting shaft and Annex E; above 24 m plan refuge areas; at the heights in clause 4.10.1 appoint a Fire Officer.
Is NBC 2016 mandatory? The legal position after withdrawal
Not by itself. BIS withdrew SP 7:2016 on 30 April 2026, and even before that the code bound a building only through a state's fire act, rules or bye-laws.
Word for word
Subject to the provisions of the National Building Code 2016 relating to Fire and life safety, while issuing a No objection certificate for construction of a high rise building, the Karnataka State Fire and Emergency Services department shall follow such procedure and collect such amount of fee as may be prescribed.
This is how the code binds. The DG Fire Services describes the National Building Code as a recommendatory document and, by an advisory of 18 April 2017, asked every state to write NBC 2016 Part 4 into its building bye-laws. A state rule that names the 2016 edition keeps it as that state's yardstick until the state amends the rule: the withdrawal changed the BIS catalogue, not the state's law. Where the rule adds "as amended from time to time" or "or its latest version", as in Bihar, Kerala and Jammu and Kashmir, whether it now reaches NBCS 2026 is unsettled.
Which state rules still name NBC 2016 Part 4
Flamekite found 17 states and union territories whose fire act, rules, bye-laws, forms or orders name the 2016 edition, as read on their reviewed fire NOC pages by 24 October 2026.

- Sprinklers fed from a main and an alternate riser above 120 m for homes and 60 m for others; intermediate tanks and pumps at 160 to 180 m once a building passes 150 to 175 m. NBC 2016, Annex E
- High-rise under construction
- A dry riser of at least 100 mm, 2,000-litre water drums with 2 buckets on each floor, and a 20,000-litre tank (clause 3.4.3.2). NBC 2016, Part 4
Four buildings worked through NBC 2016 Part 4
Flamekite's reading of Table 7 and the egress tables for buildings in states whose rules still name NBC 2016. The fire service's own reading prevails.
Case 1
A 16 m block of flats in Kerala
Group A-4 flats, 16 m to the top livable floor, balconies, no basement. Kerala's rule 5(4) asks for NBC 2016 Part 4 above 15 m.
What applies Table 7's 15 m to 35 m row: extinguishers, hose reels, a down-comer, a manual alarm, a 25,000-litre terrace tank and a 900 l/min terrace pump; no wet riser or yard hydrant. Two stairs of 1.25 m and 30 m of travel in Type 1 or 2 construction. No refuge area: that starts above 24 m. NBC 2016, Table 7
Case 2
A ground plus 2 hotel in Uttar Pradesh
Group A-5, 11 m tall, 600 m² floors, no basement. A floor over 500 m² makes it a special building under clause 1.2.
What applies The 300 to 1,000 m² row: a wet riser, manual and automatic alarms, an underground tank of 10,000 litres per 500 m² of floor area with a 50,000-litre floor, a 10,000-litre terrace tank and the Note 14 pump set of 1,620 l/min. Stairs 1.50 m wide. NBC 2016, Table 7
Case 3
A 20 m office in Punjab
Group E-1 offices, 20 m, no basement. Section 24(1) of Punjab's 2024 Act names NBC 2016 Parts III and IV.
What applies The above 15 m to 24 m row: wet riser, yard hydrant, sprinklers throughout, manual and automatic alarms, a 100,000-litre underground tank, a 10,000-litre terrace tank and Note 10 pumps of 2,280 l/min. No Fire Officer, who starts at 30 m for business buildings. NBC 2016, Table 7
Case 4
An 18 m warehouse in Bihar
Group H storage, 18 m, 2,000 m² floors. Bihar's rule 15 names NBC 2016 Part 4.
What applies Table 7 has no row for it: Note 20 does not permit storage buildings above 15 m. The design comes down to 15 m, or the owner asks the Bihar Fire Service in writing how it will treat the height. NBC 2016, Table 7

Mistakes when a state still applies NBC 2016 Part 4
Six errors that send NBC 2016 plans back from a fire service.
If Reading Table 7 from an OCR text copy of the code
Scanned copies shift columns between risers, hydrants and sprinklers. Read the row off the printed page, pages 41 to 51 of Part 4. NBC 2016, Table 7
If Planning a lodging house or private home above 15 m
Table 7 Note 3 does not permit A-1 or A-2 above 15 m: reclassify the building or keep it lower. NBC 2016, Table 7
If Planning a school, hospital, assembly hall or shop above 30 m
Note 16 bars Groups B, C, D and F above 30 m, though the table prints a C-1 row up to 45 m. Get the fire service's view in writing. NBC 2016, Table 7
If Treating Group G rows as covering a large factory
Note 17 limits them to small-scale units; larger plants are worked out from Indian Standards with the local fire authority. NBC 2016, Table 7
If Using the national Table 7 for a low-rise building in Uttarakhand
The 6 June 2025 order replaces it with state kits below 12 m. Uttarakhand GO 2025
If Changing a building's use without a new approval
Clauses 3.1.12 and 3.1.14 need a certificate of occupancy first and the new group's rules met, unless the new use is less hazardous. NBC 2016, Part 4
Keeping an NBC 2016 approval in order in 2026
For owners whose fire NOC was granted under the 2016 text.
Do
- Keep the Table 7 row and note numbers your plans were approved under in the building file. NBC 2016, Table 7
- Keep refuge areas empty, sprinklered, lit and signed, as Annex E E-4 requires. NBC 2016, Annex E
- Appoint the Fire Officer clause 4.10.1 asks for, and keep the fire orders and training records the officer prepares. NBC 2016, Annex E
Don’t
- Don't enclose a refuge area or sell it as floor space; only area beyond the requirement counts towards FAR. NBC 2016, Annex E
- Don't run ducts, gas pipes or electrical shafts through a staircase. NBC 2016, Part 4
- Don't let an alteration bring fire safety below what existed before (clause 3.2.7). NBC 2016, Part 4

What Flamekite could not confirm about NBC 2016 Part 4
Six points no official source settled by 25 October 2026.
Whether a reference that says "as amended from time to time", "or its latest version" or "as updated from time to time" now carries NBCS 2026. Bihar's rule 15, Kerala's rule 5(4), Jammu and Kashmir's clause 14.2, section 26(3) of Uttar Pradesh's 2022 Act and Ladakh's 2024 bye-laws are worded this way, and none of these states had issued a clarification.
Which edition officers apply where the rule names "NBC Part IV" with no year: West Bengal's rule 19 of 2003, Madhya Pradesh's Bhumi Vikas Rules and Jharkhand's fire SOPs. Haryana's local-body checklist still names NBC 2005.
Whether Chhattisgarh's Amendment Bill of 15 July 2026, which drops the NBC from its 2018 Act, has passed. Mizoram's 2026 schedule built on NBC 2016 Table 7 was signed on 20 August 2026 but not found in the Gazette, so it is not counted among the 17.
How fire services read Note 16, which bars institutional buildings above 30 m, against the Table 7 row printed for hospitals up to 45 m.
A secondary claim that 22 to 24 states had written NBC 2016 fire rules into their bye-laws by 2024; Flamekite found no Ministry of Housing and Urban Affairs record for it and did not use the figure.
The edition and completeness of the Surat copy beyond its first page. BIS text on this page is paraphrased from the Nagpur copy, never quoted.
Questions about NBC 2016
Is NBC 2016 mandatory?
- Not by itself. BIS published it as a recommendatory code and withdrew it on 30 April 2026. It binds a building only where a state's fire act, rules or bye-laws name it, as Karnataka's Fire Force Act, Punjab's 2024 Act and Kerala's building rules still do.
What does Part 4 of NBC 2016 cover?
- Part 4, Fire and Life Safety, sets occupancy groups A to J, fire zones, construction types, exits and staircases, and the fire installations in Table 7. Annexes add high-rise, atrium, commercial kitchen, car park and metro rules.
What is the high-rise height in NBC 2016?
- 15 m and above, whatever the occupancy, measured to the terrace of the last livable floor. NBCS 2026 moved the line to 24 m, but a state whose rules name NBC 2016 keeps 15 m unless its own rules set another height.
What is Table 7 in NBC 2016?
- The table of minimum fire installations for each occupancy and height: extinguishers, hose reels, risers, yard hydrants, sprinklers, alarms, tanks and pumps, marked required or not, with 24 notes. A 16 m block of flats, for example, needs a down-comer and a 25,000-litre terrace tank.
What is the travel distance in NBC 2016?
- 30 m for most occupancies in Type 1 or 2 construction, 22.5 m for residential, educational and institutional buildings in Type 3 or 4, and 45 m for low and moderate hazard industry, plus 50% in a fully sprinklered building.
When does NBC 2016 require a refuge area?
- Above 24 m: at or just above 24 m and then about every 15 m, sized for 2 floors at 0.3 m² a person with a 15 m² minimum. Flats with balconies need none up to 60 m, and D-6 malls start at 18 m.
How many staircases does NBC 2016 require?
- At least 2 in every building Part 4 covers. Widths run from 1.25 m in flats and hostels to 1.50 m in hotels and schools and 2.00 m in hospitals and assembly halls.
Where can I download the NBC 2016 PDF?
- Public bodies host copies: Nagpur and Surat municipal corporations host Part 4, and Puducherry's fire service hosts Volume 1. They carry a purchaser's licence watermark; BIS is the publisher.
